Engineer
Briosos’ perseverance and dedication to service was rewarded
with his promotion to the second highest position in the
DPWH Cagayan Valley Region in July 2009.
He went
straight to public service with his employment as Civil
Engineer Aide 2 in June 1976 at then Department of Public
Highways-Bureau of Design after graduating from college.
In
November 1976, he moved to the Nueva Vizcaya Engineering
District where he became permanent employee in 1978. In June
1979, he transferred to the Ministry of Public Works and
Highways-Regional Office II in Tuguegarao where he honed his
skills to various civil engineering aspects of planning,
design, construction and maintenance with various
engineering positions until his designation as OIC-Assistant
Regional Director in December 2003.
His rich
experience and commendable service to the department has
been recognized and acknowledged through the Outstanding
Field Executive awards he received for two consecutive
years, 1991 & 1992. He is an active member of the
Philippine Institute of Civil Engineers.
Early in
life, Assistant Director Melanio Briosos showed the making
of a brilliant public servant. In his youth, he finished his
elementary and secondary schooling with honors as Class
Salutatorian. After completing his high school at Nueva
Vizcaya General Comprehensive High School in 1971, he
finished his Bachelor of Science in Civil Engineering at St.
Mary’s College in 1976. He passed the Civil Engineering
Licensure Examination in November 1977.
Focused on
acquiring for himself further education and knowledge to aid
him in his desire to pursue better public service, he
pursued and successfully completed his Masters in Public
Administration in 2000 and completed 18 units of academic
requirements for Doctorate in Public Administration, both at
the University of St. Louis in Tuguegarao, Cagayan. In June
2001, he passed the Career Executive Eligibility
Examination.
Even with
his hands full, he takes time to participate in trainings
and seminars such as Strat Plan; Change Agents Course;
Microsoft Office Applications fro Executives; Seminar on RA
9184 and its IRR; Nationwide Comprehensive DPWH Field
Engineers Training Course; Design and Construction of
Bridges and the National Building Code; Geo-Technical
Engineering; River Engineering and Sabo Works; Labor-based
Methods of Construction and Maintenance in the
infrastructures for trainors/site supervisors.
He
attended the conventions and conferences conducted by the
CESB like the 2009 Annual Career Executive Service National
Conference, Integrated Gabay ng Paglilingkod Training Course
(ELP Graduate), Academy of ICT Essentials for Government
Leaders, Salamin-Diwa ng Paglilingkod Training Course.
He also
attended the month-long Training in the Field of Water
Resources Development in Japan sponsored by Japan
International Cooperative Agency in 1986.
He was
born on July 25, 1954 in Bayombong, Nueva Vizcaya. He is
married to Marites Basca and they are blessed with four sons
namely Julius, Redentor, Bryan, and Harold. |
