DPWH PRESERVES NEGROS NATIONAL ROAD

  The Department of Public Works and Highways has prioritized asset preservation as a sound policy of maintaining national highways and increase mobility to the travelling public. Secretary Rogelio L. Singson said that preserving roads thru preventive maintenance project is more cost effective before they reach the state of disrepair which will require bigger budget and more expensive works done on the road. In Negros Occidental Province, DPWH Negros Occidental 4th District Engineer Emmanuel Mendiguarin reported to Region 6 Director Evelyn T. Barroso the completion of 540 lineal meters preventive maintenance works in La Carlota City along Jct. Bagonawa-La Castella-Isabela Road. The project was completed within 24 calendar days in the amount of P5.9 million by Homeworld Construction Corporation. “This work has reduced the deterioration of the road and prolongs the service life, providing safe and convenient travel”, said Mendiguarin. Another project completed in La Carlota City was the 504 lineal meters construction of Bukros-Ayungon Junction Road undertaken within 60 calendar days by Silver Dragon Construction. In line with the program to help boost local tourism through improved land travel, Mendiguarin has also reported the full blast work for the upgrading/improvement of about 1,384 lineal meters portion of Bacolod South Road and 515 lineal meters Bacolod South Bypass Road both located in Bago City. Pave and improve roads leading to tourist complexes of the province of Negros Occidental will give support to President Benigno S. Aquino III administration’s tourism promotion program.

DPWH IMPROVES ACCESS TO GUIMARAS PROVINCE

  The national government is undertaking improvement of national highways in the Island Province of Guimaras to improve the public’s access to activities, goods and services. Department of Public Works and Highways Western Visayas Regional Office headed by Director Evelyn T. Barroso works hand-in-hand with Guimaras District Engineer Rolando Ubaldo in the upgrading the Guimaras Circumferential and Central Roads. The improvement through concrete paving of Guimaras Circumferential and Central Road is being undertaken on a multi-year utilizing the DPWH Regular Infrastructure Program Fund. Engineer Ubaldo said that road upgrading project from gravel to concrete is presently being undertaken by DPWH Guimaras District Engineering Office in San Lorenzo, Guimaras covering paving works of about 1,077 lineal meters roadway and under contract with JET Construction Supply in the amount of P28.9 million. Started in August 2, 2011, the project has already posted 12.10 percent completion, more than four (4) percent ahead of schedule and expected to be completed by November of this year. Similarly, the project for the rehabilitation/reconstruction/upgrading at intermittent section of Guimaras Circumferential Road in Jordan has progressed by 23 percent, more than 12 percent ahead of schedule. The project costing P31 million involves concrete paving works of about 720 lineal meters and 2,030 lineal meters asphalt paving. Under the 2011 Regular Infra Program, DPWH Region 6 which was given the authority to implement projects costing beyond P50 million has an P80 million appropriation for the paving of about 8 kilometers section of the circumferential road. With 8,228 lineal metes of the Central Road still gravel, DPWH Guimaras District Engineering Office has contracted with Shak Construction & Supply in the amount of P6 million the upgrading thru concrete paving of 423 lineal meters San Miguel-Constacia-Cabano-Igcawayan section which at 95 percent is on its final completion stage. The paving of roads in Guimaras Province is part of DPWH Secretary Rogelio L. Singson target program to increase the paved road density of highways in the Philippines needed to improve the global competitiveness of the country in terms of overall infrastructure quality and sustainable economic growth program to achieved the inclusive growth vision of President Benigno S. Aquino III administration.

DPWH GOVERNANCE REFORM GENERATES BILLION SAVING Temporary Delays in Project Implementation Attributed to Reforms

  Implementation of the Governance Reform and Anti-Corruption Program was given priority at the Department of Public Works and Highways (DPWH) in line with President Benigno S. Aquino III administration’s Anti-Corruption Policy. Secretary Rogelio L. Singson said that the DPWH Transformation Program has achieved major positive results, among which are: 1) more transparent and simplified bidding process that has resulted to bidders submitting on bidding date itself, only 5 documents against 20 documents in the past; and 2) actual savings of P2.5 Billion from the open, competitive and transparent bidding nationwide of 3,692 projects (civil works, goods, consultancy services) from July 2010 to May 2011. Total savings of roughly P6 to P7 Billion by the end of this year is expected by DPWH due to more transparent and competitive bidding which can then be utilized for other priority development projects To cite specific case, DPWH by adhering to competitive bidding and reducing indirect costs, was able to bid out the 7.53 km Plaridel By-Pass Road Contract Package No. 2 in Bulacan for only P543 Million in 2010, which was one-third of the cost of the similar 7.93 km Contract Package No. 1, which was bid out in July 2008. While the two projects are of the same road specifications, the cost of Contract Package No. 1 was 8.5% above the approved agency estimate while Contract Package No. 2 cost 23% lower than the agency estimate, saving a total of P163.2 Million. Under the reform policy, DPWH adopts prudent and objective selection of projects to ensure desired social outcomes are achieved. Secretary Singson said that because of the institutional reforms implemented during the first year of the PNoy administration requiring the preparation of detailed program of work for each capital outlay coupled by realignments requested principally by constituents and politicians, temporary delays was encountered during the first quarter of the year 2011 in the implementation of projects. “Instead of indiscriminate releasing of project funds which was a practice in the past, I require revisions in plans, program of work and detailed estimates of these realigned projects as one (1) project is totally different from other before they can be bid out”, said Secretary Singson. However, after resolving the causes of delays, as of end of July, of the 2,124 (Region/District and PMO Implemented) projects under the FY 2011 General Appropriations Act, 1,631 projects or 77% have been advertised, 1,516 projects or 71% were already bid-out and 1,255 or 59% have been issued Notice to Proceed valued at P24.16 Billion. In support to the government’s sustained economic growth and poverty reduction program, DPWH is targeting to make permanent all temporary bridges along national roads by 2016. Secretary Singson said that to achieve this target outcome over the Medium Term 2011-2016, the DPWH will undertake the replacement of about 8,544 lineal meters of temporary bridges nationwide. Allocation will also be provided for the reconstruction of 10,600 lineal meters of existing permanent bridges and the repair/rehabilitation of 104,293 lineal meters of bridges. By 2016, the present 31,242 kilometers length of national road network is being targeted to be 100% paved which involves the paving of 5,962 kms (1,443 kms-Arterial Roads & 4,519 kms-Secondary Roads) with a total investment requirement of P171.331 Billion from 2011 to 2016. Also, by 2016, about 4,626 kilometers damaged paved roads will be rehabilitated/reconstructed/ upgraded with a total investment requirement of P141.546 Billion. The desired outcomes can be attained if the needed funding support will be provided. Under the Public Investment Program for 2011 to 2016, DPWH is envisaging a total investment of P697 Billion pesos. Of the P697 Billion total investment requirement, P547 Billion (79%) is earmarked for the highways sector, P77 Billion (11%) for flood control works and P72 Billion (10%) for other projects.

DPWH TOGETHER WITH FRENCH AMBASSADOR TO OPEN BACOLOD FLYOVER

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson together with French Ambassador to the Philippines Thierry Borja de Mozota will lead on Friday (August 19, 2011) the inauguration of the Lacson Circumferential Flyover in Bacolod City. On hand to assist them in the unveiling of project marker are local officials led by Congressman Anthony T. Golez Jr., Negros Occidental Governor Alfredo G. Marañon Jr., and Bacolod City Mayor Evelio R. Leonardia. DPWH, which implemented the project, will also be represented by Undersecretary Rafael C. Yabut, Assistant Secretary Emil K. Sadain, Region 6 Director Evelyn T. Barroso and Project Director Oscar C. Villanueva of the President’s Bridge Program Office. The inauguration ceremony kicks off with the singing of the national anthem and invocation by the Bacolod City College Choir followed by the welcome remarks of Mayor Leonardia and messages from Secretary Singson and Ambassador De Mozota. Archbishop Vicente M. Navarra of the Diocese of Bacolod will bless the flyover which will be followed by the ceremonial drive thru and ribbon cutting by the officials. Lacson-Circumferential Flyover, the first constructed flyover in Negros Island, was originally targeted for completion by the end of the month of August 2011 but has been fast-tracked and completed one month ahead of schedule in order to ease the inconvenience brought about by the construction activities in the said busy intersection. This modular steel flyover consists of five (5) spans, four (4) piers on concrete bored piles with a total length of 195 lineal meters and 145 lineal meters approach roads. Implemented by the DPWH President’s Bridge Program Office under the Mega Bridges for Urban and Rural Development Project with funding assistance from the French Government, the flyover is envisioned to contribute in increasing road capacity to mitigate traffic congestion in Bacolod City, especially during milling season, where truckloads of sugarcane passes through this junction. The constructed flyover will also lessen the travel time of motorists and the commuting public by more than 30 minutes going to and from the New Silay Aiport as well as Banago Port, thus improving transport facilities and give boost to the tourism industry in Bacolod City also known as the City of Smiles. These are all in keeping with the President Benigno S. Aquino III administration’s thrust of strategic convergence of government projects that are aimed at poverty alleviation and countryside development. Another modular steel flyover being implemented by the DPWH-PBPO, the Puerto-Sayre Flyover in Cagayan de Oro City, is scheduled for completion by end of August 2011.

BANELA BRIDGE COMPLETION, ON TOP OF DPWH REGION 1 PRIORITY

  The Department of Public Works and Highways (DPWH) Region 1 Office is prioritizing the completion of Banela Bridge Project in Umingan, Pangasinan. According to DPWH Region 1 Director Veniedo O. Reyes, the bridge project which is being constructed over Banela River, connects the town of San Quintin and Umingan. Director Reyes recently inspected the project together with DPWH Regional Maintenance Chief Cornelio G. Amita, Project Engineer Jimmy Reyes and Resident Engineer Alfredo Cayabyab to see the progress of works for the project which when completed, will not only serve the eastern province of Pangasinan but also the nearby province of Nueva Ecija. Construction of the new bridge will replace the old dilapidated reinforced concrete deck girder bridge, which was constructed by the provincial government of Pangasinan. The project is in line with the DPWH target set by the leadership of Secretary Rogelio L. Singson over the period of six (6) years (2011-2016) to make permanent all temporary bridges along national roads which is about 8,544 lineal metes nationwide through replacement including reconstruction of 10,600 lineal meter existing permanent bridges and repair/rehabilitation of 104,293 lineal meters. “We will work on national roads and bridges upgrading in terms of quality and safety to improve the overall performance of Philippine infrastructure”, said Secretary Singson. Phase 1 of the Banela bridge, with the contract amount of P144. 251 Million includes all substructures, girders, diaphragms, partial slope protection and embankment at approach ‘A’, was completed on March 17, 2010. Under CY 2011 DPWH Infrastructure Program, the amount of P70 million was released for the implementation of Phase 2 to complete the bridge including the approaches and river dike protection. The project is implemented by the Construction Division of the DPWH-Region 1 Office.

DPWH EYES CAGAYAN DE ORO FLYOVER PROJECT COMPLETION BY END OF AUGUST

  The government is targeting to finish the P362.950 Million worth Puerto-Sayre Flyover in Cagayan de Oro City, three (3) months ahead of schedule. Envisioned to contribute immensely in increasing existing road capacity and to mitigate vehicular traffic congestion along Puerto-Sayre Highway Road and adjoining areas, the project is being implemented by the Department of Public Works and Highways’ President’s Bridge Program Office (DPWH-PBPO). President Benigno S. Aquino III, during his visit in Cagayan de Oro City last March 23, 2011, has tasked the DPWH to complete the project as soon as possible to provide solution to traffic gridlock at Cagayan de Oro City. With the DPWH Region 10 office providing assistance to PBPO in the clearing of obstruction and road widening when the construction activities commenced on March 28, 2011, the project has reached 85 percent completion to date. Undersecretary Rafael C. Yabut, DPWH Project Implementation Officers for Official Development Assistance-funded projects said the scheduled completion date for the Puerto-Sayre Flyover project is November 22, 2011 but the Department will try to complete the construction of this modular steel flyover by end of this month (August 2011). DPWH PBPO Project Oscar Villanueva said that the 195 lineal meter double lane permanent flyover project with five (5) spans modular steel, four (4) piers and 38.83 lineal meters road approaches is part of the Mega Bridges for Urban and Rural Development Project funded by the national government with loan from the French Government. Secretary Rogelio L. Singson said that the construction of the flyover is also in anticipation of the increasing population in the city and enhancing business opportunity, productivity and job generation. Puerto-Sayre Flyover is also one (1) of the two (2) flyover projects, with the other being the recently constructed Lacson-Circumferential Flyover in Bacolod City, started and completed under the one (1) year administration of President Benigno S. Aquino III. Assistant Secretary Emil K. Sadain, Assistant Secretary for Project Management Offices said that inasmuch as the project is made of modular steel component supplied by French Company Matiere, it has not caused much traffic congestion inasmuch as the center section of the highway is needed for working areas only. Nonetheless, DPWH seeks for public understanding for the inconvenience the work in progress has caused which is part of any development or new construction, but once the project is completed it will provide an effective solution to traffic congestion benefitting not only Cagayan de Oro but also other motorists headed to other parts of Misamis Oriental, Bukidnon and Lanao del Norte in Northern Mindanao.

DPWH REVIVES METRO ESTERO USING BIO-ENGINEERING TECHNOLOGY

  The Department of Public Works and Highways’ program to use coconet coir fiber as bio-engineering solution to help reduce flooding and soil erosion in the country is now also being adopted in the rehabilitation of esteros and other waterways in Metro Manila. Instead of using concrete structure along creeksides and embankments, the DPWH South Manila District Engineering Office has cooperated with other government agencies and civic organizations in rehabilitating Estero de Paco using cocofiber or coconets made from coconut husks as fender to soil erosion control, slope protection/stabilization, embankment and shore protection. The Estero de Paco Rehabilitation Project, stretching from Pedro Gil to Pasig River, is in line with the government’s flood prevention activities and enhancement program for the populace living within the area. Secretary Rogelio L. Singson said that coconet is suitable to line creekside because the material is known for its water absorption abilities and thus aids in the prevention of floods. DPWH use of coconet technology has been lauded by President Benigno S. Aquino III, as the use of this highly indigenous Philippine geotextile made from discarded coconut husks resulted to substantial government savings on budget for slope protection. The technology, cheaper to utilize than the concrete, is being used to strengthen and repair sloppy areas prone to landslides. Philippines’ mountainous topography makes soil erosion a regular problem. Using this bio engineering technology, also maintains the integrity of infrastructure projects, such as roads and bridges, added Secretary Singson.

DPWH SUPPORTS PROMOTION OF TOURISM IN GUIMARAS ISLAND WITH THE CONSTRUCTION OF TWO BRIDGES

  The Department of Public Works and Highways (DPWH) is undertaking construction of two (2) vital bridges in Guimaras Island in support to the national government’s program to develop and promote tourism in this scenic province of the Philippines. Under the implementation of the DPWH President’s Bridge Program Office are the constructions of Mantansic and Bugnay Bridges both with a total length of 28.80 lineal meters and located in San Lorenzo, Guimaras. DPWH PBPO Director Oscar Villanueva said these bridges consist of one span double lane and is part of the Mega Bridges for Urban and Rural Development Project of the President’s Bridge Program which not only link agriculturally productive areas of the province but also opened up opportunities to explore the island’s natural wonders. This is also in consonance with the convergence program of the DPWH under Secretary Rogelio L. Singson particularly on the construction of support infra for tourism destination being promoted by Department of Tourism. Utilizing bridging materials supplied by French firm Matiere, the construction of these bridges offers great help and convenience to the residents and open windows to economic opportunities. Started in May 3, 2011, the P32.474 million worth Mantansic Bridge is already 65 percent complete and expected to be open to vehicular traffic before the end of September 2011. On the otherhand, the P31.707 million worth Bugnay Bridge started in June 16, 2011 is already 50 percent complete and set for completion by the middle of November 2011. DPWH Undersecretary Rafael C. Sadain, in-charge of DPWH foreign funded projects said that funding for PBP’s Mega Bridges for Urban and Rural Development Project are sourced from loan agreement between the Government of the Philippines and French Government. The project not only improve accessibility to major tourist areas of Guimaras but also provide local employment since they are implemented by administration. President’s Bridge Program is at the helm of the many bridge-building projects for the country’s progress and development.

DPWH HOLDS PREQUALIFICATION CONFERENCE FOR PPP DAANG HARI SLEX PROJECT

  The Department of Public Works and Highways held its prequalification conference for the proposed Daang Hari SLEX Link Road Project at the DPWH Central Office training room, following the invitation to prospective bidders to prequalify to bid to finance, design, construct, operate, and maintain the project. Daang Hari-SLEX Link Road Project is a 3.68-kilometer toll road that will connect Bacoor, Cavite to the South Luzon Expressway, passing through the New Bilibid Prison Reservation. The P1.6 billion project, will complement the Cavite-Laguna-East-West Highway and will provide additional access for the increasing traffic between Metro Manila and Cavite. Among the participants in the conference are Undersecretary John Phillip P. Sevilla of the Department of Finance, Deputy Executive Director Cosette V. Canilao of the Public-Private Partnership Center; Executive Director Manolito P. Madrasto of the Philippine Constructors Association; SAVP Head Subsidiaries Abraham P. Sales of the Philippine National Construction Corporation; and representatives from the 16 prospective bidders namely CM Pancho Const., Optimal Infra, UEM Mara Phils. Corp., SLTC, MPTC, R-II Builders, Citra, MNTC, JDLegazpi, VT Lao, MTD Group, Monte Oro, CLP, MCI, CWE, EFC Ent., Ayala-MDC, CMMTC. During the conference, Secretary Rogelio L. Singson said that the bidding is open to all firms as DPWH is looking forward to have as many participants as possible. “The project will be awarded through competitive public bidding following the rules and procedures prescribed under the BOT Law,” he added. Bidding will follow the two stage/two envelope system for soliciting proposals for the BOT law wherein prospective bidders are first prequalified based on minimum legal, technical, and financial requirements set by DPWH. Only prospective bidders who prequalify are invited to bid for the project. DPWH Undersecretary Rafael C. Yabut said that the project is the next PPP to be offered by the government following the four-to-five-year operation and maintenance contracts for the Light Rail Transit Line 1 (LRT-1) and the Metro Rail Transit Line 3 (MRT-3). Other government’s priority PPP projects being offered include the Ninoy Aquino International Airport (NAIA) Expressway Phase II, and the North Luzon Expressway-South Luzon Expressway (NLEX-SLEX) Connector. The project includes purchase of the advance works of the previous project completed by Alabang-Sto. Tomas Development, Inc. (ASDI), financing and construction of the remaining works for Segment 1 of the Daang Hari SLEX Road which starts at junction Daang Hari-Daang Reyna, Elliptical Road or Rotunda (roads 1 to 6) km 0+000 and ends in Sta. 2+300, financing and design and construction of segment II which starts at Sta. 2+300 and ends in Susana heights Interchange through a roundabout; and the operation and maintenance of the entire Daang-Hari SLEX Link Road (Segment I and II) as an open-system tolled expressway.

FIRST FLYOVER IN BACOLOD CITY COMPLETED

  Construction of the pre-fabricated modular permanent flyover in Bacolod City has been completed. The Department of Public Works and Highways announced that the construction of Lacson-Circumferential Flyover, the first flyover project in Negros Occidental, has been completed one month ahead of schedule. Implementing office DPWH-President’s Bridge Program Office headed by Project Director Oscar Villanueva pushed for the early completion of the P365.436 Million worth flyover following the instruction of Secretary Rogelio L. Singson in order to help immediately decongest traffic in the urban city of Bacolod. Bacolod City is further expected to experience congestion problem and influx of people with the construction of Bacolod North Terminal, vibrant tourism industry, busy Bacolod-Silay Airport, construction of new Banago Port, flourishing commerce and industry and increased agricultural production particularly from the sugar plantations. Funding for the construction of the 195 lineal meters flyover made of five (5) spans four (4) piers on concrete bored piles and with 145 lineal meters approach road which is part of the Mega Bridges for Urban and Rural Development Project was sourced from a loan agreement between the Philippine and French Governments. Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain, Project Implementation Officers for Official Development Assistance-funded projects, said that the completion of this project in Bacolod, known in the Philippines as the City of Smiles, also provide support to the DPWH convergence program with Department of Tourism for support infrastructure for strategic tourism destination. The project also gives boost to the development projects of Department of Transportation and Communications (DOTC) by providing speedy access to designated airports and RoRo ports.

THREE INFRASTRUCTURE PROJECTS IN PAMPANGA TO BE INAUGURATED ON AUGUST 11

  Completed road widening project, bridge reconstruction works, and river dredging activities of the Department of Public Works and Highways (DPWH) in the Province of Pampanga will be formally unveiled on August 11, 2011. The widening of Gapan –San Fernando-Olongapo (GSO-1) Road, reconstruction of Sta. Cruz Bridge 1 and dredging of Porac Gumain River with a total costs of P1.198 Billion and funded by the Philippine national government with assistance from Korean Economic Development Cooperation Fund will be inaugurated by DPWH Secretary Rogelio L. Singson and Korean Ambassador to the Philippines Hye-Min Lee. These three (3) projects were implemented by the DPWH Korean Economic Development Cooperation Fund/Mt. Pinatubo Emergency-Project Management Office (KEDCF/MPE PMO) under overall supervision of Undersecretary Rafael C. Yabut, Project Implementation Officer for Official Development Assistance-funded projects and Assistant Secretary Emil K. Sadain, in-charge of PMO operations. Widening of GSO-1 Road from two (2) lanes to four (4) lanes considerably improved the traffic condition along this trunkline highway that connects Pampanga with provinces of Nueva Ecija, Zambales and Bataan in Central Luzon. The project covers asphalt concrete paving 100 millimeter thick and portland cement concrete paving 350 millimeter thick of about 20.3 kilometers (with exceptions), widening of road to four (4) lanes or 13.4 meter width, and shoulder works 2.5 meter width on both sides. This cost effective and time saving project of the DPWH also involves the upgrading of carriageway to prevent highway flooding and provision of auxiliary lanes/service roads at minor and major intersections. Works for the Sta. Cruz Bridge 1 involves reconstruction of a 263 lineal meter bridge made of eight (8) spans to accommodate four (4) lane vehicular flow. On the otherhand, dredging works for Porac Gumain River at 1.5 kilometers downstream and 4.5 kilometers upstrream of Sta. Cruz Bridge 1 have accumulated about 831,000 cubic meters of lahar sediments. According to KEDCF-PMO Director Jose Ong, the dredged quantity resulted to smoother flow of floodwater. Assistant Project Director Isabelita Manalo of the Mount Pinatubo Emergency-PMO said that the dredging activities completed by the contractor Shinsung Engineering & Construction Company Limited which also undertook the two (2) other completed projects (GSO-1 Road widening and reconstruction of Sta. Cruz Bridge 1) minimizes the threat of floodwater spilling over/inundating nearby barangays experienced in the past.

SAMAR PEACE AND PROSPERITY ROADS TO START SOON

  New roads dubbed as “Peace and Prosperity Roads” will soon start this year to arrest insurgency problem in Samar. Following the instruction of Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson, the DPWH Northern Samar 1st District Engineering Office undertook preliminary survey in identified “Peace and Prosperity Roads”. Subject of the preliminary surveys and considered part of the peace and prosperity roads are the 35 kilometers San Isidro-Lope de Vega Road , 9.8 kilometers Bangkerohan-Galutan-Imelda-Hinatad-Mckinley Road, and 20 kilometers Trujillo-Duran-Gemaraganan Road in Northern Samar. Two (2) more roads namely the 12.1 kilomerers Polangi-Gebulwangan-Quezon-Trangue-Mabini Road, and 13.5 kilomers Colab-og – Lugib – Buenasuerte – Pasabuena – Maxvilla Road are also included in the Samar Peace and Prosperity Roads. Region 8 Director Rolando M. Asis said that detailed engineering will immediately be carried out following the completion of the pre-construction survey which will be undertaken by the Regional Office and Northern Samar 1st District Engineering Office. The new roads will be all weather gravel that will connect the hinterlands of Samar Island where at present people are experiencing difficulty to travel to the centers of trade and commerce. Realization of these road projects will also facilitate generation of employment in the project area. The DPWH in close coordination with the Regional Offices of the Department of Social Welfare and Development and the Department of Labor and Employment has adopted a community based employment program of hiring unskilled and skilled workers from the local community where the projects are located.

DPWH TO CONSTRUCT RAINWATER COLLECTION SYSTEMS IN 26 SCHOOLS IN EASTERN VISAYAS

  The Department of Public Works and Highways (DPWH) is spearheading the construction of rainwater collection systems in public schools in support of President Benigno S. Aquino III administration’s climate change adaptation program. Secretary Rogelio L. Singson said that the Philippine government seeks to combat the diminishing fresh water supply due to over extraction of groundwater, water pollution, inefficient water infrastructure, and prolong dry season by promoting water conservation. The priorities for this project are schools without access to potable water facilities. However, if there is no public school compound qualified, public markets may be considered as a second option. In Eastern Visayas, about twenty six (26) initial public schools will benefit with the construction of rain water collection systems that also promote water conservation among the students. The projects intended for Region 8 is part of the P38.4 million nationwide allocation to push through an adequate water supply as mandated in Republic Act 6716 signed into law on March 1989. The initial P38 million nationwide budget will be distributed to the more than 180 DPWH district engineering offices nationwide. According to DPWH Region 8 Director Rolando M. Asis, the project is ideal in Eastern Visayas especially that the region experienced a lot of rains and many schools don’t have enough water supply for cleaning purposes. A memorandum was signed between DPWH and Department of Education to ensure proper maintenance of water collection facility to be constructed. Water collection systems will be set up in Vicente Gorgonia Elementary School in Tacloban City; Higatangan National High School in Naval in Biliran; elementary schools in Caghalo, Baruguhay, Manloy, Sta. Fe, and Tangna in Carigara, Leyte; Villaba North Central School, Cahigan Elementary School, and Libagong Elementary School in Villaba, Leyte; Calubian Central School in Calubian, Leyte; Brgy. Candelaria Elementary School in Matag-ob, Leyte; Brgy. Tugbong Central School in Kananga, Leyte; San Vicente Elementary School in Alangalang, Leyte; San Antonio Public School in Palo, Leyte; Canap Public School in San Miguel, Leyte; San Vicente Elementary School in Tolosa, Leyte. Also included are Panan-awan Elementary School, Tomoy-tomoy Elementary School, and Butuan Elementary School in Maasin City; San Joaquin Elementary School in Calbayog City; Catarman II Central School and Bangkerohan Elementary School in Catarman. Northern Samar; Rawis National High School and P. M GETA Elementary School in Laoang, Northern Samar. Among the types of rainwater collection system is the reinforced concrete ground storage tank that has a capacity of 8,000 liters of water, reinforced steel ground storage tank with 4,000 liters capacity, plastic container tank with 4,000 liters and the concrete stage storage tank with 60,000 liters capacity.

BY-PASS ROAD PROJECT IN PALO, LEYTE NOW ON ITS COMPLETION PHASE

  Concreting works has commenced for the remaining 407 lineal meter gravel portion of the Palo East By-Pass Road Project in Palo, Leyte. The concrete paving project of the Department of Public Works and Highways, as an alternate route for motorists going to Luzon and Mindanao, is anticipated to ease traffic congestion along Bernard Reed Bridge I. Under phase 4 or completion stage of the Palo East By-Pass Road which has a programmed amount of P18.5 Million for the concrete paving activity also includes the channelization of entrance with 4 turn-outs for both sides/ends of route at Barangay Salvacion, Palo, Leyte The construction of Palo East By-Pass Road project located at Brgy. Baras, Palo, Leyte is part of the DPWH Arterial Road Links Development Project started sometime in 2007 by the DPWH Region 8 at an initial amount of P60 Million. In 2009, Phase 2 which covers the concrete paving of about 476 lineal meters gravel road, 6.7 meters wide and 0.23 meter thick, construction of about 58 lineal meters slab of the bridge, channelization of island at Brgy. Baras, Palo, Leyte was completed at a cost of P20 million. The concreting of 609 lineal meters roadway from Abutment “B” to Brgy. Salvacion, Palo, Leyte with with exceptions was completed in September 2010 under the P31 Million project appropriation. The construction of by-pass roads is among the government’s program to alleviate heavy traffic congestion problem in heavily travelled corridors. Smooth and convenient travel along the Palo East By-Pass Road will also contribute to the socio-economic development of the area.

LEYTE BRIDGE REPAIR WORKS COMPLETED

  Rehabilitation works for the 20 year old Mainit bridge along Palo-Carigara-Ormoc Road, in Alangalang, Leyte has been completed by the Department of Public Works and Highways (DPWH). In his report to DPWH Secretary Rogelio L. Singson, DPWH Region 8 Director Rolando M. Asis said that the P15 Million rehabilitation and strengthening of the 3 spans or 77.10 lineal meters composite I-beam of Mainit Bridge was already completed. The rehabilitation project undertaken by ACME Builders Corporation will ensure safe and convenient travel for road users. Prior to the repair works, corrosion on the steel members of the bridge were noted including missing of some bolts, and severe corrosion of bottom chord of the steel beam particularly at the left portion of pier 1. Further structural analysis at the then old bridge has revealed breaking up of some of the welded portion of the steel members causing a portion of the left lane of bridge deck to settle by approximately six (6) inches and scouring at the riverbed. Funding for the immediate rehabilitation were taken from the FY 2010 General Appropriations Act specifically under the funds for the rehabilitation/replacement of damaged bridges along national roads. Palo-Carigara-Orrmoc Road is one of the roads of strategic importance in Eastern Visayas connecting Luzon, Visayas and Mindanao areas. The improvement of Mainit Bridge now enables the faster delivery of goods and services between Tacloban City and Ormoc City.

RURAL ROADS CONNECTING ILOILO AND ANTIQUE BOON TO TRAVELERS

  Transport of goods and services between the two (2) provinces of Iloilo and Antique in Western Visayas Region has greatly improved with construction of Boundary Antique/Iloilo-Anini-y-V. Jimenez Road by the Department of Public Works and Highways (DPWH). The 41 kilometers road project is another transport link to the province of Antique via the coastal road, from Tolas, San Joaquin, Iloilo to Anini-y, Antique. The project, costing P852.8 Million is part of the Rural Road Network Development Project Phase III funded under the loan agreement between the Government of the Philippines (GOP) and Japan International Cooperation Agency (JICA). DPWH Region 6 Director Evelyn T. Barroso said that this road project provides solution to transportation problem in the past particularly the road connecting the Provinces of Antique and Iloilo during rainy season owing to the unstable road foundations of the mountain portion of the Iloilo-Asluman Road. This road problem has greatly affected the transport of goods and services between the two (2) provinces, as well as, accessibility to vital government institutions and the delivery of basic government services. In his report to Secretary Rogelio L. Singson and DPWH Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain, Project Implementation Officers for Official Development Assistance-funded projects, DPWH-Rural Road Network Development Project-Project Management Office (DPWH-RRNDP-PMO) Director Gil Villanueva said that the project to date is already 93 percent completed. Construction activities under contract with China Wuyi Company Limited and Katahira & Engineers International with Demcor Inc. and Proconsult Inc. as project consultant involves rehabilitation of existing 5.582 kilometer portland cement concrete pavement, concrete paving of about 24.458 kilometers existing gravel road 230 millimeter thick and 6.10 meter wide, and construction of a 10.80 lineal meters bridge and approach. Project Director Villanueva said three (3) more bridges namely Mapatag, Pacuan and Toblas Fornier are set for construction/rehabilitation as additional work for the project which is now subject approval. Secretary Singson said that the completion of this road project in Panay Island is in line with the DPWH strategic road map of increasing mobility and total connectivity between provinces which supports President Benigno S. Aquino III program of sustained economic growth and poverty reduction.

EASTERN VISAYAS ADOPTS COCONET BIO-ENGINEERING TECHNOLOGY FOR INFRA PROJECTS

  The Department of Public Works and Highways (DPWH) is vigorously pursuing the application of coco nets and coir to stabilize slopes along the national highways in Eastern Visayas Region. DPWH Region 8 Director Rolando M. Asis is proposing a P32.9 million budget to finance about 58 projects in the region with an estimated area application of 208,205 square meters that require this bio-engineering technology. Asis said that he has instructed all the District Engineers of Region 8 to put coco nets in all areas of the national roads where it is needed. Of the 58 projects, sixteen (16) are in Southern Leyte, fifteen (15) in Leyte, twelve (12) in Northern Samar, seven (7) in Eastern Samar, six (6) in Samar, and two in Biliran. Southern Leyte and Leyte have the most number of proposed projects due to unstable soil conditions attributing to occurrence of landslide especially during rainy season. Coco nets will help a lot in slope stabilization, soil conditioning, soil erosion prevention and river bank protection. Installation of coco coir will be prioritized roadsides of national highway with steep slope, added Asis. Earlier, Secretary Rogelio Singson said that instead of concrete creeksides and embankments, coco nets made from coconut husks are to be tapped to prevent landslides. Coco nets are derived from the fibrous husks of coconuts. The fiber extracted from discarded coconut husks, which is commonly called coco coir, has to undergo further twining and weaving for it to become a geotextile. Under the system, coco fiber nets are laid on the eroded area and initially, grasses are planted. The coco fiber will hold the grasses that will prevent the land from eroding and being washed away during rainfall. After about three (3) to six (6) months, vegetation can already be seen. This will make the soil more stable. The realization of these projects to many people in the area will benefit in terms of labor in the installation of coco nets and processing of raw materials in communities. Secretary Singson said that adoption of this bio-engineering technology will not just mitigate problems during natural calamities but will also improve the lives of people in the rural area.

1st DPWH - BANTAY LANSANGAN FAIR LAUNCHED

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson together with Bantay Lansangan Executive Director Vincent Lazatin today (August 1, 2011) launched the 1st DPWH-Bantay Lansangan Fair. This two (2) day fair with the theme “Paninindigan sa Daang Makatuwiran” is in line with the DPWH transformation framework particularly the Department’s partnership with Civil Society Organizations (CSOs) by recognizing their importance as vital partners in the implementation of the government’s programs and projects. For the past three and half years, the DPWH partnered with Bantay Lansangan in instituting reforms at the Department in an effort to eradicate or reduce the vulnerabilities of corruption. Bantay Lansangan is a partnership that seeks to mobilize a multi-sectoral group composed of non-government, private stakeholders, and official development partners to work with the DPWH and other government agencies. In his message, Secretary Rogelio L. Singson said that the presence of Civil Society Organizations like Bantay Lansangan will facilitate the general public’s better understanding and appreciation of the transformation efforts of the agency anchored on the management philosophy “doing the right projects at the right cost and right quality”. DPWH gains in its reform effort which is a result of active CSO participation in monitoring the agency activities were cited by President Benigno S. Aquino III at his 2nd SONA speech. The partnership between concerned road sector stakeholders and the DPWH enables the delivery of quality road services responsive to users' needs, through the efficient and transparent use of public resources. The main highlight of the fair is the series of lecture discussion of case studies conducted by Bantay Lansangan together with their academic partners such La Salle Institute of Governance, Atenao De Manila University and University of the Philippines- National Center for Transport Studies. Participants of the lecture series include the 16 DPWH Regional Directors together with at least three (3) District Engineers per Region, five (5) Bureau Directors with together with three (3) Division Chiefs, and six (6) Service Chiefs together with three (3) Division Chiefs. Topic includes “Mapping of Vulnerabilities Study”, a lecture study that identifies those processes and procedures in the road development cycle that cause inefficiency and are vulnerable to corruption; and “The Need for an Infrastructure Roadmap”, a discussion on the present framework that guides government’s long term investments, policies and projects in infrastructure, highlight the key concepts and processes involved in the formulation of an infrastructure master plan, identify gray and problematic areas and provide recommendations to move forward. Meanwhile, “Political Interference in Infrastructure Projects” will be discussed in the third lecture that includes the scoping study/report explored the link made by existing literature between political interference and the mismanagement of infrastructure projects, particularly those of transport infrastructure. Among the member organizations of Bantay Lansangan are Road Users, Governance Advocates, Road Service Providers, National Road Asset Managers, Government Partners, Regulators and Enforcers, Centers of Expertise, Development Partners, as well as friends from the Media. The partnership will increase transparency and access to information and monitor DPWH performance in delivering national road services. It is expected to reduce transaction costs for road construction and maintenance, improve response times for maintenance, increase road user satisfaction, and improve the public perception of DPWH.

DPWH-LEYTE LGU SIGNS MOA FOR RAQUIZA BRIDGE REPLACEMENT

  The Department of Public Works and Highways has entered into a memorandum of agreement with the Local Government Units of Leyte to paved way for the replacement of old Raquiza Bridge linking the municipalities of Isabel and Palompon in the 4th Congressional Distrit of Leyte. Signing the memorandum of agreement are DPWH President’s Bridge Program Office (PBPO) Director Oscar Villanueva, DPWH Leyte 4th District Engineer Lino Francisco C. Gonzales, and Mayors Saturnino Medina and Ramon Onate of the municipalities of Isabel and Palompon, respectively. The old concrete Raquiza Bridge has outlived its service life and design standard since due to its low structure and with the construction of elevated concrete roads, the bridge has easily submerged in flood water. Also because of the low elevation of the existing bridge, logs and debris carried by the flowing river are trapped by the structure causing the water to overflow and the road way unpassable. The signing of memorandum of agreement between DPWH PBP and the concerned local government units duly concurred by Congresswoman Lucy Torres-Gomez towards partnership in project implementation will facilitate the realization of the construction of a new 28.8 lineal meters two (2) lane steel bridge. According to Region 8 Director Rolando Asis, flooding at Raquiza Bridge and the clogged up debris had always been a perennial problem of the DPWH Leyte 4th District Engineering Office, especially during the rainy season and heavy downpours. The replacement of Raquiza Bridge has become a priority project of DPWH since it had posed danger to the safety of the residents of the area and the traveling public. The proposed project is also in pursuant to President Benigno S. Aquino III administration’s program of sustained economic growth and poverty reduction. DPWH under the leadership of Secretary Rogelio L. Singson targets over the medium term 2011-2016 the reconstruction of 10,600 lineal meters of existing old permanent bridges and undertake repairs/rehabilitations of about 104,293 lineal meters in consonance with the sectoral goal of safe environment through infrastructure facilities. During the construction, a detour bridge and passage will also be constructed to ease the flow of traffic while the two lane new bridge is underway.

DPWH FORMS RESETTLMENT TEAM FOR MCC-FUNDED SAMAR ROAD PROJECT

  The Department of Public Works and Highways (DPWH) has formed an Implementation Team for the effective implementation and completion of Resettlement Action Plan (RAP) of the Millenium Challenge Corporation (MCC) funded Wright-Taft-Borongan-Guiuan Road or Samar Road Rehabilitation Project. Secretary Rogelio L. Singson said that formation of the RAP Implementation Team will ensure the effective implementation and completion of the resettlement action plan for the Samar Road Rehabilitation Project which is part of MCC’s Secondary National Roads Development Project at least one (1) month before the civil works start which is set on June 2012 for sections A1 and B1, September 2012 for Sections A2 and B2, and December 2012 for Sections A3 and B3. Through better RAP plan specifying the procedures it will follow and the actions it will take to properly resettle and compensate affected people and communities, the adverse effects of government projects are properly mitigated, added Secretary Singson. The RAP Implementation Team will be headed by Director Criste Z. Navida of the DPWH Environmental Social Services Office with Samar 2nd District Engineer Nestor L. Pagasartonga and Eastern Samar District Engineer Pacita C. Gavan acting as Assistant Team leaders for Package A with eight (8) other members and Package B also composed of eight (8) other members, respectively. The Team will undertake formation and orientation of the Municipal Resettlement Implementation Committee and disclosure of the Resettlement Policy Framework to the stakeholders and Local Government Officials. They will also spearhead the conduct of orientation on the resettlement policy framework, resettlement action plans, grievance mechanism and monitoring as well as assist the resettlement team consultants in the tagging/delineation of affected areas/cost estimates/consultation meetings with project affected persons, and disclosure of an process payment of compensation package. The Samar Road Rehabilitation Project costing 214 Million U.S. dollars is among the three (3) grant projects by the Millennium Challenge Corporation, a federal corporation of the United States, to help facilitate poverty reduction through economic growth in the Philippines. DPWH Undersecretary Rafael C. Yabut said that the rehabilitation of about 220-kilometer road connecting Samar and Eastern Samar including improvement of the road from Borongan City, Eastern Samar’s capital, to a tourist destination in Guiuan municipality will be supervised by the Millennium Challenge Account – Philippines (MCA-P) supported by the DPWH Project Management Office for the Millennium Challenge Corporation (DPWH-PMO-MCC). The road that will be rehabilitated cuts through the town of Paranas in Samar as well as Taft, Sulat, San Julian, Borongan, Maydolong, Llorente, Hernani, Gen. MacArthur, Quinapondan, Salcedo, Mercedes and Guiuan in Eastern Samar.
