  HIGH LAND FARMERS TO BENEFIT IN ILOCOS INFRA PROJECT Local farmers at the high lands of San Emilio, Ilocos Sur are soon to benefit from Department of Public Works and Highways Secretary (DPWH) Florante Soriquez policy direction on fast-track implementation of project by increasing their earnings upon the near completion of the San Emilio-Quirino Road. According to DPWH Region I Director Fidel Ginez this road project is on fast track implementation as it serves as a vital link to the mountains of San Emilio Ilocos Sur, thus paving the way to the fast delivery of agricultural products such as rice, corn, tobacco, and cassava. Director Ginez also said that the completion of this project would reduce the travel time and vehicle operating cost thus improving the socio economic and cultural linkages of the area as well as the rest of the province. The project involves road-widening excavation with a common surplus unclassified and solid rock material especially along Quirino sections. Works also include the construction of stone masonry to be utilized as slope protection; stone lined canals as cross drainage structures; and filling of base course materials along the unpaved gaps at San Emilio section. Originally the station limits of the contract project is only five kilometers, but due to the request of the Municipal officials of San Emilio together with the Hon. Congressman Eric Singson of Ilocos Sur, length of the road project is extended by 3.42 kilometers. The project cost is P 20 million funded under the regular CY 2002 Regular Infrastructure Program of the DPWH. The project was awarded to R. M. Pingol Construction and Development. Engineer Jerry Jucar of DPWH Region I Construction Division said that as of May 17, 2004 they had already accomplished 91.26 % of the project. They are, however, experiencing some delays due to some rains but are positive to finish the project by the end month of June.

CONSTRUCTION OF SUYO BRIDGE

  CONSTRUCTION OF SUYO BRIDGE The project is located at km.280+168 along Naguillian-Bagulin, La Union. It is about 12.50 km. Away from the junction of Naguillian-Baguio Road. It involves the construction of one (1) span 30 lineal meter concrete deck bridge with two-lanes supported with steel girders and spread footing foundation. The bridge is a semi-Grant Project under the Project for Construction of Bridges along the Rural Roads in Northern Luzon, Japan’s Grant Aid Program (Group I) with a total cost of P20,006,716.28. The bridge project now serves several Barangays in Naguillian, La Union and the whole municipality of Bagulin, La Union. Likewise, the bridge provides faster and safer travel of people and delivery of agricultural and livelihood products such as rice, vegetables, fruits, brooms and many local produce of the town including their basic services in the influenced area.   IMPROVEMENT / CONCRETING OF SITIO MALASIN ROAD MACARIO ARC, NATIVIDAD PANGASINAN The Sitio Malasin Road is a Farm-to-Market with a total length of 6.050 kms. starting from Macario Sur to junction of Narciso Ramos Highway in Natividad, Pangasinan. The said road is an existing rolling terrain concrete and gravel road with various narrow width sections of the still unpaved road sections difficult enough for farmers to traverse particularly in bringing their farm products to the market during rainy season. The road, which is an important component of the San Macario Sur Agrarian Reform Community, will be improved into concreting of about 2.45 kms. Still unpaved gravel road, improvement and construction of box culverts and installation of cross-drainage pipe culverts. The completion of this road project will promote easier and smoother transport of agricultural products to the market, enhance greater mobility of people and delivery of basic services, which will ultimately, boosts socio economic progress in this Agrarian Reform Community. The project is being implemented by contract and its effective date is May 28, 2004 and will expire on October 24, 2004. The approved contract amount of this project is Php 7,749,459.39 funded under ARIPS II. DPWH Regional Director Fidel D. Ginez, leads a tree planting activity along the Manila North Road in Bacnotan, La Union. The tree planting activity in cooperation with the Department of Environment and National Resources is in line with t he celebration of Environment Month.

DPWH COMPLETES BRIDGE PROJECT IN PANGASINAN

  DPWH COMPLETES BRIDGE PROJECT IN PANGASINAN The Department of Public Works and Highways (DPWH) Region I has completed the construction of Malanay-Tuliao Bridge in Pangasinan. Malanay-Tuliao Bridge is a crucial link between the municipalities of Sta. Barbara, Mangaldan and Mapandan. The completed bridge is expected to enhance the socio-economic development not only of the above named three towns but the entire province of Pangasinan. The 40.10 lineal meter bridge would facilitate easy transport of farm products to the market centers, thus ensure faster delivery of basic services and mobility of people. Located along Mangaldan-Sta. Barbara Road in Sta. Barbara, Pangasinan, the project involves the construction of a composite bridge and the removal of existing structures, embankment aggregate sub-base and surface course, concrete paving, building of deck slab with 3 span including the construction of slope protection, detour road and parapet wall. Costing P16.468 million, construction of Malanay-Tuliao bridge was funded by the Japan International Cooperation Agency (JICA). Implementation of the project was done by DPWH Region I Office under Director Fidel D. Ginez. Engineer Angelino D. Perez, chief of the DPWH Region I Planning and Design Division, supervised the project. Preventive Maintenance: Asphalt overlay along Urdaneta Jct. Dagupan Road, Km 190+645 - Km 191+395. Implementing Office is Pangasinan Sub-District Engineering Office under the supervision of OIC District Engineer Bella R. Resuello. Completion of Tamurong Bridge, Caoayan Ilocos Sur. Started in February 23, 2004 and completed in March 18, 2004. Implementing office is DPWH-ISED I, Bantay, Ilocos Sur. Concreting of Bacar Farm-to-Market Road, Magsingal, Ilocos Sur. Started in September 4, 2003 and completed in November 5, 2003. Implementing office is DPWH-ISED I, Bantay, Ilocos Sur. Completion of Bued Multi-Purpose Building, Calasiao, Pangasinan. Implementing Office is Pangasinan Sub-District Engineering Office under the supervision of OIC District Engineer Bella R. Resuello. Construction of Magsingal National High School, Ilocos Sur. Started in January 23, 2004 and completed in March 22, 2003. Implementing office is DPWH-ISED I, Bantay, Ilocos Sur.

DPWH SAVES 30% ON ENERGY CONSUMPTION

  DPWH SAVES 30% ON ENERGY CONSUMPTION Long before the austerity call of President Gloria Macapagal Arroyo, the Department of Public Works and Highways (DPWH) Regional Office 1 has been implementing energy conservation program to generate savings. During the past three months alone, monthly electric consumption of the region has been reduced by at least 30%. With seven division under four electric meters housed at the regional office, cost cutting measures on the usage of air conditioning units, electric fans, computers and other electricity-powered equipment including lightings are being implemented. These equipments are turns off when not in use and air conditioning units are only operational between 9 AM to 4 PM with shut down period during lunch break. DPWH Regional Director Fidel D. Ginez continuously urged employees and key officials to strictly observe measures that will generate savings not only in electric conservation but in any other cost saving measues. The DPWH District Offices, Area Equipment Services and the Agno Flood Control System were also encouraged to rigidly implement austerity measures.

  LIST OF INFRASTRUCTURE PROJECTS IN REGION 1 FARM-TO-MARKET ROAD FACILITATES COUNTRYWIDE GROWTH Twenty farm-to-market road projects have been completed by the Department of Public Works and Highways (DPWH) in Pangasinan Province, facilitating easy transport of goods to market centers. In his report to DPWH Secretary Florante Soriquez, DPWH Region 1 Director Fidel Ginez said that the completed projects in various part of Pangasinan would hasten economic growth and improve living condition in the served area. Ginez said that of the 20 completed projects, 13 were constructed by administration and the remaining seven were undertaken through a Memorandum of Agreement with concerned Local Government Units. Aside from Pangasinan, three of the five farm-to-market road projects of the DPWH in Ilocos Sur are now benefiting the rural community. In Ilocos Norte, projects particularly in the first Congressional district have not started yet pending the approval of realignment and the Special Allotment Release Order (SARO) by the Department of Budget and Management (DBM). Farm-to-market road projects implemented by the DPWH are funded under the Department of Agriculture’s General Agreement on Tariff and Trade.

  CALOOCAN-DUGO BRIDGE CONSTRUCTION ON-GOING The long wait is over for the people of Pangasinan!. The Department of Public Works and Highways has its on-going construction of the Caloocan-Dupo Bridge undertaken by ALCEL Construction. The construction works are greatly appreciated by the barangay folk in Dupo, Caloocan Sur, Caloocan Norte, Salapingao of Binmaley in Pangasinan. The bridge will serve as a linkage in transporting goods and harvests to the local market. “We are greatly thankful to this undertaking”, the barangay folk said. Congressman Amado T, Espino had greatly influenced our plight to this longing. We also thanked him for his great contribution to all of us!” On his part, Representative Espino of the Second Congressional District of Pangasinan, had tasked the on-going project with the 2nd Pangasinan DPWH Engineering District headed by District Engineer Rodolfo C. Dion. Under the dedicated supervision DE Dion, the construction of Caloocal-Dupo Bridge is now in its 70% completion. The bridge contract amounted to P14.3M in a 126 linear meter length under ALCEL Construction. Department of Public Works and Highways (DPWH) Undersecretary Salvador A. Pleyto, in-charge of the construction, maintenance, design and equipment bureaus, confers with Toa Corporation project manager Hironobu Takeuchi, the contractor undertaking package I (Bayambang Stretch and Floodway Project) of the Agno River Flood Control Project Phase II in Pangasinan. Pleyto made a visit to the project to check whether duly approved construction schedule is being followed. With him are DPWH Region 1 and concurrent Agno River Flood Control Project Director Fidel Ginez, DPWH Public Information Division OIC-Chief Elizabeth Pilorin and consultant Nippon Koei Co. Ltd team leader Shohei Ezaki. Toa Corporation Project Manager Hironobu Takeuchi points to DPWH Undersecretary Salvador A. Pleyto a completed diversion channel as part of the Agno River Flood Control Project Phase II contract package 1 (Bayambang stretch and floodway). SITIO TOBUR-UNZAD FARM TO MARKET ROAD COMPLETED

  SITIO TOBUR-UNZAD FARM TO MARKET ROAD COMPLETED The launching of the Capulaan Agrarian Reform Community (ARC) in 1993 paved its way for development of various small farm communities. Region I particularly can now hope for the improvement of their lives, as the ARC completed the concreting of Sitio Tubor-Unzad Farm-to-Market-Road covering barangays of Capulaan and Unzad in Villasis, Pangasinan. The concreting works was being implemented by the Department of Public Works and Highways (DPWH) Region I headed by Director Fidel D. Ginez and the Pangasinan 3rd District Engineering Office under District Engineer Leopoldo F. Mendoza. The project costs P15.4M and is being funded from the equity of Pangasinan Representative Mark Cojuango and the Japan Bank International Cooperation-Agrarian Reform Infrastructure Support Program (JBIC-ARISP). With the land area of ARC totalling 2,308.24 hectares, 85% of which is the agricultural land, the Capulaan ARC farmers can now easily transport their agricultural products to the market. It is really a great development in our community”, exclaimed by the barangay communities. Food production is not only increased, in addition, the improvement of the Sitio Tubor-Unzad Road will improve the socio-economic status of the province, as well to the economic development of the nation.

A Regional Center for street children

  A Regional Center for street children which is foreseen to house countless street children in the different towns and cities in Region I was implemented by the Department of Public Works and Highways Pangasinan 2nd District Engineering Office headed by OIC-District Engineer Rodolfo C. Dion, under the supervision of Regional Director Fidel D. Ginez. The center which is located at Binloc-Bonuan, Dagupan City was funded under the Congressional Initiative Projects (Various Infrastructures including Local Projects) in the amount of Php3,430,00.00. The Regional Center for street children was turned over to the Department of Social Welfare and Development Regional Office I.
