DPWH TAPS DND, PNP TO COMPLETE INFRA PROJECTS IN AREAS WITH PEACE AND ORDER PROBLEMS

  The Department of Public Works and Highways (DPWH) has tapped the Department of National Defense and the Philippine National Police to speed up work on key infrastructure projects that President Arroyo wants completed in 2010. The move came as a senior DPWH official bares the apprehension of Public Works Secretary Hermogenes Ebdane Jr. over the safety of DPWH men and private contractors who risks lives and limbs to complete projects in rebel- and terrorist-infested areas. “Public Works Secretary Ebdane is very concerned regarding the safety conditions of our men. They cannot even work 24/7 because of the threats against them,” said Senior Secretary Manuel Bonoan. According to Bonoan, Ebdane has instituted measures to ensure that DPWH men, their heavy equipment as well as that of private contractors remain safe and that construction work remains unhampered. This includes working hand in hand with other government agencies like the Department of National Defense (DND) thru its various Engineering Brigade and Naval Construction Divisions to speed up the DPWH’s road projects in strife-torn areas. For instance, in Basilan where there is an on-going construction of a circumferential road, the DND deployed troops from the Philippine Marine Battalion Landing Team-9 (MBLT-9). A company of Special Action Force (SAF) personnel from of PNP was also tapped to secure the construction site. “We are fortunate that inspite of the peace and order problems there are still kind-hearted funding agencies, bidders and construction firms that are willing to help us in bringing better roads to progress,” Bonoan said. Bonoan said President Arroyo and Secretary Ebdane have time and again stressed that infrastructure projects bring peace and progress in restive communities as investment grows and peoples’ lives improve in the countryside. Recently, Moro rebels burned the heavy equipment of a construction firm in Mindanao; in the town of Presentacion, Camarines Sur, the New People’s Army (NPA) also burned several heavy; and in the town of Gubat, Sorsogon, 30 NPA rebels stormed the district engineering office of the DPWH.

DPWH COMPLETES VITAL TRADE AND AGRICULTURAL ROAD IN QUEZON

  In support with President Gloria Macapagal Arroyos’ thrust in building infrastructure facilities to interlink the major islands of the country through the Roll-On Roll-Off (RoRo) System, the Department of Public Works and Highways reported the completion of an access road leading to an on-going new port in San Andres, Quezon Province Funded under President Gloria Macapagal-Arroyo Pump Priming Program, the DPWH Quezon 3rd District Engineering Office reported the completion of the Sitio Dating Bayan Section of the San Francisco-San Andres-San Narciso Road Project. The DPWH Pump Priming Program aims to fight the increasing threat of global financial economic crisis by providing massive employment opportunities especially in the jobless rural communities in distant areas. DPWH Secretary Hermogenes E. Ebdane Jr. said that improving the major access roads leading to major port area to in support in the needs of agricultural and trade industry in Quezon Province and it would also generate employment opportunities among the residents in the area. Mr.Moises Parada, a Brgy.Captain in Brgy. Tala San Andres said that during the time when the road has not yet paved, farmers as well as local traders in the area are having a hard time to transport their products going in and out of Lucena City which is the main trading post in Quezon Province but now that the parcel of the road was paved it had really helped to speed up travelling time. Under the CY 2009 Pump Priming Program, the said road project includes the road opening, sub-grade base preparation, concrete paving, stone masonry works and road side tree planting along the 474 lineal meters of road. This P15 Million road projects also includes the P112,350 worth of road right-of-way acquisition.

DPWH COMPLETES VITAL ECO-TOURISM ROAD IN QUEZON

  Considering as one of the major tourist destinations in coastal areas in Southern Luzon, the Department of Public Works and Highways reported the completion of two Eco-Tourism Road projects in Sariaya, Quezon. Funded under President Gloria Macapagal Arroyo’s Pump-Priming Program, the DPWH Quezon 2nd District Engineering Office reported the completion of the Phase II Brgy. Bignay II- Magalang-Kiling and Phase II Sitio Puntor Section of the Quezon Eco-Tourism Road. The DPWH Pump Priming Program aims to combat the increasing threat of global financial economic crisis by providing massive employment opportunities especially in the jobless rural communities in far-flung areas. DPWH Secretary Hermogenes E. Ebdane Jr. said that improving the major access roads to major tourists areas in Quezon Province will not boost the tourism industry but it will also generate employment opportunities to the residents in the area. In his report to Secretary Ebdane, DPWH Quezon 2nd District Engineer Celestial Flancia said that by implementing the DPWH Pump Priming Program in their jurisdiction they have generated a total of 701 skilled and unskilled construction workers. “This eco-tourism road does not only cater the need for a convenient and faster route leading to the various beach resorts but it also provide as access road to rice and corn farmers in delivering their products to the market areas”, Flancia said. Mr. Nenciano Aguila, a Brgy. Councilor in Brgy. Bignay II and a rice farmer said that since the road project has been completed, it had reduced the travelling time from 45 minutes to 20 minutes and the transport costs from 40 pesos for each sack of rice to 20 pesos each. Under the CY 2009 Pump Priming Program, the said two-road section includes the Road Opening and concrete paving of 878 lineal meters of road in Brgy. Bignay II-Manggalang- Kiling and the road opening in Sitio Puntor both including the road right-of-way acquisition.

DPWH PRIORITIZES ROADS LEADING TO TOURIST DESTINATIONS IN BICOL

  The Department of Public Works and Highways (DPWH) in Bicol Region intensifies its efforts towards the completion of Presentacion-Caramoan Peninsula road in Camarines Sur. The road project starts at barangay Poblacion and traverses barangays Ankolan, Tanawan, Bicalen and San Francisco of the municipality of Presentacion; and barangays Maligaya, Sta.Cruz, Tabiguian, Pili, Tabgon, Agas, Hanoy, Bikal, Oroc-osoc, Caramoan Poblacion and Guijalo of the municipality of Caramoan in the 3rd Congressional District of Camarines Sur.. DPWH Region 5 Director Danilo Manalang said that this tourism road leads to potential international and local tourist destinations of Gota Beach. “The 48.80-kilometer Presentacion-Caramoan Peninsula road will provide new income opportunities and support the socio-economic development of the locality thereby improving the lives of our people.” DPWH Region 5 Assistant Regional Director for Construction Operations Oscar Cristobal said that present works for the P298 million-worth project involved the concrete paving of 8.564 kilometers and regravelling of 31.0 kilometers of road inclusive of drainage structures. Once completed, Director Manalang said that the project would also provide commuters with safer access and easier transport of marine, livestock and agricultural products to commercial centers. Data from the Department of Tourism (DOT) shows that tourists visiting Bicol Region had increased in the past months and the improvement of the road network would surely further boost the tourism industry in the region. It will be recalled that an international media production utilized Gota Beach, in Caramoan for their location shooting of a television program. Gota Beach is fast becoming a household name and is foreseen as the next Boracay Beach.

ECO-TOURISM ROAD IN CAGAYAN NEARS COMPLETION

  In support with the President Gloria Macapagal Arroyo’s thrust in improving rural infrastructure facilities especially leading to major tourist destinations, the Department of Public Works and Highways reported the near completion of the San Vicente-Gutan-Lubak -Anguib Road in Sta. Ana, Province of Cagayan. Undersecretary Romeo S. Momo, in charge of Northern Luzon operation said that once completed the road project will lead into the white sand beaches in Brgy. Anguib which is now renowned as the Boracay of the North. “ Based on the local statistics, many of the foreign as well as local tourist are now discovering the beauty of the white sand beaches in Brgy. Anguib which also provides employment opportunities in the area” Momo said. Mr. Arnold Santos, a tricycle drive said that, compared to last year, even the road project is not yet completed, many tourist had started to visit the white sand beach resort, majority of which are Korean student’s which enjoys the tropical and calm waves of the beach in Brgy. Anguib. The project involves the concreting of 10 kilometers of gravel road, construction of two reinforced concrete girder bridge, three barrel reinforced concrete box culverts, stone masonry and slope protection works. Momo said that to date out of the P106.5 initial released fund, all the bridges, stone masonry and slope protection works are completed while the remaining road concreting works still needs a P111.5 Million appropriation. This road rehabilitation project under the initiative of Senate President Juan Ponce Enrile and was implemented by the Cagayan 1st District Engineering Office.

DPWH COMPLETES PUMP PRIMING PROJECTS IN ZAMBOANGA DEL NORTE

  In line with President Gloria Macapagal Arroyo’s thrust in alleviating poverty by providing employment opportunities through implementation of infrastructure projects especially in the rural areas, the Department of Public Works and Highways reported the completion of 117 various infrastructures in Zamboanga Del Norte. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., PDWH Region IX Director Pedro Herrera said that among the completed projects implemented by the DPWH Zamboanga Del Norte 3rd District Engineering Office are the 38 road and bridge concreting/rehabilitation projects, 57 multi-purpose buildings, 9 water supply projects and 13 elementary school buildings while two road works and a multi-purpose building is on-going. A total of P 46,577,950 M sourced out from the DPWH regular fund, Lower House Fund and Dep Ed Fund were appropriated for the implementation of all this infrastructure facilities. Herrera also said that the on going Construction/Improvement of Dapitan-Dakak Road project with a to kilometers and appropriation of 303 M targeted to be completed at the end of December, 2009, with the remaining balance of 58 M still to be release in this year’s budget of the Department. “ This projects will not only provide employment opportunities, but it will also improve the living condition and provide investment opportunities among the far flung areas in Zamboanga Del Norte” Herrera added. To date, the DPWH Region IX Office has already employed a total of 1,804 skilled and unskilled workers under its pump priming and job generation program.

KIKO DESTROYS P364 MILLION INFRASTRUCTURE-DPWH

  A total of P364 damage to roads, bridges, dikes and other related infrastructure was recorded due to heavy rains brought by typhoon “Kiko” as the Department of Public Works and Highways Regional Offices reported the closure of the nine road sections along major road networks in Luzon and Western Visayas and Central Mindanao. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Bureau of Maintenance Director Luis Mamitag said that in the Cordillera Region, the previously closed Camp 5 Section of the Kennon Road due to rockslides was now open traffic. In Region III, the Botolan-Carael Section of the Olongapo-Bugallon Road and San Juan Section of the Zambales-Tarlac Road is still not passable due to the collapsed box culvert and washed out road sections. In Region IV-B, the Balete Bridge along Junction, Kuyuba-Paglaum- Bato road, Barokan-Sahing, San Isidro-Penal Colony Section, Casaque-Junction Alacaak Section and Manoot Bailey Bridge of the Mindoro West Coastal Road was closed due to a washed out bridge and swelling of Mompong River. In Region VI, the Eloisa Bridge along the Mandurian-San Miguel-Alimodan Road is not passable due to some scoured and damaged sides of the bridge resulting to a 7-meter hanging concrete carriageway. In Region XII, the Grebona Bridge along Banisilan-Guiling-Libungan Road is also impassable due to collapse of bridge brought by flasfloods. Motorists are advised to take the NIA Access Road as alternate route. “The DPWH regional and district disaster maintenance crew are now deployed and conducting palliative repair works and clearing operations. Warning and directional signs are also installed to warn incoming motorists” Mamitag added.

DPWH RUSHES WORK ON ILOCOS VIADUCT TO BOOST TOURISM IN PAGUDPUD

  The Department of Public Works and Highways (DPWH) is moving heaven and earth to meet the August 31 deadline to complete the restoration work on the Patapat Viaduct in Ilocos Region to bring better access to the spectacular beaches and resorts in Pagudpud. “Per order of Secretary Hermogenes Ebdane Jr. to complete the viaduct on schedule, we have asked our men to work round the clock but without sacrificing quality work,’’ said DPWH Undersecretary Romeo Momo, who is in charge of the Luzon operations. Patapat Viaduct is an important transport link connecting the major road networks of Ilocos Norte and Cagayan Valley Region. According to Momo, restoration work on the P 219, 101,258.42 viaduct would boost tourism for the famous beaches of Pagudpud. Aside from Pagudpud, Ilocos region is also known for famous tourist attractions like the Bangui Windmills, Malacanang of The North and Cape Bojeador Lighthouse. DPWH Region 1 Director Mariano R. Alquiza said the completion of the viaduct would also improve safety for all those passing through it. “Aside from the breath-taking scenic view along the coastal line of Northern Luzon, people would fully appreciate the major highway’s safety,” Alquiza said. Ebdane had ordered Alquiza to strictly monitor the restoration of the 1.128-kilometer stretch of reinforced concrete structure viaduct which comprises of 76 spans that runs along the seashore beneath the steep slopes of the Patapat Mountains in Pagudpod, Ilocos Norte; and forms part of the Laoag-Allacapan Road Section. Vic Perez, director of the Philippine Japan Highway Loan-Project Management Office which is implementing the project, said the viaduct had been known to be dangerous for motorists since it is located near rugged mountain cliffs. Momo agrees, adding: “Patapat Viaduct has undergone series of damages paralyzing the tourism industry in the North. Landslides and rockslides always destroy the road often with human casualties.” Patapat Viaduct, a 1.3 km concrete coastal bridge that connects the Maharlika Highway from Laoag, Ilocos Norte to the Cagayan Valley Region, is known as the 4th longest bridge in the Philippines.

CENTRAL MINDANAO FOLKS THANKED DPWH FOR FAST ACTION ON FLOOD AFFECTED AREAS

  The Mindanao River Basin Task Force (MRBTF), composed of representatives from the local government and non-government units from Central Mindanao had recently expressed their gratitude over the immediate response and assistance of the Department of Public Works and Highways in the recent flood incidents of areas brought by heavy monsoon rains. Mr. Solomon Badoy, Director of MRBTF said that the speedy response of the DPWH had lessened the damages of life and property over the flood affected towns in Sultan Kudarat, Maguindanao and Cotabato City. “ After the downpour of heavy rains, the DPWH maintenance and emergency crew had immediately been deployed to conduct repair works on damaged infrastructure and conduct manual clearing of waterways to prevent the build-up of water lilies, which is the main cause of swelling in Ala and Simuay River” Badoy said. Meanwhile, DPWH Region 12 Director Sinaolan Macarambon said that in coordination with the Regional Disaster Coordinating Council, the Department is also conducting “Sagip Tao”, an operation that includes the deployment of dump trucks and DPWH Shuttle Bus to transport flood affected residents to evacuation areas. “ We are now planning to put up a satellite office in Matampay Bridge so that the Department can conduct a round the clock monitoring of water level and river condition. I also instructed some of our maintenance and equipments crew to stay near the bridge location” Macarambon said. Macarambon added that the Department had been assisting with the Department of Social Welfare and Development and the Mindanao Economic Development Committee during the transportation of relief goods to the evacuation areas.

TALLEST LEYTE BRIDGE ALSO RP’S NEWEST TOURIST ATTRACTION

  The country’s highest bridge in Southern Leyte is now also the Philippines’ newest tourist attraction, specifically for brave souls who can bungee-jump 30 stories down from the 90-meter high bridge. The Agas-Agas Bridge, which President Macapagal Arroyo will inaugurate Sunday, straddles between two mountains and traverses along the Mahaplag – Sogod Section of the Tacloban – Liloan Road. It provides a significant link for motorists traveling from Luzon to Mindanao. But seeing its high tourism potential, Public Works Secretary Hermogenes Ebdane Jr. submitted to the President a plan to turn the P1,024,000 billion bridge into a haven for sports enthusiasts who are into bungee jumping, paramotor, downhill skateboarding and zipline rapelling and other extreme sports. “It has a natural tourist attraction and the way the bridge is constructed is very modern,’’ Ebdane said of the bridge project constructed by Philippine-Japan Highway Loan – Project Monitoring Office. Seeing the panoramic beauty of the mountains and rivers around it, the President has ordered that a bungee jumping platform to be constructed along the bridge and as well as other tourists amenities. “Now you can jump from the bridge and live to tell it. We invite extreme sports enthusiasts to come over and check out the bridge’s sky-scraping height,’’ said Undersecretary Rafael Yabut, who oversees operation for the Department of Public Works and Highways in the Visayas regions. “The president is very excited about the construction of Agas-Agas Bridge as part of her SONA Projects in Region VIII because it serves as a venue for major economic activities,” Yabut added. He said the Agas-Agas section of the Maharlika Highway in Southern Leyte is known for being prone to slides during heavy rains. Since it is situated in a mountainous area, it is regularly reported that movements of loose soil or landslides take place whenever it rains heavily, much more when typhoon strikes the province. Thus, the viaduct was constructed in 2006 primarily to help motorists avoid the mountainous sections that are prone to landslides and road slips and prevent life and property losses. This bridge is by far the tallest pier or column that the DPWH has constructed. It involves the construction of a 350 linear meter bridge, with a mix of steel and concrete, supported by two piers from the ground and has a height of 292 feet above ground.

COMPLETION OF ANTI-FLOOD PROJECT IN ILOILO PROTECT PEOPLE FROM P5-BILLION IN PROPERTY LOSES

  Public Works Secretary Hermogenes Ebdane Jr. has mobilized public works and highways officials and personnel in Iloilo to rush the completion of over P2.5 billion flood control projects that would spare the residents of up to P5 billion annual losses in properties due to floods. “Secretary Ebdane wants us to work fast to mitigate flood damages and inundation in Iloilo in order to give the people there a sustainable urban community and safer, more pleasant living condition,” said Patrick B. Gatan, head of the DPWH-Project Management Office for Major Flood Control (DPWH-PMO-MFCPI). “The flood control project is mainly composed of river improvement and construction of floodways. Two floodways are employed to divert the excess flood discharge of Jaro River towards the Iloilo Strait, namely Jaro Floodway and La Paz Floodway,” Gatan said in explaining the scope of the project. Funded by the Japan Intentional Cooperative Agency (JICA, formerly JBIC), Gatan said there are three contract packages for the Iloilo Flood Control Project. Package one (1), costing P1, 580,361,689.33, involves the construction of the Jaro floodway. It is 79.69 percent complete. Immediately by the Korean-firm Hanjin Construction, the project includes the building of four bridges that will divert the overflowing flood in Jaro River. DPWH-PMO-MFCP Assistant Project Director Ramon Ariola III said package 1 also includes the construction Tigum and Aganan River improvement. Package to (2), costing P1,061,208,472.47, covers the construction of Carpenter Bridge, which is 98.1 percent complete. It also involves the improvement of the Upper Ingore Creek, Jaro River Mouth and Iloilo River. According to Gatan, the Carpenter Bridge is now one of the busiest and most useful bridges in Iloilo since it serves as a major gateway to the city proper. Contract package three (3), costing P29, 552,223.05, includes the construction and development of relocation sites in Buntatala, Sooc and Kasadyahan. The project provides shelter to the informal settlers in Iloilo City. With a 100 percent completion rate, the project provided adequate water supply, lighting system and livelihood projects for 3,000 families at eh relocation sites. Summing up the importance of these flood-mitigation projects, Gatan said: “These project would definitely save our people from improvement and bring progress as well.” Iloilo City has been suffering from flood damages almost every year due to the insufficient flow capacity of the Jaro River and poor drainage system in the Iloilo River Basin.

AGUS BRIDGE RE-OPENED.

  Less than 100 days of extensive work, the Agus Bridge in Iligan City was re-opened to all types of vehicle on Aug. 1, 2009 by DPWH Region 10 Director Jerome M. Dela Rosa with Assistant Director Mangbalo Maniri, Lanao del Norte 2nd Distriuct Engineer Marivel Frances Ong and Iligan City Vice Mayor Henry Dy.

DPWH INTENSIFIES CAMPAIGN ON CLIMATE CHANGE

  To assure coordinated efforts in implementing the governments program against climate change, Department of Public Works and Highways Secretary Hermogenes E. Ebdane Jr. appoints DPWH Assistant Secretary Maria Catalina E. Cabral as the DPWH representative in the Adaption to Climate Change and Conservation of the Biodiversity in the Philippines Project (ACCCBIO). In his Special Order No. 102, Ebdane has tasked Asec. Cabral to be also the official DPWH member to he governments Inter-Agency Steering Committee on Adaption (IASCO). “ The issue of climate change must be taken seriously, for example typhoons and heavy rains really affects our national road network that’s why we must consolidate all our efforts to reduce the increasing threat brought about by global warming” Ebdane said. Under Executive Order No. 774, the DPWH was assigned to create and implement programs related to Rainwater Conservation, Outdoor and Rooftop Structures and Fossil Fuels. In May 2009, Ebdane formed a Technical Working Group, headed by Project Manager Criste Navida from the DPWH Environmental and Social Service Office, which will coordinate with the regional and district engineering offices nationwide to formulate a program to collect rainwater in all DPWH regional and district offices to conserve water, installation of ornamental plants on rooftop structures on selected government offices and regulation of billboard signages illumination time to reduce carbon emission.

NEW DPWH ASSISTANT SECRETARY

  DPWH Secretary Hermogenes E. Ebdane Jr. administers the oath of office of Engineer Emil K. Sadain who was appointed by President Gloria Macapagal Arroyo as DPWH Assistant Secretary. Prior to his promotion, he was the Executive Director of President’s Bridge Program-Project Management Office which implemented and completed a great number of bridges nationwide.
