  CY 2004 Accomplishment Report Camarines Sur 1st District Engineering Office The Engineering District in the Province of Camarines Sur were reconstituted into four (4) separate and distinct engineering districts with respective locations pursuant to Republic Act No. 8201 and implemented under Department Order No. 18, Series of 1999 dated January 26, 1999. The DPWH Camarines Sur 1st District Engineering Office now based in Baras, Canaman, Camarines Sur has jurisdiction over ten municipalities namely: San Fernando, Minalabac, Pasacao, Lupi, Cabusao, Pampplona, Libmanan, Sipocot, Ragay and Del Gallego with a total land area of 1,838.10 sq.kms.; two national primary roads; Rolando R. Andaya Highway (from Tara, Sipocot to boundary Del Gallego, Camarines Sur/Tagcawayan, Quezon) with a total length of 61,560 kms. and Maharlika Highway (from boundary Camarines Norte/Camarines Sur to boundary San Fernado, Milaor, Camarines Sur) with a total length of 60,589 kms; and two national secondary roads: Danao-Pasacao road with a total length of 8.90 kilometers; and Sipocot- Barcelonita-Cabusao road with a total length of 17.191 kilometers. The district office is responsible for the implementation of various infrastructure projects within district jurisdiction which include the construction, rehabilitation and improvement of schools and other public buildings; construction, upgrading, repair and maintenance of roads and bridges; construction of flood control and water system that provide potable water to homes and industries. These projects, funded through general appropriation and from other legislative sources were intended to lay down the physical foundation for the sustainable socio-economic growth of the country and to improve the quality of life of the Filipino people. True to our commitment to the goals and objectives of the Department and to the programs of the government, geared towards national progress, the district office carried out its mandate amidst constraints with resulting maximum output and quality accomplishments. Project allocations from different legislative sources earmarked for implementation in CY 2003 were received by the district office within the second semester of CY 2004. As of December 31, 2004, of the total four hundred thirty seven carry-over projects, 97.48 % were completed, 1.83% ongoing and 0.69% for implementation. Evaluation team from Manila conducted project inspection/evaluation within district jurisdiction, using Constructors Performance Evaluaiton System (CPES) on May 27, 2004, September 10, 2004 and November 22, 2004. Monitoring reports were submitted to comply to Corrective Action Request (CAR) issued by the team to contractors. In compliance to Department Order No. 39 series of 2004 dated March 19, 2004, a meeting was called by the district office with municipal engineers of the different municipalities under jurisdiction in connection with the implementation of the DPWH-LGU cost sharing project. A Memorandun of Agreement (MOA) was executed by and between the DPWH represented by the District Engineer and the LGU represented by the Local Chief Executive. Pertinent papers/documents relative to the cost sharing project were submitted to the League of Municipalities of the Philippines (LMP) for approval in favor of five municipalities who have completed the requirements, namely: San Fernando, Minalabac, Cabusao, Lupi and Sipocot, all of this Province. Evaluation/processing of pertinent documents for the project of the remaining five municipalities is in progress. Fast tracking project implementation is being carried out in line with the Depatment’s policy direction to hasten the delivery of basic services and immediately meet the needs of every Filipino. Maintenance of national roads and bridge is the responsibility of the district office redound to totally zero –out all defects/deficiencies along our road sections and to facilitate transport of agricultural products to business centers, providing improved mobility and convenience to the traveling public, thus help increase production and alleviate the economic condition of rural constituents. The province of Camarines Sur being strategically located on the typhoon path is usually visited by several typhoons year round. Most significant of which was typhoon “Unding” which hit the province twice, first on November 15 & 16, 2004 and on its return on November 19, 2004. Super typhoon “Yoyong” followed and once again hit the province last December 2, 2004. These typhoons brought millions worth of damages to infrastructures within the first of district of Camarines Sur. Most notable of all was the erosion of embankment which caused the collapse of one hundred meters, more or less, stretch of carriageway along Daang Maharlika at Sipocot-Libmanan Boundary. The office automatically declared the section unsafe and was closed to traffic. Immediate repairs and remedial measures were undertaken by dumping hundred truckloads of boulders and item 201. In a short period of time, the section’s one lane was declared passable to all vehicles. Traffic lights were set-up and personnel were assigned to monitor the situation. The affected road section needs sheet piles to confine road materials and complete restoration work. After the could be considered tremendous incident, bad weather still prevailed in the locality, which hampered and cause delays in our repair/maintenance works along other road sections. This office is undertaking repair works along Rolando R. Andaya Highway, temporary patching from Tagkawayan –Del Gallego, asphalt patching of concrete./bituminous pavement using hot asphalt from Magais1 to Cabasag, Del Gallego going to Ragay section, asphalt patching using cold mix and joint crack sealing activities from Agrupacion, Ragay going to Sipocot section. Likewise, asphalt patching using cold mix and hot asphalt and vegetation control are ongoing along Daang Maharlika from Milaor-San Fernando Boundary going to Sipocot section. Roadsides have been maintained as one of the priorities of the present administration implemented under the “Kalsada Natin, Alagaan Natin” program, budget of which is sourced out from the MVUC Fund as provided for under Republic Act No. 8794. Planting of bougainvilleas has been incorporated in the implementation in the implementation of the program. Roadsides maintenance under the program was undertaken along thirty-seven barangays along Maharlika Highway and thirty-one barangays along Rolando R. Andaya Highway. Moreover, compliance to Department Order No. 52, series of 2003 re: removal of obstructions and illegal uses of the road right –of-way of the national highways have been strictly enforced year round and monthly reports submitted regularly. The Camarines Sur 1st District Engineering Office received a total allocation of Eight Million Seven Hundred Fifty Nine Thousand Pesos (Php8,759,000.00) for its CY-2004 Annual Maintenance Work Program earmarked for the maintenance of national roads and bridges. Even with limited resources, Camarines Sur 1st District Engineering Office will continue its stride to attain Agency’s goal that is to provide better travel way for the riding public. The district office has coped up to the directive of ensuring quality of project by supervising materials quality control in project implementation. Monthly certificate of quality control assessment with the summary of field test and status of tests were submitted to the Regional Office in compliance with Department Order No. 55, series of 1989. Monthly assessment/evaluation of project was also conducted and necessary reports submitted to the Regional Office. Summary of activities had been submitted quarterly. The acquisition of comprehensive/flexural machined helped to enhance materials laboratory capability.

MULTI-PURPOSE BUILDING PROJECT, COMPLETED

  MULTI-PURPOSE BUILDING PROJECT, COMPLETED The Department of Public Works and Highways has completed on July 6, 2004 the construction of Multi-Purpose Building at Brgy. Lag-on in Daet, Camarines Norte. Camarines Norte Engineering District fast-tracked the completion of this project in ardent support with the government's agenda of speedy and efficient implementation of infrastructure projects. The completed project has been turned-over to the barangay and is now serving as venue for various social activities and offices of the community. The project was undertaken at a contract cost of P949,575.89 by K. V. Construction and Supply. It was supervised by Engr. Efren O. Regondola.

  COST SHARING PROGRAM The Department of Public Works and Highways-Camarines Sur 1st District Engineering Office held a meeting with local government executives on the implementation of the DPWH-LGU Cost Sharing Program Phase II. This is in consonance with the Department Order No. 39 dated March 19, 2004. Present at the meeting held last August 18, 2004 were municipal engineers under the jurisdiction of DPWH Camarines Sur 1st district. The two hours meeting enlightened the municipal engineers on the scope of work , cost sharing scheme, availment procedures, project memorandum of agreement (PMOA), fund release and transfer, limitations, project implementation, monitoring and reporting. The cost sharing scheme program, phase II, pursuant to the Memorandum of Agreement (MOA) dated February 7, 2004 between the National President of the League of Municipalities of the Philippines (LMP) and the Secretary of the Department of Public Works and Highways, has set rules and regulations to enhance the capability of the LGU's in the implementation of infrastructure projects, promote rural development, stimulate local economy and generate local employment. For the availment of the program, the LGU shall submit to the DPWH District Engineering Office (DPWH-DEO) the following requirements: a. List of projects to be implemented and completed b. A program of work (POW) of eligible project/s c. A resolution from the municipal council providing for the LGU counterpart fund for the project/s d. A certification from the municipal treasurer showing proof of deposit of the LGU counterpart fund for the project/s in a government depository bank. Upon review of the completeness of requirements, the DPWH-DEO shall then evaluate the capability of the LGU to implement the project based on the evaluation report using the DPWH standard format and shall return the same with a certification of demonstrated capability of the LGU to the complying LGU. The complying LGU shall submit the documents to the LMP. All projects submitted by the LGU's shall be reviewed , prioritized and consolidated by the LMP for submission to the DPWH, Central Office.

  QUALITY DELIVERY OF INFRASTRUCTURE SERVICE Striving for excellence, field officials of the Department of Public Works and Highways (DPWH) are busy conducting on-site inspection of project as the part of the agency’s commitment to quality delivery of infrastructure services for the Filipino people. Earlier, DPWH Secretary Florante Soriquez has directed Regional and Project Directors and District Engineers to implement all projects of the Department strictly in accordance with the approved standards and completed within the time frame of the contract so the public can benefit and utilize such infrastructure at the earliest time. Heeding to this call of the DPWH Secretary, Engineer Elmer Redrico, OIC-District Engineer of the DPWH Masbate Sub-District Engineering Office II together with his field engineers conducted site inspections on infrastructure projects at the Ticao Island in Masbate, assessing the infrastructure needs of the four municipalities in the island. He had checked the present condition of Batuan-Lagundi Provincial Road for the possibility of converting the same into a national road. Likewise, Redrico inspected and assessed the present condition of San Fernando-Talisay National Road in San Fernando, Masbate including the various infrastructure activities in the towns of Monreal and San Jacinto. Redrico, who has been recently assigned to lead the Masbate Sub-District Engineering Office II by Secretary Soriquez not only concentrates on day-to-day office transactions of the district but also devote time in assessing project needs of the Ticao Island considering the present inadequacy of infrastructure in the area. This will enable the DPWH to plan ahead future projects should substantial fund for the implementation of infrastructure becomes available, said Redrico. Consultative meetings with concerned local government executives for necessary support/cooperation are also being conducted, he added.

  WATER SYSTEM PROJECTS COMPLETED Three water system projects implemented by the Masbate Sub-District Engineering Office II in Barangays Buenasuerte, Progreso and Resurreccion, all in San Fernando, Masbate have been completed. The water system project, now serving and/or benefiting thousands of barrio folks, were completed at a total cost of P1.4 million. The water system project in Barangay Progreso involves the construction of reservoir, installation of generating set and construction of 390 meters GI pipes distribution line while the project in Barangays Buenasuerte and Resurreccion covers the construction of distribution pipelines measuring 1,500 meters and 450 meters, respectively.

  2 DRAINAGE CANAL PROJECT COMPLETED The Department of Public Works and Highways- Camarines Norte Engineering District has completed two flood control projects recently Completed was the construction of drainage canal at Brgy. V, Mercedes, Camarines Norte and Bagasbas, Daet, Camarines Norte. The project in Mercedes, Camarines Norte was completed at a cost of P88,500.00 under the supervision of Engr. Ronnie O. Aler while the project in Daet which was supervised by Engr. Flordeliza B. Aler was constructed at a cost of P38,100.00.

SUCCESSIVE TYPHOONS BROUGHT P81 MILLION DAMAGES TO INFRASTRUCTURE

  SUCCESSIVE TYPHOONS BROUGHT P81 MILLION DAMAGES TO INFRASTRUCTURE The four (4) successive typhoons in the months of November and December 2004 has brought a total damaged of 81 M to roads, bridges including spillway approaches, school buildings, seawalls, river controls and other infrastructures in Catanduanes. Multiple landslides blocked the roadways with slip embankments on road sections along the Catanduanes National and Secondary Roads. Catanduanes District Engineer Ignacio T. Odiaman immediately mobilized personnel and equipment along affected highways to clear obstructions. The District Office also coordinated with local contractors to facilitate rental of heavy equipments for the immediate removal of debris caused by landslides and to restore the damaged roads, bridges and spillways.

IMPROVEMENT OF CATANDUANES ROAD

  IMPROVEMENT OF CATANDUANES ROAD DPWH has started the improvement of Catanduanes Circumferential Road initially covering the road from Codon, San Andres (Km. 175+423.02) to Viga (Km. 50+537.98). The Catanduanes Engineering District was tasked to facilitate the acquisition of road-right-of way of 20 meters width (stipulated at P.D.#17 Revised Philippine Highway Act) along the sections covered by the said improvement project. Sight investigation was already conducted by the DPWH Investigation team including the preparation of cost estimates for road right of way acquisition. Partial preliminary cost estimate have been forwarded to the project management office (PMO) Philippine Japan Highway Loan (PJHL), Manila last. The DPWH district office through District Engineer Ignacio T. Odiaman made an appeal to affected property owners to gave way to the contractor to clear the area. The office has also asked assistance from the municipal mayors of the concerned municipality in carrying out road right of way acquisition to prevent unnecessary delay of implementation in the long awaited project.

  SITE INSPECTION CONDUCTED BY OFFICIALS Congressman Narciso R. Bravo, Jr. and OIC-District Engineer Elmer R. Redrico, conducted site inspection of venue for the soon to be constructed multi-purpose building in the municipality of Monreal The construction of the multi-purpose building (gymnasium) is among the projects included under Special Allotment Release Order (SARO) No. A-04-03884 issued by the Department of Budget and Management (DBM) on December 13, 2004 with a total allocation of P19.7 million earmarked under the Various Infrastructure including Local Projects (VIILP) of the legislator. The gymnasium will help develop and promote socio-cultural activities and eventually contribute to the economic upliftment in the area. Congresman Bravo and Engineer Redrico together with Mayor Ben G. Espiloy also conduct assessment of infra needs of the municipality of Monreal most specifically the condition of San Fernando North Road including other infra needs of the different barangays.

  STO. DOMINGO-LUPI ROAD OPENING COMPLETED It was a dream come true for the people of Barangays Sto. Domingo and Lupi at Prieto Diaz, Sorsogon to have a passable road that will offer them the assurance of comfort and safety in their everyday travel, going in and out of the said areas. That dream has been realized through the helping hands of concerned people and the unfaltering commitment of the Department of Public Works and Highways-Sorsogon Sub-District Engineering Office headed by District Engineer Gilbert C. Olfindo to deliver basic infrastructure services that will support and elevate the quality of life of the people of the Second District of Sorsogon. Last February 7, 2005, Acting Assistant Head Romeo F. Cielo, representing DE Olfindo turned over the completed P5-million worth Brgy. Sto. Domingo-Brgy. Lupi Road opening during the inauguration ceremony. Congressman Solis together with his wife Mrs. Flor Solis initiated the cutting of ribbons, which was also participated by the municipal mayor, and other LGU officials of Prieto Diaz. Funding allocation for the project was taken from the Priority Development Assistance Fund (PDAF) of Sorsogon.

PERIODIC MAINTENANCE PROJECT COMPLETED

  PERIODIC MAINTENANCE PROJECT COMPLETED Resurfacing of unpaved roadways at San Pascual-Claveria Road, San Pascual side, a periodic maintenance project implemented by Masbate Sub-District Engineering Office II in Burias Island, has been completed. Undertaken by 3RB Construction at a contract amount of P900,318.75, the project includes the regravelling of 931 linear meter roadway and drainage excavation. This project is among the two periodic maintenance projects implemented by the office for CY 2004. The other project was the redecking of Clemente and Abraham Bridges along San Fernado South Road in Ticao Island, Masbate which has been completed last year.

  ACTING HEAD ATUTUBO DESIGNATED AS NEW OIC-DISTRICT ENGINEER OF CAMARINES SUR 2ND DISTRICT ENGINEERING OFFICE Secretary Florante Soriquez has designated Engr. Willard K. I. Atutubo as new OIC-District Engineer of Camarines Sur 2nd District Engineering Office replacing the reassigned Engr. Medel F. Chua. Prior to his appointment, Engr. Atutubo served as Acting Head of Masbate Sub-District Engineering Office II for almost two and a half years since February 5, 2002 when he replaced the then first designated Acting Head, Engr. Roberto M. Mitra, who retired from the government service on February 1, 2002. His stint in said sub-district office has been very fruitful as he was able to lead its operation very effectively, has established a good working with co-workers, the contractors, the different Local Government Executives, and the Office of District Representative. He is credited for the Masbate Sub-District's earned respect and recognition from DPWH hierarchy. Leading a fully established District Engineering Office is a big challenge on the part of Engr. Atutubo but his experiences has made him very much prepared for it.

TWO MORE SCHOOL BUILDING PROJECTS COMPLETED

  TWO MORE SCHOOL BUILDING PROJECTS COMPLETED Two more school building projects worth 1.75 million pesos, implemented by Masbate Sub-District Engineering Office II in two public secondary schools in Ticao Island, Masbate have been completed. These are the Home Economics Building at Ipil National High School, San Fernando, Masbate and the Science Laboratory Building at Monreal National High School, Monreal, Masbate. Ipil National High School is one of the oldest barangay public secondary school in Ticao Island. On June 16, 2003, the school was struck by a whirlwind (semi-tornado) brought by typhoon “Egay” causing total damages to four-room makeshift building. It is for this reason that with the representation made by the school head and faculties and the PTCA thru then Rep. Vida V. Espinosa and the DepEd, this Home Economics Building was provided. Monreal National High School on the other hand, is a newly established and the first ever public high school in the town of Monreal. The availability of these classroom buildings will help augment the classroom shortage of said schools.

TWO MORE PROJECTS COMPLETED

  TWO MORE PROJECTS COMPLETED Two small projects yet considered very advantageous and beneficial to rural folks had been completed within the schedule. These are the rehabilitation of drainage system at Mabiton, Claveria, Masbate situated in Burias Island and the improvement/construction of water system in Barangay Rizal, Monreal, Masbate in Ticao Island. The drainage system project involves the construction of 150 meters lined-canal along barangay Mabiton towards the direction going to the seashore. This project will prevent the occurrence of flashflood that may be brought by heavy downpour and typhoon. The project was undertaken by Algimar Construction at a contract amount of P463,359.00. Costing P232,306.00, the water system project involves the construction of 1.50m x 1.50m concrete reservoir and installation of 550 linear-meter distribution pipelines. The project, undertaken by Lim General Contractor, is the government's answer to the need for a clean and safe drinking water of Barangay Rizal. Both project were funded under the various infra including local fund project of then Representative Vida V. Espinosa.

MAGDALENA Given the task to deliver quality infrastructure particularly in the Second District of Sorsogon, the Department of Public Works and Highways-Sorsogon Sub-District Engineering Office under the able leadership of District Engineer Gilbert C. Olfindo has recently turned over two completed projects in the municipality of Sta. Magdalena, Sorsogon. DPWH Acting Assistant Head Romeo F. Cielo turned over the following projects to the respective barangays of said municipality during the inauguration ceremony last June 12, 2005: 1. Construction of Salvacion (Taberna) Day Care Center P230,000.00 2. Revetment of Brgy. 1 Seawall, Sta. Magdalena 500.00.00 Present were, the Congressman of the Second District of Sorsogon, Hon. Jose G. Solis, wherein the allocation of said projects were sourced from his Priority Development Assistance Fund (PDAF), Hon. Mayor Alejandro Gamos of Sta. Magdalena and head officials of the respective barangays. The ribbon cutting spearheaded by Congressman Solis highlighted the event.

  DPWH SORSOGON SDEO APPRECIATED BY BULUSAN DRIVERS ASSOCIATION Two organizations in Bulusan, Sorsogon had expressed their gratitude to the management and staff of the Department of Public Works and Highways, Sorsogon Sub-District Engineering Office headed by the hard working District Engineer Gilbert C. Olfindo. The Bulusan Jeepney Drivers Association (BJDA) and Agingay Integrated Tricycle Drivers and Operators Association (AITDOA) conveyed the appreciation through a letter dated June 13, 2005 thanking the office for a job well done in connection with the repair and rehabilitation of Gubat-Bulusan road. The staff and members of the said organizations signed and indorsed the letter. Gubat-Bulusan road section is classified as National Secondary Road and is among the major arteries serving the four municipalities of Gubat, Barcelona, Bulusan and Irosin, which are considered as tourist destinations in the Second Congressional District of the Province of Sorsogon. It is the only route in bringing products and inputs to and from the market of Gubat and Sorsogon City. For the past several years, the deplorable road condition has been the perennial problem of the traveling public and the people living in the said municipalities. With the effective leadership of DE Olfindo, and the help of the diligent staff of the SDEO (Acting Assistant Head Romeo F. Cielo, Maintenance Engineer Edgardo B. Grospe, Construction Engineer Ricardo L. Pacardo, Materials Engineer Jessie D. Baluyot, Planning and Design Engineer Jose B. Gigantone, Jr., Administrative Officer Salvacion A. Sesbreno) and the hardworking project engineers, said road has been transformed into a passable, safe and convenient route.

  DPWH COMPLETES ROAD-OPENING PROJECT IN CAPALONGA The Department of Public Works and Highways continues to uphold the government’s program of alleviating poverty through a sustainable economic development specifically in the rural areas by way of creating and improving access roads to urban and sub-urban areas. In Camarines Norte, the DPWH Camarines Norte District Engineering Office has completed the road opening project at San Antonio–Villa Belen Road in Capalonga, Camarines Norte on May 17, 2005. At this time, the area is ready for the next phase of access roads development to utilize it optimum serviceability. The project which was under contract with Naga E. S. Construction and Supply was supervised by Engr. Romeo B. Mesoga, Project Engineer II, with an approved budge of Php 4,799.126.64.

  ROAD MAINTENANCE ACTIVITIES Various maintenance activities are continuously being undertaken along the national highways to make the carriageway safe to the riding public. Along Rolando R. Andaya Highway, crack/joint sealing of concrete pavement is ongoing from km. 331 to km. 333; manual ditch cleaning from km. 290 to km. 289; manual cleaning of culverts intlet/outlet from km. 298 to km. 296. Along Sipocot-Cabusao Road, vegetation control is being under-undertaken from k. 398 to km. 401; sight distance mowing and clearing from k. 429 to km.431; resurfacing unpaved surface along Barcelonita section from km. 402+500 to km. 403+100. Asphalt patching from km 281+135 to km. 334 +600 (with exception), Lupi-Ragay-Del Gallego, Camarines Sur along Rolando R. Andaya Highways have been completed. Manual traffic count was conducted on May 23-30, 2005 along Rolando R. Andaya Highway in line with the implementation of the National Road Traffic Survey Program (NRTSP) of the department . Moreover, in compliance to Department Order No. 52, series 2003, the removal of obstructions and prohibited uses within the road right-of-way of national roads, is continuously and strictly being enforced within district jurisdiction.

  REHABILITATION OF DAMAGED ROAD SECTIONS IN PROGRESS Rehabilitation of the three road sections in the first district of Camarines Sur, heavily damaged by last year’s typhoons Unding and Yoyong is on-going. The three road sections are: 1) Boundary Beguito Viejo, Libmanan/ Tara, Sipocot along Maharlika Highway; 2) Beguito Viejo, Libmanan along Maharlika Highway; and 3) Bulawan Sr. Lupi, Camarines Sur along Rolando R. Andaya Highway. The rehabilitation project for these road sections were bid-out last August 12, 2005, GCI Construction was the winning bidder for the rehabilitation of Pan-Philippine Highway (construction of slope protection along Maharlika Highway) Boundary Beguito Viejo, Libmanan/Tara, Sipocot and rehabilitation of Quirino Highway, Camarines Sur portion (construction of slope protection, Bulawan Sr. Lupi, Camarines Sur along Rolando R. Andaya Highway). Philworks Construction won construction of slope protection along Maharlika Highway, Beguito Viejo, Libmanan. Contractors immediately undertook mobilization on August 15, 2005. However, in one of the projects, a problem came up when the crane fell along the unleveled roadside and the backhoe became unoperational; but repairs and remedial measures were immediately undertaken to minimize time loss in project implementation. Construction of concrete slope protection with RC pile foundation is ongoing. OIC-District Engineer Alfonsito C. Padua persuaded the concerned contractors to implement the project 24-hours, three-shifts, so as to cater two-lane passable to travelers before the Peñafrancia fiesta.

  PEÑAFRANCIA FESTIVAL MOTORIST ASSISTANCE PROGRAM SUCCESS As anticipated, the Bicol region catered for the influx of visitors and devotees who joined in the celebration of the Peñafrancia Fiesta. Once again, the DPWH Camarines Sur-1st District Engineering Office headed in the preparation for such event, ensuring travelway safe to motorists. Bridges, guardrails, centerlines and edgelines were repainted to be more visible to commuters; safety devices repaired/replaced and additional directional signs were installed especially to accident prone areas. Sight distance mowing and clearing were undertaken along travelway. Skeletal workforce was organized in the district office; communication center operational to monitor, to receive and to transmit messages. Emergency assistance hotlines were always ready to assist and serve the public. The motorists assistance teams set-up assisted and gave directions to the traveling public and ensured there were no obstructions in the flow of traffic. One team was assigned at Bulawan, Lupi and the other at Tara Crossing, Sipocot, Camarines Sur. They were assigned service vehicles/equipment for emergency rescue or untoward incidents. The motorist assistance teams performed their tasks and unselfishly carried out their duties with vigor and dedication. The 2005 Peñafrancia fiesta celebration was indeed very peaceful and successful, without occurrence of untoward incidents.

Azupardo-Cantara, Ph.D., of DPWH Region V, was recently installed here as new CS 4th DEO OIC-District Engineer on 13 October 2005 in a simple ceremonly witnessed by no less than DPWH Regional Director Orlando B. Roces, CESO IV, along with ARD Oscar C. Cristobal, ARD Jaime A. Martinez, Construction Division Chief, Godofredo P. Beltran, Chief Administrative Officer Dr. Flocerpida B. Azotea and Regional PIO in-charge Lucy V. Castañeda. Special Order No. 129 dated 3 October 2005, signed by DPWH Secretary Hermogenes E. Ebdane, Jr., designated Engr. Azupardo-Cantara as new OIC-District Engineer, vice Engr. Antonio V. Saguinsin, reassigned to the office of the Regional Director, DPWH-Region V. She is the “first” wowan OIC-District Engineer of the office since its creation in 1988. Upon her assumption to the office as OIC-DE, she consumed practically the wee hours of the workday by calling all officials and employees to a meeting to gather information and data as her guideposts in instituting, reforms concerning construction engineering, human resource, financial and records management technique, maintenance and planning and design operations, MTQC activities, including media relations. All of these activities are designed to uplift the marred image of the office- a brilliant move that draws positive reception from the employees. Assuredly, the prospects to transform Rinconada District into a progressive district in terms of quality infrastructure projects is now wide open under a new and different drumbeater at the steering wheel. Engr. Cantara is best known for her dynamism in introducing much needed reforms to be likely complimented by another fresh talent in the person of OIC-Asst. District Engineer Amelia B. Fajardo, together with a phalanx of equally talented staff and personnel who are experts in their own right. She believes that public office is a public trust and every employee is part of parcel of the organization indefatigably working as one towards the attainment of the mission of the department.

  REHABILITATION OF COGUIT-SAN ISIDRO ROAD COMPLETED More often than not, funding request for rehabilitation of a barangay road is least given priority by the DPWH by reason of jurisdiction and some other factors. But this is not son in the case of Brgys. Coguit and San Isidro wherein the DPWH has considered the rehabilitation of road as urgent and necessary if only to heed the constituents persistent demand of a passable road. After a series of funding request from different government agencies and functionaries the clamor of the residents of Coguit and San Isidro of a better road condition has been finally addressed by the rehabilitation of their road which started early July and ended late September of the current year. This road rehabilitation project spanning about 2 kilometers serves as link of the far flung barangays of Bato to Brgy. Coguit Balatan which, as of the moment, is the only available route to Nabua and Iriga City via Balatan, all of Camarines Sur. By the rehabilitation of this road segment the agricultural products which plentifully thrive in the fertile grounds of the barangays can now be easily transported to the nearby market, not to mention the spurring of economic activity in the area, thereby gaining additional income to the local government, in particular, and the national government, in general. The project was implemented by DPWH Camarines Sur 4th DEO under the supervision of Engr.Perfecto G. Alarcon whose immediate completion was facilitated by ALRO Construction under the combined management of DPWH officials and engineers with Construction Chief, Engr. Nestor P. Gorimbao at the fore. The continuous interplay and collaboration between the LGU’s concerned and the DPWH has contributed immensely in the release of funds and the consequent completion of the project.

  IMPROVEMENT OF BULUSAN-ARIMAN LAKE ROAD, COMPLETED The Sorsogon Sub-District Engineering Office of the Department of Public Works and Highways under the proficient management of District Engineer Gilbert C. Olfindo, assisted by the hard-working Acting Assistant Head Engr. Romeo F. Cielo has recently completed the construction of Bulusan-Ariman Lake Road (Raising of Grade) Buhang Section at Bulusan, Sorsogon. The 3 Million worth project was allocated from the Priority Development Assistance Fund of Congressman Jose G. Solis of the Second Congressional District of Sorsogon. Undertaken by JOMETRON Engineering and Construction the scope of work includes raising of grade and re-gravelling of 230 l.m. Road with grouted riprap on both sides. The road was elevated in order to prevent the area from being flooded, which often occurs during wet season. Being a part of the National Secondary Road, Bulusan-Ariman Section is the main route that is passing thru the municipalities of Gubat, Barcelona, Bulusan and Irosin, Sorsogon, which are known to be tourist destinations. Moreover, it is the only access road being used by farmers to transport their farm and fishery products to and from the inner barangays. The improvement of said road will mean faster deliveries of farm produces and inputs and thereby enhancing the economic progress in the area.

  THE ROAD TO RECOVERY The aftermath of the inclement weather condition that occurred last December 2005 has brought a major devastation in the infrastructures primarily roads and bridges along Daang Maharlika within the Second Congressional District of Sorsogon. The occurrence of flashfloods, slip and erosions has disrupted the flow of traffic in some parts of this district. District Engineer Gilbert c. Olfindo directed Maintenance Engineer Edgardo B. Grospe to immediately carry out road rehabilitation in the affected areas under the jurisdiction of the Sorsogon Sub-District Engineering Office. DE Olfindo likewise ordered the utilization of the SDEO equipments to expedite the said undertaking. The Maintenance Disaster Crew conducted several routine maintenance inspections to make sure that all roads are passable to traffic. It was estimated that the damages to infrastructures has amounted to P 25 M and the rehabilitation would take years yet in the meantime, DE Olfindo is determined to ensure the safety of the general public and through the efforts of the hardworking men of the SDEO Daang Maharlika was cleared from the debris of the rainstorm. The road to recovery is stiff but slowly and surely, Sorsogon SDEO will overcome it.

  QUIRINO HIGHWAY REPAIR Concerted efforts are being done by local government officials and the national government to solve the recurring road problem along the Rolando Andaya Highway, formerly, Quirino Highway. Just recently, the provincial government of Albay through its Vice Governor, Honorable James B. Calisin also Chairman of the Committee on Public Safety and Emergency of the Sangguniang Panlalawigan, sponsored a resolution requesting President Gloria Macapagal Arroyo to allocate P250 million for the immediate repair and rehabilitation of the Bicol portion of the said highway. DPWH Regional Director Orlando B. Roces was one of the resource persons invited during the committee hearing. The good director explained that Andaya Highway was once the preferred route of motorists to and from the north because it shortens travel time to more or less three hours. However, with the present deplorable condition of the highway, these motorists now use the old route through Daet, Camarines Norte. He further explained that a total of P10 Million was released form the Motor Vehicle Users Charge (MVUC) fund to be used for the upgrade re-blocking and resurfacing works on the damaged section of the highway. This road repair project is scheduled for bidding on January 24, 2006. Roces expressed his gratitude to the Provincial Government of Albay for their support to solve the perennial problem of the Andaya Highway. Total rehabilitation of its entire stretch will benefit the whole Bicol Region as well as Visayas and Mindanao Regions. District Engineer Alfonsito C. Padua also proposed to DPWH Central Office for the installation of a weighbridge on both ends of the said highway to regulate cargo loading of trucks passing thereat which contributes to the fast deterioration of the road.

PGMA INAUGURATES TWO (2) VITAL BRIDGES IN ALBAY

  Her Excellency, President Gloria Macapagal-Arroyo graced the inauguration of two major bridges in Albay province: Basud Bridge and Quinale Bridge located in Sto. Domingo and Polangui, respectively on February 2, 2006. These two bridges are under the President’s Bridge Replacement Projects funded by the Government of the Philippines and by the UK (United Kingdom) Assisted Bridge Program”, explained DPWH R5 Regional Director Orlando B. Roces. “Basud Bridge is vital for the smooth, safe and fast passage to and from Tabaco City to its neighboring municipalities as well as those passengers en route for the Island Province of Catanduanes taking ferry boat from Tabaco”, added the good director. ARD Oscar C. Cristobal briefs PGMA on the Project Profile of Basud Br. Inaugural Drive Basud Bridge, Sto. Domingo, Albay Kinale Bridge Inaugural Drive Kinale Bridge, Polangui, Albay Basud Bridge is a Multi-Year Funded Project with a total project cost of P65,870,806.33. Pre-construction activities started in 2002. The project was finally completed in November 2004. Like Basud Bridge, Quinale is also a Multi-Funded Project with a total budget allocation of P24,638,367.50. This bridge links the Municipalities of Libon and Polanqui to major arterial road networks. The project aims to promote the socio-economic development of the area. From the positive feedbacks that we received from the local residents and from those visiting Albay province, since the opening of these bridges to traffic, I believe that we in DPWH, being the infrastructure arm of the government is on the right track in giving our service to the public”, concluded RD Roces.

  REPAIR OF ANDAYA HIGHWAY Her Excellency, President Gloria Macapagal-Arroyo (PGMA) together with officials both from the national and local government units inspected on February 2, 2006 the stretch of Rolando R. Andaya Highway in Camarines Sur. Andaya Highway was formerly part of Quirino Highway, a diversion road that bypasses the province of Camarines Norte. It directly connects the provinces of Camarines Sur and Quezon. It is also the mainstream that connects Northern Luzon, Metro Manila and CALABARZON areas to Bicolandia, Visayas and Mindanao Regions. The Eastern and Central Nautical Highways also passes through this road section making it a very vital route. This road was once the preferred route of motorists to and from the north because it shortens travel time to more or less three hours. However, with the present deteriorated condition of the highway, these motorists now use the old route through Daet, Camarines Norte”, said DPWH R5 Regional Director Orlando B. Roces. He further explained to carry H-20 loading. However, due to the overloaded trucks having gross weight of more than 40 tons plying this highway plus some sub-soil deficiencies like the presence of bulk clay underneath the pavement foundation, deterioration advance to its present state. After being briefed by RD Roces on the condition of Andaya Highway, Her Excellency was convinced to allocate P250 million for the repair and improvement of the said road section. He was instructed to submit to the DPWH Secretary, Honorable Hermogenes E. Ebdane, Jr., an inventory and assessment of the damaged section together with pictures and estimated cost. Said amount shall include the installation of a Weighbridge Station in Barangay Tara, junction of Andaya and Maharlika Highways. Aside from the P250 million for Andaya Highway, the President also promise to appropriate another P250 million for Presentacion-Caramoan Road. DPWH Regional Office will prepare the corresponding Plan and Program of Work (POW) for the aforementioned project. Presently, Camarines Sur 1st District Engineering Office (DEO) through OIC-DE Alfonsito C. Padua is doing patching works, re-shaping of shoulders, and vegetation control in the Andaya Highway with its regular maintenance fund. Moreover, future improvement will likewise be felt by motorists plying the said highway inasmuch as the District office had received the P10 million for preventive maintenance under the Motor Vehicle Users Charge (MVUC) for the rehabilitation of damaged pavement at Del Gallego and another P5 million sourced from Congressman Andaya’s Project Development Assistance Fund (PDAF) for the concreting of damaged pavement also in Del Gallego.

  REHABILITATION/IMPROVEMENT OF NATIONAL SECONDARY ROAD IN BURIAS ISLAND UNDERTAKEN The National secondary road along San Pascual-Claveria, San Pascual side in Burias Island, Masbate has been rehabilitated, and the project was completed within schedule. With the contract amount of P4.6 Million, the project includes regravelling of 1.2 km portion of said road section. The project will help augment the economic well-being of residents thereat in particular and the town of San Pascual, in general, not to mention the comfort and accessible transportation it may provide to all commuters and motorists in that island municipality. As a follow-up to this project, Representative Narciso R. Bravo, Jr. of the 1st Congressional District of Masbate has allocated the amount of P3 Million out of his PDAF fund for the continuation of said project. The follow-up rehabilitation of this national secondary road section was bid out last February 10, 2005, and construction work will soon commence.

  ACTING HEAD ATUTUBO ON PROJECT SITE INSPECTION On January 6, 2004 after the dialogue between Acting Head Willard K.I. Atutubo and the Local Chief Executive of San Fernando, Masbate, the Acting Head, together with the Chiefs of the different sections of Masbate Sub-DEO II, inspected various project sites in said town. In Barangay Baybay Dagat, the team inspected the site of seawall where the implementation/construction was stopped by Mayor Helen L. Bunan, thus requesting that said shore protection structure be relocated in another location within the barangay. From there, the group went on to inspect the on-going road concreting project in Barangay Magsasaka which was also forcibly stopped in October, 2003 by the Local Government Unit of San Fernando, Masbate through Atty. Manuel G. Bunan, husband of the incumbent Mayor. In Barangay Corbada, Acting Head Atutubo personally negotiated with Mr. Pascual Medalla, the landowner whose property is affected by the on-going construction of bridge approach in said barangay. As per previous agreement, the contractor, Lim General Construction, will pay the landowner the amount of 80 thousand pesos as payment for the lot affected by road right-of-way. Before the prosecution of the project, the contractor paid Mr. Medalla a partial amount of 30 thousand pesos, but just recently the landowner demanded for 250 thousand pesos selling price. But with the initiative of Acting Head Atutubo the problem was solved and he was able to convince the landowner to stick to the original price which is 80 thousand pesos.

  COMPLETED ASPHALTING PROJECTS Department of Public works and Highways continues to uphold national government’s goal of promoting public welfare, development, reducing unemployment and sustainable economic growth, through the creation and improvement of public transportation. Hence, Camarines Norte Engineering District has completed the asphalting projects in Brgy. VII town of Daet and at Brgy. Pinagbirayan Munti in Paracale, towns of Camarines Norte. These would help its residents to easily transport their farm products. The 300 linear meter-asphalting project in Brgy. VII was under Pacquiao Contract with an approved budget of P84,199.92, under the supervision of Engr. Cielito V. delos Reyes. Meanwhile, the 150 linear meter-asphalting project in Paracale was under the supervision of Engr. Ramon U. Sale in an approved budget of P57,999.99.

  CONSTRUCTION OF BARANGAY HALLS COMPLETED The Department of Public Works and Highways adheres to the program of an effective and efficient public service through the creation of administration buildings on barangays. In line with this goal, the DPWH Camarines Norte Engineering District has concluded the construction of barangay halls at Brgy. I in Daet and Brgy. Magsaysay in Capalonga, Camarines Norte on December 04, 2003. Both projects were completed ahead of schedule in ardent response of the Engineering District to the President’s order of fast tracking the implementation and completions of projects. Engr. Cielito V. delos Reyes supervised the construction in Brgy. I in Daet, Camarines Norte at an approved budget of P469,562.90. On the other hand, Project Engineer Romeo B. Mesoga supervised the construction of barangay hall in Magsaysay Capalonga. Cost of labor amounted to P169, 102.14.

  CONSTRUCTION OF MULTI-PURPOSE PAVEMENTS COMPLETED The government believes in the development of children’s full potential under basic and secondary education, thus the construction of Multi-purpose pavement at Vinzons Pilot High School Annex in San Francisco, Talisay, Camarines Norte was given utmost priority of Camarines Norte Engineering District. The pavement now serves as sports venue for physical education classes and other social activities of the school. The project was completed on November 18, 2003 at a cost of P186,502.12. A concrete multi-purpose pavement was also awarded to Poblacion, Talisay, Camarines Norte and is now serving as a place for various social activities of its residents. The project, which was completed on November 5, 2003 at an allocation of P250,000.00, has a total land area of 522-square meter .

  COMPLETED CONCRETING OF BARANGAYS ROADS Fishery has been one of Mercedes town’s major livelihood resources. Consequently economical and efficient transportation of marine products to capital town and other neighboring municipalities are necessary. With Department of Public Works and Highways’ mission to impart infrastructure facilities to realize national government’s goal of alleviating poverty, reducing unemployment and sustainable economic growth, the Camarines Norte Engineering District took part in the enhancement of services to augment livelihood opportunities through the concreting of 140-linear meter Daet-Mercedes Road in Mercedes, Camarines Norte. The project was under contract with O.L. del Leon Construction with an approved budget of P941, 980.47, under the supervision of Engr. Flordeliza B. Aler. It was completed on October 26, 2003. Meanwhile, the concreting project in Talobatib-Jose Panganiban road (Dalnac section) in Paracale, Camarines Norte amounting to P1,690,000.00 has been completed last October 5, 2003 by the contractor O.L. De Leon Construction.

  WATER SUPPLY SYSTEM IN SAN JACINTO TOWN IMPROVED Seven Thousand Fifty Five household population of the four district in Poblacion, San Jacinto, Masbate will soon be served and/or provided with clean and safe drinking water with the completion of the construction of distribution pipelines of the town’s existing water supply system. The project amounting to P5.5 million covers the installation of 9,858 linear meter distribution pipelines from the source situated in Barangay Burgos to the Poblacion which is around 3.5 km in distance. With the completion of this project it is expected that the water shortage being experienced in the locality will be solve, and it will likewise boost the municipality’s economic condition.

  CURRENT INFRA PROJECTS As of December 31, 2003, a release of P15-million for the first tranche was received by the district office for the implementation of Various Infrastructure and Local Projects (VILP), allocated to forty-five projects, eleven and which have been completed, sixteen ongoing and eighteen unstarted. Moreover, an additional P107 million for one hundred twenty-six projects presently under preconstruction activities. Twelve units elementary school building projects and ten secondary School building project allocations were received within the fourth quarter of CY 2003, the reason for the delayed implementation. Pre construction activities of same have just been started. Five (5) SONA school building projects, Batch II for CY 2003, located at far-flung barangays at Tinanguihan, Bagacay, Candami and Nambalite all of the Municipality of Lilbmanan and Barangay Mangapo, Sipocot, this province have all been one hundred percent completed.

  CAMARINES SUR 1ST DISTRICT ENGINEERING OFFICE The DPWH Camarines Sur 1st District Engineering Office is responsible for the implementation of various infrastructure projects within its jurisdiction. The district office covers ten municipalities in the first congressional district of Camarines Sur, namely: San Fernado, Minalabac, Pasacao, Lupi, Cabusao, Pamplona, Libmanan, Sipocot, Ragay and Del Gallego with a total land area of 1,838.10 sq. km and a population of 392,367 based on year 2000 census. A total stretch of 122.49 kms. national road and a total stretch of 122.49 kms, national road and a total of 26.081 kms. of secondary road across the area from Milaor-San Fernando boundary to Del Gallego-Quezon province boundary. The infrastructure projects undertaken by the office include the construction, rehabilitation and improvement of schools and other public buildings; construction, upgrading, repair and maintenance of roads and bridges; construction of flood control and drainage systems and water supply system that provide potable water to homes and industries. These projects, funded through the general appropriation and from other legislative sources were intended to lay down the physical foundation for the sustainable socio-economic growth of the country and to improve the quality of life of the Filipino people as embodied in the SONA Commitment of Her Excellency President Gloria Macapagal-Arroyo. True to our commitment to the goals and objectives of the Department and to the programs of the government, geared towards national progress, the district office carried out its mandate amidst constraints with resulting maximum output and quality accomplishments.

  UPDATE ON THE SUSPENDED ROAD CONCRETING PROJECT IN BARANGAY MAGSASAKA, SAN FERNANDO, On January 21, 2004 at around 2:00 PM, Acting Assistant Head Felina E. Merenciano, in compliance with the Memorandum issued by Acting Head Willard K. I. Atutubo of even dat, went to San Fernando, Masbate instructed and ordered the Team Leader/Foreman of Mayor Helen L. Bunan to cease and desist from do ing any concreting works particularly on the resumption of the Barangay road concreting project Barangay Magsasaka being implemented by the Masbate Sub-District Engineering II, San Jancinto, Masbate thru “Paquiao Contract”. It could be recalled that on September 26, 2003 while the pouring of concrete in said barangay was being performed by the Pacquiao Contractor, Atty. Manuel G. Bunan, husband of the incumbent Mayor and ABC President, together with some PNP Members and unidentified persons, forcibly stopped the project implementation. With this, the Chief of Construction and at the same time Project Engineer, Engr. Rolando Q. Gerona and the Resident Engineer, Mr. Herman L. Serra acting on the instruction of Acting Head Willard K. I. Atutubo, appeared at the Office of Mayor Bunan and appealed for possible resumption of work, but to no avail. On January 6, 2004, with high hope that the Mayor and her husband would reconsider their previous decision, the Acting Head together with the Chiefs of Sections, held a dialogue with the two (the Local Chief Executive and her husband) at their residence in San Fernando, Masbate but as usual the Acting Head’s effort was rendered useless. Believing in the saying “there’s no harm in trying”, the Acting Head along with two (2) personnel from DPWH Central Office, Legal Division in Manila, and Engr. Gerona on January 19, 2004, initiated another talk with the Bunan’s at their private owned tertiary school in Masbate City and tried his very best to convince the lawyer-politician and former DPWH Assistant Secretary Manuel G. Bunan representing his wife, Mayor Helen L. Bunan, but still no sign or change in the previous decision made. The Acting Head went back to the sub-district office in San Jacinto, Masbate frustrated. Having exhausted all administrative remedies, and upon knowing that Mayor Bunan had already proceeded with the pouring of concrete in said suspended MPP project, the Acting Head thru the Acting Assistant Head, came to a decision of ordering the Mayor or his Foreman to cease and desist from pursuing the concreting project for reason that there is an existing awarded MPP project in the same location being implemented by this office under “Pacquiao Contract” awarded to Mr. Mariano G. Infante of Magsasaka, San Fernando, Masbate. Despite the efforts made by the Acting Head and the Acting Assistant Head, Mayor Helen L. Bunan ignored the personal appeal and the written order, instead she ordered the continuation of the concreting of the Barangay Road in Magsasaka, San Fernado, Masbhate whose workers were provided with police security to ensure uninterrupted concreting operations thereat.

Medalla, attended and completed the five-day Supervisory Development Course conducted by the DPWH Regional Office V, Legaspi City on January 12-16, 2004. The training course which aimed to provide supervisors with the basic supervisory know-how to make them effective contributors to organizational success, was attended to by no less than 30 Section Chiefs, Units Heads, Team Leaders and other holding similar or equivalent positions, from the regional office, the regional equipment services and various district or sub-district offices. Resource Speakers to said training course were Dr. Flocerpida B. Azotea, Chief of Administrative Division of DPWH V; Engr. Elmer P. Francisco, OIC Administrative Officer of DPWH Camarines Sur II; Ms. Delia De Hitta, Assistant Regional Head of Phillippine Information Agency, Region V; Engr. Rosy a. Cantara, Assistant PDD Chief; Dr. Melinda D. De Guzman, Master in Management Program Adviser of BU Graduate School; and Dir. Joaquin G. Atayza, Regional Director of PRC, Region V. They talked on the following topics: Moral Values Reformation; Overview of Supervision; Distributing and Scheduling Work; Giving Instructions; Improving Work; Controlling Costs; Communicating with Employees; Motivating the Workforce; Developing and training People; Coping with Problem Employees; Improving Knowledge, Skills and Attitudes; Getting Useful Ideas; Continuing Personal Evaluation; Overcoming Worries and Tensions; Managing Time; and Getting along with superiors. At the end of the training, the participants who have completed or fulfilled the course requirements were awarded Certificates of Training.

  PRESIDENT ARROYO HEADS THE LAUNCHING OF “KALSADA NATIN, ALAGAAN NATIN” IN BICOL President Gloria Macapagal Arroyo headed the “switch on” ceremony of the new Roadsides Maintenance Program “Kalsada natin, Alagaan natin!” Phase II signaling its kick-off implementation in the Bicol region. Department of Public Works and Highways and Road Board Chairman Florante M. Soriquez assisted the President during the ceremony which was held at Albay Astrodome. Also, present were Road Board Vice-Chairman Danilo Suarez, Assistant Secretary Manuel Agyao, Region V-OIC Director Orlando B. Roces, Assistant Regional Directors Oscar C. Cristobal and Jaime Martinez who expressed their support to the programs of the Arroyo administration. DPWH key personnel and District Engineers all over Region V attended the event in which they were expected to exert effort to work their best for the success of the program. “Kalsada natin, Alagaan natin “ covers all national roads and bridges from Unisan, Quezon down to Matnog, Sorsogon, this program aims to ensure proper year-round and all weather maintenance of the roadsides while propelling the economy of the country by involving the Barangay people as the beneficiaries. This will open employment opportunities to marginalized sector of the society which make up of almost 80% of the country’s population. “Sa pamamagitan ng programang ito ni Presidente Arroyo at ng DPWH, magkakaroon ng pag-asang maiangat ang kabuhayan naming mahihirap at tunay na mararamdaman ng mga Pilipino na parte tayo sa pag-unlad ng bansa” Ramon Lacsa, barangay captain from Bacolod, Irosin, Sorsogon said.

Dellosa ordered his maintenance engineer to distributes the T-Shirts, sunhats, raincoats, boots and the working tolls to be used by the barangays covered in the “Kalsada Natin, Alagaan Natin” program . The distribution which took place last November 7, 2003, was in compliance with the call of Her Excellency President Gloria Macapagal Arroyo during the “Switched on Ceremony”, November 5, 2003, to start the program in Bicol. Twenty five barangays along Daang Maharlika within the 2nd District of Sorsogon received the said supplies. The workers were glad that they were given full support by the government through DPWH. “Mao ini an pagsuporta sa tawo, pigtatao an gabos na kaipuhan para sa pagtalubo kan gabos”, Mr. Ramon Lacsa, Brgy.   CONSTRUCTION OF SALVACION BRIDGE (PHASE I) IN FULL BLAST The Salvacion Bridge (Phase I) in Barangay Salvacion, Caramoan, Camarines Sur is now under construction. Construction of this bridge is under the Austrian Assisted DPWH Bridge/Replacement Project and is under contract with E. A Sancho Construction. Pile driving of the pile abutment was already done on the said project. Once completed, the bridge will connect Barangay Salvacion and adjacent barangays to Caramoan centro leading to the mainland of the province. A dream project for the Caramoanons, the bridge will facilitate easy access to the main highway which in the past years have been hampered from time to time due to flood.

  BOM MONITORS IMPLEMENTATION OF ROADSIDEMAINTENANCE PROGRAM In line with the Roadside Maintenance of National Roads under the President’s Program “Kalsada Natin, Alagaan Natin”, Bureau of Maintenance (BOM), of DPWH Central Office, Manila through Engr. Jose Marcaida, Jr., conducted actual field verification and monitoring on the implementation of said program in the First District of Masbate on January 13-14, 2004. Along with Engr. Marcaida was Engr. Facundo P. Zaballa of DPWH Regional Office V, Maintenance Division in Legaspi City. Accompanied by Engr. Eddie L. Discaya, Acting Chief of Maintenance Section, together with his staff, the monitoring team inspected the on-going roadside activities in the different national road sections of Masbate’s First District. They held personal dialogues with some of the concerned Barangay Chairmen and workers, and conferred with them regarding issues, concerns and/or problems encountered in the implementation of the program. So far, no negative feedbacks had been gathered. Most of the barangay folks especially the workers employed in this program who belong to the marginalized group, thanked President Gloria Macapagal-Arroyo and the DPWH for providing them employment. According to them the program will probably save them from poverty and will help them improve their economic well-being.

  CAMARINES SUR II INTENSIFIES PUBLIC INFORMATION DRIVE Project Reporting to Congressmen and Local Officials Reiterated The Department of Public Works and Highways-2nd District Engineering Office in Camarines Sur (DPWH) has recently re-intensified its public information program to keep the public abreast in the implementation of several government projects within its territorial jurisdiction. This developed after Officer-In-Charge Assistant Regional Director, Jaime A. Martinez, Concurrent District Engineer, met Camarines Sur Governor Luis C. Villafuerte, Congressman Sulpicio “Cho” S. Roco and other LGU chief executives in the 2nd Congressional District of this province over the weekend to discuss development of on-going infrastructure project activities within their respective areas. ARD Martinez instructed recently all Project Engineers of Camarines Sur II- DEO to exert efforts to comply strictly with the policy directive on transparency of the Department by regularly reporting the status of projects (both foreign-assisted and locally funded) to Local Government Units (LGUs). The move was made to reiterate guidelines issued by the Department sometime in 1999 and was designed to complement with the present policy directives being instituted in the Department by Acting Secretary Florante Soriquez who enumerated his six policy thrusts and priorities during the House Committee Meeting on Public Works and Highways in May 21, 2003. Secretary Soriquez dovetailed the policy thrusts and priorities of the Department under his stewardship to fast track the completion of high impact projects which play vital role with President Gloria Macapagal Arroyo’s goal of “strong republic.” These policy thrusts and priorities are: Fast-Tracking of Project Preparation and Implementation, Greater Transparency, Better Engineering, Optimizing the Use of Existing Infrastructure and Increased Use Appropriate IT or Information Technology Tools, Reorientation, and Accountability. Citing guidelines setforth under Department Order NO. 37 which was issued during the term of former DPWH Secretary Gregorio R. Vigilar, ARD Martinez urged call Camarines Sur II-DEO’s , Project Engineers to concuct periodic consultation/ coordination with local officials as well as non-governmental organization and other sectors of the community during Pre-construction phase. He even directed them to furnish LGU heads with copies of the approved DPWH Infrastructure Program including any approved realignment and list of projects completed and to be completed in their respective localities. Stressing the need to inform well the LGUs of the development in the prosecution of government projects within their respective territorial jurisdiction, ARD Martinez also advised Project Engineers to invite from time to time LGUs officials to join them when conducting ocular inspection. Through this, he said, LGU chiefs would not loss track of the vital information regarding the circumstances surrounding the project construction activity.

  ACTING HEAD ATUTUBO HELD DIALOGUE WITH MAYOR BUNAN In consonance with the Department’s Policy on transparency for project implementations, Acting Head Willard K.I Atutubo together with the Chiefs of the different sections, held dialogue with the Municipal Mayor of San Fernando, Masbate, Hon. Helen L. Bunan and her husband, ABC President Manuel G. Bunan on January 6, 2004. It could be remembered that Mayor Bunan had always intervened in the prosecution of various infrastructure projects being implemented by this Sub-District Office in the municipality of San Fernando. For one instance, her husband, a lawyer and a former DPWH Assistant Secretary, also forcibly stopped the on-going road concreting project in one of the municipal street of said town. Mayor Bunan, in her letter to Acting Head Atutubo dated December 1, 2003, informed the office that as the incumbent Mayor she knows better than anyone else on what concreting, improvement, repair and rehabilitation projects should be prioritized in her locality. And in connection with this, she also informed Acting Head Atutubo that no project of whatever kind/nature must be started within the municipality of San Fernando, Masbate unless proper coordination and submission and/or completion of: 1) contract agreement as bid out with all the plans and specifications on the particular project attached thereto; 2) contractor himself must see her before the start of the project; 3) if the project has been sub-contracted, the sub-contracted, agreement must also be submitted; and 4) that the programs of work, plans and specifications must strictly be in conformity with DPWH Standard Specifications and in accordance with PD 1594, is made. In response to Mayor Bunan’s letter, Acting Head Atutubo in his letter reply dated December 4, 2003, informed the Mayor that the process of identification, prioritization and/or selection of projects for implementation has been the responsibility delegated to the members of the Congress and the same had passed the required evaluation/endorsement by the NEDA and the Regional Development Council (RDC) concerned. He further stressed that the sub-district office only receive from the Department the List of Regular Infra Projects as included in the General Appropriations Act thus, the role of this sub-district office is limited to mere implementation. In addition, the Acting Head made assurance to the Mayor that the six policy directions of Secretary Soriquez in relation to project implementation has always been the guiding principle of the office particularly on areas of transparency and fast tracking of the project implementation which includes proper notification and coordination with concerned local officials. To clarify the issues on this particular matter specifically the move of the Mayor not to allow the implementation of various infrastructure projects in the municipality of San Fernando, the Acting Head initiated the conduct of said dialogue. But with all the efforts exerted by Acting Head Atutubo, and the submission of the requested documents, still Mayor Bunan did not approve the implementation and/or continuation of the various infra projects in her locality. And since the main reason for the Mayor’s refusal is purely political in nature, considering the her opponent in the forthcoming elections is the incumbent congresswoman of the first district of Masbate, Acting Head Atutubo indorsed the matter to the DPWH Regional Office Legal Officer for possible action.

  BAC/TWG MEMBERS ATTENDED SEMINAR Bids and Awards Committee (BAC) Chairperson, Acting Assistant Head Felina E. Merenciano; BAC Executive Secretary, Acting Administrative Officer, Ms. Gina Lazaro Ty; and Head of the Technical Working Group (TWG), Engr. Zoilo M. Abano, were among those who participated the First Batch Seminar on RA 9184 and its Implementing Rules and Regulations (IRR held on December 3-5, 2003 at Commission of Audit (COA), Regional Office, Legaspi City. While the COA as the prime mover, the said seminar aimed to apprise the members of the BAC, TWG and Secretariat, the new law governing the procurement activities in the government (RA 9184). The COA Legal Officers were among the resource speakers in said seminar who talked and discussed the following topics: key features of RA 9184, procurement planning, the BAC, TWG and Secretariat, the procurement service, the GEPs, procurement of goods, infrastructure projects and consulting services, and other provisions of RA 9184 and its IRR including the penal provisions. The other members of the BAC, TWG and secretariat area also attending the next batch of the same seminar.

  CONSTRUCTION OF DRAINAGE CANAL, COMPLETED Flood has been a perennial problem of lower areas during heavy downpours, hence, the construction of drainage canal in Barangay III in Daet , Camarines Norte was given priority. The project, with an allocation of P300,000.00 was under technical supervision of Engr. Ciellito V. delos Reyes. The completion of the said project on October 10, 2003 ended years of threat for accidents to residents especially the children from floods and cases of water-borne diseases that are rampant during rainy season.

  BASUD RIVER CONTROL STRUCTURES The Department of Public Works and Highways –Camarines Norte District recently completed the construction of a 18 lineal meter Basud River Control Structures at Poblacion II, Basud, Camarines Norte. The project was carried out in an ardent objective of the engineering district to promulgate the govenrment’s thrust of promoting public welfare and security through infrastructure development. The construction started on July 25, 2003 under the supervision of Project Engineer Cielito V. delos Reyes in an approved budget of P470,000.00. The project was under contract with Avila’s Construction. Also, the engineering district office has completed the construction of barangay halls at Brgy Iberica in Labo and Brgy. Poblacion, Talisay, Camarines Norte on September 18, 2003 and September 5, 2003 respectively. Engr. Alfredo E. Semeniano supervised the construction in Brgy. Iberica in Labo, Camarines Norte which was under contract with Jomar Builders and Supply in an approved budget of P470,000.00. Brgy. Hall in Poblacion, Talisay was under contract with K.V. Construction and Supply with an approved budget of P470,858.90, supervised by Project Engr. Flordeliza B. Aler.
