Department of Public Works and Highways Region IV-A Director Bonifacio Oblefias Seguit was awarded 2007 Best DPWH Regional Director by Secretary Hermogenes E. Ebdane, Jr. during the DPWH Christmas Program held recently.
The award is in recognition to Director Seguit’s outstanding and exemplary performance, distinguished leadership and proficiency in managing infrastructure projects in Southern Tagalog region. Directors Alfredo G. Tolentino of Region III and Pandidato L. Mitmug/Jerome dela Rosa of Region XI were awarded First Runner-up and Second Runners-up, respectively.
The award for the 2007 Best Region in Quality Control also went to DPWH Region IV-A in recognition of the region’s exemplary performance by practicing the highest quality standards in engineering and in accomplishing projects in accordance with the approved plans and specifications, on time and on budget.
Completing the dominance of DPWH Region IV-A for the year 2007, District Engineer Rogelio Rejano and Assistant District Engineer Marcelito Ferrer of Quezon 3rd District Engineering Office were named Outstanding District and Assistant District Engineers, respectively, among the more than 170 District Engineering Offices nationwide. The award was in recognition of the outstanding role of the district office as agency frontliner, and uplifting the lives of our people through the implementation of infrastructure projects. Tarlac Sub-DEO District Engineer (DE) Efren V. Pacson and Assistant District Engineer (ADE) Fernando R. Dungca were named First Runners-up and Cavite Sub-DEO DE Carlito C. Jose and Ness S. Villanueva were named Second Runners-up.
Meanwhile, Project Director of the Year was awarded to Director Nilo D. Pamaylaon of Metro Cebu Development Project, followed by Directors Philip F. Meñez of Major Flood Control Devt. Proj.-Cluster II and Carlos G. Mutuc of Urban Roads Project Office who were First and Second Runners-up, respectively.
DPWH Region I was named Best Region in Maintenance, followed by Regions IV-A as First Runner-up and Regions III & XII as Second Runners-up. The award is in recognition of the four regions’ commendable performances in road maintenance, in ensuring the roadways safe and convenient for travel, prolonging the service life of highways, thus, keeping vehicle-operating costs at the minimum.
DPWH Region III was Best Region in Construction, with Regions XI and VIII as First and Second Runners-up, respectively. The award is in recognition of the regions’ outstanding performances and timely accomplishments in the construction of roadways, flyovers and school building projects of the department.
Rank and file employees of the DPWH-Central Office with exemplary services and work accomplishments were also recognized. Awarded DPWH Employees of the Year were Melchor C. Javillo, Jr. of PMO-IRROR; Engr. Aristarco M. Doroy of BOC, Ma. Mildred A. Villar of PJHL-PMO; Solita Viernes of IAS; Leopoldo R. Moreno of Legal Service; Cindy M. Argote of BOM; Engr. DPWH CONDUCTS ORIENTATION SEMINAR ON THE ADDITIONAL RULES AND REGULATIONS ON SIGNS AND SIGNBOARD STRUCTURES |

To avoid misinterpretations and assure strict implementation of the National Building Code especially in the regulation of the billboard industry to assure public safety, the Department of Public Works and Highway conducted today an orientation seminar on the implementation of Additional Rules and Regulations on Signs and Signboard Structures.
The additional guidelines are specific rules augmented in the Rule XX of the Implementing Rules and Regulations of the National Building Code promulgated in coordination with the billboard owners, advertisers and local building officials.
Public Works and Highways Secretary Hermogenes E. Ebdane Jr. said that this seminar is an integrated effort of the department to safeguard life, health and property of the citizenry in compliance with Administrative Orders No. 160 and 160-A of President Gloria Macapagal Arroyo.
The additional guidelines specify the needs and process of securing permits in constructing signages and other related structures such as the Building Permit, Certificate of Use, Sign Permit and Certificate of Annual Inspection. Also stated in Section 4 in the additional guidelines is the provision of pulleys to immediately lowered the billboards tarpaulin upon receipt of typhoon advisory Signal No. 2 by the PAGASA.
DPWH National Building Code Development Office Executive Director Emmanuel Cuntapay said that this holiday season the ‘DPWH ‘Oplan Baklas Billboards’ has implemented its moratorium in dismantling illegal and unsafe billboards to avoid congestion of traffic during the conduct of dismantling operation.
“ During the moratorium period, we are appealing to the billboard owners to secure the necessary permit and make voluntary repair or dismantle their illegal and unsafe billboards” Cuntapay also added.
During the seminar, the billboard owners together with the DPWH NBCDO agreed that they would sign a resolution that billboard sign illumination will be turned-on only from 6:00pm up to 12:00 midnight in line with President Gloria Macapagal Arroyo’s Energy Conservation Program. |

DPWH COMPLETES REPAIR AND CLEARING OPERATIONS ON TYPHOON
AFFECTED ROADS IN BICOL REGION |

Motorists going in and out of Bicol region are now assured of continuous flow of traffic as the Department of Public Works and Highways reported the completion of the repair and clearing operations on typhoon affected roads in Bicol Region.
DPWH Region V Director Orlando Roces said that among the impassable major roads that were affected by typhoons ‘Lando’ and ‘Mina’ are the Maligaya-Garchitorena Road Section, Pili Bridge-Maligaya Road Section, Presentacion-Maligaya Junction, Laganoy- San Vicente Road in Camarines Sur and Bladoc-Pandan Section, Virac-Bato-San Miguel-Viga-Bagamanoc Section and Caramoan-San Andres-Virac Section along Catanduanes Circumferential Road and Junction Bato-Baras-Gigmoto- Viga Road both in Catanduanes Province are now clear from obstructions and passable to all types of vehicles.
“Immediately after the rain subsided we have conducted clearing and repair operations on all the affected roads sections to assure that all roads will be made passable for the rescue and relief operations” Roces added.
A total of two payloaders, two graders, 3 dump trucks integrated form the provincial engineering offices were deployed by the DPWH to assist in the clearing and repair operations.
In Catanduanes, motorists taking the Catanduanes Circumferential Road specifically in Bato Section are advised to take precautions in some sections because of the occurrence of minor rockslides.
Meanwhile, the DPWH Region IV-A Office will start the reconstruction of the collapsed of 50 year old Tanggoy Arch Culvert along Balayan-Balibago Road in Batangas.
DPWH Batangas 1st District Engineer Rosauro Adapon reported that the reconstruction activities will start immediately after the completion of the on-going construction of a footbridge to be used by pedestrians.
Adapon also said that the district office personnel and its contractor will work double time to meet the scheduled completion of the said culvert which is scheduled to be completed in a month’s time.
Meantime, motorists are advised coming from Manila going to Calatagan via Tagaytay to use Nasugbu-Lian Road to use as an alternate route. |

DPWH COMPLETES 134 FARM TO MARKET ROADS NATIONWIDE |

Alleviating poverty and helping the government to improve the living condition of poor Filipinos in the country, the Department of Public Works and Highways reported the completion of 134 farm to market (FMR) roads nationwide as part of its Hunger Mitigation Program.
Funded by the Department of Agriculture and Department of Agrarian Reform, for the year 2007 the DPWH has a total of 151 farm to market road projects nationwide being implemented by the DPWH District Engineering Offices.
DPWH Secretary Hermogenes E. Ebdane Jr. said that these projects are also coordinated with the National Anti-Poverty Commissions program in fighting poverty by improving the countries infrastructure facilities in agricultural areas to assure the immediate delivery of agricultural products in market areas.
“ The NAPC, together with the local government units identifies the critical poverty areas and designates the location of the needed farm to market roads to assure that the project would benefit majority of the farmers and hunger stricken areas” Ebdane said.
Ebdane added that the completion these new roads will not only speed up the traveling time of delivering commodities but will also prevent spoilage of agricultural products which in turn maximizes the harvest potential of the farmers.
For this year the DA has allocated a total of P200-M for 84 FMR Projects while the DAR has allocated a total of P100-M for a total of 67 FMR Projects. |

USEC PLEYTO SCORES HUGE LEGAL VICTORY |

His long legal battle is finally over. He was scarred but emerged victorious.
In a precedent-setting decision, the Supreme Court last week struck down the dismissal order issued by the Ombudsman in an administrative case against former Department of Public Works and Highways Undersecretary Salvador Pleyto and absolved him of corruption, acquiring wealth disproportionate to his legal income and violation of the code of conduct for government officials. The high court said that Pleyto and his wife have lawful sources of income other than the former’s salary as a government official that enabled them to acquire pieces of real property and to travel abroad.
Pleyto was merely meted out the penalty of suspension for negligence in accomplishing his Statement of Assets and Liabilities (SALN). The court noted that although the pieces of property in the name of Pleyto and his wife are not ill-gotten, he had failed to accurately state them in his SALN. However, the court was quick to add that there is no evidence of any intent on the part of Pleyto to deceive the authorities or conceal his income or property.
Pleyto’s legal problem started when the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) accused him of having lavish lifestyle, accumulating wealth disproportionate to his legal income and failing to accurately reflect in his SALN the true value of his property and his business interests. This complaint resulted in administrative and criminal complaints against Pleyto and forfeiture proceedings against Pleyto, his wife and children. The criminal and forfeiture cases against him are still pending with the Sandiganbayan.
In 2004, the Ombudsman, acting on the administrative case, found Pleyto guilty of grave misconduct and dishonesty and ordered his dismissal from the service. This dismissal order was subsequently affirmed by the Court of Appeals.
Pleyto went to the Supreme Court which, upon due proceedings, absolved Pleyto of the charges of corruption and ill-gotten wealth. The Supreme Court decision restored to Pleyto his retirement and other benefits for his 41 years of government service. |

DPWH CONDUCTS INSPECTION ON BREACHED DIKE IN MALABON |

Immediately after the rain brought by typhoon “Mina” and “Lando” subsided, the Department of Public Works and Highways technical experts conducted investigation on the breached old dike in Malabon City to verify the extent of the damage to the on-going construction of the DPWH CAMANAVA Mega Flood Control Project.
Led by DPWH CAMANAVA Flood Control Project Director Carla Bartolo, the investigation revealed that the breaching was caused by the heavy downpour of rainwater, high tide in the Manila Bay, and aggrevated by the release of water from the reservoir at the Angat Dam upstream.
“ The collapse of the existing old dike is technically considered as force majeure, in which the prevention is beyond human control, nevertheless the programmed activities for the dike is now on-going and we are taking advantage of the good weather condition to accomplish much of the scheduled works” Bartolo said.
Bartolo also appealed to the residents to be more patient because they are strictly following the legal procedures in the processing of illegal encroachment in some location of the project sites which causes the delay in the implementation of the project.
“ We are also coordinating with the private utility companies for the relocation of their cable lines which will be directly hit during the project implementation” Bartolo added.
The CAMANAVA Flood Control Project is now 85% complete, it involves the construction of polder dikes, river channel improvements, installation of floodgates, pumping stations, drainage facilities and raising of existing road structures.
Contractor has also resumes full blast works on polder dike component which was earlier slowed down because of allegations of defective design that was eventually proven baseless by the re-evaluation of DPWH-Bureau of Design as the dike design is sound and in accordance with DPWH and international standards.
DPWH-KAMANAVA-PMO said that entire P5.184 billion worth mega-flood control project in Northern Manila would be completed by September 2008, which is also the expiration of the loan agreement between the Government of the Philippines and Japan Bank for International Cooperation (JBIC) |

DPWH COMPLETES REHABILITATION OF BYPASS ROAD IN PAMPANGA |

Promoting economic development through improvement of infrastructure facilities especially in agricultural rural areas, the Department of Public Works and Highways reported the completion of the Rehabilitation and Improvement of Ninoy Aquino Bypass Road along Concepcion-Magalang Road in Magalang Pampanga.
In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region III Director Alfredo Tolentino said that the rehabilitation of the existing road section would not only speed up the traveling time of motorists but would also improve the socio economic condition of the residents and farmers of Brgy’s. San Isidro, San Roque and Dolores in Magalang Pampanga.
“ This bypass road is vital because it decongests the traffic along the Concepcion-Magalang Road going in and out of Angeles City and Magalang ” Tolentino added.
The project involves the asphalt overlaying of 1,900 lineal meters of the existing road with some widening works on identified sections.
This P 20 Million worth road rehabilitation project is funded through the Various Infrastructure Local Projects (VILP) under the DPWH Regular Infra fund. |
