DPWH TO TOPPLE SEXUALLY SUGGESTIVE BILLBOARDS IN TIME FOR SCHOOL OPENING |

The Department of Public Works and Highways (DPWH) will dismantle sexually suggestive billboards in time for the opening of public elementary schools on Monday.
“The sex video controversy seems to have brought out an explosion of indecency. We have decided to lessen this somehow by taking out those displayed in billboards and which millions of students are likely to see when they report to school on Monday,” said Undersecretary Rafael C. Yabut, head of the DPWH’s Operation Baklas Billboard Task Force.
However, Yabut clarified that they are not out to launch a moral crusade, but, since they are engaged in the dismantling of illegal and unsafe billboards, they have decided to prioritize those that post bigger danger for displaying lewd pictures or designs.
“These lewd billboards pose multiple dangers – they distract drivers who can’t help but ogle at the sexy photos; they post dangers to motorists and pedestrians when they fall down; they inconvenience everyone when they collapse unto electric and telephone lines; and they cause traffic jams wherever they fall,” Yabut explained.
Yabut made the declaration amid the raging controversy involving sex video flicks of actress Katrina Halili and Dr. Hayden Kho. The issue has gotten concerned parents worrying about the increasing exposure of their children to sexually explicit pictures and videos in the Internet, on television, magazines and billboards.
The DPWH resumed its operation against illegal billboards Wednesday, bringing down two billboards along the intersection of EDSA and North Avenue; and Katipunan, Quezon City. The billboards carried the products of Sprite and Penshoppe, among others.
Earlier, an official of the DPWH’s National Building Code Development Office (NBCDO) said that 90 percent of the 2,000 billboards along the Epifanio de los Santos Avenue (EDSA) were found to have been violating the provisions of the building code, with many being constructed near electric and telephone lines.
Public Works Secretary Hermogenes Ebdane Jr. ordered the resumption of the Oplan Baklas Billboard in anticipation of the onset of the rainy season and the opening of classes.
President Arroyo ordered the dismantling of unsafe and illegal billboards nationwide in the aftermath of the destructive typhoon Milenyo in 2006, which saw the collapse of several billboards, resulting in the death and injury of motorists and pedestrians. |

The Department of Public Works and Highways is now fast tracking the ongoing improvement/widening and concrete paving of Dapitan City-Dakak–Rizal Coastal Loop Road in Zamboanga del Norte.
DPWH Secretary Hermogenes E. Ebdane, Jr. said that the project, which is part of the SONA commitment of President Gloria Macapagal Arroyo aims to develop rural road network that will boost the economic stability and socio economic development thus elevating the standard of living of the people in the area.
Undersecretary Bashir D. Rasuman, in-charge for Mindanao Operations, who visited and personally inspected the road projects in Mindanao last week said the Dapitan City-Dakak–Rizal Coastal Loop Road maximizes tourism impact because the beautiful beaches and tourist attractions in Zamboanga del Norte including Dakak Park and Beach Resort and the famous historical Rizal Shrine are now more accessible to tourists and visitors.
Regional Director Pedro S. Herrera, Jr. of DPWH-Region IX reported that the project accomplishment as of May 2009 is 95.29% for the P180 million CY 2007 appropriation and 32.32% for P123 million CY 2008 appropriation, with a total of accomplishment of almost 65%.
Teachers of Talisay Elementary School chorused that since the improvement/concreting of their road, going to school is so easy because they no longer walk through dirt and mud especially during rainy season, and their students are always present in their classes.
Misteryosa Abusay, a housewife and married to a fisherman in Brgy. Sto. Niño, Talisay said that the project provides a wider market for their marine and agriculture products because of the more accessible road.
District Engineer Elnora P. Gongob of Zamboanga del Norte 3rd Engineering District assured that the road is expected to be completed before President PGMA’s term ends in 2010 and it will certainly go a long way in bringing people from the rural community into the mainstream of progress and development. |

Cristina Tacis, 23, a BS Biology graduate from Bucay, Abra worked as a Factory Worker for 4 months at the Walton Advance Engineering Incorporation in Taiwan. She had undergone training to take on a job in the production of electronic parts and had a two-year contract. Last year her company’s sales declined prompting the retrenchment of some employees in October 2008. One of the unlucky ones was Cristina.
Jane Gregorio, 36 from La Paz, Abra had gone to Hongkong on October 2, 2008. She worked as a domestic helper for a Chinese employer. For this trip she had to spend more than P90,000.00 pooled from the mortgage of their properties. Unfortunately she was terminated on January 30, 2009 before she could even pay half of her debts.
Cristina and Jane are just two of the many Overseas Filipino Workers (OFWs) in the country displaced by the global economic crisis. Their present is uncertain and their future bleak.
Baring “heart and soul” concealed beneath a body of “Stone and Steel” the DPWH offered a panacea to this predicament. On May 20-21, 2009 the DPWH-Abra District office was one of several government agencies which participated in a two-day Job Fair, held at the Provincial Capitol ground floor and sponsored by the provincial government of Abra.
District Engineer Benjamin B. Belandres reported to DPWH-CAR Regional Director Roy L. Manao that in the said job fair, the DPWH was the only agency with job openings for displaced OFWs and their dependents. Job vacancies included 1-Geodetic Engineer, 2-Computer Operator I, 1-Draftsman I, 8-Engineering Aide, 2-Laboratory Aide I, 2-Utility Worker I and 4-Laborer I. A total of 29 applicants applied and evaluated for these positions. The wages of these hired workers shall be charged from the 1.5% of the MOOE and savings from unfilled permanent positions of the district office.
Other agencies recruited for local and overseas job seekers include Jollibee Food Corporation, Cebuana Lhuiller Pawnshop, Motortrade Topline Marketing Corporation, SITEL, Client Logic and Micromatic Marketing Corporation were among the local hiring employers. While Manila -based recruiters were Greenworld Placement Services, Seven Ocean International Manpower Corporation, Gammon International Manpower Corporation, Zareiko Production, Inc., Emerald International Manpower Services Corporation, and Speed Deployment Manpower Resources Corporation.

The Department of Public Works and Highway (DPWH) yesterday resumed its campaign to dismantle illegal and unsafe billboards even as a top official appealed on advertisers to have a heart for the consumers they are selling their products to.
``I appeal on advertisers and companies putting up advertisements to be mindful of the safety and well-being of the consumers they are wooing to buy their products and services,’’ said Undersecretary Rafael C. Yabut, chairman of the DPWH’s Operation Baklas Billboard Task Force.
According to Yabut, it is the height of insensitivity for rogue advertisers to endanger the very people who buy their products.
”The issue here is the safety of consumers. It is the consumers themselves who will die, get injured or get inconvenienced by the collapse of these illegal billboards,” said Yabut as he vowed to pursue in earnest the campaign to remove unsafe and illegal billboards in the country.
Yesterday, a team led by Armando Estrella, assistant regional director for the DPWH-NCR Office, brought down four huge billboards along the intersection of EDSA and North Avenue; and Katipunan, Quezon City. The billboards carried the products of Sprite and Penshoppe, among others.
Earlier, an official of the DPWH’s National Building Code Development Office (NBCDO) said that 90 percent of the 2,000 billboards along the Epifanio de los Santos Avenue (EDSA) were found to have been violating the provisions of the building code.
But NBCDO Executive Director Emmanuel Cuntapay said the close to three-year campaign to dismantle these billboards has encountered numerous obstacles, mostly involving temporary restraining orders issued by the court preventing the dismantling of the billboards.

LOCAL ROADS IN BULACAN NOW INCLUDED IN THE
NATIONAL ROAD NETWORK |

Considered as vital access roads linking major agricultural areas in major municipalities in Bulacan Province, the Department of Public Works and Highways has converted three (3) local roads into national roads to assure effective monitoring and maintenance of the road network.
In his Department Order No. 22, DPWH Secretary Hermogenes E. Ebdane Jr. has declared that the Brgy. San Roque Angat to Dona Remedios Trinidad Road (7.8 Km), Dona Remedios Trinidad to Akle San Ildefenso Road (12.9 Km), and Brgy Akle, San Ildefenso to Sibul, San Miguel Road Section (19.4 Km) into national roads.
“ These roads are vital in the agricultural communities especially to the rice farmers in the municipalities of Dona Remedios, San Ildefonso and San Miguel Bulacan, now that they are converted into national roads, we can now allot funds for their immediate maintenance works along the road network and make them passable at all times” Ebdane said.
Under Executive Order No. 124 Series of 1987, the DPWH was authorized to classify roads and highways into national, provincial, city, municipal, and barangay roads. However the local roads to be converted shall conform with the criteria set by DPWH for national roads.
The said road network will be monitored and maintained by the DPWH Bulacan Second District Engineering Office. |

DPWH CLARIFIES JAPAN ASSISTED CORDILLERA ROAD PROJECT |

Contrary to published reports that the Cervantes - Mankayan- Abatan Road project in Benguet is suffering from delays, the Department of Public Works and Highways clarified that the said road project in fact is ahead of schedule.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Philippine Japan Highway Loan Project Director Vicente Perez said that the project is already 39.3% complete, ahead of 17.02% compared to its scheduled accomplishement rating.
“ Much of the programmed works are completed even before the inclement weather were experienced in the Cordillera Region during the past few weeks. We even advised the contractor to take necessary action plan to catch up for the lost of time during the visit of typhoon Emong in Northern Luzon” Perez said.
The Cervantes-Mankayan-Abatan Road project is one of the DPWH priority projects as it is considered as a heritage highway linking the historical rich Ilocos Region and the indigenous tourist spots in Cordillera.
This P682 Million project involves the construction of 7.6 kilometers of Portland concrete cement pavement, 17.6 kilometers of asphalt cement pavement, improvement of drainage system, slope protection structures and rehabilitation of 5 existing bridges.
The project is jointly funded by the Government of the Philippines and the Japan Bank for International Cooperation, it is scheduled to be completed by February 2010. |

DPWH POURS PUMP PRIMING PROJECTS IN AGUSAN DEL NORTE |

A total of P58 Million worth of Pump-Priming Projects aimed at generating job opportunities to the unemployed local residents in Agusan Del Norte are now on-going.
DPWH Secretary Hermogenes E. Ebdane Jr. said that as to date, a total of 907 skilled and non-skilled workers local workforce were already hired in these major pump priming projects in Agusan Del Norte.
“ This is just a part of the DPWH job generation program which is primary aimed at employing displaced local and overseas workers due to the global financial crisis” Ebdane said.
DPWH Caraga Region Director Evelyn Baroso said that among the pump-priming projects in Agusan Del Norte are the Agusan-Bukidnon Road (12.2% complete), Buenavista-Bunaguit Road Package 1 (17.6% complete) and Package 2 (12.1% complete and the Agusan-Malaybalay Road (3.25% complete)
Barroso also added that the improvement of the said road sections will not only create jobs but it will also improve the living condition in the area as well as provide investment opportunities. |

DPWH Secretary Hermogenes E. Ebdane, Jr. said the realization of Bontoc-Tabuk-Tuguegarao Road Project was established as a very essential factor for the enrichment of the economy of the affected areas. It is also considered to be a factor to poverty alleviation since this road is very vital for economic, political, and social interaction within the locality.
"It will also promote regional/provincial development such as upland agriculture, tourism, and mining. It will also facilitate lower transport cost of goods and services. White water rafting along the Chico River will be readily accessible upon the completion of the road networks improvement", Ebdane added.
Governor Flydelia S. Diazen of Kalinga Province is very thankful of the very big SONA Project of President Gloria Macapagal Arroyo because they had been longing for this kind of project for it would link all the municipalities of Kalinga and it would be easier to access the people. "The number one problem in Kalinga is road infrastructure, so this would be a very big help not only on transportation facilities but on the social economic aspect because most of their farm produce would be easily brought to market, I am echoing the sentiments of all my constituents that this project would really improve the life situation in Kalinga," she added.
Store-owners Norma and Jaime Gonzeles of Bragy. Locug, Tabuk said they are very grateful for the concreting of their old road as this has made their business more profitable because travelers have increased traversing the Bontok-Tabuk-Tuguegarao road instead of taking the long trip via Isabela going to Baguio.
Farmer Alonso Fattit of said the SONA project has made their life easier since all their produce can now be easily brought to the market. Out-of-school youths in their barangay now are making money since the contractor of the project has given them jobs as skilled workers.
Regional Director Roy L. Manao said that DPWH-Cordillera Administrative Region working overtime to complete the project on its scheduled. "The weather is against us right now, so while the road constructions are going, we encounter many problems like slides, and other road hazards, so we hope that we will finish the project on time," he said. |

The ongoing rehabilitation, reconstruction and upgrading of damaged paved national road along Daang Maharlika Highway in Davao del Norte is progressing ahead of anticipated schedule by DPWH.
Regional Director Osop Ali reported to Secretary Hermogenes E. Ebdane, Jr. that the DPWH Region XI has already accomplished 8.193% as against target accomplishment of 1.157% for the rehabilitation, reconstruction and upgrading of Daang Maharlika Highway.
Costing P192.020 million, the project was started in March, 2009 and is scheduled to be completed by the second week of September, 2010. The project consists of reblocking, shouldering and construction of grouted riprap lined canal and other minor drainage structure on both sides at intermittent section. It also includes road widening with a length of 172.50 linear meters.
The DPWH Davao del Norte district engineering office headed by District Engineer Fernando S. Ongkiko, Jr. oversees the actual implementation of the project in order to finish it on time or ahead of schedule.
"In addition, OYSTER workers of the Davao del Norte District Engineering Office are maintaining the cleanliness of Daang Maharlika road especially its shoulders on both sides. The city government of Tagum City is also very cooperative by doing beautification projects along the national highway," District Engineer Ongkiko said. |

DPWH PREPARES FOR SCHOOL OPENING |

In preparation for the coming school opening, the Department of Public Works and Highways’ in coordination with the Department of Education, had started its ‘Oplan Balik Eskwela’ 2009.
DPWH Secretary Hermogenes E. Ebdane Jr. said that the DPWH Oplan Balik Eskwela involves the potholes asphalt patching operations and clearing of all obstructions along national roads leading to schools nationwide, declogging operation on line canals, re-painting of pedestrian lane crossings and removal of unsafe billboards/signages located within school vicinity.
“ We have to assure the smooth flow of traffic and assure the pedestrians safety especially the students during the influx of traffic during the opening of classes” Ebdane said.
Ebdane also said that for CY2008 DepEd School Building Program, the DPWH has completed a total of 1,794 classrooms, 539 are on-going while 370 are in pre-construction phase.
For CY2009, a total of P2 Billion were allocated. DepEd has already provided the list of projects worth P1.6 Billion of which the Department of Budget Management has released the corresponding SARO under Batch 1 amounting to P1.3 Billion. The DPWH is now undergoing pre-construction activities on the said school building projects. |

BITNONG-BELANCE ROAD IN NUEVA VIZCAYA NEARS COMPLETION |

Farmers and residents in Dupax Del Norte in Nueva Vizcaya expressed their gratitude to the Department of Public Works and Highways as it fats tracks the implementation of the Junction Bitnog-Belance-Nueva Vizcaya Road Project.
Mr. Hanselmo Santos, a local farmer said that the concreting of the access road would greatly help them in the fast delivery of their farm produce to the market area especially during the rainy season.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Region 2 Director Eugenio Pipo Jr. said that the road concreting project has attainted 75% completion and is expected to be fully completed by July this year.
This P125.4 Million road project involves the construction of 18.6 kilometers of portland concrete cement pavement including drainage system.
“ Once completed the newly concreted road will improve the living condition of the residents in the municipalities of Bambang and Aritao as it connects the rural road network to the Daang Maharlika Highway” Pipo said.
Meanwhile, Pipo also said that once completed they will assure strictly implement the RA 8794 or the Anti-Overloading Law to prolong its service life, because one of the major problem in Nueva Vizcaya is the overloaded cargo trucks passing thru the main road network.
“ We are appealing to the traders and cargo truck service providers to comply with the law so that we can prolong the lifespan of our roads for the benefit of the majority of the road users” Pipo added. |

CONSTRUCTION OF BONTOC-TABUK-TUGUEGARAO ROAD IN FULL SWING |

Construction activities at the Bontoc-Tabuk-Tuguegarao Road Project in Cordillera Region are in full swing to take advantage of the relatively good weather condition. Regional Director Roy L. Manao together with his RPMO-SONA Project Manager Alexander Castañeda and Project Engineers oversee the actual progress of the project trough the conduct of regular field inspection in compliance with the instruction of Secretary Hermogenes E. Ebdane Jr.
Director Roy L. Manao said that the implementation of the project was divided into two sections, the P948.322 million Bontoc-Tinglayan Boundary Road (section 1) having a 12.82 % accomplishment and the P2,340.599 million Tinglayan Boudary-Tabuk Road (section 2) having a 31.12% accomplishment as of April 20, 2009. “Our contractors are working overtime in clear areas to take advantage of the favorable weather condition”, he said.
“The improvement of Bontoc-Tabuk-Tuguegarao was envisioned to strengthen east-west link as it will spur economic linkages between CAR and Region II and will hasten a north-south mountain link between mountainous provinces such as Mountain Province, Kalinga and Apayao,” Director Manao added.
RPMO-SONA Project Manager Alexander Castañeda said that aside from bad weather condition, the only problem they are encountering is road-right-of-way particularly at Bontoc side wherein affected landowners don’t cooperate. “That is why we are conducting regular dialogues with barangay and local officials in order to achieve smooth implementation of the project,” Castañeda added.
Barangay Captain Mariano Way-yas of Barangay Tocucan, Bontoc, Mt. Province said they are not against the widening and improvement of the road because it will be very beneficial to them, they are only asking for a just compensation of their affected lots because those lands were owned by their great great forefathers and tilled from generations to generations.
Laay Acafa, a small scale vegetable grower and resident in Mt. Province said she is very thankful that the road will be finally improved and widened because for the last seventy two years, she is walking along the narrow, muddy and slippery road to bring her produce from her farm to the marketplace.
Bontoc Mayor Franklin Odsey thanked President Gloria Macapagal-Arroyo because it’s the first time that the Cordillera Region particularly the Mt. Province is feeling the support of the government through this road which will open the markets and will improve the life of the people particularly Bontoc. “We are working closely with the DPWH in the supervision and monitoring of this project,” he said. |

DPWH CREATES TASK GROUPS VS. CLIMATE CHANGE |

Mitigating the increasing impact of climate change in the country, the Department of Public Works and Highways helps the national government’s efforts in environmental conservation, protection and restoration (CPR) program by creating three new task groups.
DPWH Secretary Hermogenes E. Ebdane Jr. said that in compliance with President Gloria Macapagal Arroyo’s Executive Order No. 774 Task Groups on Rainwater Conservation, Outdoor and Rooftop Structures and Fossil Fuels were created.
In his Special Order No. 35, Ebdane assigned the following as Task Force Group Heads, Engr. Sofia Santiago from DPWH Major Flood Control Office for rainwater conservation, Director Emmanuel Cuntapay of the National Building Code Development Office for outdoor and rooftop structures and Belinda Fajardo from the Environmental and Social Services Office for fossil fuels.
Meanwhile, the following DPWH field officials are assigned as overall task group coordinators: DPWH National Capital Region Assistant Director Armando Estrella for Luzon; DPWH Region VII Director Josefino Rigor for Visayas; and DPWH Region X Director Jerome Dela Rosa for Mindanao.
Overall supervision of the DPWH Task Force on Climate Change is under DPWH Undersecretary Rafael Yabut.
Among the CPR program of the department are installation of rainwater collecting drums in all district engineering offices, establishment of garden on rooftop structures in all DPWH regional and district engineering offices and regulation of illumination time of billboard structures.
To ensure the immediate implementation and compliance of the program, each task groups are directed to submit a weekly accomplishment report directly to the Office of the President, through the Presidential Adviser on Global Warming and Climate Change. |

Due to heavy rains brought by typhoon “Dante” and “Emong” the Department of Public Works and Highways in Northern and Southern Luzon reported the closure of seven road sections because of landslide and floods.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Bureau of Maintenance Director Luis Mamitag said that in Cordillera Region the Abra - Cervantes road was closed due to damaged 2 spans of the Baay bridge structure. Only pedestrians are now allowed to cross the said bridge.
Kennon road is still closed to traffic because of heavy rains and falling rock debris.
In Cagayan Valley Region, the Cabagan - Sta. Maria Overflow Bridge is still closed due to swollen Cagayan River.
In Bicol Region the following road sections are still closed due to floods and landslides; Paraiso Section along Catanduanes Circumferential Road; Tilod Section , along Junction Bato-Baras Road Section; Dororian Section and Sicmil Spillway along Baras-Gigmoto- Viga Road; Rawis Bridge and Rangas Bridge along Bacon-Manito Road. An estimated P339.8 Million worth of infra was destroyed in Bicol Region.

DPWH-CAR WORKS FULL SPEED ON SONA PROJECTS |

The Department of Public Works and Highways-Cordillera Administrative Region (DPWH-CAR) strongly focuses on the speedy implementation of the construction of priority SONA projects of President Gloria Macapagal Arroyo for the North Luzon Agri-business Quadrangle like the Halsema Highway (Baguio-Bontoc-Banaue Road) and the Bontoc-Tabuk-Tuguegarao Road.
Director Roy L. Manao reported to Secretary Hermogenes E. Ebdane, Jr. that the P1.959 billion Halsema Highway now has a 31.71% over-all accomplishment while the P3.289 billion 108 kms Bontoc-Tabuk-Tuguegarao Road has a 25.84% accomplishment.
Director Manao is constantly pursuing these priority projects and personally oversees the implementation of these projects by making unscheduled inspections at the project sites.
Since his assumption as Regional Director in early January, Director Manao has been administering the Cordillera Administrative Region with his objective to rally the office behind the battle cry of “TEAM-CAR” – transparency, efficiency and effectiveness, accountable, maintain lines of communications, change, action, resources. As the head of office, he wants to lead by example, for his frontline supervisors and subordinates to emulate. For him, it is not enough that he gives assignments, but he monitors compliance to his directives.
In addition to these priority projects, the Cordillera regional office and its district offices continue maximizing their efforts in maintaining well all their national roads. They are also adopting the creation of Parks like the Benenas Park and the Panorama Park along Baguio-Bontoc Road which can be used as stop-over for traveling public to see the awesome and spectacular view they offer.
During the recently concluded 4th DPWH CAR Staff Conference 2009 held at the Mountain Province District Engineering Office in Bontoc, Director Manao also directed all District Engineers and Assistant District Engineers to coordinate with the provincial/local officials concerned in order to have a smooth implementation of all priority projects and also to avoid double funding. “The Slogan of our Department is DPWH on the Road, so let our personnel be on the road, maintain the support staff and let all technical people work on projects,” he said. |

QUIRINO-ANDAYA ROAD PROJECT NEARS COMPLETION |

Included in the priority infrastructure programs of President Gloria Macapagal Arroyo, as it serves as one of the access roads going in and out of Bicol Region, the Department of Public Works and Highways reported the near completion of the asphalt overlaying of Quirino-Andaya Road.
DPWH Undersecretary Rafael C. Yabut, in charge of DPWH operations in Region 5 said that while Bicol Region has experienced bad weather condition these past few weeks, for the last week of March a total of 60% of the program of work was already completed.
“ We have already instructed the field engineers to make the necessary catch up activities so that inspite of the recent inclement weather we can assure that the project will be completed by September this year” Yabut said.
DPWH Region V Director Orlando Roces said that the project involves the asphalt overlaying and improvement of three main road sections of the Quirino-Andaya Highway which includes Tabugon-Sta Elena Section in Camarines Norte, Del Gallego-Ragay Section and Lupi-Sipocot Section both located in Camarines Sur.
“ Out of the three road sections, we have intensified the works at the Del Gallego- Ragay due to damage on concrete pavement that poses danger to the motorists” Roces said.
This P350 Million road improvement project will not only speed up traveling time going in and out of the Bicol Region built it would also promote trade and industry as it complements inter-island highways as it was included in the Eastern and Central Nautical Highway. |

DPWH METRO PREPARES FOR TYPHOON ‘EMONG’ |

Department of Public Works and Highways emergency crew and equipment in Metro Manila are now on 24 hour stand by deployment in preparation for the typhoon ‘Emong’ which is expected to land fall in the metropolis tonight.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH NCR Director Robert Lala said that all district engineers are already on alert and ready to respond on emergency road situation .
“ Emergency crew with full equipment support must be ready to respond to any unexpected damage to major infrastructure” Lala added.
Lala also instructed all district engineers to coordinate with all billboard service providers and owners to lower down all tarpaulins to avoid accidents.
All communications in the DPWH National Capital Region Office are also open 24 hours to assure immediate relay of vital up to date advisories. |

PUMP PRIMING FORUM HELD IN NUEVA VIZCAYA-DPWH |

In line with President Gloria Macapagal Arroyo’s job generation program to pump prime the country’s economy, the Department of Public Works and Highways had conducted a Pump Priming Meeting among the contractors in Cagayan Valley Region.
DPWH Secretary Hermogenes E. Ebdane Jr. said that majority of the funds needed on the DPWH Pump Priming Projects were already released and should be immediately implemented not only to generate employment but to improve the country’s needed infrastructure facilities.
DPWH Region II Director Eugenio Pipo said that 60 percent of the DPWH 2009 budget for infrastructure is allotted for the Pump Priming Projects which aims to help address the threat of global financial crisis which also resulted to unemployment of many Filipinos.
During the meeting, the contractors were informed that the DPWH Regional and District Offices will accept applicants and will report to them according to the needs of the contractors for hiring.
The contractors were also advised that although they have their permanent employees, they must employ at least 50 percent of their non-skilled work force from the locality to support the program.
A total of 30 representatives from various construction contractors from the based on Cagayan Valley Region attended the said meeting. |
