The key policy and institutional elements of the NRIMP program, as approved by the National Economic and Development Authority (NEDA) in April 1999 and developed with DPWH, the Department of Finance (DOF) and NEDA, included the following:
(i) Establishing a road fund from user charges to maintain the NRS in a sustainable fashion;
(ii) Relating revenues to maintenance needs;
(iii) Involving road users to oversee NRS management and funding;
(iv) Designing a Road Maintenance Authority (RMA)
(v) Reviewing remaining DPWH functions and those of the Department of Transportation and Communication (DOTC) if required with regard to the regional structure, decentralization, scope of networks and DPWH’s other infrastructure obligations;
(i) Raising road fund revenue to satisfy full road maintenance requirements; and
(ii) Starting the first stage of the transition to the new organizational structures, including the RMA;
(iii) Fully implementing the new RMA to commercialize the management of services for the national road network, separating Government policy and planning functions from service delivery activities which would be largely privatized; and
(iv) Improving road sector policy.
