The Department of Public Works and Highways (DPWH) is set to start the implementation of its projects programmed for 2012 costing P125.5 Billion with its procurement activities done as early as during the fourth quarter of 2011.
“The early procurement, short of award, shall facilitate the start of project implementation during the first quarter of 2012,” Secretary Rogelio Singson said as he directed the DPWH field officials to fast track the bidding of projects in their areas of responsibilities.
"With the Department of Budget and Management’s (DBM) plan to comprehensively release project funds by January 2012, we have to be ready to implement these projects to avail of the good weather condition during the first three months of the year,” Secretary Singson said. 2012 budget implementation will be very different from 2011. Most of the projects will be awarded early this first quarter of 2012.
According to Secretary Singson, DPWH is allotted a total of P125.5 Billion under the General Appropriations Act or GAA, an increase by 13.5% from its 2011 budget of P110.6 Billion. DPWH remains second in terms of budgetary allocation behind DepEd.
“We shall be focusing on the upgrading of the national roads in terms of quality and safety,” said Secretary Singson.
Of the 2012 DPWH budget, P29.7 Billion will be spent for the rehabilitation and maintenance of national roads and bridges, P15.9 Billion for the upgrading and paving of 809 km of national roads, P38.5 Billion to construct 6,229 km of new roads and 15,292 linear meters of new bridges.

DPWH USES P4.515 MVUC FUNDS FOR ROAD MAINTENANCE AND ROAD SAFETY PROJECTS |

Public Works and Highways Secretary Rogelio L. Singson has assured the vehicle owners that the Motor Vehicle User’s Charge or MVUC they paid as registration fee shall be strictly used to serve its purpose.
“Road users are entitled to the services they pay in terms of smoother, faster, and more convenient travel and road safety” Secretary Singson said.
“I have directed the DPWH field officials to ensure that MVUC funds are used solely for preventive road maintenance. Road safety devices should be installed in critical road sections to ensure safe travel or to locations called ‘black spots’ along national roads,” added Secretary Singson.
“Black spots” are identified sections of national roads where accidents often occur and are recorded in the DPWH’s Traffic Accident Recording System or TARAS. TARAS determines the road sections where to put engineering interventions to address the occurrence of road accidents.
“No more double decker guard rails, no more cat’s eyes on just any road, no more chevron lined up like fences along the roads,” Secretary Singson said. “These road safety devices should be installed where they are needed,” he said.
The Department of Budget and Management has recently released an additional amount of P4.515 Billion MVUC funds for national roads. The amount of P4.13 Billion is allotted for preventive road maintenance while P385 Million shall be utilized for road safety devices.
RA 8794 titled “Motor Vehicle User’s Charge Act,” mandates the payment of motor vehicle user’s charge (MVUC) by motor vehicle owners. The MVUC funds are allotted for the maintenance of national and provincial roads to ensure satisfactory service to road users, economic road transport operations, and the preservation of road assets.
The following amounts are released for preventive maintenance of national roads : NCR – P530 M; CAR - P100 M; ARMM - P110 M; Regions I - P270 M; II - P100 M; III- P315 M; IV-A - P495 M; IV-B- P140 M; V - P390 M; VI - P396 M; VII - P265 M; VIII - P230 M; IX - P160 M; X - P224 M; XI - P185 M; XII - P100 M; and, XIII - P120 M.
For road safety devices, DBM has released the following amounts : NCR – P50 M; CAR – P20 M; ARMM – P10 M ; Regions I – P65 M; II - P35 million; III- P40 million; IV-A - P70 million; VI- P25 million; VII- P10 million; VIII- P20 million ; X- P30 million; and XIII - P10 million.
The MVUC funds shall also help stimulate economic activities in the countryside, Secretary Singson said.

DPWH TO START REHABILITATION OF OLD SALES BRIDGE /VILLAMOR BRIDGE |

Public Works Secretary Rogelio L. Singson has announced that the DPWH-Urban Roads Project Office-Project Management Office (URPO-PMO) will start the rehabilitation of Old Sales/Villamor Bridge including the upgrading of Pasong Tamo/Lawton Avenue/Juliano Avenue Junction on January 3, 2012.
Secretary Singson said that the P60.38 Million project will improve the structural integrity of Old Sales/Villamor Bridge and the traffic flow (traffic system) at the bridge and nearby intersections adjacent to other major thoroughfares like the South Luzon Expressway, SLEX East and West Service Roads, Sales St., and Pasong Tamo Extension.
“Since Sales/Villamor Bridge was constructed in the early 70s, we need to rehabilitate it to cope with the current loading standards to resist seismic forces,” said Secretary Singson.
Director Mariano Alquiza of URPO-PMO said that the project also includes the upgrading and widening of intersection at Pasong Tamo/Lawton Avenue/Juliano Avenue and the loop configuration of the Rotunda and relocation of the weighbridge near Aeronautics School Gate in Villamor.
The project aims to improve the geometrical configuration of Sales Interchange Quadrant II ramp that will eventually improve the access and travel time at the intersection leading to Terminal III.

DPWH REPORTS ITS 2011 MAJOR ACCOMPLISHMENTS |

A total of 10,254 projects consisting of roads, bridges, flood control structures and other infrastructure have been completed by the Department of Public Works and Highways (DPWH) under its year 2011 and prior year’s budget costing P44.485 Billion in government’s funds.
This comprises the paving, rehabilitation, maintenance, construction and other related road activities of 2,354.723 km of national roads; replacement, rehabilitation and construction of new bridges with a total length of 5,220 linear meters, 1,446 km of local roads and 1,698 lineal meters of local bridges; and, 826 flood control and drainage structures.
By 2014, the DPWH aims to pave 100% of the 15,872 km of national arterial roads, with the concrete paving of 1,443 km and the rehabilitation, widening, upgrading or construction of 2,828 km.
By 2016, the DPWH also aims to pave 100% of the 15,370 km of national secondary roads and to make a total of 345,978 linear meters of national bridges permanent. This involves the paving of 4,518 km and rehabilitation of 1,798 km of these national secondary roads, and the replacement of 10,935 linear meters of temporary bridges, reconstruction of 10,954 lineal meters of existing permanent bridges, and the repair and rehabilitation of 40,675 linear meters of national bridges.
Under its Public-Private Partnership (PPP), the DPWH has also successfully bid out this year the Daang Hari-South Luzon Expressway project wherein the Ayala Corporation submitted the higher bid of P902 Million which include the 30-year operation and maintenance concession period and a 16-month design and construction within 2012 and 2013. Construction of the project’s segments 1 and 2 will start on February 2012.
For the year 2011, DPWH was able to hire 61,682 workers for its construction related projects.
As of November 2011, out of P144.39 Billion allotment received, 66% or P95.57 Billion has already been obligated. A total amount of P85.41 Billion, including obligations of prior years, has been disbursed but this is expected to increase to P100 Billion disbursement by end of the year.
The disbursed amounts for DPWH projects had created economic activities and job opportunities in the countryside where the bulk of these projects are located.

Public Works and Highways Secretary Rogelio L. Singson is calling the attention of contractors undertaking DPWH projects to complete the data in the project billboards as per DPWH Department Order 37 series of 2010.
“I noticed that some projects do not have the required project billboards. In some instances, the information in the project billboards installed are not complete with no date of completion, worse, no data on the project cost,” Singson said. “This practice defeats the purpose of installing these project billboards to inform the public as part of our transparency efforts,” added Singson.
As per DPWH department order, project billboards should be installed in all on-going projects for the information and guidance of the citizenry.
”I will see to it that project billboards with incomplete data shall form part of the contractors’ performance as required,” he said.
Singson has directed the DPWH regional directors, project directors and district engineers to monitor the compliance of these contractors, otherwise, they shall also be held accountable.
He explained that project billboards should contain information on the name of the contractor, date started, contract completion date, contract cost, name of consultant for foreign-assisted projects, the DPWH implementing office, and the source fund.
Singson also reiterated his previous directive not to include the names or pictures of personalities or politicians in the standard DPWH project billboard, even for projects funded under the Priority Development Assistance Fund or PDAF.
“I am enjoining the public to help us in monitoring the progress of these on-going projects, and if they notice that there are defects or misdemeanors in the construction methods used in the project, the general public should report to us through the telephone numbers provided in the project billboards or call us through the DPWH hotline 165-02,” Singson added.

The Department of Public Works and Highways has successfully bidded out and will award the Daang Hari-South Luzon Expressway (SLEX) Link Road Project, the first Public-Private Partnership (PPP) Project under the Aquino administration, to the winning contractor on December 22, 2011.
Secretary Rogelio L. Singson said that the P1.956 billion is the first PPP priority project that was successfully bid out by the national government.
After the opening of the financial proposals of the two prequalified bidders today (December 15, 2011), BAC Chairman Undersecretary Rafael C. Yabut announced that Ayala Corporation has the highest bid of P902 Million compared to the P608 Million bid of South Expresslink Corporation, a consortium made up of Optimal Infrastructure Development Inc., Global Network Investido, Star Tollway Corp. & CLGP Philippine Holdings, Inc.
“Ayala Corp. will be subject to a post-qualification process to verify the accuracy of the statements it made in its qualification documents and bid proposal. If it passes the post-qualification process, it will be designated the winning bidder and will receive a Notice of Award,” said Yabut.
But if Ayala Corp. fails to meet any of the requirements or conditions, it will be “post-disqualified” and the SBAC will conduct the post-qualification on South Expresslink Corporation,” added Yabut.
Secretary Singson thanked the consortium and appreciated their participation in the bidding of the project. “Whoever wins this bid, we will support you all the way and the DPWH is right behind you in order to have the project start and open within next year, not 2013,” he said.
Aside from South Expresslink Corp. and Ayala Corp., the joint-venture of D. M. Consunji, Inc. & C. M. Pancho Construction, Inc. was also prequalified to bid but did not submit bid document instead submitted Letter of Withdrawal before the deadline for the submission of bid documents set at 10:00 a.m. of December 12, 2011.
The proposed 4-kilometer 4-lane Daang Hari-SLEX Link Road Project is a strategic component of the Metro Manila Urban Expressway Network Master Plan intended to provide a high-standard highway within a 200-kilometer radius of Metro Manila.
“The road will provide an alternative route to and from Metro manila to Cavite and vice versa. It is expected to decongest traffic in some parts of Cavite province, and in the cities of Las Piñas and Muntinlupa,” added Singson.
Construction for the project will start in February 2012 for segment 1 and September 2012 for segment 2.
Segment 1 with a total length 2.3 kilometers will start at Km 0 at the Daang Hari – Daang Reyna junction I in Bacoor, Cavite, running generally eastward, passing through the National Bilibid Prison Reservation, ending at Km 2+300.
Segment II with a total length of 1.7 kilometers will start at the end point of Segment I, Km 2+300, and ends at approximately Km 4+000 to connect with the Susana Heights interchange of the SLEX.
The Project will be implemented following the Build-Transfer-Operate (BTO) arrangement under the BOT Law and its IRR. It will involve a thirty (30) years O&M concession period plus a 16-months construction period from 2012 to 2013.
The starting toll rate for this project at the opening year is P17 for class 1 vehicles, P34 for class 2 vehicles and P51 for class 3 vehicles, all inclusive of VAT. |

DPWH ROAD PROJECTS IN MINDANO AIM TO PROVIDE MULTI-MODAL TRANSPORT SYSTEM |

The Department of Public Works and Highways has started construction activities on the P3.0 Billion World Bank road projects geared to provide multi-modal, safe, integrated, sustainable, environmentally sound and competitively priced transport system in Mindanao.
According to DPWH Secretary Rogelio L. Singson, these road projects are aimed at reducing transport cost on the country’s national road system (NRS) by at least 10%.
“Southern Mindanao is fast becoming the center for agro-industrial business, trade and tourism. Its products, bananas, pineapples, fresh asparagus, and fish products are now being exported abroad. These road improvement projects are necessary to transport these agri-products from the production areas to the centers of commerce and trade,” said Secretary Singson.
Under the World Bank-assisted National Roads Improvement and Management Program – Phase II, the DPWH is now implementing improvement of the 31.476 Km Malita-Don Marcelino section of the Malalag-Malita-J.A. Santos road costing P549.57 Million; 53.10 Km Digos-Kidapawan road section costing P623.610 Million; 50 Km Kidapawan-Pagalungan road section costing P379.1 Million; 58.22 Km Pagalungan-Junction Cotabato road section costing P977.493 Milion, and the project on landslide risk mitigation along Digos-Gen. Santos City road and Davao-Calinan-Buda road costing P512.246 Million.
The landslide risk mitigation project includes slope protection works in 34 sites along Digos-Gen. Santos City and four (4) sites along Davao-Calinan-Buda road section to address the problem of landslides and road settlements which are occurring every year.
The remedial works on these damaged roads will ensure an effective and continuous accessibility between Digos City and Gen. Santos City, and, Davao City and its neighboring provinces of Bukidnon, Misamis Oriental and other provinces. |

DPWH XI CONVENES WITH CONTRACTORS AND CONSULTANTS FOR INFRA IN SOUTHERN MINDANAO |

The Department of Public Works and Highways (DPWH) Regional Office XI is closely coordinating with its contractors and consultants in the speedy implementation of infrastructure projects in Southern Mindanao in compliance with the directive of Secretary Rogelio L. Singson to fast track the implementation of projects in the country .
In a meeting attended by district engineers, construction and consulting firms, DPWH Regional Office XI Director Sinaolan T. Macarambon reiterated Secretary Singson’s call in accelerating the completion of government projects in Davao City, Tagum City, Digos City and the provinces of Compostella Valley, Davao del Sur, and Davao Oriental.
Macarambon said that problems encountered at the project sites should be addressed immediately in order to avoid delays in project implementation. This would also prevent inconveniences these projects may cause to the public.
“We have forged an agreement with our district engineers, contractors, and consultants of projects being implemented by our office to accelerate construction of projects particularly the P88.159 million Digos-Makar Road; P61.256 million Davao-Cotabato Road, Davao City-Jct. Digos Section; P100 million Kalaw Bridge along Daang Maharlika; and the P549 million Malalag-Malita – Jose Abad Santos Road,” said Macarambon.
“Two or more projects undertaken by a lone contractor should be simultaneously implemented. No project should be sacrificed just because these contractors want to prioritize a project over the other. In this way, we are managing the elements of time, cost, and quality” added Macarambon.
Meanwhile, major national highways in Region XI are now free from unsightly billboards/streamers, garbage, potholes, stalled vehicles or dilapidated structures since the launching of roadside beautification program introduced by Director Macarambon.
These highways nowadays are already well-maintained with clean shoulders and canals. Plants and trees area also well-maintained and trimmed, added Macarambon. |

Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson warns unscrupulous individuals using his name in cornering contracts or awarding of contracts for DPWH projects or facilitating the release of MVUC funds from the Road Board in favor of any person or entity in exchange of monetary considerations.
“I have not authorized anyone including those claiming to be members of my family, relatives, associates or friends or with personal connections with me to do business with DPWH”, said Singson.
The DPWH is implementing P90 Billion worth of projects this year with additional P5.5 Billion under the government’s stimulus fund and is expected to implement P102.7 Billion worth of projects under the general appropriations for CY 2012.
“I even personally received reports that indeed there are unscrupulous individuals, maybe, DPWH officials or employees who have not turned their backs to their old ways, using my name promising contracts or awarding of contracts to brokers or contractors in exchange for 15% advance,” Singson said.
Singson advised members of Congress and Senate not to deal with anyone who promises to facilitate the release of funds or securing projects from regular budget or MVUC as he expects these kinds of people to surface in the Department and its attached agencies nor any branch in the government to gain business, solicit favors or extort money.
“DPWH is now operating in a daylight mode. Projects are awarded to qualified constructors in a transparent and competitive bidding,” added Singson.

Road repair, maintenance, asphalt overlay, concrete reblocking and pothole patching activities will take place at 10:00 PM of December 9 to 4:00 AM of December 12, 2011 in the following areas:

DAANG HARI - SLEX PPP PROJECT SET FOR BIDDING |

The Department of Public Works and Highways is set to receive the bids for the proposed Daang Hari-South Luzon Expressway (SLEX) Link Road Public-Private Partnership (PPP) Project at the DPWH Central Office on December 12, 2011.
Secretary Rogelio L. Singson said that only prospective bidders who were first prequalified based on minimum legal, technical, and financial requirements set by DPWH are invited to bid for the project.
“The P1.956 billion worth project will be awarded to a pre-qualified bidder through competitive public bidding following the rules and procedures prescribed under the BOT Law,” said Singson.
The Daang Hari-SLEX Link Road Project involves the construction of a new 4-kilometer 4-lane toll road, from the junction of Daang Reyna and Daang Hari in Las Piñas/Bacoor, Cavite to SLEX through the vicinity of Susana Heights Interchange in Muntinlupa, as exit and entry from the northbound and southbound lanes of SLEX, traversing the New Bilibid Prison (NBP) Reservation.
The project will complement the Cavite-Laguna-East-West Highway and will provide additional access for the increasing traffic between the cities of Las Piñas and Muntinlupa and the province of Cavite, which is one of the most rapidly growing areas around Metro Manila,” added Singson.
The project is a strategic component of the Metro Manila Urban Expressway Network Master Plan intended to provide a high-standard highway within a 200 kilometer radius of Metro Manila.

BAGUIO CITY FRONTLOADED INFRA UNDERTAKINGS FOR CY 2012 |

Construction activities in Baguio City for CY 2012 has already picked-up as the Department of Public Works and Highways (DPWH) intends to generate internal growth through higher pace of public works implementation and counter the effects of the slowing global economy.
DPWH Baguio City District Engineer Ireneo S. Gallato said that preliminary detailed engineering of some P211.931 Million worth of projects under the proposed CY 2012 Regular Infrastructure Program that will further sustain flourishing tourism at the Philippines’ summer capital were already started.
Projects to be funded under these amount includes upgrading, rehabilitation, improvement, reblocking, reconstruction including roadside and preventive maintenance through asphalt overlay and drainage improvement works on the following: Abano Road, Governor Pack Road, Kayang Street, Leonard Wood Road, Quirino Highway (Baguio-Bauang Road), Harrison Road 1, Abanao Extension, Chanum Street,
Kayang Extension, Kisad Road, A. Bonifacio Road, Government Center Road, M. Roxas Road, PMA Road, and Marcos Highway.
Engineer Gallato said that the Baguio City District Engineering Office targets to bid out the planned works packaged into 18 contract projects by end of December 2011 as Secretary Rogelio L. Singson has instructed all heads of project implementing offices to front load infrastructure implementation in the early part of year 2012 to take advantage of the expected good weather conditions and boost economic activity.
To date, out of the 18 projects, 13 has already been advertised and the remaining five (5) projects will be published soon to meet the target.
Detailed engineering activities involves the conduct of various technical surveys, soil borings, and hydrologic surveys, and design operations needed to define the detailed physical characteristic of project according to engineering standards to an extent suitable for bidding purposes and with a degree of detail that will enable estimates of quantities and costs.
It also includes the preparation of the bid documents, including plans and specifications, instructions to bidders, draft quantities, cost estimates and price analyses. Simultaneous to or as part of the detailed engineering, parcellary surveys are also undertaken to define the right-of-way needed and the properties affected. |

The Department of Public Works and Highways has reported an actual accomplishment of 42.52% on the construction of the initial phase of the Tarlac-Pangasinan-La Union Toll Expressway (TPLEX).
DPWH Secretary Rogelio L. Singson said that the P11.594 billion worth PPP project involves the construction in two phases of an 88.58 kilometers toll expressway from La Paz, Tarlac (terminus of the Subic-Clark-Tarlac Expressway) to Rosario, La Union.
“The completion of this expressway will greatly contribute in improving traffic condition along McArthur Highway and will provide faster, safer and more comfortable means of transportation to northbound vehicles and vice versa,” Singson said.
Director Rebecca Garsuta of the DPWH Built Operate Transfer - Project Management Office said that Phase 1 is the construction of new 2-lane expressway, 23 viaducts, 8 interchanges, 2 central toll plaza, 1 toll operations center building, 12 bridges and 63 underpasses, while Phase 2 will be the expansion into 4 lanes to be undertaken when capacity reaches 25,000 vehicles.
The alignment runs parallel to McArthur Highway, passing through the municipalities of Victoria, Gerona, Paniqui, Moncada and San Manuel in Tarlac; Carmen, Urdaneta, Binalonan, Pozzorubio and Sison in Pangasinan; and Rosario in La Union.
The national government will provide funding support of P3.7 billion corresponding to the amount of P793 million for right-of-way acquisition and P2.907 billion cash subsidy for civil works.
The consortium of six construction firms which were awarded construction contract for TPLEX are R.D. Policarpio and Co. Inc. for Sta. 0+712.17 to Sta.7+260; New Kanlaon Construction, Inc. for Sta. 8+920 to Sta. 16+500; D.M. Wenceslao and Associates Inc. for Sta. 16+500 to Sta. 23+920; D.M. Consunji Inc. for Sta. 26+320 to Sta. 49+360; C.M. Pancho Const. Inc. for Sta. 7+260 to Sta. 8+920; and J.E. Manalo & Co. for Sta. 23+920 to Sta. 26+320. The project concessionaire is Private Infra Dev Corporation (PIDC). |

DPWH INTENSIFY POTHOLES PATCHING IN METRO MANILA |

The Department of Public Works and Highways-National Capital Region (DPWH-NCR) continue this weekend (December 4 and 5, 2011) all-out efforts on patching potholes along major thoroughfares in Metro Manila.
DPWH hopes to minimize traffic congestion brought about by the undisciplined and selfish motorists, increasing number of motor vehicles, coupled with the wear and tear of pavement resulting to road potholes and cracks through maintenance activity.
On Saturday (December 3), the South Manila Engineering District will undertake potholes patching activity at MIA Road and Domestic Road, Pasay City particularly at the area of Tambo Bridge–City Limit and MIA Road-Andrew Avenue to remedy the impasse at the airport area while portions of the Airport Road to along Andrew Avenue, Electrical Road, and Tramo Road from Zobel Roxas to Buendia Avenue will also undergo concrete reblocking activities effective 10 PM of December 2 to 4:00 AM of December 5, 2011 towards a smoother traffic flow.
Similar potholes patching activity will also be undertaken at Regalado South covering Regalado Avenue and Fairview Avenue in Quezon City by the Quezon City First Engineering District Office and Governor A. Pascual Avenue, Malabon City particularly at A. Santiago-F. Pascual by the Malabon-Navotas District Engineering Office.
Crack and seal coating activity will be perform by the Quezon City Second Engineering District Office at Quezon Avenue particularly at Welcome Rotonda-Elliptical Road (east/west bound) area while the Third Metro Manila Engineering District Office will carry-out sealing of reflective cracks at MacArthur Highway, Caloocan City covering A. Blanco Street-FTI Road and crack and joint sealing at Central Luzon Leprosarium Road at the area of MLQ Elementary School-Tala Elementary School.
On Sunday (December 4), portions of Epifanio Delos Santos Avenue (EDSA) will undergo crack and joint sealing work, with the Quezon City Second Engineering District Office administering the activity at the area of People Power Monument-Quezon Avenue (north/south bound) and First Metro Manila Engineering District Office responsible at the section of Shaw Boulevard-Ortigas Avenue northbound.
Motorists and the general public are advised to expect traffic slowdown or build-up during the implementation of potholes patching activities in the abovementioned areas and to use possible alternate route. |

The Department of Public Works and Highway-National Capital Region has advised motorists to expect traffic build-up in some sections of national roads in Metro Manila undergoing repair and improvement works.
Repair activities will take place at 10 PM of December 2 to 4:00 AM of December 5, 2011, and will affect vehicular traffic flow in the following areas:
a) EDSA-Ortigas Service Road (limits: bus lane fronting POEA), Mandaluyong City; and San Juan-Santolan Road (limits: San Juan City East bound lane going to EDSA inner lane between 4th Crame Street and 1st West Crame Street) under supervision of First Metro Manila Engineering District Office
b) EDSA, Quezon City (limits: southbound going to Quezon Avenue, 2nd lane between Kaingin Road to Quezon Avenue); and Commonwealth Avenue-Zuzuaregui to Commonwealth Market (limits: 3rd lane between Feria Road and Ilang-Ilang northbound and 4th lane southbound near km. 16) under supervision of Quezon City First Engineering District Office
