P 7.73 MILLION INFRA DAMAGE IN AURORA-DPWH

  After three consecutive days of heavy rains in Central Luzon due to an active Low Pressure area as reported by PAGASA, the Department of Public Works and Highways has reported the initial estimated P7.73 Million damage to infrastructure in Aurora Province. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Bureau of Maintenance, Director Luis Mamitag said that the most of the affected road network is the Nueva Ecija- Aurora Road along Brgy. Villa, in Maria Aurora wherein a total of P 5 Million is needed to repair the damaged Cabatangan Bridge. Among the still unpassable road sections are the Baler Casiguran Road along Pimpolosan Section, Ditawini Section, Sala Creek, Brgy. Simabahan Section, Bungo Section, Dibacong-Bibut Section, Dibot Bridge, Montay Creek, Pugo Timber Bridge are all closed due to series of landslides, flooded road sections and damaged bridges.

EBDANE ORDERS EARLY COMPLETION OF DPWH SONA PROJECTS

  “ Do not construct structures, without access to communities” This was DPWH Secretary Hermogenes E. Ebdane Jr.’s order to the DPWH regional and project directors during a staff meeting because of reports that some DPWH implemented State of the Nation Projects were delayed due to road-right-of way acquisition issues. Considering the importance of all the major DPWH implemented SONA Projects, Secretary Ebdane also ordered that all SONA project must be completed on or before the third quarter next year. “ Instead of working for the completion of the SONA projects on the first quarter of 2010 all projects should be completed by October next year” Ebdane said. “ These vital infrastructure projects must be delivered immediately as they serve as foundations of economic development and it can also help our governments effort to sustain its economic gains through infrastructure development” Ebdane said. To strictly monitor the progress of work, Ebdane also instructed all field personnel to submit monthly report instead of quarterly. The report should also specify the physical target for each month. “ Before the year end next year, we should accomplish all of the specified priority projects of President Arroyo” Ebdane added. Among the DPWH implemented SONA projects are the Halsema Highway and Bontoc-Tabuk-Tuguegarao Road in the Cordillera, the Baler Casiguran Road and Dingalan Port Road in Central Luzon, Marikina Infanta Road in Calabarzon Region, Iloilo East Coast Road and Calbiga-Tacloban Road in Visayas, and the Basilan Circumfernatial Road, Surigao Davao Coastal Road and Iligan Circumferential Road in Mindanao. Meanwhile, Edbane also instructed all regional directors to submit the real estate inventory so that the DPWH Executive Committee can effectively plan for the establishment of DPWH employees staff houses in every DPWH Regional Office. “ We must also consider the welfare of our co-employees so that they can be accommodate safely during the official business trips in the various DPWH regional offices” Ebdane said.

Rasuman welcomes the participants of the 4th DPWH & DepED National School Building Projects Coordination Meeting. Among the vital issues that had been tackled during the meeting are the increase of construction materials and the adoption of DPWH Computerized Cost Estimate System on school building projects.

DPWH & DepEd CONDUCTS COORDINATION MEETING ON SCHOOLBUILDING PROJECTS

  To assure the immediate completion of vital school building projects and to tresh out issues and concerns involving its implementation, the Department of Public Works and Highways and the Department of Education will conduct its 4th National School Building Project Coordination Meeting on November 20, 2008. Headed by DPWH Task Force on School Building Projects, Undersecretary Bashir D. Rasuman said that since 2004, the DPWH and the DepEd had intensified its school building program project monitoring system by conducting regional and annual coordination meetings to discuss vital issues in project implementation. Among the highlights of the meeting are the seminar workshop on the consolidated issues and concerns on the recently completed regional coordination meeting. Among the invited government officials are DPWH Secretary Hermogenes E. Ebdane Jr., DepEd Undersecretary Ramon Bacani, DPWH and DepEd Regional Directors and the key officials from the DepEd Physical Facilities Division. “ Among the vital issues to be discussed are the application of the DPWH computerized cost estimate system in the school building program that is expected to reduce the processing of cost estimates from three months to a week” Rasuman said. Also to be discussed is how to cope up with the increase of construction materials especially in far flung areas. Since 2001, the DPWH has completed a total of 21,609 school building projects nationwide or a total of more or less 43,000 classrooms which benefited an estimated total of 2.1 Million students. For this year, a total of 242 school building projects are now complete and are now ready for use by students next school year while 306 are on-going.

Ebdane Jr. gave his inspirational message to all District and Assistant District Engineers attending the annual national convention of District Engineers League of the Philippines held recently in Cebu City. Ebdane rallied his co-workers in the DPWH to get the job well done, get the job done on time, and get the job done on budget and to stay focus in accomplishing infrastructure targets supportive of the development thrust of the President Gloria Macapagal Arroyo administration.

DPWH FAST TRACKS P1.16 B ILOCOS SUR AND CORDILLERA ROAD LINK

  A P1.16 Billion road project with funding assistance from the Japan Bank for International Cooperation (JBIC) is being constructed in the hinterlands of Ilocos Sur and Benguet. Considered a heritage highway, the Suyo-Cervantes road links two cultural rich regions, the old Spanish colonial towns in Ilocos Norte and Ilocos Sur and the tribal ethnic communities in the Cordilleras. The road has an accomplishment rating of 70.4%, ahead of 12.4% compared to its scheduled percentage accomplishment rating, said DPWH project director Vicente Perez.. It is targeted for completion in April next year, Perez added. When completed the road serves as faster alternate route of Benguet residents towards the Ilocos provinces without passing through Baguio City. The project involves the construction of 45 kilometers of concrete road, replacement of nine bridges, one multi-barrel spillway, three (3) special type reinforced concrete box culvert and provision of drainage and slope protection works. It will be connected in the newly started Cervantes-Mankayan-Abatan Road Project which is also implemented by the DPWH.

DPWH GROUNDZERO HUGE EDSA BILLBOARD, REGAIN PERPETUAL ALLEY FOR PUBLIC USE

  An illegally constructed billboard near Camp Crame in San Juan City was torn down by the Department of Public Works and Highways (DPWH) as part of the agency’s sustained campaign to ensure public safety at all times. Spearheaded by National Building Code Development Office Executive Director Emmanuel Cuntapay, DPWH First Metro Manila District Engineer Roberto Nicolas and San Juan City Architect Romeo Gonzales, the huge billboard structure near CATS-Mercedez Benz Building along EDSA in East Greenhills, San Juan City was dismantled and will totally put ground zero. The illegal structure under J. Ramos Billboard Services violated the allowable billboards size requirements of 40 feet by 30 feet and pose hazard to motorists traversing Epifanio Delos Santos Avenue. According to Director Cuntapay, the billboard service provider was found not only violating laws on billboard standards and operating without necessary permit but is also occupying a perpetual alley, hence, denying access to general public. The existence of the perpetual alley where the billboard structure is erected was discovered by the DPWH during the course of their conduct of nationwide inventory of signs and signboard structures pursuant to the President Gloria Macapagal Arroyo’s Administrative Order No. 160. Architect Romeo Gonzales, local building official of the local government of San Juan City said that earlier, all billboard construction permits were revoked following the instruction of Secretary Hermogenes Ebdane Jr. but J. Ramos Billboard Services continued with their illegal construction despite series of notices issued by him until final demolition was served. CATS-Mercedez Benz has also earlier complained the presence of that billboard as it has triggered accident in the past. Cuntapay said that with the demolition of this billboard, DPWH not only protect motorists but also regained a vital perpetual alley that will be a useful passage for people.

DPWH PURSUES ANTI-RED TAPE CAMPAIGN

  To fight graft and corruption and in compliance with President Gloria Macapagal Arroyo’s Administrative Order No. 241, the Department of Public Works and Highways recently conducted an Anti-Red Tape Act Seminar Workshop held in Cagayan Valley Region. AO 241 orders all government departments, bureaus and instrumentalities to streamline and post the procedures for the 20 ‘most heavily utilized processes or services’. It also instructed the government agencies to set up a system to curb so-called fixing in their workplaces and subsequently file criminal and/or administrative cases against fixers not later than March 31, 2009. DPWH Secretary Hermogenes E. Ebdane Jr. said that in coordination with the Office of the Ombudsman the DPWH has started the series of information campaign among its various regional offices regarding the Implementing Rules and Regulations of the Anti-Red Tape Act of 2007. Among the activities of the Anti-Red Tape Seminar Workshop is a lecture discussion conducted by DPWH Resident Ombudsman Atty. Roline Ginez-Jabalde and a case analysis on issue of fixing and fixers in government conducted by Atty. Katherine Altubar. “ We are continuously promoting transparency in all our operations by developing our clientele feedback mechanism” Ebdane said. At the start of his administration in the DPWH, Ebdane had started the DPWH Txt 2920, which is a mobile phone complaints and inquiry system that aims to immediately respond to the inquiries and complaint of citizenry. Aside from the Txt 2920, the DPWH also has an on-line feedback mechanism where in the public can inquire and address issues and concerns to the DPWH through the web, the DPWH Walk-in and Telephone Hotline (Tel No. 3043280 and 3043279) Monitoring System, and the computerized Document Tracking System for the processing of procurement of goods and civil works.
