PGMA INSPECTS CATARMAN-CALBAYOG VIA LOPE DE VEGEA ROAD |

President Gloria Macapagal Arroyo together with the Department of Public Works and Highways recently inspected the newly completed Catarman-Calbayog via Lope De Vega Road Project in Northern Samar Province.
During the inspection, DPWH Undersecretary Rafael Yabut, in charge of Visayas Operations reported to President Arroyo that motorists coming from Calbayog going to Northern Samar are now enjoying increase of their profit and smooth flow traffic as the newly completed road section decreases the traveling time from 6 hours to three to four hours.
Yabut also added that the project will not only improve the transportation and communication industry in the province but it will encourage employment and investment opportunities for Samar Province.
Mr. Hermael Santos, a public utility van owner said that since the DPWH had completed the said diversion road project, their income had increase to 60% because of the decrease in the traveling time and lower maintenance cost for their vehicles.
“ Compared to using the old route via Allen it would take us four to five hours trip from Calbayog City going to Catarman City, while using the newly completed Lope De Vega Road it only takes us four hours to reach Catarman and the good road condition also help us save gasoline and maintenance expenses for our vehicles” Santos said.
The project involves the construction of 47.33 kilometers of Portland concrete cement pavement including the widening and improvement of road shoulders, provision of drainage facilities, slope protection works, installation of road signs and rehabilitation of 26 existing bridges. |

Due to heavy rains brought by typhoon “Nina” the Department of Public Works and Highways Regional Offices reported the closure of four major road networks in Northern and South Luzon and Mindanao.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Bureau of Maintenance Director Luis Mamitag said that in Cordillera Region the Bontoc-Baguio Road is closed to traffic due to rock and landslide.
In Region IV-B, the Ipil Bridge and Pili Bridge along Sibuyan Circumferential Road is still closed to traffic due to washed out bridge.
In Region XI, the Mati-Marasugan Road is also closed to traffic due to road slip.
“ The DPWH regional and district disaster maintenance crew are now deployed and conducting pallative repair works and clearing operations, warning and directional signs are also installed to warn incoming motorists” Mamitag added.
To date, an initial estimate of P 18.05 Million damage infrastructure was recorded nationwide. |

P 815 MILLION CAGAYAN DE ORO 3RD BRIDGE NEARS COMPLETION-DPWH |

Included in the priority projects of President Gloria Macapagal Arroyo, considering its importance in the fast growing economy of Cagayan De Oro City, the Department of Public Works and Highways reported the near completion of the Cagayan De Oro 3rd Bridge and Access Road Project.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region X Director Sinaolan T. Macarambon said that they have accomplished a total of 89.46% of the programmed works and is expected to be completed by end of November this year.
Macarambon said that this bridge project is vital to the economic activities in Cagayan De Oro City as it links the city port road in Puntod with the national highway in Opol, Misamis Oriental.
“ Upon its completion the agricultural communities in the two congressional districts of Cagayan De Oro and One in Misamis Oriental can immediately deliver their products to the market areas” Macarambon added. It also serves as access road going to the Cagayan De Oro Port.
The project involves the construction of a 352 linear meter long four lanes pre-stressed concrete bridge with eleven spans and concreting of 8.46 kilometers of four lanes road pavement along coastal route.
“ We are now completing some of the remaining works on the both approaches of the bridge project such as provision of lighting facilities and installation of additional bridge railings, if the good weather prevails we can complete the project by November this year “ Marambon also said. |

DPWH SPEEDS UP WORKS ON P 1.4 BILLION ROAD PROJECT IN SAMAR |

Considered as one of the vital road network in Eastern Visayas as it serves as access road to agricultural as well as tourists areas in Samar Province, the Department of Public Works and Highways reported the fast track implementation of the Gatanguit- Calbiga Road Project.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Undersecretary for Visayas Operation, Rafael C. Yabut said that the project is now 45.6% complete, ahead of 11.18% compared to its scheduled accomplishement rating.
“ Inspite of the frequent rains in the area we were able to accomplish much of the programmed works because the contractor had implemented overtime works especially in the production of subbase and base course materials during good weather condition” Yabut said.
The project starts at Tizon Bridge and ends up to the Calbiga Overpass Bridge. It passes through the mountains of Catbalogan and Calbiga and passing through the seaside overlooking the Maqueda Bay.
The project is included in the Phase VI of the Arterial Road Links Development Project under the DPWH Philippine Japan Highway Loan Project Management Office.
The project involves the improvement and widening of 59 kilometers of road, rehabilitation of seven bridges, upgrading of road shoulders, slope protection works, and installation of drainage facilities.
This P1.4 Billion road and bridge project is jointly funded by the Government of the Philippines and the Japan Bank for International Cooperation and is expected to be completed on December 2009. |

DPWH COMPLETES 25 BRIDGES IN MINDORO |

The Department of Public Works and Highways through the Urgent Bridges Construction Project for Rural Development (UBCPRD) has completed 25 bridges in the island of Mindoro.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH-UBCPRD Project Director Emil K. Sadain said that 25 completed bridges, 19 of which are Mindoro Oriental and six (6) others in Mindoro Occidental are part of the 64 bridges under UBCPRD contract package 3 covering Regions 1, 4-A, 4-B and 5.
Sadain said that 13 of the 19 completed bridges in Mindoro Oriental are along the Strong Republic Nautical Highway, a flagship project of President Gloria Macapagal Arroyo administration to improve inter-island transport of people, goods and services.
Also aimed at reducing travel time, the nautical highway project is composed of system of road networks that connects the roll-on roll-off (RoRo) ports and is 25 percent cheaper in transport cost.
At the center of the nautical highway is the Calapan City Port in Mindoro Oriental and exits at Roxas Port down south to other urban centers in the Visayas and Mindanao.
In order to guarantee fast the safe movement of goods and people, the DPWH constructed along this stretch of Calapan to Roxas 13 concrete bridges namely Malinao in Naujan; Macatoc, Bangonan, Borbocolan, Gusay and Malbog in Victoria; Casiligan in Socorro; Langgang, Tinalunan and Bulbugan in Gloria; Concepcion and Tiguisan in Bansud; and Labasan in Bongabong.
Complementing these are three more bridges built in the north from Calapan to Puerto Galera namely Nagpatay and Calabugao 2 in San Teodoro and Calabugao 1 in Baco.
Three (3) other bridges were constructed in the south from Roxas town to Mandalay namely Madugo in Roxas and Manaul 1 and 2 in Mansalay that connect Oriental and Occidental Mindoro in the south.
In Sablayan, Mindoro Occidental, completed were the construction of six (6) bridges namely Yapang, Aruyan 1, Bulale 1 and 2, and Ligaya 1 and 2.
Sadain said that the completion of these bridges bring the number of completed bridges under contract package 3 to 55 out of the total 64 bridges with the remaining nine (9) expected for completion by March 2009.
Another on-going project of the UBCPRD which recently started is contract package 1 located in Region I and the Cordillera Region.
This contract package which is 28.68% complete consist of 17 bridges broken down as follows: 8 in Benguet, 3 in Ilocos Sur, 2 in Ilocos Norte, 2 in Pangasinan, 1 in Abra and 1 in La Union.
Among the 17 bridges for this package are 4 long bridges enumerated as follows: 535 meter long Amburayan Bridge in the boundary of La Union and Ilocos Sur, 520 linear meter Sarrat Bridge in Ilocos Norte, 456 linear meter Quirino Bridge in Ilocos Sur and the 67 linear meter reverse steel arch Kaling Bridge in Benguet.
On the otherhand, Contract Packages II and IV are still in the bidding process. The bid for package 2 is still being evaluated while the resolution of award for package 4 is for approval. The scope of work for both contract packages will accommodate typhoon damaged bridges in Cagayan for Package II and Panay Island for Package IV. |

BANGLADESHI ENGINEERS VISIT PHILIPPINES |

Visiting engineers from the Bangladesh Bridge Authority gained technology know-how on Philippine construction as they visit the Department of Public Works and Highways CAMANAVA Flood Control Project in Northern Manila.
Seven (7) Bangladeshi engineers accompanied by CAMANAVA Project Director Carla Bartolo made an observation visit to the completed Bangkulasi Pumping Station and North Navotas Navigation Gate and Pumping Station in Navotas.
Prior to visit at the CAMANAVA Project, DPWH Undersecretary Rafael C. Yabut and Assistant Secretary Maria Catalina Cabral welcomed at the DPWH Central Office the group who are in a three (3) day visit programme in the Philippines in cooperation with consulting firm Angel Lazaro and Associates International.
Undersecretary Yabut lauded the effort of the Bangladesh Bridge Authority to gain insights on engineering practices of different countries.
Yabut also briefed the group about major infrastructure undertaking of the DPWH in support to President Gloria Macapagal Arroyo administration’s development program.
Mr. Mohammed Ohiduzzaman, member of the Bangladeshi delegation, expressed delight as he personally witnessed the operation of North Navotas Navigation Gate which closes during high tide at Manila Bay thereby protecting areas.
Ohiduzzaman together with the other six (6) members admired the technology employed including other state of the art equipment like pumping stations at the flood control project, considered as the flagship project of the government to alleviate flooding in Northern Metro Manila.
Director Bartolo said that the flood control facilities will work effectively in combating flooding provided that local drainage project of concerned local government units are integrated to the project’s drainage channel and the proper behavior of project beneficiaries particularly in the disposal of solid waste. |

PGMA INAUGURATES P167 MILLION BRIDGE PROJECT IN ISABELA |

President Gloria Macapagal Arroyo together with Department of Public Works and Highways Secretary Hermogenes E. Ebdane Jr. led in the inauguration of Jones Bridge in Jones, Isabela Province.
During the inauguration, Ebdane reported to President Arroyo that the new Bridge Project is one of the long Modular Steel Bridges that the DPWH had built throughout the country.
Implemented by the DPWH Special bridges Project Management Office, project Director Ramon Cacatian said that the project involves the construction of six span 350 linear meters of modular steel bridge supported by five piers and road approaches.
The Jones II Bridge is one of the priority projects of President Gloria Macapagal Arroyo because of its importance in the agricultural communities in the municipality of Jones, San Agustin and the entire agricultural industry of Isabela province.
DPWH Isabela 4th District Engineer Wilfredo Enciso said that the project would cater the transportation needs of the 5,000 hectares of corn farmers and five hectares of banana plantation in the municipality of San Agustin.
“The new bridge will not only provide a 24-hour accessibility for the farmers to immediately deliver their corn products to Bulacan and Manila but it would increase the economic gains of the entire Isabela province’ Enciso added.
Crossing the Cagayan River, Jones II Bridge replaces the old spillway access road which during rainy season is always unpassable due to high level of water, forcing the residents of San Agustin to take a seven-hour trip via Mandella going to Santiago City compared to the three hour trip passing by Jones II Bridge via Palagao.
This P167 Million bridge project is jointly funded by the Philippine Government and the Austrian Government. |

ILOILO BRIDGE SOON TO RE-OPEN |

The typhoon damaged E. Marcos bridge connecting towns of Maasin and Cabatuan, Iloilo will soon be passable.
In his report to Department of Public Works and Highways (DPWH) Secretary Hermogenes E. Ebdane Jr. and Undersecretary Rafael C. Yabut, in-charge of the operation in Visayas, DPWH-Region 6 Director Rolando Asis said that they are fast-tracking the rehabilitation of the bridge damaged by typhoon “Frank” and expects to open to vehicular traffic by mid September 2008.
Rehabilitation of the E. Marcos Bridge costs P190 million and DPWH is doubling its efforts to complete the project sooner.
Earlier, DPWH opened August 15, 2008 to light vehicular traffic Tigum Bridge in Barangay Tabucan, Cabatuan after it underwent immediate repair works.
Further rehabilitation activities will be performed to strengthen Tigum Bridge considering that it is located along old Iloilo-Capiz Route.
Other bridges in Iloilo undergoing repair works are Macapagal-Syjuco Friendship Bridge in Alimodian, Baltazar-Aquino Bridge in Leon, and Camanggahan Bridge in Guimbal.
Undersecretary Yabut has instructed Asis to ensure that all reconstruction activities in adherence to the policy quality of works policy of the Department. |

DPWH STARTS P 64.7 MILLION JAPAN ASSISTED ROAD PROJECT IN

The Department of Public Works and Highways is set to start the construction of 18.87 kilometers of Solano-Quezon Road Project in Nueva Vizcaya.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region II Director Eugenio Pipo Jr. said that he had already instructed the DPWH District Engineering Office in Nueva Vizcaya to assist in the Land Acquisition Plan & Resettlement Action Plan (LAPRAP) for the said project
“Together with the DPWH Rural Road Network Development Project Management Office and the DPWH Central Office-Environmental and Social Services Office we have already completed the consultation and orientation meetings with the project affected barangays of Solano and Quezon so that we can immediately start the project” Pipo added.
The DPWH-Nueva Vizcaya District Engineering Office is now processing the payment of structures affected by the road right-of-way acquisition.
The project involves the construction and improvement of 10.72 kilometers of road, replacement of Apad Bridge #2 and its approaches and concreting of 8.15 kilometers of gravel road in Quezon Section.
Mayor Philip Dacayo of Quezon said that this road project will be the start for new progress in their municipality which can be developed into a city, as included in their 10 year development plan because of its tourism potentials. |

President Gloria Macapagal Arroyo acting on recommendation of DPWH Secretary Hermogenes E. Ebdane Jr. appointed Engineer Evelyn Barroso as DPWH Region 13 Director.
The President has also approved the appointment of Engineers Domingo L. Mariano, Juvy Cordon and Danilo Dequito as full-pledged DPWH Assistant Directors for Region 3, 6 and 8, respectively.
The four (4) officials formally take their oath of office today (September 8, 2008) before Secretary Ebdane and members of the DPWH Executive Committee.
Director Barroso joined the DPWH in 1975 as Senior Civil Enginer and years later, with dedication and hard work, she became District Engineer and Assistant Regional Director, until he was appointed OIC-Regional Director of Region 13 with the promotion of Undersecretary Romeo Momo.
Now holding the second highest position in the DPWH Region 3, Assistant Director Domingo Mariano’s outstanding contributions in his 25 years of public service proves that he is indeed one of DPWH finest government civil engineer.
He started his career at then Ministry of Public Works and Highways-Quezon City in 1983 and rose from the ranks until his promotion as District Engineer of Zambales in 2004 and later appointed as DPWH OIC-Assistant Regional Director.
An exemplary public servant possessing a brilliant mind and extensive experience, Assistant Director Juby Cordon sterling career in public service spans 25 years of dedication and hardwork.
She rose from the ranks and her career was mostly spent in Region 6 where she served as Civil Engineering Aide and later District Engineer of Capiz, and head of the Regional Management Staff and Planning and Design Division.
A valuable asset to the DPWH, Assistant Director Danilo Dequito’s promotion is not surprising, having in the agency for more than 38 years, serving different engineering districts.
Secretary Ebdane hopes that the three (3) promoted officials will continue with their good performances and steadfast leadership.

WORKS AT SAN LUIS- MA. AURORA CASTAÑEDA ROAD NEARING COMPLETION |

The Department of Public Works and Highways (DPWH) will finished sooner than originally planned most of the improvement works at San Luis-Ma. Aurora-Castañeda Road in Aurora Province.
DPWH Region 3 Assistant Director Domingo L. Mariano who was instructed by Regional Director Alfredo Tolentino to take charge of construction operations said that based on his field assessment, the on-going projects along San Luis-Ma. Aurora-Castañeda Road could be accomplished ahead of schedule with concreting works from Barangay Baubo to Sto. Tomas in Ma. Aurora already completed.
Mariano said three (3) more contract packages covering Barangays Wenceslao and Dianawan with combined costs of P50 million are to be completed by end of September 2008 as reported by DPWH Aurora District Engineer Elmer Dabbay.
Although affected by monsoon rains in the afternoon, Engineers Ricardo Gutierrez and Neil Dexter Tolentino, project in-charge and project engineer respectively, regularly monitor the activities of the contractor Trans Aurora and ZF Construction and advised them to double the utilization of equipment and personnel during favorable weather condition.
The scheme proves to be successful as it resulted to advanced accomplishments, said DPWH Aurora Assistant District Engineer Angel Beltran.
Two (2) other contract packages covering construction of series of box culverts and concrete paving on steep sections are to be completed by November 2008.
Mariano said that the road project is in response to increasing traffic volume as most truckers now utilize the San Luis-Ma. Auora route to save traveling time compared to Nueva Ecija-Aurora Road.
DPWH Undersecretary Ramon P. Aquino said that the concreting of San Luis-Ma. Aurora-Castañeda Road is a priority undertaking of the President Gloria Macapagal Arroyo administration for the development of Aurora Province.
Under the leadership of Secretary Hermogenes E. Ebdane Jr., DPWH has steadfastly pursued a great number of infrastructure projects in Aurora Province as he believes that it is an indispensable requirement for progress.
“Without roads and bridges, we cannot attain development”, Mariano quoted Secretary Ebdane. |

DPWH INTENSIFIES FLOOD MITIGATION PROGRAM |

To mitigate damage brought by flood, especially during the rainy season, the Department of Public Works and Highways in coordination with the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) had intensified its flood prevention program by upgrading its Flood Forecasting and Warning System (FFWS).
In his Department Order No. 50 Series of 2008, DPWH Secretary Hermogenes E. Ebdane Jr. transferred the operation/maintenance of the facility and equipment of the Flood Forecasting and Warning System of the PMO- Major Flood Control Project Cluster I to the PMO- Flood Control and Sabo Engineering Center (PMO-FSEC).
“ Considering the proposal of the PAGASA, the transfer of the FFWS equipment would surely increase the capabilities of the PMO-FSEC to provide more accurate data in flood forecasting which is vital to assure the safety of the people especially those living in low-lying areas and along waterways” Ebdane said.
Ebdane instructed the PMO-FCSEC to assign a responsible engineer to operate and maintain the equipment and in order for the DPWH to improve its capability to address flood prevention and disaster mitigation, immediately respond to flood disaster situations and effectively plan and implement flood mitigating measures with up to date information.
Aside from roads and bridges, the DPWH has several on-going high impact flood control projects such as West Manggahan Flood Control Project and CAMANAVA Flood Control Project in Metro Manila, Laoag Flood Control Project in Northern Luzon, Iloilo Flood Control Project in Visayas and the Cotabato River Basin Development Project in Mindanao. |

To mitigate damage brought by floods in Camarines Norte especially during rainy season, the Department of Public Works and Highways has conducted a Consultative Meeting on Flood Control Measures in Daet, Camariens Norte.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Region V Director Orlando Roces said that the flooding along Vinzons Avenue occurred when residential and commercial establishment were constructed near Aswang Creek.
“ The flooding problem in the area had greatly affected not only the transport sector but also the entire economy of Daet, that’s why we have organized a consultative meeting together with the local government units and business sector to immediately resolve the problem” Roces said.
Roces added that the flooding also incured additional road maintenance funds as it resulted in the early deterioration of asphalt overlay in the said road section.
Investigation revealed that the flooding was due to the re-routing and blocking of the of the Aswang Creek. During the meeting it was also discussed that the Camarines Norte Water District pipe line also blocks the drainage system.
To prevent flooding, the DPWH Camarines Norte District Engineering Office and the Municipality of Daet will conduct clearing operations on the waterway of Aswang Creek and in coordination with the National Irrigation Administration the DPWH will restore the original course of Aswang Creek. |

Upper photo shows the temporary Valderrama Bridge open to traffic. The 460 lineal meters bridge was among the infrastructure that was heavily damaged by typhoon FRANK. President Gloria Macapagal Arroyo instructed DPWH Secretary Hermogenes Ebdane, Jr. to have the bridge restored immediately. Valderrama Bridge links the Municipality of Valderrama to other Municipalities of the Province of Antique. Lower shows the Odiong – Sibalom –San Remegio Road which is also now open to traffic after it was rendered unpassable during the onslaught of typhoon FRANK. Fisher folks communities and farmers in the municipality of Pio Duran are now enjoying faster travelling time from their town going to the market area in Ligao as the Department of Public Works and Highways reported the substantial completion of Ligao-Pio Duran Road Improvement Project in Albay.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Philippine Japan Highway Loan Project Director Vicente Perez said that the project is now 95% complete.
“ While we are still doing some minor works, the road project is now serving the fisher folk communities in Pio Duran to immediately deliver their fish catch to the main market area in Ligao” Perez said.
Perez explained that since majority of the project was completed the traveling time from Pio Duran to Ligao was greatly reduced from 3 hours to only one hour. |
