DPWH CITED BY DOE FOR ENERGY CONSUMPTION PROGRAM

  The Department of Energy awarded today (August 29, 2008) the Department of Public Works and Highways for its active participation in the National Energy Efficiency and Conservation Program for Government Buildings. For the year 2007, the DPWH has garnered an 93% energy conservation rating which resulted to the huge amount of savings in the operations expenses of the department. DPWH Undersecretary Bashir Rasuman, in charge of Administrative and Manpower Management operation, said that the department’s effort to minimize electricity consumption is one of its contribution to conserve energy and to maximize usage of the government limited funds. “ The savings generated from the energy consumption can now be allotted for other purposes such as improvement of our working environment and other benefits of our co-employees” Rasuman added. Among the energy consumption activities of the DPWH are the strict compliance on turning off air-conditioning units and lights during lunch break and replacing incandescent bulbs with 18 watts florescent lamps. For the year 2006, the DPWH has obtained 89% energy consumption rating, it has greatly improved because of the strict implementation of its energy consumption activities.

PGMA SONA PROJECT IN CENTRAL LUZON GETS FULL BLAST

  The on-going Tarlac-Nueva Ecija-Aurora Dingalan Port Road Project of the Department of Public Works and Highways has shifted to high gear in support to the President Gloria Macapagal Arroyo administration’s effort to propel development. Tarlac-Nueva Ecija-Dingalan Port Road Project is among the projects under the Luzon Urban Beltway Super Region envisioned by Her Excellency to spread development in the countryside. DPWH Secretary Hermogenes E. Ebdane Jr. said that the on-gong improvement/rehabilitation of Tarlac-Nueva Ecija-Aurora Dingalan Port Road will facilitate agricultural, industrial and tourism growth and development, generating more income and job opportunities to the affected provinces, namely Tarlac, Nueva Ecija and Aurora. In order to ensure quality completion of the road project which has a total approximate length of 120.65 kilometers, DPWH Assistant Regional Director Domingo Mariano conducts regular inspection to assess activities of the contractor in compliance to the instruction of Undersecretary Ramon Aquino and DPWH Region 3 Director Alfredo Tolentino. To date, completed were the following sections: concreting of 1.84 kilometer gravel road at Gabaldon-Dingalan Port Road at a cost of P48.8 million; concreting of 2.97 kilometer gravel road at Dingalan-Dingalan Port Road at a cost of P60 million; and concreting with asphalt overlay of 11.55 kilometer Sta. Rosa-Jct. Fort Magsaysay Road costing P136 million. Mariano said that although paving activities are affected by heavy rains usually in the afternoon, works are concentrated on the construction of grouted riprap, lined canal, roadway excavation, and subgrade preparation. He added that the completion of the project will complements to the RO-RO transport system in the country particularly with the operation of Dingalan Port in Aurora as it will not only assure mobility of transport and services, it would likewise ensure road user’s savings in the form of transport cost savings gained thru the reduction of vehicle operating costs. Likewise, the new road opening in Fort Magsaysay towards Laur in Nueva Ecija will open up new communities that will also serve as a by-pass road, to avoid traffic congestion at the junction of Cabanatuan and Palayan City.

DPWH READY FOR ‘LAWIN’

  Before tropical storm ‘Lawin’ entered the Philippine Area of responsibility in Bicol Region, the Department of Public Works and Highways reported the deployment of emergency crew and equipment along critical areas along major thoroughfares in Region V. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region V Director Orlando Roces said that since August 25, 2008 DPWH dump trucks and graders are already deployed along Agropacion - Ragay Road in Camarines Sur and a bulldozer is dispatched along Balugbog - San Miguel Road in Catanduanes Island. “ These road sections are mud and landslide prone areas and with the early pronouncement of the PAGASA that typhoon ‘Lawin’ would pass through Bicol region we have immediately notify the district engineering offices to make precautionary measures” Roces said. Roces also added that maintenance crew in highly populated areas in Albay such as Legazpi, Tiwi and Tabacco are on round-the-clock standby to immediately respond on emergency road situations. Meanwhile, in preparation for the coming “Peñafrancia” Festival Roces reported the substantial completion of the rehabilitation of the Rolando Andaya Highway. “ There are remaining concreting works in Camarines Norte, but we are expecting to complete them before the start of the Peñafrancia festival” Roces added. Director Maria Ravanilla of Department of Tourism Region V Office said that the DPWH’s rehabilitation efforts on the Rolando Andaya Highway had shortened the traveling time from Manila to Bicol Region from 12 hours to eight hours. “ The rehabilitation of the Andaya Highway would surely increase the influx of local as well as foreign tourist in Bicol Region, thus will help the government efforts in boosting the tourism industry in Southern Luzon” Ravanilla added.

AURORA ROAD PROJECT

The project road is among the State of the Nation Address (SONA) projects of President Gloria Macapagal Arroyo supportive of the under NORTH LUZON AGRIBUSINESS QUADRANGLE Superregion and form part of the envisaged eastern coastal road of Northeastern Luzon connecting the provinces of Cagayan, Isabela and Aurora via the Pacific Coast.

DPWH BRACES FOR ‘KAREN’

  To mitigate damage brought by typhoon ‘Karen’ and to assure that all national roads are free from obstruction and passable at all times, the Department of Public Works and Highways in Northern Luzon had deployed emergency crew and equipment along critical sections in national roads in Ilocos Region, Cordillera Region and Cagayan Valley Region. DPWH Secretary Hermogenes E. Ebdane Jr. said that since yesterday (August 19, 2008) he had already instructed all the regional directors and district engineers in Region I, Region II and Cordillera Region to deploy the maintenance crew and available equipment along critical road sections in their respective national road jurisdiction to immediately respond to emergency road situation and conduct clearing operations in case of landslide and other road obstructions. “ The PAGASA had already provided us with enough data on the predicted path of the typhoon, we must be ready for the worst case scenario to assure public safety” Ebdane added. In Ilocos Region, DPWH Region I Director Fidel Ginez reported that the Banaoang-Bantay, Baleleng- Bantay and, San Fernando-Bagulin Sections, and Luna-Bangar Road along the Manila North Road are unpassable to all light vehicles due to flooded road section and minor landslides. “ Our maintenance crew are already conducting clearing operations, warning signs on both ends of the affected areas were already installed to inform the incoming motorists” Ginez said. In Cagayan Valley Region, DPWH Region II Director Eugenio Pipo said that a maintenance crew from the Aparri, Cagayan, Batanes, Nueva Vizcaya and Tuguegarao were already on standby along the Cagayan Valley Road. Meanwhile in Cordillera Region, DPWH CAR Director Mariano Alquiza said that dump trucks, backhoe and maintenance crew are also deployed along Naguillan Road, Kennon Road, Marcos Highway and Halsema Highway. Alquiza also said that motorists were also advised to refrain from taking the Kennon Road during heavy rains because of the possible occurrence of rockslides.

TIGUM BRIDGE NOW OPEN

  Making your way through the eastern part of Iloilo and towards the province of Capiz could be a bit easier now with the reopening of a vital bridge. The Department of Public Works and Highways announces that effective August 18, 2008, Tigum Bridge in Cabatuan, Iloilo which was damaged during the onslaught of tyhoon Frank that hit Western Visayas at the later part of June 2008 has been reopened to vehicular traffic. DPWH Regional Director Rolando M. Asis personally supervised the construction of the temporary bridge on a round the clock basis to immediately restore traffic passage in the area. Using steel bailey panels to temporarily make up for the damaged two (2) spans, the bridge can now accommodate load of not more than 10 tons. Aside from the prompt work of the DPWH, the people of the eastern part of Iloilo is thankful to Her Excellency President Gloria Macapagal Arroyo and Iloilo 3rd Congressional District Representative Arthur Defensor, Sr., for the funding assistance extended for the repair of bridge. Tigum Bridge connects Iloilo City to the towns of Cabatuan, Maasin, Janiuay, Lambunao and Calinog. It is also along Iloilo-Capiz Old route connecting towns of Tapaz, Jamindan and Dumalag, Province of Capiz. Asis said that Secretary Hermogenes E. Ebdane Jr. and Undersecretary Rafael C. Yabut, in-charge of the operation in the Visayas, has instructed him to prepare all pertinent plans, documents including cost estimates needed for the construction of a permanent pre-stress concrete girder replacement bridge. DPWH has also carried out improvement works at the New Lucena-Sta. Barbara Road to serve as an alternate route to the Tigum Bridge.

DPWH COMPLETES P11 MILLION FLOOD CONTROL PROJECTS IN MASBATE PROVINCE

  Protecting agricultural lands and residential areas especially during the rainy season, the Department of Public Works and Highways (DPWH) reported the completion of the P11 Million flood control projects in Masbate Province. In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Masbate 1st District Engineer Ely Tungala said that the four (4) flood control structures, included in the priority pro-poor projects were recently completed. “ We have prioritized the implementation of these flood control structures because Masbate is located within the typhoon belt. The newly built structures now protect a total of seven barangays and 40 hectares of agricultural lands” Tungala said. Mr. Laurio Rolando, a farmer in Brgy Sug-Ong in the Municipality of Baleno said that since the flood control structure was built in their barangay, the recent heavy rains did not breach their farmlands thus increasing their profits due to decrease in crop damage. Among the completed flood control projects are the construction of lined canals with cover along Quezon Street in Masbate City (P 4 Million), construction of flood control dikes along Brgy. Tugbo in Masbate City (P 3 Million), Brgy. Bonbon in Milagros (P 2 Million) and in Brgy. Lagta, Baleno (P 2 Million).

JICA TO CONDUCT FLOOD DISASTER MITIGATION STUDY FOR CAMIGUIN ISLAND

  The Japan International Cooperation Agency of the Government of Japan shall conduct a Basic Design Study on the project for flood disaster mitigation in Camiguin Island. With the minutes of discussion signed by DPWH Assistant Secretary for Planning Maria Catalina E. Cabral and Japan International Cooperation Agency (JICA) Director for Global Environment - Disaster Management Satoru Mimura, the JICA Basic Design Study Team shall conduct a study on the project that is necessary for the appraisal to determine whether or not the project is eligible for Japan’s Grant Aid Scheme. Once approved, the project becomes official with the Exchange of Notes signed by the Governments of Japan and the Philippines. Cabral said that the delineation on operation and maintenance of facilities shall be confirmed through a Memorandum of Agreement (MOA) among DPWH, Local Government Units (LGUs), and other concerned agencies. The MOA will also include the delineation of responsibilities on Right-of-Way (ROW) acquisition, resettlement and compensation for the project implementation. According to DPWH Major Flood Control Project Director Philip Meñez the DPWH shall implement the construction of two (2) sabo dams across Pontod river to mitigate the risk of damage from the debris flow to protect lives and properties in the island and the reconstruction of Hubangon bridge in the municipality of Mahinog to restore the traffic condition. The JICA Team however explained that sabo dam mitigates the risk of damage flow, but does not mitigate flood itself. They also explained that due to such limit of capacity of the structural measures, non-structural measures should be fully implemented even after the completion of the project in order to minimize the possible damage to lives and properties by natural disaster in the future. Non-structural measures shall be done in close coordination with Camiguin Provincial Disaster Coordinating Council.

  During its 104th Anniversary Celebration, the Bureau of Internal Revenue (BIR) awarded the Department of Public Works and Highways Bicol Region Office a certificate of recognition for its invaluable support in tax collection effort of the BIR through the contractors’ VAT. BIR revenue Region # 10 OIC-Director Atty. Diosdado R. Mendoza said that the assistance of the DPWH had significantly contributed in the attainment of the collection goal of their office for taxable year 2007. Meanwhile, in their letter dated August 6, 2008, the Civil Service Commission congratulated Ms. Evelyn Reonal, Cashier I, of the DPWH Albay First District Engineering District as one of the recipients of the CSC Dangal ng Bayan Award for this year’s search for Outstanding Public Officials and Employees. Ms. Reonal was cited for her honesty for surrendering a bag of 100 peso bills amounting to P100,000 which she found inside a Land Bank of the Philippines Branch in Legazpi City. Ms. Reonal’s conferment of award will be held at the Malacañang Palace on September 19, 2008. DPWH Region V Director Orlando Roces said that the entire DPWH community in Bicol Region are so gratified to receive this prestigious award, these will surely boost the morale of the entire DPWH family.

DPWH IMPLEMENTS BRIDGE MANAGEMENT SYSTEM

  Mitigating damages and to assure public safety especially in the event of natural disaster, the Department of Public Works and Highways implements its Bridge Management System (BMS) nationwide. In his Department Order No. 43, DPWH Secretary Hermogenes E. Ebdane said that the BMS is adopted as the official procedure or system to monitor the condition of bridges on national roads and develop programs for the maintenance, upgrading and replacement of bridges requiring intervention to provide the required level of service. “ Considering that our country is frequently visited by typhoons and located along the Pacific Ring of Fire, we must assure the structural stability of our bridges to assure the safety of the general public especially in the event of natural disaster such as floods and earthquake” Ebdane said. To assure its strict implementation, the BMS will be integrated in the DPWH overall planning process, provide the necessary funding for its maintenance and implementation and the design and implementation of major maintenance works on national bridges should be certified by an accredited bridge inspector as complying with DPWH standards, guidelines and other requirements. Among the activities within the BMS are the bridge inventory survey, annual condition inspection survey of all national bridges, updating of bridge condition information, analysing bridge condition data to determine the need for bridge major maintenance, upgrading and replacement and preparation of prioritized major maintenance and network development programs to immediately address the needs of bridges. All the data for operation of the BMS shall be stored in the Road and Bridge Information Application (RBIA) in accordance with the RBIA requirements. The entire operation of the BMS shall be the responsibility of the Development Planning Division and the Infrastructure Planning Research and Statistics Division of the DPWH Planning Service and the corresponding Regional Office Planning and Design Division and Maintenance Division.

DPWH CONDUCTS HYDROGRAPHIC SURVEY IN RIO GRANDE DE MINDANAO

  After conducting massive water lilly clearing operation and desilting works, the Department of Public Works and Highways in Cotabato City conducts hydrographic survey on Rio Grande to determine the elevation of water and detailed survey for the proposed rehabilitation of Simuay Cut-off Channel. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Rgeion XII Director Osop Ali said that Rio Grande is now free from unwanted residues such as water lilies and small tree debris which was the main cause of the swelling of Rio Grande and flooded farmlands and residential areas in the city proper. “ Eventhough the obstructions are already removed this will not guarantee the recurrence of flood that’s why we have to conduct a detailed survey to determine a concrete engineering solution to mitigate flood in Cotabato City” Ali said. The survey team is composed of two groups of civil and hydrology engineers from the DPWH regional and district office. Meanwhile, the DPWH Region XII Office also reported that the kilometre 1898 of the Awang Upi Lebak Road is still closed to traffic due clearing operation of massive landslide and washed out riprap structure. In Midsayap-Makar Road, the Olandang Bridge II is also closed to traffic because of damaged embankment, repair works on the bridge is already 55% complete as to date, while Olandang Bridge III is also unpassable due to collapse one span of abutment. In Sultan Kudarat, the Dulawan-Marbel is still closed to traffic because of the swelling of Allah River. DPWH District Office Maintenance crew and equipment are deployed to conduct round the clock monitoring and respond on emergency road situation while warning signs on both ends of the affected roads were installed inform incoming motorists.

DPWH COMPLETES CATARMAN-CALBAYOG VIA LOPE DE VEGA ROAD

  Motorists coming from Calbayog going to Northern Samar are now enjoying increase of their profit and smooth flow traffic as the Department of Public Works and Highways reported the completion Catarman-Calbayog via Lope De Vega Road Project. Mr. Hermael Santos, a public utility van owner said that since the DPWH had completed the said diversion road project, their income had increase to 60% because of the crease in the traveling time and lower maintenance cost for their vehicles. “ Compared to using the old route via Allen it would take us four to five hours trip from Calbayog City going to Catarman City, while using the newly completed Lope De Vega Road it only takes us four hours to reach Catarman and the good road condition also help us save gasoline and maintenance expenses for our vehicles” Santos said. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Undersecretary Rafael Yabut said that the project will not only improve the transportation and communication industry in the province but it will encourage employment and investment opportunities for Samar Province. The project involves the construction of 47.33 kilometers of portland concrete cement pavement including the widening and improvement of road shoulders, provision of drainage facilities, slope protection works, installation of road signs and rehabilitation of 26 existing bridges.

DPWH BRIDGE PROJECT GOES FULL BLAST WORK

  The Department of Public Works and Highways is going full blast with the construction of four (4) long bridges in Northern Luzon and Cordilleras geared towards safer and smoother land travel. In his report to Secretary Hermogenes Ebdane Jr., DPWH President’s Bridge Program Executive Director Emil Sadain said that progress of works for the construction of Kaling Bridge in Benguet; Amburayan Bridge in the boundary of La Union and Ilocos Sur; Quirino Bridge in Ilocos Sur; and Sarrat Bridge in Ilocos Norte are moving according to schedule despite weather disturbances that affected most parts of the country. These bridges are under Contract Package 1 of the Urgent Bridges Construction Project for Rural Development with funding assistance from loan agreement between the Government of the Philippines and the Japan Bank for International Cooperation. Sadain said that the 66.50 lineal meter Kaling Bridge is already 73.74% complete with manpower and equipment working double time in the installation of steel arch members. The 535 lineal meter Amburayan Bridge connecting Tagudin, Ilocos Sur and Sudipen, La Union is 31.50% complete with activities focused on the construction of bridge piers. Located in Ilocos Sur, the 456 lineal meter new Quirino bridge project spans across the Abra River connecting the rocky mountain slopes of the town of Santa and the barangay of Bantay. The on-going bridge project that is 29.22% complete will replace the existing old bridge along Manila North Road, which was damaged by super typhoon Feria in year 2001. The 520 lineal meter Sarrat Bridge in Ilocos Norte has an accomplishment of 18.30% with most of steel pipe piling works completed and present activities concentrated on preparation of support for copping beam forms. Contract Package 1 actually consists of 17 bridges in Regions 1 and the Cordillera Administrative Region. The other 13 short bridges are Galpac in Ilocos Norte; Tablac and Taliawen in Ilocos Sur; Don Clemente and Maramba in Pangasinan; Bancag in Abra; and Amlimay, Capuyuan, Ellet, Ipit, Pantal, Salacop and Toking in Benguet Province. On the otherhand, Contract Package 3 of the Urgent Bridges Construction Project for Rural Development is already 91.59% completed. It is consist of 64 bridges spread in Regions 4-A, 4-B, 5 and the 380 lineal meter Pantal Bridge in Dagupan City. At present, 41 bridges were completed for this package including Pantal Bridge which was opened to vehicular traffic last May 2008. The remaining 23 are scheduled for completion by the end of this year.

  Due to heavy rains brought by typhoon “Julian” the Department of Public Works and Highways in Northern and Central Luzon reported the closure of four major road network because of landslide and flooded road sections. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Bureau of Maintenance Director Luis Mamitag said that in Cordillera Region the Abra – Cervantes road was closed due to scoured abutment of Baay Bridge caused by the swelling of Baay River, while the Mt. Province- Cagayan Road via Tabuk is also closed to traffic due to rock slide. In Region 1, the San Emilio- Quirino Road remains unpassable because of the on-going landslide clearing operation. In Central Luzon, La Paz- Zaragoza Road in Tarlac is still unpassable to light vehicles due to flood waters. The Casanova Bridge in Sta Clara, Quezon in Nueva Ecija is unpassable due to eroded approach. While in Pampanga the Candaba-San Miguel Road and Baliwag-Candaba- Sta Ana Road are both closed to traffic due to floodwaters. The flooding was caused by the erosion of the Cupang-Gumasan Dike in Arayat due to heavy flow of water. In coordination with the local government and provincial disaster coordinating council the DPWH is conducting sandbagging operation in the affected area. “ The DPWH regional and district disaster maintenance crew are now deployed and conducting pallative repair works and clearing operations, warning and directional signs are also installed to warn incoming motorists” Mamitag added.

DPWH COMPLETES REPAIR OF TYPHOON DAMAGED ROAD IN NORTHERN SAMAR

  Considering its importance a the only link to the national road network from the mainland to the Pacific Area, the Department of Public Works and Highways reported the completion of the rehabilitation of the Laoang - Calomotan Road in the Island of Laoang in Northern Samar. In his report to DPWH Secretary Hermogenes E. Ebdane Jr. DPWH Region 8 Director Angelito Twaño said that the said road section is now passable to traffic. “ Farmers and commuters are now enjoying a 30-minute travel time by land going to the various barangays compared to one hour to one hour and a half traveling time using motorized bangca during the time when the road was closed” Twaño said. Last November 2007, the said road was damaged due to the occurrence of heavy rainfall caused by typhoons and monsoon rain. The excess surface water flow of the creeks caused the heavy scouring along the road structure including the road embankment. The P 5 million rehabilitation works include the removal and replacement of two barrel reinforced concrete box culverts, rehabilitation of road slips and slope protection works. Meanwhile, Twaño also reported the DPWH Region 8 Office is now working out on the proposed improvement/concreting of Arteche-Lapinig Road. “ Arteche -Lapinig Road is one of the vital road network in Samar province as it connects the Northern and Eastern Samar” Twaño added.
