REGION II CY 2003 ACCOMPLISHMENTS
For the year 2003, the DPWH Region 2 headed by Regional Director Rodolfo K. Alday. Intensified its efforts to provide basic infrastructure facilities and services such as the construction and rehabilitation of roads, bridges, buildings, flood control and drainage, and other infrastructure related works.
These infrastructure projects greatly contribute to uplift the socio-economic development of the region and its people. It also supports the programs of food production and poverty alleviation of President Gloria Macapagal-Arroyo.
The allotment received for CY 2003 is P970,848,900.00. Out of this allocation, a total of 1,243 projects costing P555,048,500.00 were completed.
A total of P465,736,000.00 was programmed for implementation for the whole Region from DPWH Regular Infrastructure Program. Releases from the said allocation were received starting in August 2003.
As of December 31, 2003, only the amount of P255,801,000.00 was released to Region 2. Out of this allocation, 20 various projects were completed amounting to P6, 275,000.00, 39 projects are on-going while the rest are not yet started. Bulk of this allotment come from the Congressional allocations which were prioritized and identified thru the initiative of the legislators of the region.
Responding to the necessity of classrooms, the DPWH constructed 14 units standard academic schoolbuilding in school-less barangays in the region in time for the opening of classes in June.
The completion of these projects is in fulfillment of the commitment of the national leadership to improve the educational facilities of the children in the barangays.
The concern for more classrooms to accommodate the increasing school population was raised by Her Excellency, President Gloria Macapagal-Arroyo in her State of the Nation Address (SONA).
The SONA Schoolbuilding Projects complements the DECS schoolbuilding program which was implemented by the engineering districts. Under this program, 110 projects were completed for the year from the carry-over projects for CY 2002.
The rehabilitation, improvement, regravelling, and concreting of farm-to-market roads funded from the Department of Agriculture (DA), Comprehensive Agrarian Reform Program (CARP) and Congressional Allocations was a prioritized undertaking to connect the agricultural communities to the centers of trade and commerce. A total of 102 projects was completed with an expenditure of P131,384,400.00.
For flood control and drainage, 34 projects were completed amounting to P17, 734,500.00. These projects will control or avert the continuous erosion of vast tracts of agricultural land by the mighty Cagayan River.
Aside from the projects undertaken by the different district engineering offices, the Regional Office implemented priority projects costing 15.0 Million and above and others such as the construction/replacement of eight (8) bridges in Region 02 funded under the Japan International Cooperative Assistance (JICA). Four (4) of these bridge projects were already completed, the rest are still on-going and to be completed on or before June 30, 2004. These bridges when completed will link the far-flung barangays of the region to the urban communities.
The four (4) completed projects are Sta. Isabel and Pena Weste bridges at Claveria and Gattaran respectively, both in the province of Cagayan, Angad bridge at Maddela, Quirino, and Inaban Bridge at Dupax del Norte, Nueva Vizcaya.
Most of the projects implemented in the region for the year 2003 are carry-over projects from previous years. The bigger chunk of these projects came from CY 2002 Infra Program. The funds for the implementation were released only during the last quarter of the year.
Construction of Peña Weste Bridge, Gattaran, Cagayan
Importance: Pena Weste Bridge links the municipalities of Gattaran and Baggao. These municipalities are productive agricultural areas.
The bridge enhances the socio-economic development of barangays Capissayan and Sta. Margarita and the neighboring areas, especially in the transport and delivery of goods and services to the centers of trade and commerce.
It forms part of the circumferential road traversing the municipalities of Gattaran, Baggaao, Alcala and Penablanca.
Construction of Angad Bridge and Approaches,
Sta.357+860 - Sta. 358+360, with exception (682M), Aglipay, Quirino
Importance: Angad bridge links the municipalities of Aglipay and Maddela, both in the province of of Quirino. These municipalities are productive agricultural areas.
The bridge enhances the socio-economic development of Aglipay and Maddela and the neighboring areas, especially in the transport and delivery of goods and services to the centers of trade and commerce.
Construction of Inaban Bridge and Approaches,
Sta. 249+041,30-Sta. 249+165.20, with exception (132.50M.),
Dupax del Norte, Nueva Vizcaya
Importance: Inaban Bridge links the municipalities of Dupax, Aritao and Kasibu, all in the province of Nueva Vizcaya.
These bridge connects the municipalities of Dupax del Norte and Kasibu which are productive agricultural areas.
The bridge enhances the socio economic development of Dupax, Aritao, Kasibu and the neighboring areas, especially in the transport and delivery of goods and services to the centers of trade and commerce.
Construction of Gattac Bridge and Approaches,
Sta. 314+480 - Sta. 314+880, (383.80M),
Quezon, Nueva Vizcaya
Importance: Gattac Bridge links the municipalities of Kasibu and Solano, both in the province of Nueva Vizcaya. These municipalities are productive agricultural areas.
The bridge enhances the socio-economic development of Kasibu and Solano and the neighboring areas, especially in the transport and delivery of goods and services to the centers of trade and commerce.
It forms part of the circumferential road traversing the municipalities of Bambang, Kasibu, Quezon and Solano.
Construction of Runruno Bridge and Approaches,
Sta. 304+340-Sta. 304+790, with exception, (430.80 M.),
Quezon, Nueva Vizcaya
Importance: Runruno Bridge links the municipalities of Kasibu and Solano, both in the province of Nueva Vizcaya. These municipalities are productive agricultural areas.
The bridge enhances the socio-economic development of Kasibu and Solano and the neighboring areas, especially in the transport and delivery of goods and services to the centers of trade and commerce.
It forms part of the circumferential road traversing the municipalities of Bambang, Kasibu, Quezon and Solano.
Rehabilitation of Siffu Bridge, Phase II, Roxas, Isabela
Importance: Siffu Bridge connects the Mallig plains which is the rice granary of Isabela to the commercial centers of Isabela, Cagayan and Kalinga.
Construction of Bagunot Bridge, Phase II (Completion of Structure),
Baggao, Cagayan
Importance: Bagunot Bridge links the municipality of Baggao to the barangays of Taguig and Bunnugan. It also serves as an alternate route of the people from barangays Agani and Pussian barangays to the town proper. These barangays are productive agricultural areas.
The bridge enhances the socio-economic development of the municipality and the neighboring areas and facilitate the transport and delivery of goods and services to the centers of trade and commerce. |

DPWH SPEEDS UP IMPLEMENTATION OF REGION 2 PROJECTS
Department of Public Works and Highways (DPWH) Region 2 Director Rodolfo K. Alday has directed all district engineers in the Cagayan Valley Region to speed-up implementation of various on-going infrastructure projects in consonance with the policy statement of Secretary Florante Soriquez.
In a recent meeting with his staff, Alday said that there is a need to double the efforts in order to meet set targets considering that prices of construction materials have gone up because of increased fuel cost and adjustment in foreign exchange which will greatly affect the implementation of project.
Delayed funding releases from the Department of Budget and Management including notices of cash Allocation (NCA) will also affect the timely completion of project.
Alday believes that through sustained effort and commitment and support of contractors, the DPWH Region 2 will be able to achieve the goals and targets set for CY 2004.
DPWH Region 2 is accelerating several Austrian funded and Japan International Cooperation Agency (JICA) grant bridge projects in the provinces of Isabela, Nueva Vizcaya, Quirino, and Cagayan
On-going bridge projects in Quirino include the Madaboy Bridge in Nagtipunan; Balligui Bridge in Aglipay; and Dismungal, Dumabato, and Nagtim-og Bridges in Maddela.
The construction of Casili Bridge in Mallig, Sinippil Bridge in Ilagan and Dalig Bridge in Burgos are among the on-going bridge projects in Isabela while the on-going Pacapat Bridge in Claveria is a major undertaking in Cagayan.
Presently being fast-tracked in Nueva Vizcaya is the construction of Namamparan Bridge in Diadi. Construction of Runruno Bridge in Quezon, Nueva Vizcaya, earlier completed during the first quarter of the year.
Other bridges completed and are now providing support to the President Gloria Macapagal Arroyo’s socio-economic development program for Region 2 include the Angad Bridge in Quirino, Inaban and Gattac Bridges in Nueva Vizcaya, and Sta. Isabel and Peña Weste Bridges in Cagayan. |

NEW DPWH REGION 2 DIRECTOR TAKES OATH. DPWH Secretary Hermogenes E. Ebdane Jr. administered the oath of office of Region 2 Director Eugenio R. Pipo Jr. With Pipo is his wife Socorro Angela, and childrens Emir Carlo, Elizabeth Angela, and Eugenio III.
The DPWH Regional Office No. 02 headed by Regional Director Rodolfo K. Alday undertakes various infrastructure projects for CY 2005. Among these projects are funded by Austrian Assisted DPWH Bridge Const./Replacement Project.
1) Construction of Disimungal Bridge and approaches, km. 339 + 944.85,
Maddela, Quirino.
The project is under contract with W.D. Navarro Construction with a contract cost of Php 25,850,012.64. The scope of work includes the installation of 90.00m. WAAGNER BIRO PHIL INC. Modular Steel Truss Bridge Superstructure resting on Bored Piles. This also includes construction of both approaches Accomplishment as of October 25, 2005 is 15.58 %.
2) Construction of Namamparan Bridge and Approaches, km. 301 + 503.50
Diadi, Nueva Vizcaya.
The contract cost for the project is Php 13,529,905.46 and is under contract with R.O. Builders and Development Corporation. Scope of work includes the construction of one (1) span @ 55 lin. m. WAAGNER BIRO PHIL. INC. Modular Steel Truss Bridge Superstructure resting on spread footing foundation. This also includes construction of both approaches Accomplishment as of October 25, 2005 is 100.00%.
3) Construction of Madaboy Bridge and Approaches, km. 404 + 956,
Brgy. Waling, Nagtipunan , Quirino.
APD Construction; MAR-DEB Construction and Development (Joint Venture) undertakes the project with a total contract cost of Php 10,765,235.06. The scope of work includes the construction of one (1) span @ 50 ln. m. WAAGNER BIRO PHIL INC. Modular Steel Truss Bridge Superstructure resting on spread footing foundation. This also includes construction of both approaches Accomplishment as of October 25, 2005 is 85.55%.
Other than the projects mentioned above, the DPWH Regional Office is also implementing various projects funded under the Japan International Cooperative Assistance (JICA) Grant as follows:
1. Construction of Nagtim-og Bridge and Approaches, km. 365 + 080 –
km. 365 + 600 (520 m.) Maddela, Quirino
The contract cost for the project is Php12,340,840.53 and is under contract with Brostan Construction and Development Corp. Scope of work includes the construction of one (1) Span Simple-I Steel Girder Superstructure @ 28.0 m. span, resting on spread footing foundation. Accomplishment as of October 25, 2005 is 90.55%.
2. Construction of Dumabato Bridge No. 02 and Approaches,
Sta. 379+300 – Sta. 379 + 670, Maddela, Quirino
W.D. Navarro Construction is undertaking the project with a total contract cost of Php14,137,250.00. The scope of work includes the construction of Three (3) Span Composite Steel I-Beam Superstructure @ 2-14.5 m., 1-18 m. spans resting on spread footing foundation. Total accomplishment as of October 25, 2005 is 78.34%.
3. Construction of Casili Bridge and Approaches
Sta. 304 + 340 – Sta. 304 + 790, Mallig, Isabela.
The project is under contract with C.T. Leoncio Construction and Trading with a contract cost of Php19,288,264.95. Scope of work includes the construction of 3-Spans Composite Steel Superstructure I-Beam 2 @ 17 & 1 @ 21, total length of bridge 56.20 m. wall, resting on, 2-piers, and 2 abutments all on concrete pile foundation. Total accomplishment as of October 25, 2005 is 100%.
The Old Sinippil Bridge in Ilagan, Isabela The new Sinippil Bridge and Approaches in Ilagan, Isabela
The new Sinippil Bridge and Approaches in Ilagan, Isabela is located along Junction Calamagui –Ilagan Proper Road which is the only road leading to Centro Ilagan, where most of the town’s business/commercial establishments and other institutions are located. With the completion of the Bridge on 18 August 2005 by RD Interior Jr. Construction under the supervision of the DPWH-Regional Office No. 02, smooth and continuous flow of goods and services from Ilagan Proper to other commercial areas in Region 02 and vice versa is now ensured.
The Sinippil Bridge is a 2-span continuous steel H-Girders on precast concrete piles, with total bridge length of 37.20 LM; its approaches is 150.20 LM long. It is funded by JICA Grant Aid.
