  On orders of DPWH Secretary Hermogenes E. Ebdane, Jr., DPWH Assistant Secretary Rafael C. Yabut inspected the on-going dismantling of illegal billboards in Metro Manila. INFRASTRUCTURE IN PROGRESS

  The Department of Public Works and Highways has released an initial amount of P50 Million for the Improvement/Rehabilitation of Basilan Circumferential Road in the province of Basilan. The said release was made immediately upon the launching of President Gloria Macapagal Arroyo’s “humanitarian invasion” program. The 86-kilometer phase of the Basilan Circumferential Road Project, which is part of the 135 kilometer circumferential road of Basilan province, has a construction cost of P765 Million and is divided into 6 sections, viz: Umayam (P5M) in Maluso; Lagayas (P10M) and Camalig (P10M) in Tipo-Tipo; Tumahubong (P5M), Canas-Cabcaban-Libug-Benembengan (P10M) and Abong-Abong – Pali-Dikit (P10M) in Sumisip. Construction activities are on-going and being undertaken by DPWH-Region IX at Umayam and Lagayas sections and by local contractors at Canas-Cabcaban-Libug-Benembengan and Abong-Abong – Pali-Dikit sections. Meanwhile, equipment are already mobilized on site at Camalig and Tumahubong Sections and detailed engineering plans are being prepared and construction activities to be undertaken by AFP Engineering Brigade. The project is part of the P2.2 Billion road projects programs in Mindanao, whose 51% of funding was loaned from the Saudi Fund for Development. Presently, 76 kilometers of the road have already been paved. DPWH Region IX is leaving no stone unturned for the completion of the Basilan Circumferential Road to enhance the movement of goods and people in the area which is currently beset by series of on-going military operations against the Abu-Sayyaf Group that have already displaced more than 14,000 local residents.

CONSTRUCTION OF BINTACAN BRIDGE AND APPROACHES IN FULL SWING

  The construction of the Bintacan Bridge and Approaches in Ilagan, Isabela is nearing completion. Project Engineer Roberto Ilagan reported to DPWH-Region 2 Regional Director Eugenio R. Pipo, Jr. that the contractor has worked overtime and already has an accomplishment of 63.06 percent. The project is a 2 span (50 linear per span) steel truss bridge with a total length of 104 linear meters. It also involves the construction of 6.10 meters wide by 246 meters long Portland Cement Concrete Pavement as its approaches and the installation of guardrails at selected sections and seven road signs and the provision of drainage and the slope protection. Assisted by the Austrian government in the provision of the modular steel building materials the project also costs the Philippine Government PhP24,964,091.35 under the contract of MARDEB Construction and Development. Among the accomplishments reported by the Regional Office include the clearing and grubbing of site, procurement of construction materials, excavation for structure, drilling and removal of rocks encountered at pier, erection of girder and other routine works for bridge construction. The bridge is a vital link to reach the coastal areas in Palanan, Isabela from Ilagan, Isabela. The completion of this project will spur economic development and will facilitate better and faster transport of agricultural, mining and marine products abundant in the area.

DPWH CREATES JOINT COORDINATING QUALITY MANAGEMENT TEAM FOR JAPANESE ASSISTED PROJECTS

  To assure effectiveness and quality of on-going implementation of Technical Cooperation Project on the Improvement of Quality Management for Highway and Bridge Construction and Maintenance in the Philippines under the assistance of the Japan International Cooperation Agency (JICA), the Department of Public Works and Highways created a joint coordinating committee (JCC) to review the over all progress in the annual work plan and expenditures on the project. The DPWH Undersecretary for Planning is tasked as the Chairperson of the newly created committee and Assistant Secretary for Planning as Co-chairman. Members of the committee are composed of the Directors from the DPWH Planning Service (PS), Bureau of Research and Standards (BRS), Bureau of Construction (BOC), Bureau of Maintenance (BOM), Cordillera Region Office (CAR). Central Visayas Region Office (Region 7), Southern Mindanao Office (Region 11) and representative from the National Economic Development Authority (NEDA). The new JCC will also discuss and approve the annual work of the project based on the approved annual budget, review and exchange views on major issues arising from or in connection with the project. The officials from the Embassy of Japan, JICA Philippine Office and JICA Experts assigned in the DPWH are designated as honorary members of the JCC. A technical working group was also created to assist and provide technical support to the JCC which is composed of the Assistant Director of the BRS as head, Assistant Director from the PS as co-head and representatives from the BRS, BOC, BOM and Bureau of Design.

DPWH CONTRACTORS AND OTHER STAKEHOLDERS CAN NOW FOLLOW UP DOCUMENTS USING I.T.

  The Department of Public Works and Highways announces that contractors who are presently engaged in business with DPWH can now track their documents using information technology. The DPWH has set up an IT kiosk at the ground floor lobby of the DPWH head office in Bonifacio Drive, Port Area, Manila. According to DPWH MIS Director B. Elizabeth E. Yap, using the Document Tracking System (DoTS), a contractor can track their civil work documents related to plans, specifications, program of work, approved budget for contract, pre-qualification resolution, notice of award, contract, notice to proceed, pre-clearance for variation order/negotiated procurement/supplemental agreement, variation order, negotiated procurement, supplemental agreement, contract time extension, memorandum of agreement, memorandum of understanding, payments for road righ-of-way, advance payment, first progress payments, immediate progress payments, final progress payments, and other civil works documents. This is in line with the pronouncement of President Gloria Macapagal-Arroyo to cut red tape in the bureaucracy, DPWH Secretary Hermogenes E. Ebdane, Jr. said. The DoTS system does not allow personal follow up of documents in concerned offices, thus, eliminating personal transactions as well as the “lagay system,” said Ebdane. DPWH personnel are directed to strictly observe the prescribed time in processing these documents, otherwise, corresponding sanctions shall be imposed for both the office and the concerned personnel.

  Strictly monitoring the progress of work in Mindanao Area, DPWH Assistant Secretary for Mindanao Operations Dimas Soguilon gives instructions to DPWH Region 10 Director Sinaolan Macarambon on the on-going construction of Palapay Bridge in Cagayan de Oro City.
