Phasing

 

It was originally intended that NRIMP would be delivered in three phases over a period of ten years.  The three phases would embrace program design in NRIMP-1; initiation in NRIMP-2 and operation in NRIMP-3.

 

The main thrusts of NRIMP-1, included:

  1. Preparation of detailed designs and phased implementation plan for new organizational structures including a Road Maintenance Authority (RMA) for the NRS to be managed in a commercial fashion;

  2. Establishing a sustainable financing mechanism, such as a road fund or equivalent, dedicated to preserving the national roads to be funded from road user charges and based on the actual level of maintenance needs and road usage

  3. Undertaking the development and establishment of key business processes and system renewals within DPWH

  4. Upgrading and maintaining sections of the NRS at a good standard.

 

Then, NRIMP-2 was to include:

 

  1. Creating and launching improved and/or new organizational structures including an independent organization such as a Road Maintenance Authority, (RMA) or equivalent to commercialize (manage in business like manner) the management of national roads and separate policy and planning functions in government from service delivery that would be largely privatized;

  2. Increasing revenues from road users in order to meet 90% of NRS maintenance needs;

  3. Continuing the development and establishment of key business processes and system renewals within DPWH and the RMA or its equivalent; and

  4. Continuing to upgrade and maintain sections of the NRS.

 

Finally, NRIMP-3 would involve:

  1. Completing all facets of the institutional reorganization in which the policy and planning functions are separate from road services that would be largely privatized;

  2. Increasing road fund revenues from users so as to meet l00% of NRS maintenance needs;

  3. Completing the development and establishment of key business processes and system renewals within DPWH and the RMA or its equivalent; and

  4. Continuing to upgrade and maintain sections of the NRS.
