Regional Director Rolando M. Asis has been involved in various engineering aspects as practicing civil engineer from surveying, proposal preparation, project planning, project management, feasibility study, detailed engineering, project implementation and construction management/supervision for both foreign-assisted and locally funded government projects.

 

Designated as OIC-Regional Director for Western Visayas (Region 6) on January 10, 2005 and regular Regional Director on February 9, 2006, Director Asis went through different positions in the DPWH starting as Civil Engineering Aide 2 (Survey Team Leader) in November 1976, Surveyor, Supervising Civil Engineer, Project Manager, Engineer III, Regional Project Manager, and Assistant Regional Director.

 

He also served as executive officer of foreign-assisted and special projects of DPWH Region 6 in 1992 and head of management staff and assistant to the action officer of foreign assisted projects in the Visayas (Region 6, 7, 8) in 1993.

 

He was conferred with member certificate as Construction Management Engineering Specialist in June 2004.

 

Always the simple leader that he is, he continues to develop expertise in engineering and management through participation in trainings and seminars that include: Institutionalization of Monitoring Activities for Middle Managers in Government, 12th REAAA International Conference, World Bank Training Course for Performance-Based Contracts for Management and Maintenance of Roads, Information Technology Training for Executives, Management Development for Executives, Professional Growth through Value Clarification for Executive, Integrated Executive Leadership Program, Seminar on Total Quality Management for Top Executives, Contract/Project Management, Comprehensive Training of DPWH Field Executives, Seminar on Solid Waste Management, Regional Seminar for Attaining Global Competitiveness, Construction Project Management, Seminar-Workshop on Constructor’s Performance Evaluation System, Seminar on Flood Control Plan of Medium and Small Scale Rivers, Modern Trends in Construction, Asphalt Pavement and Earthquake Engineering, and Prestressed Engineering.

 

His professional affiliations include memberships in, among others, Philippine Institute of Civil Engineers (National Director – Iloilo Chapter), Association of Government Civil Engineers of the Philippines (AGCEP), Road Engineering Association of the Philippines (REAP), and Circulo Capizeño, Iloilo (Board of Directors).

 

His academic attainments include Bachelor of Science in Civil Engineering from Western Institute of Technology in May 1977, Master in Public Administration from University of San Agustin (30 units), and Master in Engineering with Specialization in Civil Engineering from Western Institute of Technology in 1999.

 

He was born on December 30, 1955 in Sigma, Capiz.
