RESPONSIBLE ROAD USE TO PREVENT ACCIDENTS

  Department of Public Works and Highways Officer-in-Charge Manuel M. Bonoan reiterated his appeal to motorists especially motorcycle riders to be responsible road users in order prevent untoward accidents. Bonoan said that it is important that people take extra precaution while driving motor vehicle especially during the onslaught of rain. Motorcycle drivers are usually figured in road accidents based on statistics despite engineering intervention, safety devices, protective barriers and warning signs duly installed along road sections running along deep cliffs, dangerous curves including on-going road rehabilitation projects. In accordance with the instruction of Secretary Bonoan to provide and install road safety devices and signs, DPWH 2nd Bulacan OIC-District Engineer Erelina B. Santos reported that she has reiterated the order to project contractor undertaking rehabilitation works at the Sta. Maria By-Pass Road in Sta. Maria, Bulacan to ensure that appropriate warning signs and lighting facilities are installed at the project area especially at damaged pavements. Although there were reports of the occurrence of accidents involving motorcycle riders in the highway which is under rehabilitation, assistance are being extended by the project contractor to the victims. Repair of the Sta. Maria By-Pass Road is being carried out in order to improve road travel condition. Some sections of subject road has deteriorated due to heavy loads of trucks passing the highway, majority of which are transporting construction materials sourced from Norzagaray, Bulacan, Santos said. She appealed to the haulers to strictly observe the Anti-overloading Law. Completion of the project would also assure the fast delivery of agriculture products from towns of Angat, Bustos, Doña Remedios Trinidad and San Rafael to major market centers of Balintawak and Divisoria.

PGMA WATER PROGRAM BENEFITS BULACAN FOLKS

  To address the concern of potable water supply in the rural areas, the Department of Public Works and Highways-2nd Bulacan Engineering District reported the construction of deep wells in the municipalities of Doña Remedios Trinidad and Norzagaray, Bulacan. Deep wells were constructed at Sitios Kutad and Maiboy in Barangay Pulong Sampalok, Doña Remedios Trinidad, Bulacan to provide for a clean and potable water source of residents. Water Supply Projects is among the pump-priming projects of the President Gloria Macapagal Arroyo Administration to alleviate poverty in the rural areas. Prior to the installation of deep wells, residents are at risks to various water-borne diseases like diarrhea, malaria, epidemic and other diseases as water are sourced from dug well, nearby river and a distant spring. Kilometers of walk are needed to get a potable source of water. The installation of deepwell in Sitios Kutad and Maiboy benefited 14 households and 12 households, respectively while the two (2) constructed artesian well in the Barangay proper of Sampalok uplift the living conditions of some 27 households. Mayor Evelyn Paulino and Barangay Chairman Bayani Sumaway is elated to the administration of President Arroyo, DPWH Officer-in-Charge Manuel Bonoan and the DPWH 2nd Bulacan Engineering Office under District Engineer Erelina B. Santos for responding to this need of the people. In Norzagaray, Bulacan, deep wells were also constructed in Barangays Partida and Tigbe, benefiting at least 162 households. The construction of these water supply sources lessened the water expenditures for potable water supply which were being brought by around forty (40) pesos per drum from private water supplier that can easily be contaminated and caused diseases like amoebiasis, diarrhea and cholera. Residents and leaders of this barangays including Municipal Mayor Matilde Legaspi expressed their gratitude to the Arroyo leadership including Congresswoman Lorna Silverio for considering their plight of having a safe and accessible potable source of drinking water.

DPWH SPEEDS UP REHABILITATION OF SAN JOSE-NOVALICHES ROAD

  Considering that it is the main access road going in and out of San Jose Del Monte City, Norzagaray, and Angat in the province of Bulacan from Caloocan and Quezon City, the Department of Public Works and Highways reported the fast track implementation of the rehabilitation of the San Jose- Novaliches Road in Caloocan City. In his report to DPWH-OIC Secretary Manuel Bonoan, DPWH 3rd Metro manila District Engineer Renato De Guzman said that they had already instructed the contractor to accelerate the construction activities by implementing it into 24-hour basis. “ This road section is prone to traffic because of the volume of motorists going in and out of Metro Manila and Eastern Part of Bulacan” De Guzman said. De Guzman added that they had also coordinated with the local government of Caloocan and San Jose Del Monte City and increases the number of flagmen to facilitate the flow of traffic. The project involves the concrete re-blocking of 87 lineal meters of portland concrete cement pavement with drainage improvement works. To date the project is already 10% complete and is expected to be completed by August this year. “ We have experienced a short delay in concrete pouring activities because of some technical problem in the batching plant operation, we had already advised the contractor to secure the services of other DPWH accredited concrete supplier to avoid further delays in the pouring activities” De Guzman also said.

DPWH CELEBRATES 109 YEARS OF PUBLIC SERVICE

  The Department of Public Works and Highways will commemorate its 109th founding Anniversary on June 23, 2007. Through an organic decree signed by Gen. Emilio Aguinaldo in June 23, 1898, among the four major department’s of the Philippine Revolutionary Government, the DPWH was then known as the Department of War and Public Works. DPWH OIC-Secretary Manuel Bonoan said that this years celebration is significant because the department has posted significant accomplishment and shall continue with the massive infrastructure development nationwide in support of President Gloria Macapagal Arroyo’s economic sustainability and anti-poverty program. “ The next three years will be a historic milestone for the DPWH, as it receives a bigger budget allotment it will now be able to construct new road networks, expressways and other infrastructure facilities that will attract foreign investors in the country” Bonoan said. Because of the continuous support of the Arroyo administration on the infrastructure development program implemented by the DPWH and other government agencies, in a joint evaluation meeting the National Economic Development Authority (NEDA) and Japan Bank for International Cooperation (JBIC) had recently given satisfaction rating on the governments infrastructure program. “ The coming years would be a legacy for the DPWH, we will build more roads, bridges, school buildings, flood control structures and other infrastructure projects by working as a team and practicing utmost transparency” Bonoan added. This years celebration will be held tomorrow (June 22, 2007) with the theme “ Serbisyong Marangal at Mahusay sa Bayan Tungo sa Ekonomiyang Angat at Matagumpay”. Among the highlights of the celebration are the DPWH Employees Union Anniversary Fun Run, which will start at 6:00am at the DPWH Central Office at Bonifacio Drive, Port Area Manila. Inauguration ang Blessing of DPWH “Botika ng Bayan”, DPWH Employees Union Convinience Store, DPWH Multi-Purpose Hall and 16 new Dump trucks which will be distributed to various DPWH regional offices nationwide.

DPWH COMPLETES 22 NEW INFRASTRUCTURE AND REHABILITATION PROJECTS IN MASBATE

  In support of President Gloria Macapagal Arroyo’s infrastructure development program to attract investment and provide employment opportunities especially in rural areas, the Department of Public Works and Highways reported the completion of P 20.5 Million worth of infrastructure projects in Masbate City. DPWH OIC-Secretary Manuel Bonoan said that considering that Masbate City is one of the major drop off points in the Roll-on-Roll-off (RoRo) System or Nautical Highway, which was developed by President Arroyo to speed up the delivery of goods, people and services from Mindanao, Visayas and Luzon and vice versa, he had directed the immediate completion of road rehabilitation and new construction in Masbate City. “ We have instructed the regional office to strictly monitor the implementation of these vital road construction and rehabilitation projects to assure its immediate completion” Bonoan said. DPWH Regiopn 5 Director Orlando Roces said that the project includes the P10 Million Circumferential Roads in Masbate City, two-school building projects and a multi purpose hall. The newly completed circumferential road is one of the considered high-impact projects in Bicol Region because it does not only decongest traffic in Masbate City but it also promotes eco-tourism industry in the area which will provide employment opportunities among the residents in the community. Meanwhile, DPWH Masbate District Engineer Paquito Mahinay also reported that they wrote President Gloria Macapagal Arroyo for the permanent designation of OIC-Secretary Manuel Bonoan as permanent secretary of the DPWH. Signed by all the officials and rank-and-file employees of the Masbate Engineering District, they commended OIC-Sec. Bonoan’s leadership skills and rich experience and expertise in the field of engineering proven by 40 years of experience in serving the DPWH.

DPWH COMPLETES THREE NEW SCHOOLBUILDINGS IN LAGUNA

  A total of 1,200 students and teachers in Laguna are now enjoying classroom congestion free environment as the Department of Public Works and Highways reported the completion of three school building projects in the province. In his report to DPWH OIC-Secretary Manuel Bonoan, Region 4-A Director Bonifacio Seguit said that the 2- storey 6-classroom school building in Brgy. San Antonio Bay, 2-storey 4-classroom at Sampaguita Elementary School in San Pedro, and the 2-storey 4-classroom at Laguna Resettlement Central School were all completed before the classes started last week and now being used by the students in the area. “ We were able to complete these vital school building projects ahead of schedule because of the good weather condition and the immediate release of needed funds” Seguit said. Implemented by the DPWH Laguna 2nd District Engineering Office, District Engineer Roberto Bernardo said that with the total cost of P 4 Million, the school building project in Brgy. San Antonio was funded by the Congressional Fund while the school building in Sampaguita and Laguna Resettlement both in San Pedro was funded under the Department of Education School Building Program with the total cost of P 3.8 Million and P 3 Million respectively. To date, under the Department of Education School Building Program, the DPWH has completed a total of 2,886 classrooms nationwide, costing P1.160 Billion with 1,600 classrooms on-going costing P442.875 Million

DPWH REPAIRS 31 YEAR OLD BRIDGE IN SOUTH COTABATO

  Assuring the safety of motorists especially during the rainy season, further promoting peace and development in the hinterlands of Mindanao, the Department of Public Works and Highways reported the near completion of Matin-Ao Bridge project in South Cotabato. Based on the directive of DPWH OIC-Secretary Manuel Bonoan to take advantage of the remaining summer weeks, and make the necessary repairs on major lifeline road and bridge network nationwide, DPWH Region 12 Director Osop Ali reported that the Matin-Ao Bridge Project is already 92.09% complete. Located along Marbel-Tupi-makar Road in Polomok South Cotabato, this bridge project serves a one of the vital road links towards the commercial and agricultural areas in South Cotabato. “ We had created a detour road to assure the continuous flow of traffic during the repair of the old bridge so that delivery of goods, services and people will not be interrupted” Ali said. Ali added the old bridge, which was built in 1976, was immediately repaired because of the visible cracks along its main beams and slabs. The project involves the construction of 35 meters 4-lane Pre-Stressed Concrete Girder Bridge and approaches. “ We have made modifications on the design of the bridge to increase the tonnage capacity from 15 tons to 20 tons to prolong its life expectancy” Ali also said. Funded through the DPWH Regular Infrastructure fund, this P15.623 Million bridge project is expected to be completed by the end of this month.

DPWH COMPLETES FOUR POTABLE WATER FACILITIES IN ZAMBOANGA DEL SUR

  Residents along four barangays in Zamboanga del Sur are now safe from water born disease and assured of 24-hour supply of potable safe drinking water as the Department of Public Works and Highways reported the completion of four water supply facilities included in the Presidents Priority Program on Water (P3 W). DPWH OIC-Secretary Manuel Bonoan said that the department is now prioritizing the implementation of Pump Priming Projects of President Gloria Macapagal Arroyo, which include the provision of water supply facilities in waterless and remote barangays to improve living condition and fight poverty. In his report to Secretary Bonoan, DPWH Region 9 Director Pedro Herrera said that the DPWH Zamboanga Sibugay District Engineering Office have already completed the water supply facilities in Brgy. Bulawan and Brgy. Balungisan both in Payao, Brgy. Masao in Tungawan and Brgy. Malagandis in Titay all in Zamboanga Sibugay. “ With the directive of Secretary Bonoan to speed up the completion of these projects, these new water supply facilities are now serving for about 500 families in Zamboanga Sibugay” Herrera said. The Program is in coordination with the DPWH, National Anti-Poverty Council and Office of the President and respective local government units. These newly completed water supply facilities costing P10.238 Million was funded through the DPWH Regular Infrastructure Program. To date, the DPWH has already completed a total of 1,205 water supply facilities nationwide.

DPWH SPEEDS UPS IMPLEMENTATION OF ROAD RAHABILITATION AND FLOOD CONTROL PROJECTS IN BICOL

  “ We cannot fight nature, but we can prevent another disaster to occur” Assuring public safety, and preventing further damage brought by concessive typhoons that devastated the Bicol region last year, the Department of Public Works and Highways are now fast tracking the implementation of all rehabilitation works and flood control projects in the region. During his on site inspection, DPWH OIC- Secretary Manuel Bonoan instructed the DPWH regional director and district engineers to take advantage of the remaining summer weeks and accomplish much of the rehabilitation works and flood control projects in Bicol region. “ If you could work 24 hours, do it, we must assure the protection of the major lifeline road network that connects the Bicol Region to the other provinces in Luzon” Bonoan said. Bonoan added that by protecting the existing road network and other public infrastructure facility in the region we can prevent the draining of government financial resources. “ Imagine that instead of allocating funds for repairing damaged roads, bridges and other infrastructures, we can allocate this funds to new expressways and new road network to far-flung areas, that’s why we must put all our efforts to prevent massive infrastructure damaged during the La Niña season. We must also not to forget to thank President Gloria Macapagal Arroyo, because of the existing economic fiscal reforms the DPWH has able to obtain a bigger budget for the implementation of vital infrastructure projects. Meanwhile, DPWH Region 5 Director Orlando Roces reported that from the initial release of P 1.285 Billion rehabilitation fund last April 2007, all the projects under the Calamity Assistance Rehabilitation Effort (CARE) Funded Projects are scheduled for bidding within the month and are expected to be completed within three to four months. Project under the CARE program includes the rehabilitation and repair of national roads, bridges, and vital flood control structures. In Albay Province alone, under the calamity fund the DPWH has already completed the repair of all national roads especially Daang Maharlika Highway which is considered as one of the main road network in the province. “We have now completed for about 83.11% of all rehabilitation projects under the CY 2006 budget that were realigned to repair and restoration works, we are expected to complete all of this within two months” Roces added.

NEW ROAD LINKING CORDILLERA TO CAGAYAN VALLEY NEARS COMPLETION- DPWH

  Tourists as well as farmers will soon have another alternate route in going in and out of the tourism and agricultural highlands in Cordillera Region as the DPWH reported the near completion of the Baguio-Pangawan, Kayapa Section, Contract Package 1 of the Baguio-Aritao Road Improvement Project under the Cordillera Road Improvement Project. With the directive of DPWH OIC-Secretary Manuel Bonoan to take advantage of the summer months and speed up the implementation of all DPWH high-impact projects, DPWH Philippine Japan Highway Loan Project Director Vicente Perez reported that the project is already 83.4% complete, ahead of 0.125% compared to its scheduled accomplishment rating. “ Because of the good weather last month, the contractor worked continuously in almost all the scheduled construction activities resulting to a good accomplishment,” Perez said. Baguio-Aritao Road is included in the DPWH major high-impact project because of its expected socio-economic benefit. Upon its completion, the new road network will link the Cordillera to Cagayan Valley Region which will speed up agricultural trade, and provide employment opportunities as it will also support the tourism industry. The project involves the construction of 66 kilometers of portland cement concrete pavement, replacement of Acnip Bridge, reinforcement of concrete box girder on drilled shaft foundation, and some drainage and slope protection works. This P 1.5 Billion road and bridge project was jointly funded by the Japan Bank for International Development and the Government of the Philippines, it is expected to be completed on October this year.

DPWH CREATES NEW TEAM TO CHECK QUALITY OF INFRASTUCTURE PROJECTS

  To assure effective and efficient implementation of Quality Assurance Program of the Department of Public Works and Highways and to combat graft and corruption, the DPWH has integrated the Quality Assurance Units of the DPWH Central and Regional Offices. In his Department Order No. 33, Series of 2007 DPWH-OIC Secretary Manuel Bonoan said that the new Quality Assurance Unit which is composed of engineers from the DPWH Bureau of Research and Standards (BRS), Bureau of Construction (BOC), Bureau of Design (BOD) and from Regional Offices who have undergone the required QAU training. The QAU Program was created by the DPWH to assure that all projects are implemented in compliance with existing engineering rules and regulations. Among the activities of the QAU are the assessment of project accomplishment report, actual project inspection and field-testing. “ This is part of our continuous effort to implement institutional reforms to provide better public service and to combat graft and corruption in the department” Bonoan said. The new QAU team will report directly to the QAU Steering Committee, which is composed of the Assistant Secretary in charge of BRS which will serve as the chairman, Directors of the BRS, BOD and BOC as members. The QAU are tasked to assess at least 10% of projects implemented by the Department in its regular budget and may also assess projects whose budgets come from the other agencies but implemented by the DPWH. Among the project categories that are being assessed are national roads, bridges, school and public buildings, flood control, water supply, and farm-to-market roads. At the end of each assessment period, the QAU will submit to the Office of the Secretary, thru their respective Assistant Secretaries for Operations the reports on the assessed projects within 15 days form completion of field inspection. To validate the authenticity of the report, in his Special order No. 67, Series of 2007, Secretary Bonoan created a QAU Report Validation Team. The validation team is composed of DPWH Assistant Secretary Raul Asis as Chairman, BRS Director Antonio Molano as Vice-Chairman and Asst. Bureau Directors from BRS, BOD, BOC, and Asst. Regional Directors and project managers as members. “ Sanctions will be immediately imposed to officials who were found violated the existing DPWH engineering rules and regulations” Bonoan said.
