SITUATIONAL REPORT IN BICOL REGION |

(As of 8:30 A.M.) As per report from field by District Engineer Romeo D. Doloiras of DPWH Sorsogon 1st District Engineering Office to DPWH Assistant Secretary for Luzon Operation Roy L. Manao, all national bridges in the Province of Sorsogon are passable to all types of vehicle contrary to the earlier reported news that one (1) of the bridge, Guinlajon Bridge, collapsed due to heavy rains.
On the otherhdand, DPWH crew and equipment is undertaking clearing operation at Ariman-Casiguran Road, a national secondary road in Sorsogon following the occurrence of landslide yesterday (December 29, 2010) at around 4:00 pm.
Also, DPWH Region 5 Director Danilo Dequito reported that landslide/debris at Manito Section in Manito, Albay were all cleared except at Cawayan Section which is half lane passable due to landslide while maintenance crew and equipment are now undertaking clearing operation at Sto Domingo, Albay which as of 12:00 noon, December 30, 2010, is impassable due to floodwater. |

“I am grateful for the fast action of the Department of Public Works Highways (DPWH) on the removal of volcanic debris from Cogon gully that could have overflowed to the barangays at the foot of Mount Bulusan,” said Municipal Mayor Eduardo Ong, Jr. of Irosin, Sorsogon to DPWH Undersecretary for Regional Operations, Romeo Momo, who conducted a field inspection at Mt. Bulusan together with Assistant Secretary Roy Manao, Regional Director Danilo Dequito, Assistant Regional Director Jesus Salmo, District Engineer Edgar Curativo and other key officials of the DPWH Region V last December 14, 2010.
It will be recalled that the Philippine Institute of Volcanology and Seismology (Philvocs) declared Alert Level 1 or described as “abnormal”, the status of Mt. Bulusan when a minor eruption transpired last November 6, 2010. Since then, intermittent explosions were observed resulting to a large volume of volcanic materials deposited along its slopes.
“Continuous and heavy downpours in this area will likely cause flashfloods that would endanger the lives and properties of the residents in the nearby Barangays of the Municipalities of Irosin and Juban,” said ARD Salmo.
Pre-emptive measures were recommended by DPWH 5 to its Central Office to immediately mitigate the effects of lahar and other debris cascading down the slopes of the volcano.
“A total of P122 M was requested for the dredging and construction of flood control facilities for Cogon gully and Rangas River in Juban,” said RD Dequito. “Inasmuch as our agency is now geared towards solutions to water related problems, I am confident that our project proposal related to Mt. Bulusan will be funded,” he concluded. |

DPWH ON ALERT FOR MT. BULUSAN |

The Regional Disaster Risk Reduction Management Council (RDRRMC) for which Department of Public Works and Highways (DPWH) is a member, convened yesterday afternoon, November 10, 2010 at the Office of Civil Defense, Camp Simeon Ola, Legazpi City. The Council presented the “1-2-3 for 0 Casualty” measures in the event of a full-blown eruption of Bulusan Volcano.
“1, stands for strict enforcement of 4-km. permanent danger Zone (PDZ); 2, for education campaign and 3, responsive contingency plan”, DPWH 5 Assistant Regional Director Jesus Salmo said during an interview after the RDRRMC meeting.
“We have activated our Disaster Team in Sorsogon 2nd District Engineering Office since Saturday, November 6, when the Philippine Institute of Volcanology and Seismology (Philvocs) declared Alert Level 1 status of Mt. Bulusan”, the Director added.
Manpower and equipment were deployed by DPWH in strategic areas along the National Road where ash landfall may occur based on Philvocs predictions. Motorists’ Assistance Center located at km. 621+897, Patag, San Pedro, Irison was likewise activated manned by personnel on a 6-hour shifts.
Possible alternate routes in case of massive eruption were already identified along the route of Abuyog-Casiguran-Juban-Magallanes-Bulan-Gate-Matnog Ferry Terminal, which is approximately 86 kms. wherein a provincial road of approximately 22 kms. will be traversed. The other alternate route is Abuyog-Gubat-Barcelona-Irosin-Gate-Matnog Ferry Terminal, approximately 72 kms. along the National Arterial and Secondary roads. |

DPWH ACTIVATES MT. BULUSAN WATCH |

The Department of Public Works and Highways has activated its Mt. Bulusan Watch Program which is a DPWH initiated disaster preparedness plan, developed by DPWH Region V Office and Sorsogon Sub-District Engineering Office and patterned after the Mt. Mayon disaster plan in coordination with the Philippine Institute of Volcanology and Seismology.
DPWH Region V OIC-Director Danilo E. Dequito said that the said disaster preparedness program includes the identification of possible alternate routes for identified affected national road network near the area, provisions of warning signs, dissemination of information materials and deployment of heavy equipment and maintenance crew for the possible evacuation efforts.
Dequito also added that their office is now constantly coordinating with the Provincial Disaster Risk Reduction Management Council for the strategic disaster preparatory efforts of the government.
Among the identified alternate routes in case of massive lahar flow at Daang Maharlika Highway (DMH) Cogon Section in Irosin Sorsogon are: East Coast Road ; Abuyog (Junction DMH) to Gubat-Barcelona Road; Bulusan-Irosin Road; and Irosin-Matnog Road (DMH) for traffic from Manila to Matnog, vice versa.
Traffic from Bulan, Sorsogon (travellers from Masbate) may take the West Coast Road from: Bullusan -Magallanes Road; Magallanes-Juban Road; and Juban-Sorsogon Road.
In case of massive ash fall, if Irosin Section is impassable, traffic from Matnog to Manila and vice versa may use the Buklusan-Barcelona-Gubat Road and Gubat-Abuyog Road. |

LAKBAY ALALAY PROGRAM FOR THE ALL SAINTS DAY |

In line with the Department of Public Works and Highways’ (DPWH) thrust of assisting all motorists in the forthcoming observance of All Saints Day on November 1, 2010, Secretary Rogelio Singson directed all Regional Directors and District Engineers to activate a composite team who will aide the traveling public.
In Region V, Director Danilo Dequito ordered the deployment of Motorists’ Assistance Centers on strategic locations of the national highway of Bicol. Each District Engineering Office in the region has an existing organized team ready to give free roadside emergency repair assistance to motorists during long holidays. These teams are composed of Engineers, Car Mechanics, Equipment Operators and other service crews.
This program, dubbed as “Lakbay Alalay” will start at 6:00 A.M. on October 30, 2010 until 12:00 noon of November 3, 2010. This is in coordination with the Land Transportation Office (LTO), the Philippine National Police (PNP) and the Local Government Unit (LGU) Officials. These centers will be installed at the following locations:

DPWH COMPLETES CONCRETING OF NEW ROAD NETWORK IN MASBATE |

Fisher folk in the municipality of San Pascual, Masbate are now expecting to increase their profit by 20 percent as the Department of Public Works and Highways recently completed the construction of San Pascual-San Pedro Road Project.
With the improvement of the road network, Mr. Joseph San Juan, a fisherman in Brgy. San Pedro said that they can now sell their products in competitive prices because of good quality of their harvest brought by the immediate delivery from the source to the trade centers because of the.
In charge of Southern Luzon and Visayas Operation, DPWH Undersecretary Rafael C. Yabut said that considering the importance of infrastructure facilities especially in agricultural rural communities, the Department is now prioritizing the immediate completion of roads and bridge projects in far flung areas.
Yabut also reported that together with, Mapanique- Calpi Road and Calpi-Claveria Road, this road project will be part of the San Pascual-Claveria Road Network which is classified under the Burias Island Nautical Highway.
“ With the completion of the project, local traders will now be encouraged to invest in the rural areas along San Pedro, Mapanique, Sitio Tuburan and Calpi” Yabut added.
This P310 Million worth road project involves the concreting of 16.6 kilometers of road from the town proper of San Pascual to the boundary of Barangay San Pedro. |

DPWH PREPARES FOR LENTEN SEASON |

Anticipating the influx of motorists especially along major thoroughfares in Metro Manila and provinces during the Lenten Season, the Department of Public Works and Highways makes the necessary preparations to assure road safety and travel convenience of the public.
In Region 5, Department of Public Works and Highways Director Danilo S. Manalang has ordered all District Engineers in the region and its nearby provinces, for the deployment of Motorists Assistance Teams along the national highway of Bicol. The teams, composed of Engineers, car mechanics, equipment operators and service crews, will attend and give free roadside emergency repair assistance to traveling public in the region during the lenten season.
With the annual directive of the DPWH Secretary, all DPWH Regional Directors and District Engineers are instructed to assure that all road sections are well maintained, informational and directional signs are installed on conspicuous locations and well visible along national roads.
“We will deploy DPWH equipment and mechanics to be assigned in critical areas along national roads in round the clock shift to provide immediate assistance to emergency road situations” Secretary Victor Domingo said.
Domingo also added that travel advisories for the alternate routes by-passing traffic congested areas and road sections where construction activities are on-going must be installed specifying the entry and exit point and corresponding distances.
Dubbed as “Lakbay Alalay” Annual Lenten Program, the regional directors and district engineers were also instructed to coordinate with their respective Land and Transportation Office, Philippine National Police, and concerned officials of the local government in order that required assistance may be provided by the Department. |

DPWH COMPLETES 674 INFRA PROJECTS IN BICOL REGION |

Aiming to boost its economy by providing the needed infrastructure facilities, the Department of Public Works and Highways in Bicol Region reported the completion of 674 various infrastructure projects programmed for CY 2009 costing P6.9 Billion.
DPWH Secretary Victor Domingo said that the Bicol Region is one of the regions that has been alloted with big infra fund to support its needed infrastructure to sustain the growth of agricultural industry and provide more employment opportunities.
For CY 2009, the DPWH Region V Office has completed 674 projects 155 of which projects are completed by the Camarines 3rd District Engineering Office and followed by the Camarines 1st District Engineering Office with 137 projects.
In his report to Secretary Domingo, DPWH Region V Director Danilo Manalang said that 121 various infra projects programmed for 2009 are still on-going while 160 projects are in pre-construction phase.
“ The implementation of the 2009 projects was affected by typhoons that visited our region in the last two quarters of the year. However, all the district engineering offices have already prepared their catch up plans in order to finish the projects before the second quarter of 2010” Manalang added.
Meanwhile, in line with President Gloria Macapagal Arroyo’s job generation program, the DPWH Region V has generated a total of 61,755 employment opportunities to unemployed residents in the locality.
These job opportunities are generated through the Economic Pump Priming Program of President Arroyo by providing a total of 99 various infra projects in Region V. |
