Project Director Profile
A graduate of Feati University, Dir. Victor C. Rojas is a Registered Mechanical Engineer and obtained his Masteral Degree in Business Administration at the Philippine Christian University in Manila. He joined in the government service as a working student in March 1966 where he started as laborer and rose from the ranks to Sr. Telecommunications Engineer in 1974 at the former Bureau of Telecommunications, Department of Public Works, Telecommunications and Communications (DPWTC).
In March 1976, Dir. Rojas joined the Bureau of Equipment, Ministry of Public Highways (now Department of Public Works and Highways) as Mechanical Engineer and six months later appointed to Sr. Mechanical Engineer.
During the implementation of the World Bank assisted First Metro Manila Urban Development Project in 1976, Dir. Rojas was assigned on full-time detail at the DPWH Metro Manila Traffic Engineering and Management Project (MMTEAM Project) as Mechanical Engineer-counterpart. In 1977 he was designated as Deputy Project Manager/Deputy Director of the said project office, the position he held until 2002.
He has been recipient of overseas training grants in the field of traffic engineering, management and administration in Japan and observations in various traffic control centers in USA, Great Britain, Japan and ASEAN member countries.
In 1982, Dir. Rojas was appointed as Project Engineer II while still holding the designation of a Deputy Project Manager of the Metro Manila Traffic Engineering and Management (TEAM) Project – PMO. Since then, Dir. Rojas received several promotions and at present he is holding a plantilla position of Project Manager III and at the same time designated as Project Director of the DPWH Traffic Engineering and Management – Project Management Office (TEAM-PMO).
In recognition of his outstanding achievement in the field of Road Safety, Dir. Rojas was selected in 1991as Outstanding Road Safety Practitioner, Traffic Engineering Category by the Safety Organization of the Philippines, Inc. (SOPI). And in 1998, he wrote and published “Edukasyong Pantrapiko” for use as reference material for teaching Road Safety Education in elementary schools.
Prior to his assignment as Project Director of the DPWH Traffic Engineering and Management – PMO pursuant to DPWH Department Order No. 141, Series of 2003, dated May 29, 2003, Dir. Rojas served also for awhile in 2002 as OIC-Bureau Director of the Bureau of Equipment, DPWH.
