Director Huillio B. Belleza began his public service career with his stint as a casual Civil Engineering Aide I at the Pasig Provincial Engineer’s Office in September 1973. He then transferred to the then Bureau of Barangay Roads-DPWH in January 1976 with a permanent position of Associate Civil Engineer. He also served the Bureau of Construction holding various positions from August 1982 to January 1993. He was promoted as Project Manager in 1993 until his appointment as Officer-In-Charge-Assistant Regional of Region IV-B. By July 2000, he transferred to DPWH Region IV-A, to become the Region’s Assistant Regional Director, then was promoted as OIC-Regional Director of Region 4-B from September 2010 to November 2012 until his recent transfer to Region 4-A. He top scored the List of Qualifiers for Third Level position during the 1st CSC-DPWH Promotional Examination held October 1, 2011 that has earned him a promotion to full-pledge Regional Director.
Director Belleza has various trainings and seminars in his credentials like the training on the improved Design, Approaches & Methodologies in the Generic Procurement Manual by the GPPB-TSO in 2007; Arts Therapy for Managers & Power Principle sponsored by the Career Executive Service Board in 2007; Construction Management Course for Executives by the Asian Institute of management in 1992; Traffic Engineering and Management in 1985; and Transportation Planning in 1984. Not to mention the JICA Individual Training Course for Bridge Construction conducted in Tokyo, Japan in 1990; and Seminar on Information Technology and Virtual Reality System in Singapore, 1994.
Director Belleza is at present an active member of the Philippine Institute of Civil Engineers (PICE), AGCEP, CLARO and DPWH Directors League of the Philippines (DLP). He is also an active member of the Philippine Chess Federation.
Director Belleza obtained his B.S. Civil Engineering at Far Eastern University in 1973, passing the Civil Engineering Board Exam in 1974. He has also finished his post graduate studies of Master in National Security Administration (MNSA) at the National Defense College of the Philippines (NDCP) in 1994 and of Master in Public Administration at the Polytechnic University of the Philippines in 1996. In 1997, he has earned 48 units leading for him to be a candidate for a Doctorate in Public Administration degree, also in PUP.
He was born on January 10, 1952 in Quezon City. He is married to Remedios Gallego Belleza, a government employee and they are blessed with three (3) children namely, Nina Katrina, Michael Nino and Karlo Marco.
