Purpose

To achieve the goal set out above, the Government of the Philippines (GOP) established the following agenda:

1. Improvement of the delivery and provision of services on the NRS through the development and establishment of business processes and system renewals within the Department of Public Works and Highways (DPWH)

2. Development and establishment of a sustainable financing mechanism, such as a road fund or equivalent, dedicated to the preservation of the NRS, to be funded from road user charges and based on the actual level of maintenance needs and road usage

3. Involvement of the road users in the prudent management of the maintenance funds;

4. Upgrading of the NRS

5. Establishment of modern maintenance practices

6. Strengthening of the consulting and contracting industries.
