TRAFFIC RESUMES IN LANDSLIDE HIT NATIONAL ROAD SECTION IN EASTERN SAMAR – DPWH

  Traffic is now open along the national highway in Sulat, Eastern Samar after the Department Public Works and Highways – Eastern Samar District Engineering Office (DPWH-ESDEO) has conducted clearing operation on a landslide that occurred in Brgy. Del Remedio, Sulat, Eastern Samar. The national highway was totally blocked by landslide including coconut trees and was closed at the height of tropical depression “Crising”. DPWH District Engineer Ricardo D. Odita immediately dispatched road maintenance and construction engineers to assess the situation and started with the clearing operations. “The tropical depression Crising brought intermittent heavy rains for several days in Eastern Samar which caused big tracts of mountain slope to roll down blocking the national highway in Brgy. Del Remedio,” Odita said. “By the time we arrived at the site, several passengers and vehicles bound to and from Borongan were already stranded because of the huge tracts of earth and coconut trees that covered the whole portion of the national highway, making it impassable for any type of vehicles” he continued. “Fortunately for us, the contractor of the on-going Samar National Road Development Project (package 3) located hundreds of meters away from the landslide area was kind enough to lend his heavy equipment for the clearing operations,” said Odita. Immediately, the heavy equipment was dispatched to clear the blocked road section including DPWH stake truck, dump truck, service vehicles to ferry maintenance crew to clear the area and installed warning signs. Maintenance report has estimated that the volume of earth could reach at about 6,000 cubic meters.

DPWH PLANTS “MANI-MANI” TO PROTECT ROADS FROM LANDSLIDES

  Peanut grass or “mani-mani” are planted at the mountain slopes along the national roads in Eastern Visayas to control soil erosion and possible landslides that block the roads during heavy downpour. Earlier, in his Department Order, DPWH Secretary Rogelio L. Singson has directed the use of bioengineering technology such as the use of coconut coir, coco-net, coco-log/fascine, vegetation (vetiver grass hedgegerow, grass cover, and trees to control soil erosion and slope stabilization along the national roads and bridge approaches. “This is in support to the government’s program of adopting indigenous products or technologies in infrastructure projects and generate employment in the countryside,” said Singson. In a report, DPWH Region VIII Director Rolando Asis said that seven (7) kilometers stretch of Daang Maharlika (Pan-Philippine Highway), along Tacloban – Baybay road section in Leyte province have been planted with peanut grass or “mani-mani” as slope erosion control as well as beautification. Asis said that one-third of the 206.65 km national road network in Leyte 5th Engineering District is in mountainous area with 85 kilometers located along the mountain slopes. The road section, according to Asis, is prone to perennial landslides during inclement weather or continuous heavy downpour. To address this concern, the DPWH field office has adopted innovative bioengineering measure to protect the major route from damage or closures due to soil erosion and landslides. Asis further said that the DPWH 5th Leyte District Engineering Office has adopted the peanut grass or “mani-mani” due to its abundance in the area. It is a wild grass that grows and propagates very easily even in very steep areas and it covers the slope like a wall. Once it grows, Asis said, it deters other grass species or plants to grow thus providing the planted area a “carpet-like” cover. Planting of peanut grass incurs minimal cost as these plants thrive abundantly in the province of Leyte. Clearing of slopes and planting activities are being undertaken by job-order workers, with each worker assigned with 3.5 kilometers stretch to maintain. Thus, planting and maintaining these peanut grass also generate job opportunities in the area, said Asis.
