
Long years
of government engineering experience is a big advantage to
Engr. Edgar Tabacon in handling his new role as Assistant
Regional Director.
He started
with a permanent Clerk II position at BSRPMO-Iloilo City in
October 1985. After passing the board for civil engineers,
his innate intelligence enables him to obtain a Civil
Engineer position at DPWH-Regional Office in Cebu City in
June 1988 later transferred as Senior Civil Engineer to DPWH
Region VI wherein he served as Engineer III for eight years.
From January 2001 to July 2004, he served as construction
section chief at Negros IV Engineering District Office based
in Bago City. He was then promoted as District Engineer of
Iloilo 1st District Engineering Office, a
position he held for five years until his appointment as
OIC-Assistant Regional Director of DPWH Central Visayas
Region (Region VII). He currently assists the Regional
Director in the supervision of the Eastern Visayas Region
since September 2010.

Tabacon has attended trainings/conferences/workshops
conducted by various institutions to boost his credentials
like the Conference of Career Executive Service conducted by
the National Union of Career Executive Service Officers in
November 2009; 8th Heads of Road Authorities
Meeting & 13th Road Engineering Association of
Asia & Australasia conducted in Korea by the Road
Association of Asia and Australasia in September 2009;
Workshop on the Program of Strengthening the Philippine
Institutional Capacity to Adapt Climate Change conducted by
the National Economic Development Authority in July 2009;
Phase 2- Short Term Training on Enhancing Management
Leadership in Support of DPWH Strategic & Operations;
Training Program on Road Safety by the Inter-Agency Road
Safety Committee; Advance Geotechnical Engineering Training
Course by the National Swedish Road Administration;
Comprehensive Training for Field Engineers; and Management
Course for Supervisor.
He also
attended seminars separately conducted by the Career
Executive Service Board, Civil Service Commission and the
Office of the Ombudsman. These include Talent Management for
Competitiveness; CES Executive Leadership and Wellness Camp;
Creative Innovations and Reforms for Committed Leadership
and Effectiveness (C.I.R.C.L.E.) Forum; Convention of Career
Executive Officers; Career Service Executive Eligible
Congress; Training for Effective and Efficient Management;
Seminar on EHEM! AHA!; among others.
He was
awarded as Most Outstanding Public Servant by the Manila
Newswatch in CY 2007 & 2008 and Most Outstanding Civil
Engineer for Class 1985 by the University of San Juan
Recoletos. He is an active member of the District Engineers
League of the Philippines and Philippine Institute of Civil
Engineers.
Engr.
Tabacon was conferred with a Career Executive Officer (CEO)
VI Rank in September 2007 and a Career Service Executive (CSE)
eligible since 2002. He also passed the Civil Service
Commission-DPWH Promotional Examination in 1994 with an
84.5% rating. He completed his Master in Public
Administration degree from the University of San Agustin in
1995. He immediately passed the Civil Engineering Licensure
Examination in 1987 after completing his Bachelor of Science
in Civil Engineering at the University of San Jose Recoletos
in 1986.
He was
born to Cosme Tabacon and Perpetua Babiera of Cebu on
February 25, 1963. He is married to Marissa Manalaysay. |
