DPWH MEETS PRODUCT ADVERTISERS TO TACKLE BILLBOARD ISSUE

  To thresh out any gray areas regarding the installation of billboards along national roads, the Department of Public Works and Highways will hold tomorrow (August 1, 2007) a consultative meeting with product advertisers, building officials, and other stakeholders. DPWH Secretary Hermogenes E. Ebdane Jr said that the meeting aims to inform and discuss with billboard owners, advertisers and local building officials the enforcement of Administrative Orders 160 and 160-A of President Gloria Macapagal Arroyo as well as the draft interim guidelines for signs and signboard structures developed by the DPWH National Building Code Development Office (DPWH-NBCDO). “We shall strictly enforce the Implementing Rules and Regulations of the National Building Code and dismantle all billboards that are found structurally unsafe and lack the necessary permits to assure public safety” Ebdane said. Meanwhile, DPWH-NBCDO Executive Director Emmanuel Cuntapay said that the department is now coordinating with the Department of Justice and Office of the Solicitor General regarding legal actions against public officials including local building officials who issued permits to billboard owners that do not comply with the existing rules and regulations of the National Building Code. Cuntapay also said that billboard owners should secure DPWH clearance if the billboard is located along national roads while building permit, and installation of sign and signboard permit along city streets or municipal roads from the local government units. National roads, such as EDSA, are under the jurisdiction of the DPWH. To date, out of the 20,030 inspected billboard structures 14,847 illegal and unsafe billboards were already dismantled nationwide, 3,980 are located in Metro Manila.

  Mt. Bulusan in the Province of Sorsogon has a phreatic explosion ash ejection of 6 kilometers height directing towards west-north-west affecting Juban, Sorsogon and its neighboring municipalities at 9:37 in the morning of Tuesday, July 31, 2007. DPWH Region 5 Director Orlando Roces alerted the District Engineering Offices in the first and second congressional districts in the province of Sorsogon. Respective disaster teams were mobilized to monitor and undertake necessary actions. As of 11:00 this morning, the Abuyog-Casiguran-Juban-Irosin Section of the Manila South Road was impassable due to ash fall but was immediately cleared by DPWH maintenance crew and “Kalsada Natin, Alagaan Natin” road maintenance workers. In case of closure of MSR, traveling public is advised to take the following alternate routes: Abuyog-Gubat-Barcelona-Bulusan-Irosin and Casiguran-Juban-Magallanes-Bulan Matnog Roads.

  President Gloria Macapagal Arroyo has appointed former DPWH Region 11 Director Dimas Soguilon as the new DPWH Assistant Secretary. Administering his formal oath of office is DPWH Secretary Hermogenes E. Ebdane, Jr witnessed by DPWH Undersecretaries Manuel M. Bonoan and Bashir Rasuman and Assistant Secretaries Rafael Yabut and Raul Asis. Also present are members of Asec Soguilon's family that includes his brother Atty. Christopher Soguilon, daughter Kristine Ann and wife Nilda.

DPWH SPEEDS UP REHABILITATION OF ILAGAN -DELFIN ALBANO - MALLIG ROAD

  Pursuing rural development and in support of the 8 priorities in 2008 project of President Gloria Macapagal Arroyo, the Department of Public Works and Highways reported the fast track rehabilitation of Ilagan-Delfin Albano-Mallig Road in Ilagan Isabela. Based on the directive of DPWH Secretary Hermogenes E. Ebdane Jr. to speed-up the implementation of high-impact project in rural areas to spur economic development, DPWH Region 2 Director Eugenio Pipo Jr. said that the road rehabilitation project is already 70% complete. “ Considering that this road section is one of the vital access roads of farmers going to the town proper in Ilagan, Isabela, we are strictly monitoring the progress of work to assure quality of work and that the project would be completed on schedule” Pipo said. This P 15 Million road rehabilitation project involves the construction of 2,496 lineal meters of concrete along Naguilian Baculod Sur - Naguilan Norte - Sts. Isabel Sur - Sta. Isabel Norte Section. “ If Isabela Province will not be affected by any tropical depression in the succeeding months we are expecting to complete the project on December 2007” Pipo added.

ROLANDO ANDAYA HIGHWAY NEARS COMPLETION- DPWH

  Considering that it is the fastest route going in and out of Bicol Rgeion, the Department of Public Works and Highways announced the near completion of the rehabilitation of Rolando Andaya Highway in Camarines Sur. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Region 5 Director Orlando Roces said that to date the rehabilitation project is already 69.09% complete, ahead of 5.15% compared to its programmed accomplishment rating. “ We have able to accomplish much of the scheduled works because of strict project monitoring and prevailing good weather condition” Roces said. Roces also said that the project is expected to be completed before the start of Peñafrancia Festival on September 2007 in Naga City. The project includes the rehabilitation and reblocking of 25.98 kilometers of road with slope protection and drainage works in some road sections. The Rolando Andaya Highway was formerly part of the Manila South Road (Quirino highway), a diversion road that passes through the province of Camarines Norte. This route lessens the traveling time of motorists by more or less that three hours compared in taking the Daet-Camarines Norte Route. Knowing its importance, a total of P 510 Million has been released by President Gloria Macapagal Arroyo to the DPWH for the rehabilitation of 20 identified road sections in Andaya Highway. “ We know the importance of this road, especially among the truck owners whom are affected of the re-routing scheme, that’s why we are fast tracking the implementation of the project” Roces added.

DPWH ACCELERATES C.A.R.E PROJECTS IN BICOL REGION

  The Department of Public Works and Highways reports the acceleration of various on-going Calamity Assistance Rehabilitation Effort (CARE) Projects in Bicol Region in compliance to the directive of President Gloria Macapagal Arroyo to prevent further damage to infrastructure due to the reported strong typhoons expected to hit the country this year. CARE projects assigned to DPWH include the repair and reconstruction of national roads, flood control structures and seawalls, damaged by typhoons Milienyo, Reming and Senyang that hit the provinces of Albay, Camarines Norte and Sur, Catanduanes, Masbate and Sorsogon last year. In his report to DPWH Secretary Hermogenes E. Ebdane Jr, DPWH Region 5 Director Orlando Roces reported that out of the total 219 CARE Projects, 37 are on-going while 182 are on pre-construction phase. “Overall accomplishment to date is 25.39%. The minimal accomplishment is attributed to the public works ban during the recent election period. However, while waiting for the lapse of the election ban period, we have perfected all the required pre-construction activities, and now, we are ready to undertake the actual implementation of these projects,” added Roces. To assure its immediate completion, Ebdane instructed all the DPWH field engineers to continue on with the good progress of work and take advantage of the good weather condition. “We should be ready to deal with another disaster,” Ebdane reiterated. With the P 1.325 Billion fund released by President Arroyo last April, formal bidding of the projects started last May 28 and still on-going. Roces added that if the good weather will continue the repair and reconstruction works will be completed within 2 to 3 months while replacement works will be completed within 6 months . “We are constantly coordinating with National Disaster Coordinating Council and respective local government to assure the effective implementation of the projects” said Roces.

DPWH TURN-OVER CEREMONY

  Undersecretary Manuel M. Bonoan, Officer in Charge of the Department of Public Works and Highways (DPWH) handed over to DPWH Secretary Hermogenes E. Ebdane Jr. the agency’s official flag during the simple turn-over ceremony held at the DPWH Central Office. Ebdane was reappointed as Secretary of DPWH by President Gloria Macapagal Arroyo, the agency he left more than five (5) months ago.
