DETOUR ROUTE FOR AGUS BRIDGE NOW OPEN

  Motorists bound to Lanao Del Norte from Iligan City and vice versa were advised to take Ditucalan Bridge as alternate route for the bombed Agus Bridge. In his recent inspection, Public Works and Highways Secretary ordered the DPWH Region X Office to immediately prepare the program of work for the needed repair of the damaged bridge. “Agus Bridge is one of the main bridges of Iligan City, if not repaired immediately, it will cost the delay not only of the traveling public but also the flow of trade going to and from Zamboanga, Misamis Occidental and all other parts of Mindanao since it is situated along Iligan-Cagayan-Butuan Road (ICBR)” . Ebdane said. The damaged bridge has a total length of 104 meters [30 meters Reinforced Concrete Deck Girder (RCDG) and 74 meters Steel]. Halfway of the Steel Bridge was bombed which destroyed both sides of its steel beam. Upon assessment of the Regional Bridge Expert, bottom chords (left and right), the main diagonal mid-span, cross stringers and the sidewalks of the bombed area are totally damaged. To date only light vehicles are allowed to pass the detour bridge, with vehicular traffic being supervised by Lanao del Norte 2nd District Engineering Office in coordination with the Philippine National Police (PNP) of Iligan City.

DPWH CONDUCTS SEMINAR ON PROCUREMENT ACT

  To assure the strict implementation of the procurement process, the Department of Public Works and Highways conducts a refresher course on the Implementing Rules and Regulations of Republic Act 9184 or the National Government Procurement Law. Public Works Secretary Hermogenes E. Ebdane Jr. said that the seminar would not only inform the participants on the detailed process of the procurement in the government but it will also encourage them to be part of the DPWH efforts in combating graft and corruption by strictly enforcing the provisions of the RA 9184. “ Majority of the DPWH projects are being under taken by contract, this seminar will help to assure the overall effective implementation of these projects especially during the procurement activities” Ebdane said. A total of 30 participants, composed of administrative officers and legal officers who are members of Bids and Wards Committee or Secretariat from the 16 DPWH regional offices attended the seminar. Assistant Secretary Jaime Pacanan, in-charge of DPWH AMMS Operation said among the topics discussed are the Procurement Planning and Reporting Process, Rules in Procurement of Civil Works, Goods and Consultancy Service and Standard Bidding Document Requirements. The guest speaker is DPWH Bureau of Research and Standards Director Antonio Molano Jr. who is also a member of the Government Procurement Board.

DPWH DECLARES DANTAY-SAGADA ROAD AS NATIONAL ROAD

  In support with President Gloria Macapagal Arroyo’s thrust in developing strong foundations of the tourism industry by improving rural infrastructure facilities, the Department of Public Works and Highways (DPWH) declares the Dantay-Sagada provincial road as a national road. In his Department Order No., 20 DPWH Secretary Hermogenes Ebdane Jr. said that the Dantay-Sagada Road is vital of the tourism industry of the municipality Sagada as it serves as main access road coming from the Halsema Highway in Dantay Mt. Province to Sagada, the famous tourism spot. “ Now that the road is under our jurisdiction we can now appropriate funds for the concreting of the 13.5 kilometers of road to lessen the traveling time from an an hour to less than 30 minutes and to provide more comfort tourist flocking the municipality of Sagada ” Ebdane said. Mr. Arman Santos, a local tourist guide in Sagada said the improvement of the road leading to Sagada would surely help attract local as well as foreign tourists because of the convenience brought by the good road condition Through Executive Order No.124 Series of 1987, the DPWH is authorized to classify provincial, city, municipal and barangay roads into national roads. The Dantay-Sagada Provincial Road, also known as the Rev. John Staunton Provincial Road is now within the jurisdiction of the DPWH Cordillera Administrative Region (CAR).

DPWH CONDUCTS PUBLIC FORUM ON PALAWAN ROAD PROJECT

  To inform the local communities regarding the status of President Gloria Macapagal Arroyo’s flagship projects in the main island of Palawan, the Department of Public Works and Highways (DPWH) conducts a public forum on the status of El Nido - Bataraza - Rio Tuba Road Project. In his report to Public Works Secretary Hermogenes E. Ebdane Jr., Region IV-B Director Viniedo Reyes said that among the participants in the said forum are local officials from the 2nd Congressional District of Palawan including municipal councilors and barangay captains. During the forum, DPWH Palawan 2nd Assistant District Engineer Mariano G. Soriano reported the progress of works along the road project including other major projects of President Arroyo such as the Malampaya Gas Share Project. To date, this P8.16 Billion road project is already 33.37% complete and is expected to be completed by November 2010. The project involves the construction of 358 kilometers of portland concrete cement pavement, and rehabilitation of bridges, slope protection works, drainage system and installation of road safety devices. Bataraza Liga ng mga Barangay President Eddie Sagun said that the forum has become a good venue for exchange of ideas and tresh out vital issues regarding the road project such as road right of way acquisition, traffic control scheme during project implementation and local employment opportunities. “We salute the department for its consistent hard work to provide the people with consistent information and being transparent in their operations. We would also like to express our deep gratitude and appreciation to the DPWH for their appearance and effective campaign,” President Sagun said.

ILIGAN BRIDGE BOMBED BY LAWLESS GROUP

  The Department of Public Works and Highways (DPWH) has reported the closure to vehicular traffic of Agus Bridge in Iligan City, Northern Mindanao Region after it was bombed by unidentified group early morning today (April 20, 2009). According to report from DPWH-Lanao Del Norte 2nd OIC-District Engineer Marivel Frances Ong, steel beam at both sides of the 104 lineal meter bridge were totally destroyed by latest attack of alleged lawless elements on government’s infrastructure. Also damaged according to the assessment conducted by the DPWH Region 10 bridge experts are the bottom chords (left and right side), main diagonal mid-span, cross stringers, and the sidewalk. Agus Bridge along Iligan-Aurora Road is located eight (8) kilometers away from the Iligan City proper. Iligan-Aurora Road is the main access road leading to Zamboanga Peninsula and Misamis Occidental. Engineer Ong said that personnel from the DPWH district office were immediately deployed to prepare for the construction of detour access, as the damaged bridge is only passable to pedestrians, five (5) persons at a time. DPWH Secretary Hermogenes E. Ebdane, Jr. immediately sent Assistant Director Mangbalo Maniri of DPWH Region 10 based in Cagayan De Oro City to Iligan City to coordinate with concerned local government units and local police in the traffic management and in the formulation of rerouting plan. The DPWH will request the immediate release of funds needed to undertake restoration of the damaged Agus Bridge once the assessment of cost is completed.

DPWH FAST TRACKS VITAL TOURISM AND AGRI HIGHWAY IN CORDILLERA

  Considered as one of the vital road network in Cordillera region as it connects the major tourists spots and agricultural communities to the market areas, the Department of Public Works and Highways doubled their efforts in completing the remaining concreting works in the Banaue-Bontoc Road Project. In his recent inspection, Public Works Secretary Hermogenes E. Ebdane Jr. instructed the DPWH Cordillera Administrative Region to take advantage of the remaining summer weeks and accomplish much of the programmed works. Included in President Gloria Macapagal Arroyo’s State of the Nation Address, once completed the travelling time from Bontoc in Mt. Province to the famous tourist destination rice terraces in Banaue, Ifugao will be lessened from two or three hours to one hour. Josefina Bangan, wife of a local farmer in Mt. Polis said that even the project is not yet fully completed they had already increase their profit because they were able to sell their vegetable products at a much higher price because of its freshness due to fast delivery from the farm to market centers. DPWH Cordillera Administrative Region Director Roy Manao said that the project is already 35.89% complete and in coordination with the contractor they are maximizing their efforts to complete the project on or before December this year. This P864 Million road project involves the construction of 94.12 kilometers of Portland cement concrete pavement from Brgy. View Point in Banaue to Sumani in Bontoc. It also includes the construction of drainage system, slope protection works and installation of road safety devices such as guardrails and road signs.

DPWH JOINS INTERNATIONAL EARTH DAY CELEBRATION

  “I will continue to promote environmental consciousness and environmental friendly infrastructure in the DPWH and other communities,” Senior Undersecretary Manuel M. Bonoan wrote in the DPWH “Eco-Tree” during the kick-off ceremony of the Department of Public Works and Highways’ week-long celebration of International Earth Day. The affair with the theme “Earth Survival and Climate Solutions (Tubig, Lupa, Hangin Buhayin, Batas Tuparin)” started with the celebration of the holy mass and a special program attended by Key Officials and employees of the Department. Highlight of the event was the palm printing at the solidarity wall in support for mother earth made by Presidential Adviser on Global Warming and Climate Change Heherson T. Alvarez, Senior Undersecretary Bonoan, Undersecretary Rafael Yabut, Assistant Secretaries Maria Catalina Cabral and Dimas Soguilon and other DPWH officials and employees. It was later followed with the writing of their pledges to mother earth. Secretary Alvarez, who was the event’s guest speaker thanked the DPWH and appealed to each and every employee to help in the conservation of the environment by participating and implementing the conservation, protection, and restoration policy of the government. In his message read by Sr. Undersecretary Bonoan, DPWH Secretary Ebdane Hermogenes Ebdane, Jr. shared one lesson he learned from his survival training that provides a basic rule for saving the planet and protecting the environment, that is, to take only what you need and leave the rest for the next generation. Secretary Ebdane added that while the concept of climate change and the challenge of environmental protection are complicated and multidimensional, the action required of each of everyone is simple and understandable; to act with prudence, discipline and an eye to the future. Secretary Ebdane urged the DPWH family to do their share, as individuals and as a collective force, all in the name of preparing for the future of our country and our people. The DPWH is mandated by Executive Order No. 774, to lead the Presidential Task Force on Clean Water Conservation, Rainwater Conservation, Water Recycling, and Outdoor and Rooftop Structures.

DPWH IMPROVES SURIGAO-DAVAO COASTAL ROAD TO ENHANCE ECONOMIC CONDITION IN MINDANAO

  The Department of Public Works and Highways (DPWH) is now fast-tracking the completion of Bacuag Claver Section of the Surigao-Davao Coastal Road. The project is among the SONA projects of President Gloria Macapagal-Arroyo administration in Mindanao. DPWH Secretary Hermogenes Ebdane Jr. said that this SONA project supports the agricultural and mining activities in Mindanao thus enhancing the economic condition of residents in the area. Aside from the advantage the people get from agriculture, this project will have a significant impact to the development of tourism industry, as it will facilitate easy access to various tourist destinations. This will also provide safer land travel to motorists. The 40 kilometer road project costing P 661.069 million involves the construction of new portland concrete cement pavement to about 0.23 meter thick and 6.70 meter wide. The development of various drainage structures, slope protection works and miscellaneous works such as guardrails, pavement markings and road signs are also part of the project. To date, the project has an actual status of 54.03% under the supervision of DPWH International Bank for Reconstruction and Development- Project Management Office (PMO-IBRD).

DPWH IMPROVES QUEZON ROAD IN SUPPORT TO PEACE AND DEVELOPMENT PROGRAM

  The Department of Public Works and Highways (DPWH) is now undertaking the improvement of road link between the towns of Buenavista and Lopez in Quezon province. DPWH Secretary Hermogenes E. Ebdane Jr. said that this project which is among the pump-priming project of President Gloria Macapagal Arroyo compliment not only the development of Buenavista but also the towns of the eastern part of Quezon province. The project consists of the concreting of 1.650 kms. gravel road with an average carriageway width of 6.10m pavement of 0.23m, with a shoulder of 2.0m including the construction of slope protection and drainage and other related minor structures. DPWH Quezon 4th District Engineer Ronnel Tan said that prior to this road improvement project, the road section was a provincial road in severe condition and was hardly passable to vehicular traffic most especially during rainy season. The road project will also ensure the safety and convenience of travelling public at all times. Costing P 30 million, the project is when fully completed will pave way to program and development to the 3rd and 4th district of Quezon province.

DPWH BRIDGES GAP

  Aiming to rehabilitate and improve the economy of Calbayog City and the other municipalities in Samar through the provision of vital infrastructure, the Department of Public Works and Highways (DPWH) speeds up the implementation of the Calbayog - Gatanguit Road Project. The project consists of improvements and widening of road; upgrading and widening road tracks and shoulders; building better drainage facilities and slope protection; and building road safety devices alongside the existing 52.7 kms road. Considering that Samar is located in the country’s typhoon belt, the road network is constantly subjected to destruction, and deterioration of roadways and shoulders, thus, the DPWH took immediate actions in rehabilitating and improving the road section. DPWH Secretary Hermogenes E. Ebdane Jr. said that taking abrupt actions are necessary in improving the national road net. He also added that the DPWH must not only rehabilitate or reconstruct roads immediately but also continue producing new, lasting, safe and efficient roads and bridges to be more convenient. The road project also includes replacement of two (2) bridges and rehabilitation of thirteen (13) more bridges located along the Calbayog- Gatanguit.

DPWH STARTS THE CONSTRUCTION OF P 1.7 B BUTUAN CITY- LAS NIEVES- ESPERANZA- BAYUGAN ROAD, CONTRACT PACKAGE VII

  Included in the high impact projects of President Gloria Macapagal Arroyo in CARAGA Region the Department of Public Works and Highways started the construction of the P 1.7 Billion Butuan City-Las Nieves-Esperanza- Bayugan Road, Contract Package VII of Rural Road Network Development Project, Phase III. DPWH, Secretary Hermogenes Ebdane Jr. said this project would provide the needed infrastructure facility in the agricultural community and developing industrial center in Butuan City, Agusan del Norte and Agusan del Sur. This road project includes the connecting of 61.107 kms. of Portland Cement Concrete Pavement. It passes thru the City of Butuan and the Municipality of Las Nieves in Agusan del Norte and the Municipalities of Esperanza and Bayugan in Agusan del Sur. The project also includes the reconstruction of 6 bridges; 4 bridges for repair and retrofitting; 3 for super-structure replacement and 3 for asphalt overlaying of deckslab. To date, survey works, clearing and grubbing activities, surplus excavation, fabrication of Reinforced Concrete Pavement Culvert, and erection of concrete batching plant are on going. The contractor will purchase the additional equipment to speed up the scheduled program of work the report said. This road project is funded by the Government of the Philippines is expected to be completed by June 2011.

DPWH CONDUCTS AN INSPECTION AT AGAS-AGAS BRIDGE

  Considered as one of the vital road network in Eastern Visayas, Public Works and Highways Secretary Hermogenes Ebdane Jr. together with Undersecretary for Visayas Operations Rafael Yabut inspected the near completion of the Agas-Agas Bridge project. During the said inspection, Ebdane discussed with the contractors and consultants the possibility of providing a bridge view deck and other additional works such as parking area, rest house, bridge bituminous concrete surface course, bridge electrical provision and other related works. “ Because it is one of the considered engineering feats in the country, once the Agas-Agas Bridge has the potential to become one of the tourist spots in Eastern Visayas.” Ebdane said. DPWH Philippine Japan Highway Loan Project Director Vicente Perez said that the project is now 87% complete, ahead of 8.17% compared to its scheduled accomplishment rating. “ The contractor has completed much of the programmed works because of the good weather condition in the area, if the good weather prevails contractor will complete the project ahead of schedule” Perez added. This P995 Milliion bridge project is jointly funded by the Japan Bank for International Cooperation and the Goivernment of the Philippines. It is expected to be completed by August 2009. This bridge project includes the construction of 350 meters of cantilever pre-stressed bridge and 1.15 kilometers of portland concrete cement pavement, improvement of drainage system and construction of slope protection and other structures.

DPWH; NOW ON THE MOVE FOR THE IMPROVEMENT OF HERITAGE HIGHWAY.

  To develop the tourism and agricultural industry in Cordillera Region and Northern Luzon, the Department of public works and Highways speeds up the completion of Cervantes-Mankayan-Abatan Road. DPWH Secretary Hermogenes E. Ebdane Jr. said that the said road was also known as the Heritage Highway because it connects the high agricultural and indigenous communities of Cordillera Region and the historical sites of Ilocos Region. Implemented by the DPWH Philippine Japan Highway Loan Office, Project Director Vicente Perez said that the project is now 39% completed which is 17% ahead compared to its scheduled completion. This P682 Million road project is jointly funded by the Japan Bank for International Cooperation and the Government of the Philippines. The project would cover the construction of 7.62 kms Portland concrete cement pavement and 17.65 kilometers of Asphalt Cement Pavement (ACP), improvement drainage system, construction of slope protection works and repair of five existing bridges. Among the bridges to be repaired are Comillas Bridge. Libeg Bridge, Baguyos bridge, Tubo Bridge and the Guinaong Bridge. At present, continuous consultation meeting with the LGU concerned officials and individual lot owners are being held for the Road Right of way Acquisition. Furthermore, the contractors were advised to take necessary actions to catch up work because of rain occurrences in this mountainous area.

DPWH PROVIDES A BETTER ROAD IN PALAWAN

  To provide a more reliable, efficient and safer transportation, the Department of Public Works and Highways (DPWH) fast tracks the construction of Abo-Abo-Brooke’s Point- Rio Tuba Road section of the El Nido-Bataraza road in the province of Palawan. Included under President Gloria Macapagal-Arroyo’s SONA projects this P1.9 billion road project includes the construction of 41.249 km new PCCP Road, three (3) new bridges, widening of nine (9) bridges, and installation of drainage and slope protection works. PWH Secretary Hemohenes E. Ebdane Jr. said that upon its completion, this new road project will strengthen linkages between the tourism sector and other economic sector such as agriculture, fishery, manufacturing etc. and generate a synergic effects on the development of the province. Ebdane assured that the government continues to provide a better road network linking the less developed communities of socio-economic development to the centers of trade and commerce. The project involves the construction of 41.249 km of new PCCP road with 6.10 meter width and 0.23-meter thick with Portland Cement stabilized road mix base course and aggregate subbase course and crushed aggregate base course and common excavation of 544,126 cu. m. This P1.9 B road and bridge rehabilitation project is jointly funded by the Government of the Philippines and the Japan Bank for International Cooperation and is now 16.9% complete and is expected to be completed by March 2010.

UN-ESCAP & DPWH TO INSTALL ROAD SIGNS ALONG ASIAN HIGHWAY

  Working with United Nations in promoting trade and tourism industry in Asia, the Department of Public Works and Highways adapts the installation of Route Markers and Directional Signs along the UN declared Asian Highway- Route AH26 or the 3,517 kilometers Daang Maharlika Highway which starts at Laoag City and ends in Zamboanga City. The Asian Highway (AH) Network was conceived by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) for a coordinated development and upgrading of existing regional highways system among member countries. The Philippines, as one of the 32 member countries of ESCAP, has been assigned the Asian Highway route number AH26 and it is now considered as one of the major route links connecting seaports and cities in the country. In his Department Order, Secretary Hermogenes E. Ebdane Jr. instructed the DPWH Planning Service to conduct project evaluation while the regional planning and design division will conduct the field survey and submit the exact locations/sites for the said markers. The DPWH regional and district offices will implement the project. “The installation of these vital signs and markers is in compliance with the Philippines’ commitment to the UN-ESCAP to promote trade, international as well as local tourism, by providing reliable and efficient road information about routes, directions, destinations, and point of interest and enhance cooperation in the development of a harmonized and coordinated regional land transport infrastructure network and in the improvement of the interconnectivity of land transport” Ebdane said. The standard design and specification of the route markers and directional signs will be based on the DPWH Road Signs and Pavement Markings Manual. The project will be implemented in two phases. Phase one includes the regions I, II, III, NCR, IV-A and V, while phase II includes regions VIII, IX, X, XI, XII, and XIII. The project is scheduled for pilot implementation in Ilocos region this year.

DPWH CREATES STEERING COMMITTEE FOR SECTOR LOAN DISASTER RISK MANAGEMENT

  To assure the effectiveness and coordinated implementation of the Preparatory Study for the Sector Loan on Disaster Risk Management, Public Works and Highways Secretary Hermogenes E. Ebdane Jr. formed a Steering Committee and Technical Working Group composed of flood engineering experts from the DPWH and other government agencies. In his Special Order, Ebdane designated DPWH Assistant Secretary Maria Catalina Cabral as Steering Committee Chairperson, Flood Control and Sabo Engineering Center Project Director Resito David as Vice-Chariperson and among its members are flood experts from DPWH Planning Service, Major Flood Control Projects, Environmental and Services Office, Bureau of Maintenance and representatives from NEDA, Office of the Civil Defense, DENR-Mines and Geosciences Bureau and PAGASA. The preparatory study is co-financed by the Government of Japan through the Japan International Cooperation Agency (JICA). The in-house JICA River Management Expert assigned in the DPWH Planning Service and the JICA Field Advisor in the FCSEC will serve as honorary members of the committee. The main function of the steering committee is to monitor the progress of the study, provide guidance, resources and support to the study team and ensure the success and desired outcome of the study. They will also review and monitor the conduct of Master Plan and Feasibility Study of 12 river basins such as Agos in Calabarzon, Yawa in Bicol Region, Quiragay in Northern Luzon, Amburayan in Cordillera, Balete in Mimaropa, Aklan in Western Visayas, Dungcaan and Lake Mainit-Tubay in Eastern Visayas, Guinabasan in Cnetral Visayas, Iponan in Northern Mindanao, Tumaga in Zamboanga Peninsula, Lipadas in Davao Region, and Silway-Popong-Sinaual in Cotabato. Engineer Rebecca Garsuta from the Development Planning Division was designated as Chairperson of the Technical Working Group.
