DPWH REHABILITATES BAGO-MAMBUCAL ROAD

  The Department of Public Works and Highways is undertaking improvement works along Bago-Mambucal National Road in Negros Occidental in line with the national development program. The road provides access to Mambucal Resort, a famous tourist destination in Negros Island. DPWH Negros Occidental 4th District Engineer Emmanuel C. Mendiguarin reported that works for P48 Million worth rehabilitation/reconstruction/upgrading of damaged paved national road along Bago-Mambucal National Secondary Road, Km.0026+000 – Km0031+(-124) with exception, in Bago City, Negros Occidental has already posted 80% accomplishment. The 4.876-kilometer road project which is funded under the FY 2011 Regular Infra Program, is being undertaken by contract with IBC International Builders Corporation and supervised by the Negros Occidental 4th District Engineering Office.

DPWH-VI READIES FOR HOLIDAY SEASON

  The Department of Public Works and Highways (DPWH) Regional Office VI has reactivated its “Lakbay Alalay” program to ensure smooth travel of motorists particularly this holiday season. Regional Director Evelyn T. Barroso has instructed all DPWH District Engineering Offices in Western Visayas to make sure that road sections are well-maintained. Barroso ordered the installation of necessary informational and directional signs as well as traffic advisory and the removal of obstructions along national roads. The District Engineering Offices were directed to install Motorist Assistance Stations and deploy field personnel thereat, on a round-the-clock shift, to provide prompt and reliable assistance to motorists on normal and emergency situations.

RESTORATION/REHABILITATION WORKS

Top 

  Motorists and commuters are now enjoying a safer and more comfortable travel with the Restoration/Rehabilitation of Bacolod-South Road, Km0128+000 – Km0129+616 at Brgy. Caliling, Cauayan, Negros Occidental. This 1.616-meter road rehabilitation, with a budget allocation of P42.44-Million, was completed in September this year. The project was implemented by DPWH Negros Occidental 3rd District Engineering Office under OIC-District Engineer Haydee S. Alunan and supervised by DPWH Regional Office VI under the leadership of Regional Director Evelyn T. Barroso.

DPWH PREPARES FOR ALL SAINT’S DAY

  In line with the thrust of the Department of Public Works and Highways (DPWH) of assisting all motorists in anticipation of the forthcoming observance of All Saint’s Day on November 1, 2011 and to ensure safety of local and foreign tourists going to cemeteries, the DPWH, Regional Office VI is reactivating the “Lakbay Alalay” program. This “Lakbay Alalay” program will take effect on October 28, 2011 at 5:00 o’clock in the morning until noon of November 3, 2011. DPWH Regional Director Evelyn T. Barroso, through OIC-Assistant Regional Director Lea N. Delfinado, ordered the District Engineers of District Engineering Offices in the region to install motorist assistance stations and deploy field personnel on a round-the-clock shift to provide prompt and reliable assistance to motorists on normal and emergency situations. They should also coordinate with other local government agencies, such as LTO, PNP and LGUs in order to provide required assistance to those who need. District Engineers were further instructed to ensure that road sections are well-maintained and kept in good shape for safer travel and ensure the uninterrupted transport flow. Informational and directional signs and traffic advisory must be installed where necessary. Obstructions along national roads should be removed.

CEREMONIAL BIDDING

  Senator Franklin M. Drilon observes the bidding process at the Conference Hall of the DPWH Regional Office VI last October 7, 2011. Witnessed by the Senator are the opening of bids for two (2) of his priority infrastructure development projects namely: Widening of Treñas Boulevard Road Component along Iloilo River with the Approved Budget for the Contract (ABC) of P48,436,627.10 and participated by 16 contractors; and Completion of Metro Iloilo Radial Road with the ABC of P58,199,651.05 with 12 participating contractors. Region 6 Director Evelyn T. Barroso also took the opportunity to update the Senator on the development of Circumferential Road-1 (C-1), widening of Jaro-Leganes Road, and improvement/dredging of Iloilo River.

P2.4-BILLION INFRA PROJECTS TO AUGMENT ILOILO CITY’S ECONOMY

  Ilonggo Senator Franklin M. Drilon is very optimistic that the implementation of his P2.4-Billion priority infrastructure projects will kick-off by November this year, the said projects to be implemented by the Department of Public Works and Highways (DPWH), Regional Office VI. In a recent meeting of the Iloilo River Development Council (IRDC), of which DPWH Regional Office VI is a member, Sen. Drilon mentioned that President Benigno Simeon Aquino III is supporting the Ilonggos “to enable us to improve our infrastructure and spur economic development.” DPWH Regional Office VI is entrusted to implement the following priority projects of Sen. Drilon: * Completion of Metro Iloilo Radial Road in the amount of P217 Million * Construction of Iloilo Circumferential Road-1 (C-1) in the amount of P1.7 Billion * Widening of Jaro-Leganes Road in the amount of P423 Million * Construction of Hechanova Street to Diversion Road in the amount of P173.60 Million * Esplanade (Widening of Treñas Boulevard Road) in the amount of P70 Million. Sen. Drilon assured that the implementation of these projects will be very transparent to the people. “On October 7, we will bid out the projects or portions of them…. This will signal the start of the construction of the projects,” Drilon said in the meeting, adding that he will personally witness the conduct of the bidding process. The good senator hopes that “by the next two or three years, there will be a lot of infrastructure activity in the city.” “We hope to execute these projects on time,” he added.

DPWH REGION VI OFFICIALS ATTEND REGIONAL OPERATIONS MEETING FOR VISAYAS CLUSTER

  DPWH Region VI Regional Director Evelyn T. Barroso, together with OIC-Assistant Regional Director Lea N. Delfinado, Regional Office Construction Chief Marilyn H. Celiz, PDD OIC-Chief Danilo M. Peroy, ORD-Chief of Staff Engr. Marilou G, Zamora, Monitoring Engr. Julie M. Tambasen and all the District Engineers were in Tacloban City last September 14, 2011 to attend the Regional Operations Meeting for Visayas Cluster. The said meeting was attended by Regional Directors, Assistant Regional Directors, Division Chiefs and District Engineers of Regions VI, VII and VIII. It was conducted by Undersecretary for Regional Operations Romeo S. Momo, Assistant Secretary for Regional Operations-Visayas and Mindanao Dimas S. Soguilon, Assistant Secretary for Technical Services Eugenio R. Pipo and Bureau of Equipment Director Edilberto D. Tayao from the DPWH, Central Office in Manila. Topics discussed were: Status of Project Implementation, 2011 Additional Priority Projects; Proposed 2012 Projects; Status of Compliance on BP 344; and Road Right-of-Way Clearing along National Roads. Usec. Momo also emphasized on the target of the Department, which is to utilize 80% of the FY 2011 Budget by the end of the year. This further means that all programmed infrastructure projects should be 80% implemented before the year ends.

VITAL BRIDGES TO PROMOTE TOURISM IN GUIMARAS

  The construction of two new bridges would be a great help in boosting the tourism industry in the province of Guimaras. The Department of Public Works and Highways (DPWH), President’s Bridge Program Office, though its Mega Bridges for Urban and Rural Development Project has undertaken the construction of the P32.474-Million Mantasic Bridge and P31.707-Million Bugnay Bridge, both in the municipality of San Lorenzo. These bridge projects are in support of the national government’s program of developing and promoting tourism in this scenic island province. These one-span double lane bridges have a total length of 28.80 lineal meters. The materials used in these projects are supplied by a French firm Matiere. These bridges will not only link the agricultural areas in the province but will provide opportunities to explore the island’s grandeur and natural wonders. The construction of Mantasic Bridge, which started in May, this year is expected to be opened to traffic before end of September In the same way, the construction of Bugnay Bridge commenced last June and is expected to be completed in November, this year. Meantime, the DPWH, through its President’s Bridge Program is at the wheel in the implementation of bridge construction projects in various areas in the country.

DPWH TO REHABILITATE SEAWALL IN AKLAN

  The Department of Public Works and Highways (DPWH), Aklan District Engineering Office is set to implement the P27-Million worth of seawall project in Brgy. Tambak in New Washington, Aklan, which is the hometown of the famous spiritual leader, the late Jaime Cardin Sin. According to District Engineer Roberto J. Cabigas of DPWH, Aklan District Engineering Office, an amount of P27 Million has been allocated for the improvement and rehabilitation of the Tambak Seawall. The project is part of the programs and projects of the Local Government to beautify the Cardinal Sin Avenue as part of commemorating his life and works. The old seawall, which was constructed by the national government through the influence of Cardinal Sin was devastated by two strong typhoons that struck the province and aggravated by continuous soil erosion. DE Cabigas also said that the rehabilitation of the seawall would protect the local residents as well as business establishments during typhoons and strong waves that make the place a ghost town because people are forced to evacuate every time strong waves hit. The project complements the existing drainage system of the local government of Kalibo. It is expected to be completed in two months under good weather condition. Once completed, it will be a great help in reducing the flooding problem in Aklan, which is considered a “catch basin.” Meantime, Aklan Governor Carlito S. Marquez said that the Provincial Government is willing to provide additional funds for the rehabilitation of the said seawall.

DPWH REGIONAL OFFICE 6 TO FAST-TRACKS IMPLEMENTATION OF FY 2011 PROJECTS

  The Department of Public Works and Highways (DPWH) Regional Office VI is rigorous in fast-tracking the implementation of infrastructure projects in various areas in the region. In a meeting with the contractors at the Office of the Regional at Fort San Pedro in Iloilo City last September 19, 2011, Regional Director Evelyn T. Barroso discussed the current status of the projects which are under contract with their respective firms. Barroso discussed the current status of the projects which are under contract with their respective firms. During the meeting, the contractors were asked to commit to hasten project implementation. According to Director Barroso, DPWH Secretary Rogelio L. Singson targets to disburse 80% of all project costs by December of this year. However, since most projects in Region VI started late, the Director required the contractors that “all projects with approved budgets should be at least 65% completed by the end of FY 2011.” This means, they have to fast-track their operation to attain this target. Nevertheless, they have to make sure that the project being implemented is in accordance with the plans and specifications. In return, the contractors committed to the Director that they will do their utmost capacity to reach the required target without sacrificing the quality of work.

DREDGING OPERATION

  Dredge Visayas II, the dredging machine dispatched by the DPWH is in full operation, jump-starting the dredging of the Iloilo River and its tributaries. This dredging activity is part of the rehabilitation initiatives of Senator Franklin M. Drilon to clean and develop the Iloilo River.

DPWH REGION 6 TO INTENSIFY CAMPAIGN AGAINST OVERLOADING

  The Department of Public Works and Highways (DPWH) in Region VI is set to procure additional portable weighing machines in order to intensify its campaign against overloaded trucks in Western Visayas. Regional Director Evelyn T. Barroso said that the office has requested funding from the DPWH Central Office for the establishment of weighbridge stations in the region. At present, DPWH Region VI has no portable weighing machine and has only three (3) weighbridge stations located in Iloilo City, Dumarao in Capiz and Talisay City in Negros Occidental. However, the weighbridge in Iloilo City, along the Jaro-Leganes Road, was nearly decommissioned. DPWH Iloilo City OIC- District Engineer Jose Al. V. Fruto said that more weighbridge stations should be established and more portable weighing machines should be acquired, considering that twenty-five percent (25%) of cargo trucks passing the national roads are overloaded. DPWH Secretary Rogelio L. Singson said that overloading is one of the major reason for the early deterioration of our national roads. The national government is spending billions of pesos for the rehabilitation and maintenance of roads, thus spending money for road rehab will be useless if overloading won’t be stopped” said Secretary Singson. DPWH Region VI has already impounded at the end of July 2011 some 100 overloaded cargo trucks and sanctioned them for violating the Republic Act 8794, otherwise known as the Anti-Overloading Law of the Philippines. Under R.A. 8794, trucks are prohibited from passing the national roads and bridges if their axle load exceeds the 13,500 kilograms/axle capacity limit and allowable computed gross vehicle weight. The law also states that a penalty equivalent to twenty-five percent (25%) of the Motor Vehicle User’s Charge shall be imposed to violators.

DPWH - METRO ILOILO WATER DISTRICT MEETS TO DISCUSS POLICY ON DIGGINGS

  A meeting between the Department of Public Works and Highways and Metro Iloilo Water District (MIWD) officials was held recently at DPWH Region 6 office in Iloilo City to discuss implementation of policy on diggings/excavation along national roads. Provisions of the DPWH Order No. 26 series of 2011 otherwise known as the “Policy on Diggings/Excavations by Private and Public Utilities on National Roads” was discussed at the meeting between DPWH Region 6 Director Evelyn T. Barroso, MIWD General Manager Le Jayme Jalbuena, and District Engineers of DPWH Iloilo City, Iloilo First, Iloilo Second and Iloilo Fourth District Engineering Offices. Earlier, Secretary Rogelio L. Singson issued Department Order No. 26 upon observing that the haphazard restoration works on excavation activities on national roads by public utility agencies, companies or corporations, whether public or private, have caused the deplorable and dangerous condition of national highways. More often than not, the restoration/reconstruction takes place several months later; resulting to travel inconvenience among motorists and commuting public. As provided under the DPWH Order, all applications for the issuance of Excavation Permit on National Roads shall be processed by concerned DPWH office only upon submission/compliance by the utility agency or its agent or contractor of the Sketch Plan showing the exact location of the project Also part of the requirements prior to issuance of permit includes the programs of work with corresponding detailed estimates, timetable of the proposed work, typical section and specifications, and accomplished terms and conditions. DPWH also imposed the posting of necessary surety in the form of Performance Bond, callable on demand, equivalent to 100% of the full restoration/reconstruction cost of the affected area and payment of a non-refundable amount to cover the Engineering and Administrative Overhead (Supervision Fee). With all these requirements clearly explained to heads of DPWH offices that issues excavation permit and the MIWD General Manager having the knowledge of their responsibilities, we expect better restoration works and preserve national roads in future water service improvement within the service area of MIWD, said Director Barroso.

DPWH PRESERVES NEGROS NATIONAL ROAD

  The Department of Public Works and Highways has prioritized asset preservation as a sound policy of maintaining national highways and increase mobility to the travelling public. Secretary Rogelio L. Singson said that preserving roads thru preventive maintenance project is more cost effective before they reach the state of disrepair which will require bigger budget and more expensive works done on the road. In Negros Occidental Province, DPWH Negros Occidental 4th District Engineer Emmanuel Mendiguarin reported to Region 6 Director Evelyn T. Barroso the completion of 540 lineal meters preventive maintenance works in La Carlota City along Jct. Bagonawa-La Castella-Isabela Road. The project was completed within 24 calendar days in the amount of P5.9 million by Homeworld Construction Corporation. “This work has reduced the deterioration of the road and prolongs the service life, providing safe and convenient travel”, said Mendiguarin. Another project completed in La Carlota City was the 504 lineal meters construction of Bukros-Ayungon Junction Road undertaken within 60 calendar days by Silver Dragon Construction. In line with the program to help boost local tourism through improved land travel, Mendiguarin has also reported the full blast work for the upgrading/improvement of about 1,384 lineal meters portion of Bacolod South Road and 515 lineal meters Bacolod South Bypass Road both located in Bago City. Pave and improve roads leading to tourist complexes of the province of Negros Occidental will give support to President Benigno S. Aquino III administration’s tourism promotion program.

DPWH IMPROVES ACCESS TO GUIMARAS PROVINCE

  The national government is undertaking improvement of national highways in the Island Province of Guimaras to improve the public’s access to activities, goods and services. Department of Public Works and Highways Western Visayas Regional Office headed by Director Evelyn T. Barroso works hand-in-hand with Guimaras District Engineer Rolando Ubaldo in the upgrading the Guimaras Circumferential and Central Roads. The improvement through concrete paving of Guimaras Circumferential and Central Road is being undertaken on a multi-year utilizing the DPWH Regular Infrastructure Program Fund. Engineer Ubaldo said that road upgrading project from gravel to concrete is presently being undertaken by DPWH Guimaras District Engineering Office in San Lorenzo, Guimaras covering paving works of about 1,077 lineal meters roadway and under contract with JET Construction Supply in the amount of P28.9 million. Started in August 2, 2011, the project has already posted 12.10 percent completion, more than four (4) percent ahead of schedule and expected to be completed by November of this year. Similarly, the project for the rehabilitation/reconstruction/upgrading at intermittent section of Guimaras Circumferential Road in Jordan has progressed by 23 percent, more than 12 percent ahead of schedule. The project costing P31 million involves concrete paving works of about 720 lineal meters and 2,030 lineal meters asphalt paving. Under the 2011 Regular Infra Program, DPWH Region 6 which was given the authority to implement projects costing beyond P50 million has an P80 million appropriation for the paving of about 8 kilometers section of the circumferential road. With 8,228 lineal metes of the Central Road still gravel, DPWH Guimaras District Engineering Office has contracted with Shak Construction & Supply in the amount of P6 million the upgrading thru concrete paving of 423 lineal meters San Miguel-Constacia-Cabano-Igcawayan section which at 95 percent is on its final completion stage. The paving of roads in Guimaras Province is part of DPWH Secretary Rogelio L. Singson target program to increase the paved road density of highways in the Philippines needed to improve the global competitiveness of the country in terms of overall infrastructure quality and sustainable economic growth program to achieved the inclusive growth vision of President Benigno S. Aquino III administration.

INCREASED ROAD THICKNESS

DPWH TOGETHER WITH FRENCH AMBASSADOR TO OPEN BACOLOD FLYOVER

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson together with French Ambassador to the Philippines Thierry Borja de Mozota will lead on Friday (August 19, 2011) the inauguration of the Lacson Circumferential Flyover in Bacolod City. On hand to assist them in the unveiling of project marker are local officials led by Congressman Anthony T. Golez Jr., Negros Occidental Governor Alfredo G. Marañon Jr., and Bacolod City Mayor Evelio R. Leonardia. DPWH, which implemented the project, will also be represented by Undersecretary Rafael C. Yabut, Assistant Secretary Emil K. Sadain, Region 6 Director Evelyn T. Barroso and Project Director Oscar C. Villanueva of the President’s Bridge Program Office. The inauguration ceremony kicks off with the singing of the national anthem and invocation by the Bacolod City College Choir followed by the welcome remarks of Mayor Leonardia and messages from Secretary Singson and Ambassador De Mozota. Archbishop Vicente M. Navarra of the Diocese of Bacolod will bless the flyover which will be followed by the ceremonial drive thru and ribbon cutting by the officials. Lacson-Circumferential Flyover, the first constructed flyover in Negros Island, was originally targeted for completion by the end of the month of August 2011 but has been fast-tracked and completed one month ahead of schedule in order to ease the inconvenience brought about by the construction activities in the said busy intersection. This modular steel flyover consists of five (5) spans, four (4) piers on concrete bored piles with a total length of 195 lineal meters and 145 lineal meters approach roads. Implemented by the DPWH President’s Bridge Program Office under the Mega Bridges for Urban and Rural Development Project with funding assistance from the French Government, the flyover is envisioned to contribute in increasing road capacity to mitigate traffic congestion in Bacolod City, especially during milling season, where truckloads of sugarcane passes through this junction. The constructed flyover will also lessen the travel time of motorists and the commuting public by more than 30 minutes going to and from the New Silay Aiport as well as Banago Port, thus improving transport facilities and give boost to the tourism industry in Bacolod City also known as the City of Smiles. These are all in keeping with the President Benigno S. Aquino III administration’s thrust of strategic convergence of government projects that are aimed at poverty alleviation and countryside development. Another modular steel flyover being implemented by the DPWH-PBPO, the Puerto-Sayre Flyover in Cagayan de Oro City, is scheduled for completion by end of August 2011.

ASPHALTED ILOILO ROAD PAVEMENT

DPWH SUPPORTS PROMOTION OF TOURISM IN GUIMARAS ISLAND WITH THE CONSTRUCTION OF TWO BRIDGES

  The Department of Public Works and Highways (DPWH) is undertaking construction of two (2) vital bridges in Guimaras Island in support to the national government’s program to develop and promote tourism in this scenic province of the Philippines. Under the implementation of the DPWH President’s Bridge Program Office are the constructions of Mantansic and Bugnay Bridges both with a total length of 28.80 lineal meters and located in San Lorenzo, Guimaras. DPWH PBPO Director Oscar Villanueva said these bridges consist of one span double lane and is part of the Mega Bridges for Urban and Rural Development Project of the President’s Bridge Program which not only link agriculturally productive areas of the province but also opened up opportunities to explore the island’s natural wonders. This is also in consonance with the convergence program of the DPWH under Secretary Rogelio L. Singson particularly on the construction of support infra for tourism destination being promoted by Department of Tourism. Utilizing bridging materials supplied by French firm Matiere, the construction of these bridges offers great help and convenience to the residents and open windows to economic opportunities. Started in May 3, 2011, the P32.474 million worth Mantansic Bridge is already 65 percent complete and expected to be open to vehicular traffic before the end of September 2011. On the otherhand, the P31.707 million worth Bugnay Bridge started in June 16, 2011 is already 50 percent complete and set for completion by the middle of November 2011. DPWH Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain, in-charge of DPWH foreign funded projects said that funding for PBP’s Mega Bridges for Urban and Rural Development Project are sourced from loan agreement between the Government of the Philippines and French Government. The project not only improve accessibility to major tourist areas of Guimaras but also provide local employment since they are implemented by administration. President’s Bridge Program is at the helm of the many bridge-building projects for the country’s progress and development.

FIRST FLYOVER IN BACOLOD CITY COMPLETED

  Construction of the pre-fabricated modular permanent flyover in Bacolod City has been completed. The Department of Public Works and Highways announced that the construction of Lacson-Circumferential Flyover, the first flyover project in Negros Occidental, has been completed one month ahead of schedule. Implementing office DPWH-President’s Bridge Program Office headed by Project Director Oscar Villanueva pushed for the early completion of the P365.436 Million worth flyover following the instruction of Secretary Rogelio L. Singson in order to help immediately decongest traffic in the urban city of Bacolod. Bacolod City is further expected to experience congestion problem and influx of people with the construction of Bacolod North Terminal, vibrant tourism industry, busy Bacolod-Silay Airport, construction of new Banago Port, flourishing commerce and industry and increased agricultural production particularly from the sugar plantations. Funding for the construction of the 195 lineal meters flyover made of five (5) spans four (4) piers on concrete bored piles and with 145 lineal meters approach road which is part of the Mega Bridges for Urban and Rural Development Project was sourced from a loan agreement between the Philippine and French Governments. Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain, Project Implementation Officers for Official Development Assistance-funded projects, said that the completion of this project in Bacolod, known in the Philippines as the City of Smiles, also provide support to the DPWH convergence program with Department of Tourism for support infrastructure for strategic tourism destination. The project also gives boost to the development projects of Department of Transportation and Communications (DOTC) by providing speedy access to designated airports and RoRo ports.

RURAL ROADS CONNECTING ILOILO AND ANTIQUE BOON TO TRAVELERS

  Transport of goods and services between the two (2) provinces of Iloilo and Antique in Western Visayas Region has greatly improved with construction of Boundary Antique/Iloilo-Anini-y-V. Jimenez Road by the Department of Public Works and Highways (DPWH). The 41 kilometers road project is another transport link to the province of Antique via the coastal road, from Tolas, San Joaquin, Iloilo to Anini-y, Antique. The project, costing P852.8 Million is part of the Rural Road Network Development Project Phase III funded under the loan agreement between the Government of the Philippines (GOP) and Japan International Cooperation Agency (JICA). DPWH Region 6 Director Evelyn T. Barroso said that this road project provides solution to transportation problem in the past particularly the road connecting the Provinces of Antique and Iloilo during rainy season owing to the unstable road foundations of the mountain portion of the Iloilo-Asluman Road. This road problem has greatly affected the transport of goods and services between the two (2) provinces, as well as, accessibility to vital government institutions and the delivery of basic government services. In his report to Secretary Rogelio L. Singson and DPWH Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain, Project Implementation Officers for Official Development Assistance-funded projects, DPWH-Rural Road Network Development Project-Project Management Office (DPWH-RRNDP-PMO) Director Gil Villanueva said that the project to date is already 93 percent completed. Construction activities under contract with China Wuyi Company Limited and Katahira & Engineers International with Demcor Inc. and Proconsult Inc. as project consultant involves rehabilitation of existing 5.582 kilometer portland cement concrete pavement, concrete paving of about 24.458 kilometers existing gravel road 230 millimeter thick and 6.10 meter wide, and construction of a 10.80 lineal meters bridge and approach. Project Director Villanueva said three (3) more bridges namely Mapatag, Pacuan and Toblas Fornier are set for construction/rehabilitation as additional work for the project which is now subject approval. Secretary Singson said that the completion of this road project in Panay Island is in line with the DPWH strategic road map of increasing mobility and total connectivity between provinces which supports President Benigno S. Aquino III program of sustained economic growth and poverty reduction.

DPWH TO PUSH BIG DEVELOPMENTAL PROJECTS FOR METRO ILOILO

  The Department of Public Works and Highways (DPWH) is pushing for the implementation of various projects in Iloilo City that will further enhance the resurging socio-economic activities in Western Visayas. On top of the priority projects which were discussed during the recent meeting between Senator Franklin Drilon, DPWH Region 6 Director Evelyn T. Barroso and other officials are the cleaning of the river of sunken derelicts, removal of fish pens, ceasing of operations of establishments that are contributing to the pollution in the river, dredging of the Iloilo River and its tributaries, and upgrading of the existing Treñas Boulevard, which was developed initially as part of the Iloilo River improvement under the Iloilo Flood Control Projects implemented by the Department. To jump-start the river clean-up drive, DPWH has dispatched the dredging equipment, Dredge Visayas 2 while sandbagging of the temporary disposal site for the dredged materials is almost completed. In line with the program to deliver a safer lest a flood-free and aesthetically sound river environment, Senator Drilon has earmarked P150 Million for the construction of an Esplanade, a curvilinear park, with view decks and walkways and an el-fresco diving, among other appurtenances. First phase of the development will start from the Carpenter’s Bridge to the Diversion Bridge while second phase will commence from the Iloilo-Jaro Diversion Bridge, constructing a footwalk crossing the Dungon Creek, to be connected to Forbes Bridge. The esplanade project is anticipated to commence within the later part of the third quarter this year. Another high-impact project that Senator Drilon is vigorously pursuing in support of the President Benigno S. Aquino III development agenda and Secretary Rogelio L. Singson’s program to decongest traffic is the construction of the proposed Iloilo Circumferential Road (C-1). The project is conceptualized to address the demand of the growing road traffic in Metro Iloilo area and in line with the vision of the metropolis as the socio-economic and tourism hub of Western Visayas. The project includes the full acquisition of the 40-meter road-right-of-way requirements, construction of a two-lane paved road covering a total length of 14.18 kilometers and construction of five (5) concrete bridges with the total length of 392 lineal meters. It will cover 8.28 km (59%) in Iloilo City, 2.70 km (19%) in Pavia, and 3.20 km (22%) in Oton and is estimated to cost P1.706 Billion. The DPWH, under its FY 2011 Fund, has already released an amount of P4 Million for the conduct of parcellary survey of the project in anticipation of its implementation. The procurement process is already on-going with related activities scheduled to be completed before the end of this year. Considering the high budgetary requirements, the DPWH divided the project into five (5) sections, with an initial amount of P240 Million for the construction of the priority section of the Circumferential Road already requested. Realizing also the worsening traffic congestion along the Jaro-Leganes Road (Iloilo East Coast-Capiz Road, new route), Senator Drilon committed P200 Million, out of his Priority Development Fund for FY 2012, for the widening of the Jaro-Leganes Road, from an existing two-lane to four lanes to start from the Montinola Bridge in Jaro to the town plaza of Leganes. This project will complement the initial development being initiated by Iloilo City Lone Congressional District Representative Jerry P. Treñas, allocating P20 Million for the widening of several critical bottlenecks along the Jaro-Buntatala Section of the national road as well as the commitment of the DPWH to fund the remaining P60 Million to fully complete the road widening. The project is estimated to cost P281 Million. Also included in the development initiatives of Senator Drilon is the improvement of road along Jalandoni Bridge to Diversion Road, including the construction of Dungon Bridge. This P174 Million project earmarked under FY 2012 also includes improvement of 0.89 kilometers of roads starting from Jalandoni Bridge, corner Rizal Street to Diversion Road, intersecting with Hechanova Street. These vital development initiatives in Metro Iloilo that Senator Drilon is spearheading in partnership with DPWH will contribute to socio-economic development of Metro Iloilo and Western Visayas Region at large.

P2-BILLION INFRA PROJECTS COMPLETED IN WESTERN VISAYAS

  The Department of Public Works and Highways (DPWH) has completed the implementation of P2 Billion worth of infrastructure projects in Western Visayas Region. Regional Director Evelyn T. Barroso said that the completed projects during the first half of year 2011 include repair and rehabilitation of roads, de-clogging of canals and drainage systems, and construction of bridges, multi-purpose buildings and health centers. Implementation of projects were fast-tracked by Director Barroso through holding regular meetings with various contractors and project engineers of the Region and the 15 District Engineering Offices to remind the order of Secretary Rogelio L. Singson policy on no suspension/extension due to “unfavorable weather condition under ordinary circumstances.” Director Barroso emphasized that project suspension/extension is not allowed because the usual number of rainy days has already been calculated in the original computation of project contract duration. However, the request for project extension or suspension due to force majeure or extra ordinary circumstance maybe allowed, subject to evaluation, Director Barroso added. A contractor shall be compelled to pay liquidated damages for failure to complete the project on schedule or their contract will be terminated or rescinded if it incurs a negative slippage of beyond 15 percent, added Director Barroso. Negros Occidental which has five (5) district engineering office has the biggest share of budget, with P1.22 Billion for the construction of roads and bridges, followed by the Province of Antique with P825.4 Million; Iloilo City and Iloilo Province with 551.3 Million; Island Province of Guimaras with P48 Million; and Capiz Province with P18.7 Million. In line with the recent DPWH 113th Anniversary Celebration, photos of various Region 6 completed projects were displayed at the Regional and District Offices to give the public an opportunity to be apprised of the projects that were already undertaken. To facilitate payment for completed works, Director Barroso reminded that Secretary Singson together with the DPWH management committee has crafted Department Order No. 19, series of 2011 that set new guidelines on the processing of progress billings and establishes the cut-off date for submission of supporting documents on the 10th day of each month in order to give ample time for review and processing and subsequent inclusion in the List of Due and Demandable Accounts Payable (LDDAP) for submission to the Department of Budget and Management (DBM) on every 25th of the month. District Engineers assigned in Region 6 were also directed not to process requests for digging/excavation permit unless the policy on diggings/excavations by private and public utilities on national roads are complied as set forth under Department Order 26.

14 NEW BRIDGES COMPLETED IN WESTERN VISAYAS

  Fourteen bridge projects in different parts of Panay Island in Western Visayas Region have been completed in June 2011 by the Department of Public Works and Highways (DPWH), providing a new dimension of development by reinvigorating isolated communities and opening new avenues of economic opportunities. The completed bridges are part of the Japan International Cooperation Agency (JICA) funded Urgent Bridges Construction Project for Rural Development implemented by the DPWH President’s Bridge Program Office. In the Province of Antique, completed are the construction of nine (9) single span reinforced concrete deck girder bridges along Anini-y-Tobias Fornier-Hamtic Road namely 12.90 linear meter Igdalaguit Bridge costing P15.863 Million, 15.90 linear meter Bayo Bridge costing P24.969 Million, 12.80 linear meter Butuan Bridge costing P22.846 Million, 15.90 linear meter Siraan Bridge costing P28.908 Million, 18.90 linear meter Dapog Bridge costing P21.694 Million, 25.70 linear meter Panabigan Bridge costing P24.285 Million, 20.90 linear meter Iba Bridge costing P29.507 Million, 15.80 linear meter Bongalonan Bridge costing P30.448 Million, and 18.70 linear meter Dapdap Bridge costing P 27.748 Million. Also completed in the province are the construction of 10.80 linear meter Bongol Bridge along Valderama-Bugasong Road costing P19.812 Million and 15.80 linear meter Bia-an Bridge along Hamtic-Bia-an-Egaña-Sibalom Road costing P30.871 Million Secretary Rogelio L. Singson said that the completion of these new bridges replacing old temporary structures ensure a safe and reliable movement of people, goods and services in Antique and gives boost to the DPWH target program of 100% permanent bridges along national highway by year 2016. The construction of the 150.30 linear meter Nichols Bridge along Alimodian-Sinamay-Sta. Cruz-San Miguel Road in Iloilo to replace the old bridge that collapsed at the height of typhoon Frank in June 2008 has been also completed. Costing P383.152 Million, the project also involves the concrete paving of 114.683 lineal meters approach road “A” and 104.517 lineal meters approach road “B”. The completion of 54.80 lineal meter Culasi Bridge along Ajuy-Barotac Road (Iloilo) at a cost of P59.560 Million replacing the old weaken bridge will enable to accommodate the present traffic demand. Also in Iloilo, the new 12.80 lineal meter Balua Bridge which was constructed at a cost of P33.710 Million ensures smoother travel along Manduriao-San Miguel-Alimodian-Maasin-Cabatuan Road.

ILOILO CIRCUMFERENTIAL ROAD

  One of the high impact projects that Senator Drilon is vigorously pursuing is the construction of the proposed Iloilo Circumferential Road (C-1), conceptualized to address the demand of the growing road traffic in Metro Iloilo area, in line with the vision of the metropolis as the socio economic and tourism hub of Western Visayas . The plan interconnects the major radial roads leading towards Iloilo City, thus creating traffic congestion in the metropolis. This will reduce traffic congestion in the city by removing unnecessary traffic to pass through the busy districts, thereby enhancing the efficiency of the transport system. The project includes the full acquisition of the 40-meter road-right-of-way requirements, construction of a two-lane paved road covering a total length of 392, lineal meters. Furthermore, it will cover 8.28 km (59%) in Iloilo City, 2.70 km. (19%) in Pavia and 3.20 km (22%) in Oton. It is estimated to cost P1.706 Billion.
