PAMPANGA BRIDGE COLLAPSES

  A bridge along Apalit-Macabebe-Masantol Road collapsed past 10 in the morning today (November 23, 2011) as a convoy of three (3) dump trucks filled with quarry materials were passing. The collapsed 50 lineal meter Colgante steel bridge in Barangay Colgante, Apalit, Pampanga connects the towns of Apalit and Macabebe in Pampanga. The steel bridge was constructed in 1968. DPWH Region 3 Assistant Director Ador Canlas said that motorists are advised to take Paligue-Colgante-Sulipan Road as detour route. Local police authorities reported that no one was hurt in the incident which they believed is attributed to the overloading of the three (3) trucks beyond the allowable bridge weight limit of 14 tons .

DPWH FAST TRACKS REHABILITATION OF CAMILING BRIDGE

  Considering its importance to motorists going in and out of western Pangasinan, the Department of Public Works and Highways is now fast tracking the implementation of the Rehabilitation of Camiling Bridge along Romulo Highway in Camiling Tarlac. In his report to Secrteray Rogelio L. Singson, DPWH Region III Director Antonio Molano said that the project is now 72% complete, ahead of 57% compared to its scheduled 15% accomplishment rating. “ We have encountered some delays during the bidding process due to the strict compliance of the provisions of Republic Act 9184 otherwise known as the Government Procurement Law, but when the project officially started last September 02, 2011 we had instructed the Tarlac District Engineering Office to closely supervise the implementation of the project to immediately complete it as soon as possible.” Molano said. The Camiling Bridge was closed to heavy vehicles since December 2009 because of old age and deterioration, since then public buses are diverted to take the Bayambang-San Carlos Road which is three hour longer in travelling time compared to Romulo Highway route going to Bolinao, Pangasinan. Since then, numerous complaints from motorists as well as passengers were received by the DPWH Complaints and Action Center due to the inconvenience of the longer traveling time. DPWH Tarlac District Engineer Benjamin Lopez said that before its formal closure they had installed informational and traffic signages to inform the public of all possible alternate routes for heavy vehicles. “ We are very thankful to the project contractor and they were able to mobilize additional manpower and equipment and were able to complete majority of the programmed works on schedule” Lopez added. The rehabilitation of Camiling Bridge is expected to be completed by October 31, 2011.

THREE INFRASTRUCTURE PROJECTS IN PAMPANGA TO BE INAUGURATED ON AUGUST 11

  Completed road widening project, bridge reconstruction works, and river dredging activities of the Department of Public Works and Highways (DPWH) in the Province of Pampanga will be formally unveiled on August 11, 2011. The widening of Gapan –San Fernando-Olongapo (GSO-1) Road, reconstruction of Sta. Cruz Bridge 1 and dredging of Porac Gumain River with a total costs of P1.198 Billion and funded by the Philippine national government with assistance from Korean Economic Development Cooperation Fund will be inaugurated by DPWH Secretary Rogelio L. Singson and Korean Ambassador to the Philippines Hye-Min Lee. These three (3) projects were implemented by the DPWH Korean Economic Development Cooperation Fund/Mt. Pinatubo Emergency-Project Management Office (KEDCF/MPE PMO) under overall supervision of Undersecretary Rafael C. Yabut, Project Implementation Officer for Official Development Assistance-funded projects and Assistant Secretary Emil K. Sadain, in-charge of PMO operations. Widening of GSO-1 Road from two (2) lanes to four (4) lanes considerably improved the traffic condition along this trunkline highway that connects Pampanga with provinces of Nueva Ecija, Zambales and Bataan in Central Luzon. The project covers asphalt concrete paving 100 millimeter thick and portland cement concrete paving 350 millimeter thick of about 20.3 kilometers (with exceptions), widening of road to four (4) lanes or 13.4 meter width, and shoulder works 2.5 meter width on both sides. This cost effective and time saving project of the DPWH also involves the upgrading of carriageway to prevent highway flooding and provision of auxiliary lanes/service roads at minor and major intersections. Works for the Sta. Cruz Bridge 1 involves reconstruction of a 263 lineal meter bridge made of eight (8) spans to accommodate four (4) lane vehicular flow. On the otherhand, dredging works for Porac Gumain River at 1.5 kilometers downstream and 4.5 kilometers upstrream of Sta. Cruz Bridge 1 have accumulated about 831,000 cubic meters of lahar sediments. According to KEDCF-PMO Director Jose Ong, the dredged quantity resulted to smoother flow of floodwater. Assistant Project Director Isabelita Manalo of the Mount Pinatubo Emergency-PMO said that the dredging activities completed by the contractor Shinsung Engineering & Construction Company Limited which also undertook the two (2) other completed projects (GSO-1 Road widening and reconstruction of Sta. Cruz Bridge 1) minimizes the threat of floodwater spilling over/inundating nearby barangays experienced in the past.

3 FIRMS UNDERTAKE CONSTRUCTION OF BY-PASS ROAD IN BULACAN

  Three (3) project contractors will share expertise and resources in undertaking the 7.53 kilometers contract package 2 segment of Plaridel By-Pass Road Project of the Department of Public Works and Highways (DPWH) in Bulacan. The joint venture group of C.M. Pancho Construction Inc., J.E. Manalo & Co., Inc. and D.M. Consunji Inc. has commenced work for the road project traversing Barangay Bulihan, Plaridel towards Bustos, Bulacan . Costing P543 Million, the project is financed under a loan agreement between the Government of the Philippines and Japan International Cooperation Agency (JICA) with the DPWH-Philippine Japan Highway Loan-Project Management Office (DPWH-PJHL-PMO) alongside with Katahira & Engineeers International implementing and supervising the project activities. The project involves portland cement concrete paving 30 millimeter thick and 7 meter wide with 2.50 meter wide shoulder on each side. The contract also includes the construction of six (6) pre-stressed concrete deck girder bridge and one (1) reinforced concrete deck girder bridge with a total length of 241 lineal meters as well as installation of drainage facilities, slope protection works and other miscellaneous activities. DPWH Undersecretary Rafael C. Yabut together with Assistant Secretary Emil K. Sadain, Project Implementation Officers for Official Development Assistance-funded project, said that work is in progress in areas with initial set of permit to enter as Secretary Rogelio L. Singson has directed to expedite construction activity to accomplish the project before loan closing period of July 2012 . To expedite the project, continuous meetings and dialogues with concerned land owners and representatives from the DPWH Bulacan 1st District Engineering Office are being conducted in order to resolve road right of way problems. Meanwhile, construction of a new interchange and ramps along North Luzon Expressway in Barangay Burol, Balagtas, Bulacan under contract package 1 of the Plaridel By-Pass Road Project has reached 83 percent completion to date The project, under contract with E.C. De Luna Construction at a cost of P1.570 Billion, also involves construction of toll plaza and reinforced concrete box underpass as farm crossing, and concrete paving of 6.87 kilometer roadway traversing municipalities of Balagtas, Guiguinto and Plaridel also includes construction of 2.40 kilometer access road to link with the Philippine Japan Friendship Highway or Daang Maharlika, the national arterial road connecting Central Luzon to Cagayan Valley Region. Construction of the steel arch toll plaza, supervision building including its facilities and bridge interchange is in accordance with the specification of the NLEX operator Manila North Tollways Corporation. Completion of Plaridel By-Pass Road Project packages 1 and 2, which is part of the government under the administration of President Benigno S. Aquino III’s vision of easing traffic congestion along vicinity of core urban areas, is expected to reduce travel time of motorists and commuters bound for other parts of Bulacan, Nueva Ecija and Cagayan Valley Region by 20 minutes.

DPWH TO START REPAIR OF TYPHOON DAMAGED STRUCTURES IN CENTRAL LUZON

  Construction activities for six (6) projects in Nueva Ecija are about to commence after the Department of Public Works and Highways has completed the conduct of open and competitive bidding under the Post Ondoy and Pepeng Short Term Infrastructure Rehabilitation Project (POPSTIRP). The six projects with a total cost of P81.910 Million has generated more than P6 Million savings from the approved budget of P88.021 Million which Secretary Rogelio L. Singson attributed to sound financial planning for the project and, open, transparent and competitive bidding process in the Department. The bid out projects are the rehabilitation or restoration of three (3) damaged sections of Daang Maharlika Highway in Carranglan, Nueva Ecija particularly in Barangay Putlan (km. 196+400 – km 196+500 and km 193 + 500), and Barangay Capintalan (km 205 + 175 – km 205 + 267). Also included in the project are the rehabilitation or restoration activities for damaged river channel in Putlan, Carranglan; Ilog Baliwag bridge along Nueva Ecija-Pangasinan Road; and Calaocan bridge along Bongabon-Rizal-Aurora Road. These works will be undertaken within contract duration period of 250 calendar days and the DPWH expects that substantial accomplishment will be posted during the summer months taking advantage of the favorable weather condition. The project is funded under a loan agreement between the Government of the Philippines and the Government of Japan through the Japan International Cooperation Agency. The saved amount can be reprogrammed for other government priority undertakings such as the construction of classrooms to benefit more schoolchildren.
