HUNDREDS OF CLASSROOMS SOON TO BE COMPLETED IN BICOL

  The Department of Public Works and Highways (DPWH) in Region V is now veering all its efforts towards the completion of all its school building projects, region-wide. “Under the DepEd CY 2012 Regular School Building Program (RSBP), there is an allocation of 73 school buildings (SB) with a total of 98 classrooms with funding release of P48.2 million. These projects are now substantially completed and will be ready in time of the school opening this SY 2013-14,” DPWH 5 Regional Director Danilo Dequito said during a media interview. He added that for DepEd CY 2013 Basic Educational Facilities Fund (BEFF) and RSBP, 357 SB or 852 classrooms with an allocation of P629.2, will be implemented as soon as the an exemption from Resolution No. 9585, series of 2012 will be granted by the Commission on Elections (COMELEC). “The government is really intent on addressing the shortage of classrooms in the country which is now estimated at 66,000 that is why there is an undeniable increase in the budget and hopefully, more on the coming years,” Dequito said. Breakdown of the total allocation of SB projects with its corresponding number of classrooms for six provinces of Bicol region for SY 2012 and 2013: Albay, 50 SB/85 CL; Camarines Sur, 143 SB/319 CL, Camarines Norte, 46 SB/83 CL; Catanduanes, 20 SB/37 CL; Masbate, 98 SB/237 CL; and, Sorsogon, 73 SB/189 CL. On top of these 950 classrooms targeted for completion this year, DPWH V is also monitoring the construction of 28 school building projects totaling 60 classrooms being implemented by private entities through the sponsorship of the Federation of Filipino Chinese Chamber of Commerce and Industry, Inc. under the Operation Barrio School Program.

DPWH BICOL 24/7 SERVICE FOR THE LENTEN SEASON

  In anticipation to the influx of motorists this Lenten Holidays, Department of Public Works and Highways’ (DPWH), Region V Director Danilo E. Dequito directed the reactivation of District Motorist Assistance Teams to start at 6:00 in the morning of March 24, 2013 (Sunday) until 12:00 noon of April 1, 2013 (Monday). This program, dubbed as “Lakbay Alalay” is in coordination with the Land Transportation Office (LTO), the Philippine National Police (PNP) and the Local Government Unit (LGU) Officials. Twelve (12) Motorists’ Assistance Centers will be installed in conspicuous places of Bicol’s arterial roads, viz: In Camarines Norte – a) Tabugon Section, K0248, Junction Andaya Highway; in Camarines Sur – a) Gaongan, Sipocot (K0340+950), b) GAD Building, Pamplona (K0418+100), c) Concepcion Grande, Naga City (K0439+820) or in front of the Traffic Management Group (TMG) Headquarters, d) Sta. Teresita, Baao (K0503+800) in front of DPWH Camarines Sur 4th District Engineering Office (DEO), e) Lourdes Young, Nabua (K0472+350) in front of Nabua Cemetery, f) Caraycayon, Tigaon in front of DPWH Camarines Sur 3rd DEO; in Albay – a) Paulog, Ligao in front of DPWH 3rd DEO, b) Busay, Daraga (K0522+050), c) Basud, Sto. Domingo (K0541+010); and in Sorsogon – a) Dona Pepita Park, Brgy. Bucalbucalan, and San Pedro Multi-Purpose Brgy. Hall, Irosin (K0621+800). “Assistance centers will not only be installed in the mainland provinces but also in the island provinces with four (4) in Catanduanes and twelve (12) assistance centers in Masbate”, said Dequito. These centers will be manned by engineers, car mechanics, equipment operators, and other service crews who will give free roadside emergency repair assistance to motorists during the long holidays. A skeletal workforce from Maintenance Division (Tel. #482-0429) will man the DPWH Regional Office 5 in Rawis, Legaspi City to receive reports from field offices and to render emergency services that may be required during the said holidays. Also, for the safety and convenience of the riding public, all District Engineers in the region are instructed to expedite necessary road maintenance activities, including the installation of legible informational and directional signs along Bicol’s national road network.

BICOL REGION UNDERTAKES P6.6 B WORTH OF INFRA PROJECTS FOR 2013

  The Department of Public Works and Highways (DPWH) in Region 5 has started rolling out infrastructure projects in an effort towards meeting the schedules for the implementation of CY 2013 infrastructure projects. With an allocation of P6.6 billion in the General Appropriations Act (GAA) of 2013 or Republic Act 10352, the amount represents an increase of almost 20 percent from the 2012 budget for infrastructure of P5.575 Billion. According to Regional Director Danilo Dequito, about P5.3 Billion worth of projects from the amount will be implemented by the 15 DPWH District Engineering Offices (DEOs) in the six (6) provinces comprising Bicol Region. The three (3) DPWH DEOs in the Province of Albay will implement P1.048 Billion total worth of projects, Camarines Norte is earmarked with P922.504 Million; Camarines Sur‘s five (5) DEOs is allocated with the total amount of P1.589 Billion, Catanduanes with P681.694 Million, P524.263 million for Masbate which has three (3) DEOs; and, P520.714 Million to Sorsogon’s two (2) DEOs. The DPWH Regional Office will implement P1.317 billion worth of projects region-wide as it is tasked to ensure successful implementation of public works projects beyond the limit of authority granted to DEOs but whose amount does not exceed P150 Million in compliance with Department Order No. 55, series of 2010 issued by Secretary Rogelio L. Singson. Included in the Regional Projects are the following: Camarines Sur/Albay Diversion Road or the San Fernando-Oas Section of the Philippine Highway (PPH), including bridges with an allocation of P300 million; Opening of Bacon-Manito Road, P100 million; Bicol River Basin and Watershed Management Project (Flood Mitigation Component), P455 million; Legazpi City Urban Drainage Project, P300 million; and, Drainage/Protection Works along National Roads, P147 million. In addition to these locally funded projects, about P637 Million worth of foreign-assisted projects are set for implementation in the provinces of Camarines Sur and Catanduanes which will be handled by the Project Management Office of the DPWH Central Office. The 2013 National Budget has also set aside P15 Million for the conduct of preliminary and detailed engineering activities of all these projects.

  January 12, 2013 As of 5:00 AM PAWILI Bridge Closing The DPWH Regional Office 5 has announced that Pawili Bridge in Pili Camarines Sur located along Daang Maharlika, will be closed to traffic starting January 12, 2013 due to its critical condition as assessed by Planning Engineers of the DPWH Central Office. Please take alternate route via Nabua-Balatan Road (national road) and Panoypoyan, Bula (provincial road) towards Daang Maharlika, Pili Camarines Sur and vice versa.
