Regional
Director Orlando B. Roces is a product of the University
of Sto. Tomas where he obtained his civil engineering degree
in 1967. He earned some post graduate units in Public
Administration from Bicol University in 1999.
He
began his public service career at the DPWH-Albay District
Engineering office in 1971 as associate engineer and was
assigned to various positions until he was promoted in 1992 as
its district engineer.
In
1996, Director Roces was appointed OIC-Assistant Regional
Director and after less than 15 months has assumed regular
Assistant Regional Directorship in Bicol Region after
obtaining his Career Executive Service Officer (CESO) IV rank.
Nurturing
a remarkably adaptive leadership scheme that focused on speed,
quality, teamwork, and empowerment, he was named by then DPWH
Secretary Simeon A. Datumanong as Region 5 OIC-Regional
Director in February 28, 2002.
Among
the seminars and trainings he participated in are the highway
management reporting system; seminar on PERT/CPM; contract
management for government civil engineers; KAMPSAX/BERGER
maintenance construction system; seminar on training raters;
highway, bridges and airport design; seminar and workshop on
construction management; program for executive development;
soils and materials quality control; traffic safety control
and devices; Philippine highways maintenance management;
seminar on volcanic engineering; environmental impact
assessment; PICE conventions; and others.
Born
on December 17, 1945 in Daraga, Albay, he is married to Ma.
Lutgarda Gonzales and has two (2) children namely, Jose
Ernesto and Ma. Rita.
