NUEVA VISCAYA SECOND DISTRICT ENGINEERING OFFICE REPORTS ACCOMPLISHMENTS

  The Nueva Vizcaya Second District Engineering Office has successfully completed a river protection project and was able to participate to various celebrations during the second quarter activities for the current year. District Engineer Rodolfo Torralba, Jr. said the construction of a River Bank Protection project along Gabut Section, Dupax Del Sur, flood control along Pingkian Section in Kayapa and the restoration of damaged river bank protection at Nueva Vizcaya-Pangasinan Road, Baracbac Section in Sta. Fe. The contract amount of the project was Php18,325,917,39 with a contract period of 90 calendar days, from February to May this year. Constructed by Christian Ian Construction, the complete restoration of the flood control structures will ensure the protection of lives, properties and agricultural crops from river floods. Meanwhile, the district participated in three national celebrations activities which was held during the period. For the World Water Day Celebration held on March 20, 2011, the Maintenance Section of the district led by Engineer Perfector Urban, conducted waterway clearing of various cross ditches and waterways along Daang Maharlika from Aritao to Sta. Fe section. Twelve personnel participated in the said clean-up activities. During the National Disaster Consciousness month of July, the agency installed a streamer at the office led by Administrative Officer Grace Sanchez. On the same month, the district likewise joined in the celebration of the 33rd National Disability and Rehabilitation Week by installing a poster with the theme, “Making the Right Real for Filipinos with Disabilities.” Engineer Torralba expressed hope more projects will be completed and more participation by his office to other national celebration and activities for this year.

DPWH REGION 02 BIDS GOODBYE TO REGIONAL DIRECTOR PIPO ; WELCOMES NEW REGIONAL DIRECTOR

  The Department of Public Woks and Highways Region 02 is now under the helm of a new Officer-In-Charge after the former Regional Director Eugenio R. Pipo was promoted to Assistant Secretary of the Department. In the testimonial program held last June 17 at the DPWH Regional Office Conference Hall, former Regional Director and now Assistant Secretary for Technical Services Eugenio R. Pipo, Jr. said, hi stay in Region 2 can aptly be described as very productive years with all the accomplishment during his term particularly the DPWH Regional Office Building where employees can work with comfort and satisfaction since all offices are equipped with air conditioning units. Director Pipo serve the Region for five (5) years and admitted it was a challenge on his part then as Regional Director considering the terrain of the region and the onslaught of calamities from time to time. He said he will always treasure his stay in Cagayan Valley and expressed his gratitude to the officials and rank and file of the agency for their support during his term as Regional Director. Some of the high impact project accomplishment of Director Pipo during his stint in the region include the Construction of Abbag Bridge in Nagtipunan, Quirino: Construction of Delfin Albano Bridge in Tumauini, Delfin Albano, Isabela and the Concrete Paving/Improvement of Junction National-Bitnong-Belance Nueva Vizcaya Boundary Road, Dupax Del Norte, Nueva Vizcaya. Regional Director Pipo welcomed the new Officer-in-Charge of DPWH Region 2 and informed the employees that the new Regional Director underwent rigid screening. He said that breaking factor was the integrity of the newly installed Office-In-Charge. Meanwhile, Officer-In-Charge Reynaldo S. Tamayo expressed his appreciation for the warm welcome he received not only from Assistant Secretary Pipo but likewise to the entire work force of the DPWH Region 2. Prior to his assignment in Region 2, Director Tamayo was assigned at the DPWH Region 11 as Assistant Regional Director. He started as Civil Engineering Aide II on December 7, 1976 at Department of Public Highways and rose from the ranks until his appointment as Assistant Regional Director. He took his Bachelor of Science in Civil Engineer at the Cebu Institute of Technology and finished his Masters in Public Administration in 1995 at Notre Dame of Marbel Univeristy. Born in Capiz, he is happily married to Engineer Milagros Aguero Sucayan and has five (5) children, twins Ghizelle Joan, and Ghizelle Jean now 33 years old both married; Reynaldo, Jr., 31 years old; Jeffrey, 29and John Paul, 26 years old.

ISABELA FIRST DISTRICT ENGINEERING OFFICE STARTS ROAD CONCRETING PROJECTS ANEW

  The Department of Public Works and Highways Isabela 1st DEO has started two new road concreting projects on its area of jurisdiction in March this year. District Enginner Reynato M. Ubiña identified the road concreting projects as” the Ilagan-Delfin Albano-Mallig Road and the Ilagan-Bigao-Palanan Road in Ilagan, Isabela. He said that the first project, started last March 2, 2011 with a contract amount of Php33,049,681.87 and is expected to be completed on September 27, 2011. Like the previous road concreting project of the District, the concreting of Ilagan-Delfin Albano-Mallig Road, is expected to boost the livelihood of the people in the area as agricultural products will be easier to transport to nearby markets. Meanwhile, the concreting of the Ilagan-Bigao-Palanan road was likewise started last March 2, 2011 with a total contract amount of Php16,172,226.52 and is expected to be completed July 3, 2011. So far, Engineer Ubiña said there are no problems encountered by the District Engineering Office as the projects have just been started. He assured the people in his area, the office will continue to provide infrastructural support to them if only to improve the productivity of the residents at the same time, ease traffic for commuters.

BANK PROTECTION PROJECT COMPLETED REPORTS

  The Gabion Bank Protection Project along Babanuang Creek in San Migue, Isabela is now fully completed, according to the Isabela Second District Engineering Office . District Engineer Evelyn C. Costales said the Flood Control Project was funded uner the FY 2010 GAA RA 9970 Flood Control and Drainage Fund in the amount of Php2 Million. Engineer Costales said the scope of work included gabion mattresses and cages and will stop bank erosion during heavy rains because the creek serve as drainage outlet of large volume of water. With a contract duration of 40 calendar days, its completion will be of help to the residents living near the area as it will protect their lives and properties during occurrence of floods. Meanwhile, the construction of the Quezon-Kiley-Albano Road leading to Mangga Elementary School at Barangay Mangga in Quezon, Isabela and is 69.71 percent completed as of March this year. Engineer Costales said the project will link the municipalities of Quezon and Delfin Albano. Constructed in the amount of Php7,488,376.00, it was funded by the A. Teacher Party List under FY 2010 GAA, RA No. 9970. When completed, farmers within the vicinity of the project will find it easy to transport their products to nearby markets, thus improving their productivity and spur economic growth. The project is in support to the government’s trust of continuously delivering basic services to the people where it matters most, Costales said.

DPWH COMPLETES NEW FARM TO MARKET ROADS IN QUIRINO PROVINCE

  To promote agricultural development especially in the Cagayan Valley Region which is one of the rice granary of the country, the Department of Public Works and Highways reported the completion of four farm-to-market roads in Quirino Province. DPWH Secretary Rogelio Singson said that one of the priorities of the Department is the completion road and bridge projects that leads to agricultural communities and food processing facilities. “ We have already coordinated with the Department of Agriculture with regards with the locations of their Bagsakan Center so that we can identify on what projects that we need to prioritize to improve the mobilization of agricultural products” Singson said. Among the completed farm-to-market road projects are the P5.294 Million Tres-Reyes-Dagupan Road, P5.297 Million Rizal- Sto. Tomas Road both located in the municipality of Saguday, the P5.296 Million Cabugao-Eden Road in the municipality of Aglipay and the P4.812 Million Pedlisan Road in the municipality of Maddela. Mr. Arnel Fundalan, a local farmer in Saguday said that since the department had completed the road project, the travel time from their farm going to the market areas has been reduced for about an hour an hour. Meanwhile, DPWH Region II Director Eugenio Pipo Jr said that in the province of Nueva Vizcaya the DPWH has also completed the P96.4 Million Bitnong-Belance-Neuva Vizcaya Boundary Road project in Dupax Del Norte, P19.275 Million Bam-Kas-Solano Road Project in Quezon and the P 9.984 Million Phase III of Solano Flood Control Project.
