Battle-tested!
A man who refuses to grow old in his profession!
This
is Engr. JESUS ENRIQUE SALMO, who has been
the Assistant Regional Director for Construction
Operations of Region III since September 17, 2001.
Despite having difficulty in his speech as a result of
a brain operation he underwent as a result of a near-fatal
accident he met in 1971 that sidelined him for a little over a
year, Engr. Salmo remained
a “speaker” who articulates his mind on all matters
under his care. What could have been a hindrance, he maximized
to the hilt.
A
seasoned Civil Engineer, Assistant Director Salmo’s technical and
management skills were honed by a rich collection of academic,
technical and leadership trainings and seminars he vigorously
and perseveringly attended.
On
March 2004, Assistant Director Salmo was conferred his Career
Executive Service Officer (CESO) VI rank by President
Gloria Macapagal-Arroyo after
having undergone and passed the CESO eligibility on June 5,
2003. Previous to all these, in February 1975, he succeeded in
passing the Management Aptitude Test Battery (MATB).
An
achiever, Assistant Director Salmo has been a consistent recipient of
Distinguished Service to the Nation Awards given by the
Philippine Infrastructure Journal since 1992.
In September, 1992, he was cited by the National
Anti-Poverty Commission (Office of the President) for his
active participation and support in the conduct of the KAPIT-BISIG LABAN SA KAHIRAPAN
(KALAHI) Program for Region III of the
President.
Even
before Assistant Director Salmo finished his BS Civil Engineering degree at
Mapua Institute of Technology in 1969, he was already employed
as Civil Engineering Aide at the then Bureau of Public
Highways, 1st District Engineering Office of Laoag
City in Ilocos Norte in 1968. He was then transferred to
Ilocos Norte 2nd Engineering District with the same
position until 1974.
On
October 1, 1975, Assistant Director Salmo was promoted Civil Engineer
(Planning and Control Section, PDD) of MPH, Region I in Bauang,
La Union until
July, 1976.
His
good performance was never ignored by his superiors because on
July 13, 1976, he went up a notch higher via the position of
Sr. Civil Engineer (Assistant Regional Planning Engineer, PDD)
of the MPWH of Region I (Bauang, La Union), until July 31,
1981.
On
August 1, 1981 until September 30, 1982, he held the Sr.
Materials Research Engineer post serving as
Assistant Chief of the Soils and Materials Division of
DPWH- Region IV-B.
On
October 1, 1982, he was promoted Head, Materials Research
Engineer and performed as Assistant Chief of the Materials
Quality Control and Hydrology Division (MQCHD) of the same
Region, until May 7, 1985.
Good
breaks continued to come his way, because on May 8,
1995, he was promoted Chief, Materials Research
Engineer and Chief of the MQCHD, also of Region IV-B, until
September 16, 2001.
On
September 17, 2001, he
was promoted Assistant Regional Director of DPWH Region III,
and up until now, he remains in charge of Region III’s construction operations.
In
between these feats, ARD Salmo took over several times the
Directorship of the Regional Office albeit, in
OIC capacity, whenever
brief respites occur as a result of
top level decisions and the vulnerability of Region III
to constant change of leadership.
