Director
Herrera brought to his position 36 years of professional
service as a licensed civil engineer.
He
has been serving as a full-fledged Regional Director in
February 2006. Before
that, he served as Assistant Regional Director for five years
and as OIC-RD for six months. He even served as District
Engineer for four months, OIC-DE for a year and Engineer V for
10 years. Director
Herrera started as Civil Engineering Aide I in 1971.
He later became Associate Civil Engineer, Senior Civil
Engineer and Supervising Civil Engineer.
During
his term as Regional Director, he led peace and development
through massive infrastructure projects for the acceleration
of the implementation of the Improvement/Rehabilitation of
Basilan Circumferential Road in Western Mindanao. Residents
along four barangays in Zamboanga del Sur are now safe from
water born disease and assured of 24-hour supply of potable
safe drinking water as the completion of four water supply
facilities included in the Presidents Priority Program on
Water.
Director
Herrera is equipped with trainings such as the International
Course on Project Management at the Project Management
Consultants, Stockholm, Sweden and also on Exploitation of
Fluvial Transport at the International Formation Institute de
Transporte. He
was also the department’s delegate at the Traffic Planning
Engineering and Management at the Ministry of Construction,
Tokyo, Japan. He
has been to the Workshop on BOT/Related Variants Schemes by
the Coordinating Council of the Philippines and the Program
for Executive Development by the Development Academy of the
Philippines.
He
graduated at the University of the Philippines with a
Bachelor’s degree in Civil Engineering in 1969.
He even took up his Masteral in Public Administration
in 1996 at the Western Mindanao State University.
