DPWH STARTS EARTHQUAKE PREPAREDNESS PROGRAM

  To assure public safety in case a major earthquake occurs, the Department of Public Works and Highways started today its bridge and building inspection to assess the structural condition of bridges along national roads and major public buildings in Metro Manila. Among the inspected structures in Metro Manila are the Quirino Grandstand in Luneta Park; the Philippine General Hospital (PGH) in Taft Avenue; South Superhighway Bridge No. 1 Northbound; Manuel Roxas High School in Canonigo Street; and the Nagtahan Flyover. The inspectorate team is headed by Task Force on Building and Bridge Inspection Chairman Assistant Secretary Raul C. Asis, together with DPWH technical experts from the Bureau of Design, Research and Standard, Construction, Maintenance and Representatives from the respective district offices. “We must be proactive and make a consolidated effort to assure public safety, that’s why we also encourage everybody to participate in our efforts and also report to us if they have observed any structurally unstable establishments” Asis said. Asis added that they have done the screening procedures necessary to determine the buildings and bridge’s performance in case of major earthquakes wherein the physical features are verified. The presence of structural and non-structural damages should also be indicated for possible repair works if no seismic strengthening is required. The inspectorate team adopts the Rapid Visual Screening Procedure (RVS) and Seismic Vulnerability Rating for bridges. Among the technology used in the structural integrity of structures are the ‘Rebound Hammer’ to measure concrete hardness correlating to comprehensive strength of the concrete, the portable ‘Ultrasonic Non-destructive Indicating Tester’ to test the homogeneity of the concrete and determine crack depth and voids and the ‘Bar Tracker’ for concrete cover depth, steel reinforcement diameter and spacing. A bridge inspection vehicle was also used to identify the width of cracks and other defects practically near under the bridge. The inspection in the Quirino Grandstand revealed that the said sports facility has visible spalling of concrete at roof slabs exposing corroded rebars and cracks on some columns, masonry walls and concrete sun-brakers. After the preliminary inspection, Asis recommends temporary closure of the one-storey building Quirino Grandstand in Ermita Manila as they have seen the structure unsafe for public use which was constructed in the 1930’s. “The Quirino Grandstand has been seen with damages that is why temporary evacuation of the structure is recommended until such time that the structural stability of the building is assured,” Asis said. In the South Superhighway Bridge No. 1, (northbound side) the concrete slab of the main bridge structure was dilapidated, DPWH NCR Director Edilberto Tayao said that there is already a program of work for the reconstruction of the bridge but they are still coordinating with the MMDA for the alternate route of the traffic. Meanwhile, the Philippine General Hospital Building in Taft and the 4-storey Manuel Roxas High School Building in Pandacan, both in Manila are found structurally safe but needs some minor repairs. The team also visited the Nagtahan Bridge which was an example of a retrofitted structure after the 1996 earthquake. During the inspection, Asis also informed the media that the DPWH has already completed the retrofitting and reconstruction of all bridges along national roads passing through the Pasig and Marikina Rivers. “We have just started the series of inspection in Manila in case an earthquake occurs just like in Haiti. Further assessment, inspection and evaluation shall be conducted by the inspectorate team from the BOD, BOC, BOM, BRS, NCR, concerned district engineering Offices and, PICE, ASEP, and PABO for Metro Manila; and representatives from planning, design, construction and maintenance divisions of regional offices, concerned district engineering offices, PICE, ASEP and PABO for other regions,” Asis said.

DPWH CENTRAL MINDANAO COMPLETES P1.902 B PROJECTS

  The Department of Public Works and Highways (DPWH) has completed a total of P1.902 Billion worth of infrastructure projects in Region XII for CY 2009. Based on the report of Director Sinaolan T. Macarambon to Secretary Victor A. Domingo, Region XII was able to construct a total of 212 national infrastructure projects in a bid to improve the SOCCSKSARGEN Region’s transport system and living conditions in the area. “As per Secretary Domingo’s directive, we are fast-tracking the implementation of our pump priming and SONA projects in order to improve peace and order and mitigate hunger in Central Mindanao,” Director Macarambon said. The major projects completed are the site development and construction of access roads leading to the Cotabato Islamic and Civic Center in Kalanganan 2, Cotabato City; Cotabato City Circumferential Road Western Section; the Austrian-assisted Kiblis Bridge (Lumoyon) with bridge approaches along Sarangani-Sultan Kudarat Coastal Road, Kiamba, Sarangani Province; and the rehabilitation of Bukidnon-Cotabato National Road (Tambad Section). Among the ongoing projects in Region XII are the construction of the Cotabato Islamic and Civic Center in Kalanganan 2, Cotabato City; access road and Matampay Bridge II for Quirino Delta Bridge, Cotabato City; Bagan Bridge I and approaches, Guindulungan, Talayan, Maguindanao; Allah River Flood Control channelization and Bank Protection Project, Lambayong, Sultan Kudarat; dredging of Rio Grande De Mindanao River, Cotabato City; Banga Bridge and approaches, South Cotabato, General Santos City; upper Makar Bridge along General Santos City Circumferential Road, General Santos City; rechanneling of Simuay River; and the SONA Project roads in North Upi-Maguindanao/Sultan Kudarat Boundary, Lebak, Kalamansig Road and Junction Awang-North Upi, Maguindanao. Director Macarambon also said that she goes on field inspections even on Saturdays and Sundays especially for pump priming projects and other major projects of the Department to see it to it that the 24/7 policy of the Department is complied with.

DPWH TO CONDUCT INSPECTION ON BUILDINGS AND BRIDGES NATIONWIDE

  In line with the mandate of the Department of Public Works and Highways (DPWH) to safeguard the life and property of the public, Secretary Victor A. Domingo, has recently created a task force on building and bridge inspection nationwide. Special Order (SO) No. 44 series 2010 signed by Secretary Domingo expanded SO 140 s 2005 and SO 54 s 2008 to include bridges in order to mitigate damages in the event a major earthquake occurs. The Task Force chaired by Assistant Secretary Raul C. Asis shall organize inspectorate teams that will conduct inspections/assessments of public buildings and bridges nationwide and recommend actions for approval of the Secretary. “These public buildings and bridges should be immediately inspected and assessed so the public is assured of safe, prompt and continuous service,” Domingo said. Domingo stressed that his order is timely to guarantee that all public buildings and bridges are safe in the event a major earthquake occurs just like what happened in Haiti. “It is also our way of ensuring that the DPWH is doing its mission to provide and manage quality infrastructure facilities and services responsive to the needs of the Filipino people in the pursuit of national development objectives,” he added. Other members of the task force are Bureau of Design (BOD) Director Gilbert Reyes, Bureau of Construction (BOC) Director Walter Ocampo; Bureau of Maintenance (BOM) Director Luis Mamitag; Bureau of Research and Standards (BRS) Antonio Molano, Jr.; Bureau of Equipment (BOE) Director Virgilio C. Arpafo; National Capital Region (NCR) Director Edilberto Tayao; National Building Code Development Office (NBCDO) Director Emmanuel Cuntapay; and representatives from the Philippine Institute of Civil Engineers (PICE), Association of Structural Engineers of the Philippines (ASEP), and Philippine Association of Building Officials (PABO). DPWH CARAGA REGION COMPLETES P4.74 B PROJECTS

  A total of P4.74 Billion worth of public works projects were completed in CARAGA region by the Department of Public Works and Highways. According to DPWH Region 13 Director Evelyn T. Barroso, 216 road projects and seven bridges totaling 63.519 lineal kilometers were completed to include the five road sections of Surigao-Davao Coastal Road Project; the Dinagat Island Road Network’s San Jose, Loreto and Dinagat sections and the construction of Hawilihan-Salug-Sinakungan Road Bolo-Sinakungan section at Esperanza, Agusan Del Sur. Director Barroso reported that based on the directive of Secretary Victor A. Domingo to fast track all pump priming and SONA projects, Region XIII has posted an actual accomplishment of 93.98% for SONA projects and 86.9% for the CY 2009 regional implemented projects. Under the SONA projects Program, 148.997 kilometers of national roads and bridges were constructed, improved and rehabilitated in the CARAGA Region. Region XIII has also accomplished 25 farm-to-market roads or posted an accomplishment of 98.53% and 100 DepEd Schoolbuildings with 97.75%). “These projects will pave way to economic development in CARAGA to generate more job opportunities as well as cater to the progress of agricultural business sectors in this part of Mindanao,” Barroso said.

DPWH COMPLETES P4 BILLION JAPAN ASSISTED ROAD PROJECTS

  The Department of Public Works and Highways reported the completion of three road projects with a total of P4 Billion jointly funded by the Japan Bank for International Cooperation and the Philippine Government, under Phase VI of the Arterial Road Links Development Project. These newly completed road projects are the P 1.16 Billion Suyo- Cervantes Road Project in Ilocos Sur and P 1.39 Billion Calbayog- Gatanguit- Road and P1.45 Billion worth Gatanguit-Calbiga Road Project both located in Western Samar. With the completion of these road projects, DPWH Secretary Victor Domingo said that the areas affected by these road projects will have more developed accessibility thus attracting investments and providing employment opportunities. The Suyo-Cervantes Road project involves the construction of 45 kilometers of concrete road and rehabilitation of 13 bridges. The Calbayog-Gatanguit Road Project includes the improvement and widening of 52.7 kilometers existing road, replacement of two bridges and rehabilitation of 13 other bridges, while the Gatanguit-Calbiga Road Project involves the improvement and widening of 59.5 kilometers of existing road, rehabilitation of seven bridges and installation of drainage facilities and slope protection works. Meanwhile, DPWH- Philippine Japan Highway Loan Project Director Maximo Carvajal said that the DPWH is still constructing other Japan assisted road projects such as the Ligao-Pio Duran Road Project in Albay, Cervantes -Mankayan-Abatan Road Project in Ilocos Sur and Benguet, Plaridel by-Pass Road in Bulacan, Marikina-Infanta Road Project in Quezon, El Nido- Bataraza Road Project in Palawan, Pandan- Libertad Road in Antique, Metro Iloilo Radial Road in Iloilo and Butuan City- Las Nieves-Esperanza- Bayugan Road Project in Agusan Del Norte and Sur for a total cost of P12.34 Billion.

DPWH PREPARES FOR EL NIÑO PHENOMENON

  In compliance with President Gloria Macapagal Arroyo’s order to all government agencies to prepare for the coming El Niño phenomenon, the Department of Public Works and Highways intensifies its activities on rainwater conservation. DPWH Secretary Victor Domingo said that in order to conserve the supply of water, the DPWH Task Groups for Rainwater Conservation will check and monitor the installation of rainwater impounding tanks in all DPWH regional and district engineering offices. Headed by DPWH Undersecretary Rafael C. Yabut, the Task Group for Rainwater conservation was created last March 2009 in compliance with Executive Order No. 774 also known as Reorganizing Task Force on Climate Change. “ In National Capital Region our district engineering offices has already installed the water tanks to collect rainwater which will be used in concrete cement mixing, equipment cleaning, roadside maintenance works and to water roadside ornamental plants” Yabut said. Meanwhile, Secretary Domingo, who is also the Chairman of the Manila Waterworks and Sewerage System, also said that they are now forming a technical team that will check all existing dams and plug leaks, if any before summer to prevent seepage.

DPWH SOUTHERN TAGALOG OFFICE COMPLETED 188 SCHOOL BUILDING PROJECTS FOR CY2009

  In preparation for the next school year, the Department of Public Works and Highways in Southern Tagalog Region has completed a total of 188 school building projects. DPWH Secretary Victor Domingo said that CALABARZON Area is one of the typhoon affected regions last year with numerous damaged school building structures that’s why during the last quarter of the previous year he instructed all the field engineers to speed up the implementation of on-going school building projects in the area. DPWH Region 4-A has received a total of P161 Million for the implementation of 194 school building projects. Two of which are still on-going while four are in pre-construction phase. Meanwhile, for CY 2009 programmed P6.8 Billion worth of projects, DPWH Region 4-A has completed a total of 677 various infrastructure projects. Topping the list of district engineering offices with the most completed project is DPWH Quezon 4th District Engineering Office which completed a total of 113 projects, followed by Batangas 2nd District Engineering Office with 105 completed projects. In line with President Gloria Macapagal Arroyo’s Job Generation Program, the DPWH Region 4-A has also generated a total of 36,391 employment opportunities among the local residents in the area. NORTHERN MINDANAO HAS COMPLETED 402 INFRA PROJECTS FOR CY 2009

  In line with the 10-point agenda of President Gloria Macapagal Arroyo to prioritize infrastructure projects responding to the needs of the people in northern Mindanao, DPWH Region X has accomplished 402 national roads and bridge projects in CY 2009. “As per Secretary Domingo’s directive, we are fast-tracking the implementation of our pump priming and SONA projects in order to sustain the positive movement of local goods and services through the farm-to-market roads, boost tourism activities and promote agricultural businesses in this part of Mindanao,” Dela Rosa said. The major projects completed are the Sayre Highway, Bukidnon costing P60M: the concrete reblocking of Butuan-Cagayan de Oro-Iligan City Road - P53.280M; and the Bukidnon-Davao City Road - P51.8M. Based on the monitoring report of the DPWH Bureau of Construction, Region X also has 200 projects having ongoing construction and 261 projects to be implemented. Among the ongoing projects and their costing and percentage of accomplishments are the Kapalong-Talaingod-Valencia Road, Davao Del Norte/Bukidnon costing P1.515B at 92.08%; Concrete Reblocking of Butuan City-Cagayan de Oro City-Iligan City Road - P500M at 98.5%; Improvement of Iligan Circumferential Road - P313.1M at 75.2%; Cagayan de Oro City Third Bridge and Access Road - P235M at 86%; Sayre Highway (paved to paved) - P199M at 91.2%; Cagayan de Oro-Talakag-Camp Kibaritan, Sto. Niño-Dagumbaan Section - P70M at 65.2%; Construction of a the New Lobog Parallel Bridge along Oroquieta-Plaridel Road, Plaridel - P60M at 95%; Construction of New Tipolo Bridge and approaches along Oroquieta City-Plaridel-Calamba-Sapang Dalaga Road, Plaridel - P50M at 85%; and the Kalilangan-Lampanusan Road, Poblacion Sabang Section - P50M 85%.

DPWH COMPLETES 674 INFRA PROJECTS IN BICOL REGION

  Aiming to boost its economy by providing the needed infrastructure facilities, the Department of Public Works and Highways in Bicol Region reported the completion of 674 various infrastructure projects programmed for CY 2009 costing P6.9 Billion. DPWH Secretary Victor Domingo said that the Bicol Region is one of the regions that has been alloted with big infra fund to support its needed infrastructure to sustain the growth of agricultural industry and provide more employment opportunities. For CY 2009, the DPWH Region V Office has completed 674 projects 155 of which projects are completed by the Camarines 3rd District Engineering Office and followed by the Camarines 1st District Engineering Office with 137 projects. In his report to Secretary Domingo, DPWH Region V Director Danilo Manalang said that 121 various infra projects programmed for 2009 are still on-going while 160 projects are in pre-construction phase. “ The implementation of the 2009 projects was affected by typhoons that visited our region in the last two quarters of the year. However, all the district engineering offices have already prepared their catch up plans in order to finish the projects before the second quarter of 2010” Manalang added. Meanwhile, in line with President Gloria Macapagal Arroyo’s job generation program, the DPWH Region V has generated a total of 61,755 employment opportunities to unemployed residents in the locality. These job opportunities are generated through the Economic Pump Priming Program of President Arroyo by providing a total of 99 various infra projects in Region V.

DPWH ZAMBOANGA PENINSULA HIGHLIGHTS 2009 ACCOMPLISHMENTS

  The Department of Public Works and Highways Zamboanga Peninzula exhibited strength in the implementation of projects that would spur the economy in the region in support of President Gloria Macapagal Arroyo’s commitment to deliver her Ten-Point Agenda. In 2009, DPWH IX steered by its mandate has implemented 1,231 projects with a funding amount of P8,324,659,500.00 for both current and carry-over projects. In his report to Secretary Victor A. Domingo, Director Pedro S. Herrera, Jr. said that the Regional Office had completed 982 projects with 182 on-going posting an actual accomplishment of 84.57% for CY 2009 region implemented projects and 99.09% for carry-over projects. Under the Regular Infrastructure Program, 1,218.806 kms of national road and 10,686.19 lineal meters of national bridges were constructed, improved and rehabilitated. The budget allocation for the region in 2009 was twice than that of the previous years especially for the SONA projects Zamboanga West Coast Road with an over-all accomplishment of 71.96% and Dapitan-Dakak Road with an accomplishment of 87.40%. DPWH IX also implemented 245 pump priming projects amounting to P2,160,405,162.30 with 183 projects completed and 61 projects still on-going. These projects were envisioned by President Gloria Arroyo to generate more job opportunities to displaced workers affected by the worldwide economic crisis. Director Herrera added that the regional office including its district engineering offices had been working doubly hard to realize the soaring needs for infrastructure development like better roads and bridges, additional school building projects, improved water supply systems and construction of flood control structures to facilitate economic growth and development in Zamboanga Peninsula. Thus, DPWH IX successfully placed 4th Nationwide Overall in project implementation and runner-up for the Most Improved Regional Office for CY 2009.

DPWH COMPLETES SPECIAL BUILDING PROJECTS FOR CY 2009

  The Department of Public Works and Highways Special Buildings - Project Management Office has completed three national building structures in Metro Manila in 2009 with a total cost of P305.7 Million. OIC-Director Emmanuel P. Cuntapay reported to Secretary Victor A. Domingo that these three major special building projects are the four-storey P26.283 Million Fertilizer and Pesticide Authority Building at Visayas Avenue, Quezon City; the P72 Million Second Floor of the new three-storey Tondo Medical Center in Balut, Tondo, Manila; and the three-storey P207.433 Million Medical Building and Parking with Roof Deck of the Philippine Heart Center at East Avenue, Quezon City. “With the completion of these structures, the public is assured of safe, prompt and continuous service,” Cuntapay said. Cuntapay added that SB-PMO has six other projects that are ongoing, these include the Department of Budget and Management Main Building in San Miguel, Manila (99%); the restoration of the burnt Bureau of Immigration Main Building in Intramuros, Manila (98.12%); the repair/renovation of the existing COMELEC Cottages in Baguio City (53%); and the three-storey MTRCB Building, Timog Ave., Quezon City (43.36%); and the P1.182 Billion Bureau of Treasury Building (Ayuntamento) in Intramuros, Manila with deferred Notice to Proceed pending issuance of Building Permit. Moreover, SB-PMOs’ eight pipeline projects for CY 2010 and their budget estimates include the Muntinlupa Hall of Justice Building, P130 M; National Commission for Indigenous People in Quezon City, P80 M; Insurance Commission, at United Nations Ave., Manila, P110 M; Department of Energy at Global City, Taguig, P1.0 B; Ombudsman Building in Diliman, Quezon City, P800 M; Philhealth, in Quezon City, P1.0B; National Commission for Culture and the Arts in Intramuros, Manila, P100 M; and the Cotabato Civic Action Center, P138 M.

DPWH-WESTERN VISAYAS BARES 2009 ACCOMPLISHMENTS

  In line with its mandate to support the national development objectives, the Department of Public Works and Highways – Western Visayas gears up in undertaking infrastructure implementation for the year 2009. In his report to Secretary Victor A. Domingo, Regional Director Rolando M. Asis said that as of December 2009, the overall accomplishment of the region is 70.32% surpassing the 68.49% target with 816 projects completed, 173 projects still on-going and 39 projects still to be implemented. In 2009, DPWH - Region VI has a total budget of P5,215,099,000.00 for 1,232 infra projects. However, only 82.70% of the total budget was released for the implementation of 998 projects. One hundred seventy (170) projects for FY 2009 were identified to be implemented in support of the Government Economic Resiliency Program (Pump Priming Projects) in the total amount of P3,125,399,000.00. To date, 151 projects are already completed and 19 are on-going, with an accomplishment of 89.24%. Aside from the Regular Infrastructure Budget, DPWH Region VI also implemented school building projects under the DepEd School Building Program, amounting to P96,338,600.00. A total of 143 school building projects were completed, 28 are on-going and 40 are to be started, accumulating an accomplishment of 99.66%. In addition, a total of 1,144 carry-over projects (FY 2007-2008) were also implemented, amounting to P1,529,764,900.00, from which, 1,137 are completed, 4 are still on-going and 3 are yet to be started. This leads to an accomplishment of 99.66% against the 100% completion target.

DPWH REGION 11 TOPS 2 MAJOR AWARDS FOR 2009

  In recognition of their consistent outstanding performance in fast-tracking the implementation of quality infrastructure projects and obtaining the highest percentage of improvement with exemplary accomplishments in areas of construction, maintenance and quality control, DPWH Region 11 Office has topped the Construction Team of the Year and the Most Improved DPWH Regional Office of the Year awards for CY 2009. In the recent celebration, DPWH Secretary Victor A. Domingo has commended DPWH Region 11 Director Osop L. Ali for effectively implementing the programmed DPWH pump priming and SONA projects. Based on the monitoring report from the DPWH Bureau of Construction, out of the programmed P4.686 Billion worth of projects or a total of 252 projects in the region, 155 are completed, 56 are on-going, while 41 were not yet started, garnering a total of 79.39% accomplishment rating. Director Ali also reported to Secretary Domingo that Region XI has accomplished 93.88% of all 97 pump priming projects worth P3.6 Billion. Moreover, two major SONA Projects worth P3.3 Billion are now 99.58% complete. The SONA Projects include the improvement/concreting of Kapalong-Talaingod-Valencia, Bukidnon Road and the improvement rehabilitation along the Surigao del Sur-Davao Oriental Coastal Road (Boston-Manay Section) Connecting the Davao del Norte and Valencia Bukidnon with 53 kilometers is the first class highway, Talaingod-Valencia Bukidnon Road. Meanwhile, the 87-kilometer Surigao del Sur-Davao Oriental Coastal Road will spark the tourism industry and enhance economic activities in its adjacent areas. Domingo also instructed all the DPWH regional directors to give emphasis on target setting to be able to implement projects effectively. “Based on the directive of Secretary Domingo, we had the cooperation of our staff and employees last year to immediately accomplish most of the programmed works. We also make constant coordination with the contractors and local government units to assure the immediate completion of projects” Ali said.

DPWH ADOPTS BIO-ENGINEERING PRODUCTS IN IMPLEMENTING INFRA PROJECTS

  In compliance with President Gloria Macapagal Arroyo’s Memorandum Circular No. 25-02, the Department of Public Works and Highways is now taking steps to support the usage of indigenous products and technologies in the implementation of infrastructure projects. In his Department Order No. 62, DPWH Secretary Victor Domingo has instructed all project and regional directors and district engineers to use coconut bio-engineering products/solutions in all DPWH projects/activities especially those projects involving slope stabilization, soil conditioning, soil erosion prevention and/or hydroseeding. “ We must fully support the program of the government to adopt relatively new indigenous products/technologies in our infrastructure projects that are specifically designed to prevent/mitigate the disastrous and devastating effects of natural calamities brought about by climate change” Domingo said. Domingo also said that the usage of the coco-fiber products in the engineering industry will not only be beneficial for the environment but it will also provide employment opportunities of the coconut farmers in rural areas. Among the primary usage of the coco-fiber products are as coco peat or coir dust and coconut fiber materials for soil conditioning and erosion control. A Certificate of Conditional Approval has already been issued by the Department to allow the usage of the above-mentioned products in DPWH projects.
