DPWH MASBATE I COMPLETES P7M ROAD PROJECT

  The Department of Public Works and Highways (DPWH) Masbate First District Engineering Office has recently completed the P7 million Junction Tawad-Balud Road under CY 2011 regular infra program. According to a report of DPWH District Engineer Reynaldo C. Alconcel submitted to Secretary Rogelio L. Singson, shows that the upgrading of Junction Tawad-Balud Road now facilitates the land transport in the island province of Masbate. Alconcel also reported the near completion of the upgrading of Masbate Circumferential Road with a 93% accomplishment, concreting of Masbate-Cataingan-Placer road with 92% accomplishment, and rehabilitation and reconstruction of damaged paved Masbate-Milagros Road with 85% accomplishment. In response the climate change adaptation, the DPWH district office also completed various rainwater collectors implemented by administration. lconcel assured that the implementation of these road projects and other projects adhered to Secretary Singson’s 3R policy to do the right project at the right cost with the right quality. Meanwhile, DE Alconel also directed his construction and maintenance personnel to put-up early warning signs and devices to be placed properly within 50 meters before and after the construction sites of ongoing road projects to avoid accidents. The district office also intensifies its regular and routine maintenance of national roads like patching potholes, vegetation control, manual ditch cleaning, culvert line cleaning, centerline and guardrails repainting.

P87.700 M ALLOTTED FOR DISASTER RELATED PROJECTS IN BICOL

  The Department of Public Works and Highways (DPWH) in Region V is expecting the receipt of P87.700 million allocations for the construction and rehabilitation of its flood control structures. This was disclosed by DPWH Regional Director Danilo E. Dequito during a recent media interview. “The amount is part of the P1.282 billion released by the Department of Budget and Management (DBM) to DPWH to cover the implementation of various priority infrastructure projects nationwide,” Director Dequito said. Included in the allocation for Bicol are funding of the following projects: Rehabilitation of Bongalon-Busay River Control, Daraga, and San Francisco River Control, Guinobatan both located in the province of Albay, P20 million and P18 million, respectively; Construction of Reinforced Concrete Protection Wall of Cadacan River Control in Sankayon Section, Buraburan, Juban, P19.7 million and Cawayan River Control, P30 million, both in the province of Sorsogon. The DPWH Director further said that Honorable Secretary Rogelio L. Singson ordered the implementation of these projects before the end of this year to alleviate flooding and to protect lives and properties in the said areas. More funds are still expected to be released to Bicol Region anytime this month for the repair and reconstruction of various structures damaged by previous typhoons.

DPWH: OUTSTANDING GOVERNMENT AGENCY IN BICOL

  DPWH in Region V through its Regional Director, Danilo E. Dequito was awarded, “Outstanding Government Agency” by Civil Service Commission (CSC) during the 2011 Awards Rites held at the Convention Hall of Hotel Venezia in Legazpi City on September 21, 2011 which was graced by no less than CSC Commissioner Mary Ann Z. Fernandez Mendoza (4th from left) and Legazpi City Mayor Carmen Geraldine Rosal (3rd from left) . RD Dequito received the award with Administrative Officer V, Flocerpida B. Azotea (extreme right). The event was one of the highlights for the celebration of 111th Phil. Civil Service Anniversary and also a counterpart of the Commission’s Honor Awards Program. DPWH 5 Human Resource Management Officer III, Ma. Teodora P. Losantas was also awarded Outstanding HRM Practitioner.

Dequito as full-fledged Regional Director after almost a year serving the Bicolanos as OIC-Regional Director. Director Dequito was reassigned in Region V from Region VII last October 15, 2010. Oath was held at the Office of the DPWH Secretary, Port Area, Manila on September 16, 2011.

ONGOING INVENTORY OF PROVINCIAL ROADS

  The Department of Public Works and Highways (DPWH) Camarines Sur 4th District Engineering Office under the leadership of District Engineer Rosauro R. Guerrero is presently conducting a road inventory in its jurisdiction for possible conversion through legislative fiat. The subject road sections are Iriga-Buhi-Lidong road (Albay boundary); Buhi-Tambo-Tubigan road; Pawili junction (Bula)-Bula proper-Palsong-Topas road (Nabua) and Tandaay (Nabua)-Libon (Albay road). The main purpose of the said endeavor to conduct inventory of the aforementioned road sections in order to have a technical detail of each (road sections), that is essential in the proposed conversion from its provincial state to a national road level. The road inventory is a prerequisite in order for the conversion. one of the objectives of the said conversion is to draw regular funds from the national budget for the maintenance of the said road sections. The benefit that will be derived from this conversion will redound to the motorist both private and public vehicles travelling along the said sections through a maintained and safer road network. The able team that was conducting the inventory came from the Planning and Design section of the office formerly headed by Engineer Nida P. Pontillas and now under Engineer Gregorio Escuro, reassigned as Planning and Maintenance chief. The team commenced the road inventory last July 7, 2011 along Pawili Junction (Bula side), Bula Proper-Palsong-Topas Road (Nabua, Camarines Sur) well equipped with important tools and equipment that will be helpful to the said endeavor. Approval of the said conversion will in a way upgrade the 4th DEO from its present stature as third class district engineering office to second class district engineering office, because such conversion will increase the kilometres to its jurisdiction and subsequently its personnel complement.

ANOTHER Php20 MILLION CONCRETING GOES UP IN SAN FERNANDO

  A two lane stretch of the San Fernando North Road with a contract amount of Php20,880,125.50 will be concreted by the third week of November. According to Engineer Pablo Cañares of the Department of Public Works and Highways, Masbate Sub-District Engineering Office (DPWH-MSDEO) Planning & Design Section, “The prject will start just right after the old San Fernando cockpit to reach the road leading to Barangay Minio”. “This is over one kilometre of national road to commence at Km. 02+070 on the Cañares, referring to the winding stretch of compacted gravel road in the area. The project which was postponed for implementation last March after the program of works were reformatted, started last June 22, 2011 and will be ready by November 19, this year for motorists. As per Department Order No. 39, dated July 20, 2011, projects costing over Php20 million need the approval of the Regional Director while supervision of projects up to Php2o million remain with the concerned district engineering office/s. “While part of our on-going commitment to upgrade the Ticao road network, this project certainly goes a long way to realize the vision for the island,” said DPWH-MSDEO OIC-District Engineer, Elmer R. Redrico, when asked to comment on the project’s ignificance.

MALINAO HIGH SCHOOL DEVOID OF FLOOD RABBLES

  The Department of Public Works and Highways (DPWH), the Philippine National Police (PNP) and its trainees from the Regional Training School joined forces in clearing Malinao High School (HS) from flood debris brought by Typhoon Juaning. Malinao is one of the municipalities in Albay province that suffered heavily from the onslaught of the said typhoon. Janella Lelis, the 12-year old girl who is fast gaining popularity because of her heroic act in saving the Philippine Flag from flood waters at the height of Typhoon Juaning despite her family losing house and belongings, resides in this town. “If a mere girl can do so much for our Country, we in the government should also do our part in making Philippines a better place to live in, and the best place to start is at school grounds,” DPWH 5 Regional Director (RD) Danilo Dequito said during a radio interview. DPWH provided four trucks to transport more or less 400 PNP personnel and trainees from Camp Simeon Ola, Legazpi City to Malinao for the “clean-up drive” operations plus a loader and chainsaws to expedite the removal of the dried mud, huge logs and other flood debris stocked up in the school compound. “What a long day for us. Pakisabi kay Dir. Dequito marami pong salamat. We made a lot of people happy today,” text message of PNP Albay Provincial Director (PD) William Macavinta to one of the DPWH crew after a whole day’s work in Malinao HS last Saturday, August 13, 2011.

REDIRAS WILL REHAB A TYPHOON STRICKEN MUNICIPALITY

  The Regional Directors’ Association (REDIRAS) in Region 5 will conduct a “Clean-Up Drive” in Malinao, one of the municipalities of Albay province that suffered the major blows of Typhoon Juaning last July 25, 2011. “Two weeks had passed but the roughness of the typhoon is still very much visible in the area,” said DPWH 5 Regional Director Danilo Dequito during the relief operations of REDIRAS joined by several heads of government agencies in the region, yesterday, August 10, 2011 at Barangay Malolos, Malinao. Several schools still have debris of the flood that also left a number of people homeless. REDIRAS then decided to conduct a clean-up activity in coordination with its Municipal Mayor, Honorable Avelino Ceriola. “Concerted efforts from both private and government entities are needed to bring Malinao back on its feet, particularly school premises,” Director Dequito said while inspecting with Police Provincial Director William Macavinta the proposed sites for clearing operations.

DPWH 5: LEGAZPI-TABACO ROUTE SOON TO BE BACK TO NORMALCY

  The flow of traffic along Daang Maharlika Legazpi-Sto. Domingo-Tabaco-Camarines Sur Boundary Road will be back to its normal course after Department of Public Works and Highways (DPWH) Region V Director Danilo Dequito confirmed that Nagas and San Fernando Bridges in Tiwi and Sto. Domingo, respectively were given top priority consideration for funding by DPWH Secretary Rogelio Singson. The two bridges were heavily damaged by Typhoon Juaning, rendering the condemnation San Fernando Bridge due to structural defects and scoured riprap approaches. Motorists traveling from Legazpi City to Tabaco City and vice versa are now plying San Andres Barangay Road to Sto. Domingo adding one to two hours ride particularly during rush hours. The first approach of Nagas Bridge was also scoured and badly needs repair. Although it is now passable to all types of vehicles, only one lane is being used for the safely of travelers. “Reconstruction of San Fernando Bridge 1 is included in the CY 2012 National Expenditure Program (NEP) in the amount of P9 million,” said Director Dequito on a radio interview. “In the meantime, in order to end the discomfort of the riding public, a detour steel bridge will be installed near San Fernando Bridge but we still intend to maintain the present alternate route in anticipation for the total replacement of the bridge next year,” the director added. DPWH in Bicol expects the release of P9.2 million from its Central Office to fund said projects: P3.5 Million for the repair of Nagas Bridge, P4.2 Million for the installation of Detour Steel Bridge and P1.5 Million for the repair and maintenance of San Andres to San Fernando road. DPWH 5 reported some P1.09 billion of its infrastructures damaged including roads, bridges and flood control structures by Typhoon Juaning in entire Bicol.

MASBATE SUB-DISTRICT ENGINEERING OFFICE TO COME OF AGE

  The Department of Public Works and Highways , Masbate Sub-District Engineering Office (DPWH-MSDEO) composed of Ticao and Burias Islands will a full pledged regular district by September 11, 2011. This was the announcement made by DPWH-MSDEO OIC-District Engineer, Elmer R. Redrico, following the approval by the Department of Budget and Management (DBM) of the organizational structure and Indicative Staffing Pattern (ISP) of regional and district engineering offices of the DPWH as part of its Rationalization Plan (RATPLAN). “In effect, the DPWH-MSDEO has been classified as a second class district office with a budgetary complement for 54 people,” Redrico told his staff in a recent meeting. “This will improve operations as the guidelines provide for specific qualifications at each job level,” Redrcio explained, given the Civil Service Commission laws and rules to be put in place along with the job criteria ironed out by DPWH brass for the RATPLAN. Redrico however, assured that those who will be diplaced by the Rationalization Plan need not lose too much sleep, “So long as the person has proven himself at his post and fund are available, he can hired on a job order basis, “the OIC-DE said. Posting in the Masbate Sub-District Engineering Office-with its two islands and six towns-is not exactly a posh assignment, observers noted. Nonetheless, a number of officers in the local district have been there for quiet sometime.

HEAVILY DAMAGED BRIDGE APPROACH

  Tobgon Bridge along Ligao-Tabaco Road, Km. 506+179 remains not passable since Typhoon Juaning wrought Bicol Region due to washed out abutment protection, exposed steel piles at second approach leaving several blocks of pavement hanging. Alternate route from Naga City to Tabaco City is Nasisi-Polangui Provincial Road. There are also two bridges along Junction Daang Maharlika Legazpi-Sto. Domingo-Tabaco-Tiwi-Camarines Sur Boundary Road that were left impassable by the recent typhoon: Nagas Bridge in Tiwi, Km. 565+681 and San Fernando Bridge in Sto. Domingo, Km. 544+773. The bridge approach of Nagas was scoured; backfilling is still ongoing while San Fernando Bridge is recommended for replacement due to its collapsed foundation, column and beam. Motorists bound for Tabaco City from Legazpi City and vice-versa will take San Andres to Sto. Domingo Brgy. Road. DPWH Regional Director Danilo Dequito ordered concerned District Engineers to undertake palliative measure on affected routes once ground condition becomes workable. Meanwhile, barricades and warning/informative signs were installed on said road sections. Traffic Safety Officers were also requested to man the traffic. Estimated damage to infra in Region 5 is P585.95 Million.

P127 M ROAD PROJECT UNDERGOES BIDDING

  The Bids and Awards Committee (BAC) of the Masbate 1 District Engineering Office has conducted bidding last May 9 and 23, 2011 of the six (6) Road projects worth 127 million pesos funded under various infra including local projects for CY 2011, District Engineer Reynaldo C. Alconcel said that the conduct of bidding by the Bids and Awards Committee is above board. Assistant District Engineer Danilo E. Ramos-BAC Chairman added that the tedious bidding process of examination of all bid proposals submitted by qualified contractors was conducted properly. MASBATE 1 DEO DEPLOYS DISASTER BRIGADE DURING TYPHOON CHEDENG

  District Engineer Reynaldo C. Alconcel has ordered the immediate deployment of the Disaster Brigade at strategic areas in the National Highways along Masbate-Mobo Road, Masbate-Milagros-Balud Road, Masbate-Milagros-Mandaon and Aroroy Road and Masbate-Baleno –Aroroy Road during the occurrence of typhoon Chedeng last May 25-26, 2011. This is part of the District Disaster Risk Reduction Management (DDRRM) that in the event of natural calamities like typhoon , the Disaster Brigade is immediately activated and deployed at strategic locations in all national roads. DE Alconcel instructed members of the District Disaster Brigade to report every six (6) hours to the District Office that serve as the District Disaster Operation Center, regarding situations of roads and bridges and immediately report occurrence of road or vehicular incidents. Vehicles and equipment of the District Office are all in good running condition placed on standby 24 hours and ready to respond if there is an untoward happening in national roads or flooded areas that will not be passable to vehicles. DE Alconcel also ordered the Disaster Brigade to immediately remove road obstruction in national roads that would pose danger to motorist and riding public while travelling during typhoon Chedeng. It can be recalled that during typhoon Bebeng last May 08, 2911, the approach of Cancahorao Bridge in Baleno Town was destroyed cause by heavy floods. Masbate was placed under public storm warning signal no. 1 with moderate rains and winds brought by tyhoon Chedeng.

MASBATE 1 DEO PUSHES COMPLETION OF VARIOUS PROJECT

  The Department of Public Works and Highways-Masbate 1 District Engineering Office has pushed for the completion of various infrastructure projects for calendar year 2011. District Engineer Reynaldo C. Alconcel said that he is closely monitoring the implementation of priority projects such as the construction of school buildings and road projects to ensure that this projects will be completed within the target date of completion or if possible ahead of completion date. “The District Office is determined to finish these school building projects on or before July 31, 2011 as an answer to the shortage of classrooms being faced by the Department of Education during opening of classes, “DE Alconcel added. Under CY 2011 Regular Infra Projects consisting of six (6) road projects, five (5) which are waiting for the approval of realighments while the other one (1) Concreting of Jct. Milagros-Baleno-Lagta Road worth 41 Million pesos is on-going with 15% accomplishment and another carried over project for CY 2010 VILP, a 10 Million pesos road project of Jct. Tawad-Balud Road, also posted 10% accomplishment.

MASBATE 1DEO COMPLETES 14 M ROAD PROJECT

  The Construction Section of the Masbate 1 District Engineering Office has completed fourteen Million Pesos (P14,000,000.00) worth of Road Project in Milagros-Mandaon road within the area of jurisdiction of the district office. Engr. Vicente A. Lubaton, , Construction Section Chief said that Concreting of 556 Linear Meter Junction Milagros-Mandaon Road with open lined canal at (Stockfarm Section). Milagros , Masbate is 100 % completed as of April 25, 2011, 12 days ahead of the target date of completion. The Construction Section Chief also revealed that said project passed in the quality and standard evaluation conducted by the Bureau of Design and Bureau of Research and Standard, shortly before of its completion date. Meanwhile, District Engineer Reynado C. Alconcel stressed that the recently completed road project was funded under CY 2010 regular infra fund which was implemented in line of Secretary Rogelio L. Singson’s 3-point Policy to do “Right Project” at the ”Right Price” and the “Right Quality.” Barangay Captain Ricky Quijano of Barangay M.R. Espinosa said that the newly completed road project in the barangay will provide easy access of delivery of farm produce to the market.

REMOTE BURIAS BARRIOS TO GET INFRA PROJECTS

  Seven underdeveloped barangays in the remotes part of Masbate 1st Congressional District will get support projects as part of the government’s grassroots focus. In a set of plans for Burias Island, the Department of Public Works and highways, Masbate Sub-District Engineeering Office (DPWH-MSDEO) Planning and Design Section is polishing seven blueprints for seven barangays to be implemented in a couple of months time. “The bulk of these projects will go to farm to market roads, barangay pathways, multi-purpose pavements , small building projects and other nfrastructure needs of far flung barangays in the 1st District,” Planning and Design Section Acting Chief, Engineer Renato Medalla stressed. “The Multi-Purpose Pavements (MPPs) to be built in Barangays Pasig, Buyo and Osmeña, all in Claveria and at Barangay Ki-Laurente in San Pascual, can be both used as a road and as a solar dryer as it will be 4 meters in width, while the MPPs in Ki-Romero, San Pascual and in Barangay Taguiid in Claveria will enhance the barrio plaza,” DPWH-MSDEO Draftsman, Emmanuel Galit explained. Another project in Claveria is a Php500,000.00 Multi-Purpose Pavement. A rip-rap will be constructed on both ways to strengthen a 5 meter width pavement in Poblacion, District I. DPWH-MSDEO OIC-District Engineer Elmer R. Redrico said that the projects are a key cog in the updating of barrio infrastructure. To fund the plans, 1st Congressional District Representative, Narcsio R. Bravo, Jr. has allotted Php6.0 million for these project in Burias Island from his Priority Development Assistance Fund (PDAF) for CY 2011, under SARO No. SARO-BMB-A-11-T000001109.

NEW INFRASTRUCTURES TO SPUR PROGRESS IN ALBAY

  Albay province, specifically the 3rd Congressional District, is poised for progress with the expected completion of the Albay West Coast road concreting projects in the municipalities of Libon and Pioduran. Just recently, a port project in Pioduran became operational in addition to the existing Pantao Port in Libon. “Our road projects serve as vital access to these port facilities. It goes without saying that motorists would choose paved roads over gravel roads resulting to an increased trade and commerce activities in the countryside,” said District Engineer Efren Manalo in an interview following his inspection of the projects thereat. Majority of the constituents along the said coastal areas depends on marine and agricultural industries for their livelihood. Easy and timely transport of products to commercial centers translates to a corresponding increase in household income. CY 2011 Regular Infrastructure Program of the Department of Public Works and Highways (DPWH) earmarked a total of P28 million for the road upgrading (gravel to asphalt) of Albay West Coast road. Per records gathered, the allocation for Albay 3rd District is P46.19 million wherein P2.2 is for the rehabilitation/reconstruction of damaged paved national road along Polangui-Poblacion in the municipality of Polangui and P15.9 for the preventive maintenance/asphalt overlay along Banao-Binogsacan-Morera Daang Maharlika Road of the municipality of Guinobatan. Close monitoring is being done by DPWH Regional Office through its Regional Director Danilo Dequito for the completion of the current-year projects within the deadline set by Honorable Secretary Rogelio Singson which is before end of December this year.

P140 MILLION WORTH OF ROAD PROJECTS COMPLETED IN PARTIDO AREA, CAMARINES SUR

  The Department of Public Works and Highways (DPWH) in Bicol Region recently completed the P140 million worth of concreting projects in the 4th district or better known as Partido Area in Camarines Sur. DPWH 5 Regional Director Danilo Dequito said that the P140 Million is part of the allocation released in the last quarter of 2010, for the implementation of Various Infrastructure Including Local Projects (VIILP). “P35 M was allotted for Goa-Tinambac, Goa Section; P45 M for Goa-Tinambac, Tinambac Section; and, P60 M for Tinambac-Tamban Road, both for Tinambac and Tamban Sections,” the director added. “Through the right projects of the DPWH we can now pass through concrete roads,” said Lower House Deputy Speaker Noli Fuentebella, during the inauguration of the projects early last month graced by no less than the Secretary of DPWH, Honorable Rogelio Singson. “In the old days, we have to wait for good weather to prevail so as muddied road would dry up for public transport to resume its operations,” Congressman Fuentebella added. Engineer Jose Remo, retired employee of Camarines Sur District Engineering Office (DEO), now 91, said “that is a dream come true” after waiting for almost 60 years since their office opened Goa-Tinambac Road. Sangguniang Bayan of Tinambac also expressed their gratitude to the DPWH Secretary for the realization of the road concreting projects in their municipality through Resolution No. 11-045, series of 2011. “We have an aggressive program to improve the quality and safety of our national roads and bridges in the next five years particularly those that lead to tourist destinations and urban centers,” Secretary Singson said. “Camarines Sur, because of its tourism attributes will be given priority,” he added. Camarines Sur Legislative Districts have a total allocation of P1.243 billion in the DPWH FY 2011 Infrastructure Program (based on GAA-RA 10147), broken down as follow: P77.591M; P718.683M; 23.471M; 344.315M; and, P79.249M, respectively from first to fifth districts.

MORE INFRA PROJECTS COMPLETED IN BICOL

  The Department of Public Works and Highways (DPWH) has recently completed the construction of a shorter route from Legazpi City Albay to Sorsogon City, Sorsogon. Completed 38 days ahead of completion date was the opening of San Francisco-Salvacion Road at a cost of P5 Million. Secretary Rogelio L. Sinsgon said that the road project provides added convenience to travellers and will help uplift the living condition of people in the area. The construction of two (2) multi-purpose buildings in Legazapi City were also completed at a cost of P5 Million. Constructed was the Dap-Dap and Puro Multi-Purpose Buildings designed for general public use, regardless of age and gender. Part of the building structure now serves as an outpost of the Philippine National Police for purpose of maintaining peace and order while the other portion was utilized as public comfort rooms. These two (2) in one (1) projects that cater to the safety and sanitation need of the people was inaugurated by DPWH Region 5 Director Danilo Dequito and Legazpi City Mayor Geraldine Rosal. To minimize flooding, the DPWH has also completed the rehabilitation/improvement of drainage system in Matagbac, Tabaco City.

DPWH 5 TARGETS A ZERO-POTHOLE ON ITS ROAD NETWORK

  Aiming to give safe and convenient travel to the influx of visitors in Legazpi City for the 2011 Midyear National Convention of the Philippine Institute of Civil Engineers (PICE) on June 29 to July 2, the Department of Public Works and Highways (DPWH) in Bicol Region intensifies it efforts towards maintaining a zero-pothole conditions of its arterial road network. “Undertake necessary measures to make our highway safe and free from potholes,” instructed DPWH 5 Regional Director Danilo Dequito to the District Engineers (DE) during an emergency meeting held at their regional office in Rawis, Legazpi City. Region V, particularly Albay province was wrought by successive typhoons from the start of this year that hampered the road maintenance operations of District Engineering Offices (DEO). “Nevertheless, we must attain a certain degree of smoothness in the pavement riding surface of our roads, as expected from us by our brothers in profession,” the director added. PICE has 97 chapters from Cagayan to Sulu belonging to leading government agencies, construction companies, consulting firms, engineering colleges and universities. Some 5,000 to 6,000 are forecasted by the City Government of Legazpi to attend the convention. Other infrastructures that have impact on tourism were also given attention by DPWH. “I am grateful for the support given by DPWH in all activities initiated by the Local Government of Legazpi, be it parade, fun run and implementation of infrastructure projects that will definitely uplift the economic conditions of Bicolanos,” said Honorable Geraldine B. Rosal, Legazpi City Mayor during the inauguration of Puro Multi-Purpose Building in Puro Boulevard in the said City. The P2.5 Million project was implemented by Albay 2nd DEO. “The leadership of Mayor Rosal made possible this golden opportunity for Legazpi City as venue of this Midyear National PICE Convention,” said Engr. Rosy Cantara, President of PICE Albay-Legazpi City Chapter and OIC-Chief of Planning and Design Division of DPWH 5. The convention is expected to boost the tourism industry of Legazpi and its neighboring towns and cities. As of to date, all hotels in Legazpi City are fully booked. “Expected guests are now booking accommodations in nearby areas,” she said.

CATANDUANES ISLAND POISED FOR PROGRESS

  The Department of Public works and Highway in Region 5 intensifies its efforts towards the completion of projects that would surely boost tourism industry in its provinces. Among these provinces is Catanduanes, known to many as Island Paradise in the Pacific. “The province has a lot of potentials in terms of tourist destinations. They have beautiful and unspoiled beaches which are now gaining popularity for aqua sports such as surfing, scuba diving and sports fishing,” said DPWH 5 Regional Director Danilo Dequito during a media interview when he inspected the completed Codon Rockcauseway in the municipality of San Andres. The Port of Codon is just a 30-minute boat ride to Gotta Beach in Caramoan, Camarines Sur. Gotta was already used two times for the location shooting of the “Survivors”, an international reality television game show, in 2009 and this June 2011, for the Poland edition. “Nakihalubilo sa amin yung players ng Survivors ng bumisita sila dito sa Barangay Codon,” said Aquino Omable, 46, fisherman and a resident of Codon. (The players of Survivors mingled with us when they visited Barangay Codon). “Dahil sa ginawang improvement sa Codon, pinahaba at pinalapad ang causeway, laking tuwa at pasasalamat ng mga residente at gayon din ng mga mangangalakal. Nasimulan ng makilala ang Codon, nagiging main access na ito ng mga turista papuntang Caramoan at naging maginhawa at malimit na ang pagbiyahe ng mga tao papunta at palabas ng Catanduanes,” Omable said. (Because of the improvement made on Codon, longer and wider causeway, the residents and businessmen alike are glad and thankful. The place is now known to be an access to Caramoan. This will promote a comfortable and frequent trip to and from Catanduanes.) The construction of Codon’s 246 L.M. Rockcauseway was finished on September 2010 programmed under Various Infrastructure Projects with an appropriation of P48.2 M. “DPWH killed two birds with one stone. We developed Catanduanes and at the same time opened a convenient gateway to Caramoan peninsula where the future Boracay reined,” RD Dequito said. P682.73 Million more worth of infrastructure projects are programmed this CY 2011 in Catanduanes. “Included here is the P9.18 Million fund for the Construction of Sicmil Bridge and Approaches in Gigmoto, Catanduanes and the rest are those that will address assets preservation of national roads involving preventive maintenance and rehabilitation/ reconstruction of damaged paved road and road upgrading,” the director said. “We have done our very best to follow the 3Rs advocacy of Honorable Secretary Rogelio Singson in the identification of projects: Right project, right cost and right quality,” he concluded.

MILLIONS OF PESOS SAVED DUE TO OPEN, COMPETITIVE BIDDING

  The Department of Public Works and Highways (DPWH) in Region V was able to save P85.6 Million in taxpayers’ money from the bidding of CY 2011 regular infrastructure projects. “The amount saved is from the 80 projects procured through open and competitive bidding done in regional and district engineering offices (DEO),” said DPWH 5 Regional Director Danilo Dequito during a media interview. “We expect this amount to increase since we still have 25 more projects to be bid-out in our regional office on June 13, 2011 and one project in Masbate 2nd DEO on June 21, 2011,” he added. Bicol Region has an appropriation of P3.36 Billion for 106 projects for implementation region-wide. “P138.31 M. is earmarked to Albay for 10 projects; P192.43 M. to Camarines Norte for 11 projects; P461.65 M. to Camarines Sur for 24 projects; P562.90 to Catanduanes for 16 projects; P175.88 M. to Masbate for 10 projects; and, P75.66 M. to Sorsogon for 8 projects,” the Director said. According to RD Dequito, DPWH Regional Office (RO) will also implement 27 projects in the different provinces of the region in the total amount of P1.76 Billion. “Included in this amount is the P525 M. appropriated for Bicol River Basin and Watershed Management Project, Flood Mitigation Component,” he said. Most of the projects in CY 2011 DPWH Program are those that will address traffic decongestion; assets preservation of national roads involving preventive maintenance and rehabilitation/reconstruction of damaged paved road; road upgrading; and, flood control projects. “We have already realized the first two advocacies of Honorable Secretary Rogelio Singson: right project, right cost. We are now on the final phase: right quality. Let us all do our part to achieve quality projects,” said Undersecretary for Regional Operations, Romeo Momo during a meeting with key officials in DPWH-5 RO and District Engineers recently conducted in the said office.

NEW SCHOOL BUILDINGS READIED FOR OCCUPANCY

  The Department of Public Works and Highways (DPWH) in Bicol Region completed 93 school buildings in time for the opening of SY 2011-12. “We still have to finish 38 more units from the 131 buildings allocated for CY 2010 Regular School buildings Program for this Region”, said DPWH 5 Regional Director Danilo Dequito during a radio interview. “Of the 38 projects, 21 are ongoing but are now on its 80.68% accomplishment as of May 31, 2011. Late completion is due to the delayed release of funding requirements. The construction of the remaining 17 projects will be started as soon as appropriations are received from the Department of Budget and Management (DBM)”, RD Dequito said. Aside from accomplishments made on its school building projects, DPWH 5 also actively participated in the Department of Education’s (DepEd) Oplan Balik Eskwela (OBE) program by ensuring the safety of pedestrian and motorists. “We are now on the completion phase of our regular maintenance work which involved the repair of potholes and repainting of pavement markings along national roads near school sites”, DPWH 5 Assistant Regional Director Jesus Salmo said. “Matibay man talaga su DPWH. Idtong tinampo hale sa Camarines Sur hanggang Albay, pinturado na. Naihabol sa school opening,” said Mr. Nelson Bulalacao, Radio Commentator of Bombo Radyo Legazpi during his morning air-time program yesterday, June 5, 2011. (DPWH is really good. The road from Camarines Sur to Albay is now repainted, so timely for the school opening.) DPWH 5 also conducted line canal de-clogging and cleaning operations to avoid occurrence of flood and had dismantled unsafe billboards particularly those within school zones.

DPWH 5 READY FOR MT. MAYON AND MT. BULUSAN

  The Department of Public Works and Highways (DPWH) in Region V is prepared for any eventualities that may be brought by Mount Mayon and Mount Bulusan in a worst case scenario according to Regional Director Danilo Dequito. Said volcanoes which are located in the provinces of Albay (Mt. Mayon) and Sorsogon (Mt. Bulusan) have gotten people’s attention again these last few days. Mayon has crater glow, small earthquakes and rock-falls. Bulusan also experienced another set of phreatic explosions. Both volcanoes are on Alert Level 1 or described as “abnormal” status per information from the Philippine Institute of Volcanology and Seismology (Philvocs). “We have heavy equipment and service vehicles ready for deployment as the need arises and our District Operation Centers are regularly coordinating with the concerned Local Disaster Risk Reduction Management Council (LDRRMC) in their respective areas of responsibility,” said RD Dequito. Possible alternate routes were already identified by DPWH. In case of massive eruption of Mayon Volcano, motorists may take: Tabaco-Ligao Road (L=26 kms.); Comun-Inarado-Penafrancia Road (L=14.54 kms); Ligao-Tabaco Road, then Tabaco-Sto. Domingo-Legazpi City Road (L=51 kms.). For Mt. Bulusan: Abuyog-Casiguran-Juban-Magallanes-Bulan-Gate-Matnog Ferry Terminal, which is approximately 86 kms. wherein a provincial road of approximately 22 kms. will be traversed. The other alternate route is Abuyog-Gubat-Barcelona-Irosin-Gate-Matnog Ferry Terminal, approximately 72 kms. along the National Arterial and Secondary roads. “Appropriate directional road signs will be installed on affected road sections and travel advisories will be posted along strategic locations of our national road,” DPWH Assistant Regional Director Jesus Salmo also added. District Engineering Offices in Albay and Sorsogon are now monitoring the status of the national roads and river channels around said volcanoes.

WORRY-FREE HIGHWAY

  The Department of Public Works and Highways (DPWH) in Bicol Region had been successful on the conduct of its activities for the Lenten season in terms of maintenance operations on all its road networks and its yearly “Lakbay Alalay” program. It will be recalled that before DPWH Regional Director Danilo Dequito went on a month leave of absence, he ordered all District Engineers in Region 5 to expedite their road maintenance activities particularly those leading to tourists’ attractions. “Roads are much, much better and improved now than the previous years when I and my wife visited the catholic churches in the different localities of Camarines Norte,” said Mr. Mike Aguilar, a seasoned free-launch writer of newspapers nationwide. The couple joined the pilgrimage of Naga City religious group during the Holy Week. According to Aguilar, they paid homage to Black Nazarene Church in the municipality of Capalonga. This church is frequently flocked with tourists almost year round due to the known miraculous healing power of the Black Nazarene image. “P20.188 M was spent for the concreting and rehabilitation of Bagong Silang to Capalonga Road for CY 2010,” said the Officer In-Charge of DPWH Region V, Director Jesus E. Salmo. “This road stretch was given priority due to the numerous requests we received from various sectors for its improvement,” he explained. “Potholes-free road was also stressed by Secretary Rogelio Singson during the long holidays and we will maintain this status for a safe and comfortable trip of the motorists,” the Director added. The existence of the “Lakbay Alalay” or Motorists’ Assistance Centers installed on strategic places of the national roads was also of great value to the tourism industry of the region. Per records of DPWH Motorists’ Assistance Teams, most of those who approached them were asking directions to beach/spring resorts and other tourist spots in the nearby areas. “Of course there were also motorists who experienced mechanical trouble while on the road; a car that skidded and fell in a canal; and other occurrences that were given assistance by our crews,” Director Salmo concluded.

BICOLANO ENGINEERS, CY 2010 BEST PERFORMER AWARDEES

  Department of Public Works and Highways Secretary Rogelio L. Singson gave commendations to the best performers in undertaking the activities and keeping the integrity of the Roads and Bridges Information Application (RBIA) database system at the regional and district level. In Region V, Engineer Virginia L. Baeta, garnered the First Runner-Up RBIA Regional Coordinator (out of 16 Regional Coordinators); Engineer Bernardo B. Orobia, Best RBIA District Organizer (out of 60 District Organizers); and, Engineer Francisco L. Merilles, Jr., First Runner-Up RBIA District Coordinator (out of 356 District Coordinators). “In our own little way, we want to contribute towards the achievement of our Department’s Vision and Mission,” said Baeta. “Being commended for a job well done is a great motivation but the honor it gives to us Bicolanos, seeing Region V on the top list, is priceless to us,” she added. RBIA is the Department’s official database repository for road and bridge related data and is essential in the programming and allocating rational maintenance and infrastructure funds and prioritization of projects. “Our Secretary recognizes the importance of RBIA’s role to gain his 3Rs (Right project, right quality at the right cost) advocacy,” said DPWH Assistant Regional Director Jesus E. Salmo who is also the Officer In-Charge of Region V while Regional Director Danilo E. Dequito is on leave until May 2011, “hence, an annual recognition of top performers is being maintained to inspire our people,” he concluded.

658 ADDITIONAL WORKERS HIRED TO MAINTAIN ROADS

  The Department of Public Works and Highways (DPWH) in Bicol Region hired a total of 658 workers to maintain the stretch of its national road network. Speaking in an ambush interview conducted by a local media during one of his field inspections, Assistant Regional Director Jesus Salmo (now the Officer In-Charge in the absence of Regional Director Danilo Dequito who is on leave until May 6, 2011) said that these workers will be deployed at one worker per 3.5 kms. of the road. “Our District Engineering Offices (DEOs) prioritized the hiring of out-of-school youths and other marginalized members of the society who are residents in the immediate vicinity of the work location,” continued Director Salmo. It will be recalled that DPWH Secretary Rogelio Singson issued a directive to all the Regional Directors nationwide for the continued hiring of workers on job order basis for the implementation of the roadside maintenance program funded under the Motor Vehicle Users Charge (MVUC). “These workers will serve as augmentation work force to the DEOs’ regular maintenance crews in undertaking various roadsides and carriageway maintenance activities,” Director Salmo added. “Ang P250.00 sa aro-aldaw na pasweldo, dakulang tabang na sa pamilya ko, lalo na sa mga aki ko para makapadagos kan saindang pag eskwela ngonian na taon,” said Vicente Lepato of Sangay, Camarines Sur. (The P250.00/day is a big help to my family, particularly to my children so they can continue their studies this year.) He is one of the 77 workers hired by Camarines Sur 3rd DEO under the leadership of District Engineer Eduardo Nieto.

LAKBAY ALALAY PROGRAM FOR THE LENTEN SEASON

RD DEQUITO INSPECTS BRIDGES IN MASBATE

  Regional Director Danilo Dequito, of the Department of Public Works and Highways Regional Office V has inspected bridges in Masbate to ensure that said infrastructure facilities will not collapse in the event of strong earthquake that would hit the province. The Philippine Institute of Volcanology and Seismology (Phivocs) disclosed that Masbate Province is within the Philppine fault line, if and when a 7 Magnitude earthquake will happen bridges and infrastructure will possibly collapse if it is not build correctly and properly. Said government agency recommended to the DPWH to conduct inspection and assessment of bridges and other infrastructure facilities to ensure public safety. Government authorities is currently conducting preparedness measures in case similar incident in Japan would happen in the Philippines. RD Dequito was accompanied by DE Reynaldo Alconel and ADE Danilo Ramos in conducting inspection in Bañadero bridge and Balatucan bridge, both in Mobo town in time said bridges are undergoing repair and rehabilitation. The DPWH Regional Director conducted ocular inspection to assess the condition of bridges in the entire Bicol Region in compliance of the directive of Secretary Rogelio L. Singson. RD Dequito during his visit in Masbate also briefed DEO- 1 officials and employees of the Department’s new policies of transparency, accountability, and good governance in response to President Aquino’s “Matuwid na Daan”.

DEO-1 SUPPORTS RODEO MASBATEÑO 2011 FESTIVAL

  The Masbate 1st District Engineering Office expressed support to the holding of Rodeo Masbateño Festival scheduled on April 11-16, 2011. Assistant District Engineering Danilo E. Ramos welcomed the RMI officers headed by RTC Judge Manuel Sese who visited the DEO-1 office where they announced that under the auspices of RMI, Rodeo Masbateño will be held regularly every 2nd week of April of each year. Tourism promotion is the main concern of the resumption of Rodeo Festival which was already recognized by the Department of Tourism. The provincial Government as well as the city government of Masbate supported RMI in the holding of Rodeo Festival. It can be recalled that Masbate was declared Rodeo Capital by virtue of Presidential Proclamation issued by then President Gloria Macapagal Arroyo. Both local and foreign tourists are expected to come to Masbate to watch the exciting events of Rodeo such as Bull riding, cattle wrestling, lazzoing, carambola and others ahich will be participated in by cowboys and cowgirls from different competiting teams in and out of Masbate. Judge Sese, DTI Director Edgar Ramos and the officials of RMI are now conducting fund raising activities like selling of Rodeo T-shirts, souvenir items with Rodeo logo, advertisement in souvenir program and sponsors. They also asked for the support of every Masbateños to ensure success of Rodeo Masbateño 2011.

DPWH CELEBRATES WORLD WATER DAY 2011

  The country’s celebration of World Water Day (WWD) on March 22, 2011, upholds one of the Department of Public Works and Highways (DPWH) missions: to provide accessible and potable water for every Filipino. In Bicol Region, a total of P39.1 M for 148 water system projects was allotted to its different provinces for CY 2010. “As of end of February this year, we have completed 96 of these projects. The remaining number will be finished before end April 2011,” said DPWH 5 Regional Director Danilo Dequito during an interview after he and his group cleaned the water ways fronting DPWH Compound in Rawis, Legazpi City. According to RD Dequito, the clean-up of rivers and water ways was ordered by DPWH Secretary Rogelio Singson to all Regional and District Engineering Offices nationwide in observance of WWD as well as the Philippine Water Week. “A clean environment leads to a safer climate and of course unpolluted water,” the Director added. “204 of our employees in the Regional Office participated in the activities and 400 kilos of garbage was collected. This will be reported to our Department’s Environmental and Social Services Office ” said Asst. Regional Director Jesus Salmo.

DPWH ASSURES SAFETY OF BUILDINGS AND BRIDGES

  Department of Public Works and Highways (DPWH) in Bicol Region reactivated its Task Force on Building and Bridge Inspection upon receipt of instruction from its Department Secretary, Rogelio Singson. “We witnessed the tragedies experienced by our neighboring country, we have to do our part to mitigate these disasters and thus save lives,” said DPWH 5 Regional Director Danilo Dequito when caught for an interview after attending a meeting of the Regional Disaster Risk Reduction Management Council (RDRRMC) in Legazpi City. In the memorandum issued by Secretary Singson, he directed the Task Force to conduct re-inspection and assessment of all public buildings and bridges along national roads. Priority shall be given to inspection of public schools and hospital buildings. “The inspection of these structures will be done annually and immediately after an earthquake of at least Magnitude 5 or Intensity IV as maybe determined by PHIVOLCS,” explained Asst. Regional Director Jesus Salmo. The Members of this Inspectorate Team are representatives from Planning and Design, Construction, and Maintenance Divisions of DPWH Regional Office, concerned District Engineering Offices and also representatives from the Philippines Institute of Civil Engineers (PICE), Association of Structural Engineers of the Philippines (ASEP) and Philippine Association of Building Officials (PABO).

DPWH PREPARES FOR LENT

  The Department of Public Works and Highways (DPWH) in Bicol Region is preparing for the Lenten season in terms of maintenance activities on all its road networks. “We have to double-time to make our arterial and secondary roads comfortable to the traveling public,” said DPWH Regional Director Danilo Dequito during an interview after attending a Regional Development Council (RDC) meeting at the National Economic and Development Authority (NEDA) in Legazpi City. It will be recalled that Albay Governor Joey Sarte Salceda declared the province under the state of calamity when it experienced incessant rainfall from the 3rd week of December 2010 until the 2nd week of January 2011. “There are road sections in Albay and Camarines Sur that were damaged by floods and landslides estimated to cost P122 M for its restoration,” the director further said. While waiting for funds for the complete rehabilitation of affected damaged roads, concerned District Engineers were instructed to undertake necessary measures to make the highway safe and free from potholes. “We have to take advantage of the good weather condition now prevailing in most parts of the Region particularly those sections that were submerged in water and mud,” instructed Assistant Regional Director Jesus Salmo in one of the meetings with District Maintenance Engineers in the Region. DPWH reported a 97.65% completion of its routine maintenance work, as of today. “By end of this month, expect a certain degree of smoothness in the pavement riding surface of our roads in Bicol Region,” ARD Salmo concluded.

CATANDUANES GETS P672 MILLION UNDER FY 2011 DPWH INFRA PROGRAM

  A total amount of P672.488 M under the DPWH Regular Infra Budget for FY 2011 was allocated for the upgrading/concreting of 16 sections of the 29-kilometer National Road in Catanduanes identified as problematic and critical spots during rainy days. The sections prioritized for upgrading/concreting under the Assets Preservation of National Roads generated and identified through Pavement Management System/Highway Development and Management (HDM-4) are Catanduanes Circumferential Road (16 km); Baras –Gigmoto-Viga Road Section (12km); Jct. Bato-Baras Road and Jct. Weather to Radar St. (.600Km); and Jct. Panganiban-Sabloyon Road Section (1km). Survey works and preliminary detailed engineering had started in various sections for immediate implementation of the FY 2011 Infra Program. Eighty percent (80%) of the amount is exclusively programmed for the construction of .020 meter thick Portland Cement Concrete Pavement while the remaining 20% is allocated for pavement protection works. Three projects under this program were already scheduled for bidding: Rehab/Reconstruction of Damaged Paved National Roads (reblocking) at Jct. Catanduanes Circumferential Road to Virac Port – P1.057M; Road upgrading (gravel to paved) Catanuanes Circumferential Road at Balongbong section, Bato – P6.118M and Road Upgrading (gravel to paved) Catanduanes Circumferential at Kanlangka Section, Viga – P7.912M. “Considered in the project design is the satisfaction of DPWH Secretary Rogelio L. Singson’s call to do the right project at the right cost with the right quality. We are after the construction of good quality roads for the of safety of the commuters since fifty percent of the national road is still unpaved and very much affected during rainy days is hazardous to the commuting public,” District Engineer Ignacio T. Odiaman said. The project when completed will enhance economic activity in the area that will uplift the quality of life of the people.

PAGHATAK SA MATUWID NA LANDAS

  In line with the present administration’s slogan “Paghatak sa Matuwid na Landas,” Catanduanes District Engineer Ignacio T. Odiaman implore everyone in the district office to be vigilant and shun away from any misdeed. “Exemplary performance and quality projects should always be the paramount concern of public service,” he said. He emphasized that in the execution of their duties and responsibilities as public servants, they must be guided by the virtue of what is moral, judicial and equitable. However, in critical situations when judgment shall so requires, political affiliations must be set aside but not defying pertinent Decrees and/or Memoranda. He likewise approved the consequent changes of administrative policies, wherein everyone must bear with everyone’s welfare. The district had given particular attention in ironing out some flaws by strict observance/adherence to RA No. 6713 and CSC MC 21 s. 1991 on legal working hours with corresponding penalties on under time, tardiness, and half days. Emphasis is likewise given on the wearing of official uniforms and Identification Cards. In order to strengthen the coordinated mechanism in the office, all employees, particularly field personnel are enjoined to report every Monday to give updates on prior week’s accomplishment. No subsequent Local Travel Orders shall be approved without Accomplishment Reports. Recognition with corresponding awards will be given to compliment employees with exceptional performances.

CURB EXPENDITURES IN DPWH CARS

It is a must for all of us to initiate conservation measures in using government vehicles, Assistant Regional Director Jesus Salmo aspired. “Like any other consumers our office is hit when oil prices move upward, prudent energy program to curb energy use should be prudently observed,” he said. Regional Director Danilo E. Dequito issued a Memorandum on January 17, 2011, to all employees concerned directing them to submit/transport all official vehicles for proper accounting and inspection until the last Friday of the month of January 2011. All MR’s of DPWH property issued shall be scrutinized. The activity was assisted by some Engineers and personnel form the Regional Equipment Services. The Assistant Regional Director also issued a Memorandum to create a Regional Equipment Poo, purposely for emergency, to act as the RO-V Quick Response Team, supporting the objectives and thrust being undertaken by the P-Noy Administration, develop a forward looking team adhering during fortuitous events. He further emphasized to strengthen preventive maintenance of keeping units on the tip top condition , and operators to be ready on a 24/7 for urgent call and deployment.

DPWH RUNNERS TO BUILD CLASSROOM

  “Naka-exercise ka na, nakatulong ka pa”, said Department of Public Works and Highways (DPWH) Region V Regional Director Danilo Dequito, during the fundraiser run spearheaded by the Ninoy and Cory Foundation (NCAF) to commemorate the 1986 People Power Revolution and likewise to help build 25,000 classrooms nationwide. 310 employees from DPWH Regional Office and Albay District Engineering Offices joined the People Power Run. They also shelled out cash donations for the proposed classrooms. “DPWH is one of the government agencies that unceasingly supported our programs and activities,” said Dr. Ofelia M. Samar, President of Pinoy Power Bicol Coalition of Volunteers (PPBCV). The brain behind the success of the Bicol Fun Run that drawn an estimated 10,000 participants. “In fact, Dir. Dequito chaired the Finish Line Committee,” she added. Bicol Region, which is one of the 10 areas in the country that participated in the Edsa Run outside Metro Manila, held the 3 and 5-kilometer race in Penaranda Park, Old Albay District to Embarcadero, Legazpi City. The simultaneous activity started at 5:30 in the morning of February 27, 2011, Sunday. “Yes we build roads, bridges, buildings and other infrastructure facilities through our people’s taxes, but this is different. This is a personal commitment outside our official functions. Being part of a benevolent mission, is a priceless achievement,” concluded RD Dequito.
