 OIC-Assistant
Regional Director Lea N. Delfinado has been practicing her
profession as Civil Engineer in the DPWH for more than 24
years. Just like other successful individuals who started
from lower ranks, Director Delfinado began as Laborer on a
daily wage basis at the DPWH Negros Occidental 2nd
District Engineering Office in Binalbagan, Negros Occidental
in 1987.
Due to hard work and
diligence, she was appointed into a permanent position as
Engineer II in 1989 and as Engineer III in 1995. She was
then assigned as OIC-Assistant District Engineer at the
DPWH, Guimaras District Engineering Office in 2003 where she
served for more than three (3) years. In 2006, she was back
at the DPWH Negros Occidental 2nd DEO as
Assistant District Engineer and eventually as OIC-District
Engineer. Not long enough, in 2008, she was appointed full
pledge District Engineer and in September, 2010, she was
assigned in the DPWH, Negros Occidental 1st DEO.
With luck at her side, coupled with determination and
hardwork, she was designated as OIC-Assistant Regional
Director of the DPWH, Regional Office VI in concurrent
capacity as District Engineer of DPWH, Negros Occidental 1st
DEO.
Assistant Director Lea N.
Delfinado is a Career Executive Service Eligible (CES E)
since 2009. She passed the Career Executive Officer
Examination in 2007. She earned a Degree in B.S. in Civil
Engineering at West Negros College, Bacolod City in 1982 and
year after, became a Licensed Civil Engineer. In that same
institution, she earned 39 units in Masters in Public
Administration.
Aside from her remarkable
services to the Department, Assistant Director Delfinado
serves various organizations, among others are: President of
Philippine Institute of Civil Engineers-Negros Occidental
Chapter in 2001, 2002, 2008 and 2009; President of the
District Engineers League of the Philippines (DELP) – Region
VI since 2010; and presently the National Business Manager
of the Philippine Institute of Civil Engineers, Inc. (PICE).
Assistant Director Delfinado
was born on August 3, 1960 in Bago City, Negros Occidental.
She is married to Napoleon Delfinado, a former Municipal
Mayor of San Enrique, Negros Occidental and now a
businessman, and they are blessed with four children,
namely: Leo Nikko (20), Leo Markko (19), Leo Rikko (18) and
Leo Carlo (12).
