Director Antonio V. Molano, Jr.
has more than half of his life of professional experience, mainly in
research and development including project management.
As Director of the Bureau of Research and Standards, Engr. Molano
oversees three divisions working full force to put into action the
bureau’s thrust to identify the appropriate standards to be used in
compliance with the department’s needs. This is in coordination with
the private manufacturing and construction industries. He also
spearheads the design of a research program with the assessment of
testing equipment.
Part of his contribution as BRS Director, he authored the Generic
Procurement Manual for Civil Works and the Standard Bidding Document
for Civil Works of the IRR-A of R.A. 9184 in 2005.
Engr. Molano is currently the Chairman of the DPWH BRS Committee on
the Revision of the DPWH Standard Specifications for Highways,
Bridges and Airports, Vol. II, 2004.
Before being a Director for BRS, he also served the region as
Director III for two years. He was also the Project Manager of the
Bids and Awards Committee-Technical Working Group for four years. He
also acted as the Assistant Project Director of the Rural Water
Supply in 1996. His first job in the government service is at the
National Water Resources Council/TFRWS in 1979 as Regional Project
Development Officer.
Engr. Molano is one of the personnel in-charge of the Medium-Term
Philippine Development Plan in 1987 to 1992 by the Cabinet Committee
on Development Planning. He has been highly appreciated for being a
resource speaker in numerous conventions especially in the
Government Procurement Policy Board and Development Academy of the
Philippines Seminars on Implementing Rules and Regulations of
Republic Act 9184 and the Standard Bidding Documents for Goods,
Civil Works and Consulting Services and American Society of Civil
Engineers Technical Trainings.
Engr. Molano is equipped with numerous trainings here and abroad.
He was the delegate of the agency in the Study Tour on Best
Practices on Quality Control/Assurance and Road Maintenance, under
the World Bank-assisted NRIMP I Project at the Department of
Transportation in California, Texas and New Jersey in March 2007.
He also attended the IV World Emulsion Congress in Lyon, France in
October 2006 and the Technical Seminar/Training on the Use of
Different Laboratory Testing Equipment/Apparatus conducted by
CONTROLS in Milan Italy. As part of his job, he has been to
Bangkok, Thailand for the 25th JISEA Steel Seminar and to
Tokyo, Japan in 1992 for the Seminar on Steel Utilization conducted
by Japan Iron and Steel Exporters Association and for the Seminar on
Rural Water Supply Project Planning, Designing and Development as
conducted by Nippon Jogesuido Sekkei, LTD of Japan. In 1983, he
attended the Seminar on the Design of Most Efficient Wells and
Screens and Well Development conducted by Johnson Screen UOP in
Australia.
He was also the representative of the department in the Seminar on
Improved Planning and Design of Low-Cost Water Supply and Sanitation
System conducted by World Bank Consultants and University of North
Carolina Environmental Engineering Department, USA.
He finished his Bachelor of Science in Civil Engineering from the
University of the East in 1978 and Masters in Public Management in
1996 at the Development Academy of the Philippines. He is a
candidate for Masters of Science in Environmental Engineering in
1991 at the University of the Philippines.
Engr. Molano was born on June 19, 1958 at Lipa City, Batangas. He
is married to Adelina Kabigting-Molano and is blessed with five
children.
