DPWH WILL CONSTRUCT TWO NEW FLYOVERS IN BACOLOD FROM SAVINGS

  After incurring much savings in building bridges in far flung and remote areas, the Department of Public Works and Highways Presidents Bridge Program Project Management Office (PBP-PMO) will construct two new flyoverS in Bacolod City. According to PBP-PMO Director Emil Sadain, the two new permanent flyover structures will be constructed at the junctions of Lacson Burgos and Lacson- B.S. Aquino in Bacolod City. “ We have already coordinated with the Office of the Bacolod City Mayor and requested for the official endorsement of the flyovers so that we may pursue the construction of the projects” Sadain said. Sadain added that based on the instruction of DPWH OIC-Secretary Manuel Bonoan to strictly monitor the implementation of projects, they were able to construct additional bridges and flyover structures nationwide out of the savings incurred in implementing the programmed bridge projects. “These two bridges will definitely decongest traffic as well as it would surely boost the economic activities in the bustling City of Bacolod” Sadain also said. The PBP is the project of President Gloira Macapagal Arroyo that involves the construction of bridges in far flung and remote areas to provide access roads to farmers and fisherfolk and improve the socio-economic conditions residents in their respective areas. The PBP utilizes steel components supplied by the Mabey and Johnson Co. of United Kingdom which is internationally renowned for its long life span of 100 years.

DPWH FORTIFIES FOOD HIGHWAY IN CORDILLERA REGION

  Motorists and farmers in the highlands of Cordillera Region will be assured of safe traveling condition as the DPWH fortifies the critical sections of the Halsema Highway. Based on the directive of DPWH OIC-Secretary Manuel Bonoan to fast track all projects in support to the hunger mitigation program of President Gloria Macapagal Arroyo, DPWH Cordillera Administrative Region Director Mariano Alquiza reported that they are now speeding up the completion of the Sinisip Section of the Halsema Highway. Among the critical sections along Halsema Highway are the Ambassador Section and Sinisip Section which are sinking because of erosion caused by flow of water overflowing into the gully. This was discovered after the DPWH field engineers conducted a borehole sampling test. “ Halsema Highway is considered as a food highway as it serves as vital access road for farmers in the highlands going to major market areas in the lowlands, We have to assure that the entire stretch of Halsema Highway is in top condition to assure the continuous flow of traffic especially that the rainy season is fast approaching,” Alquiza added. Alquiza also said that they had recently inaugurated the completed slope protection and fortification works in Ambassador Section while the works at the Sinisip Section is already 68% complete and expected to be completed by July 2007. Alquiza added that they had utilized bio-engineering technology to reinforce silt, soil, debris and decrease the velocity of water. It also involves the reinforcement of crib and retaining walls by using geotextiles, which were made from coconut fibers.

DPWH SUPPORTS ANTI-HUNGER TASK FORCE, SPEEDS UP FARM TO MARKET ROAD PROJECTS

  In support with President Gloria Macapagal Arroyo’s Hunger Mitigation Program, the DPWH reported the fast track implementation of farm-to-market road (FMR) projects nationwide. In a recent staff meeting, DPWH OIC-Secretary Manuel Bonoan instructed all regional directors to take advantage of the dry season and speed up the construction of farm-to-market roads especially in far-flung and depressed areas nationwide. “ These roads will not only increase the profit of farmers and fisherfolk in agricultural areas as these lessen the traveling time of delivering their produce to the market areas, but will also provide employment opportunities to unemployed residents in these areas” Bonoan said. Bonoan also added that these road projects would also help to reduce crop spoilage as these provide access roads to storage facilities especially during harvest season. President Arroyo has already release a total of P 200 Million for construction of 125 farm to market roads nationwide funded under the Comprehensive Agrarian Reform Program. Out of the 125 FMR projects, 54 are already completed, 6 are on-going while 64 are scheduled to be implemented this year. “ These projects are expected to generate a total of 127,156 job opportunities to rural folk in the area” Bonoan also said. Meanwhile, under the programmed 162 farm-to-market road project worth P199.7 Million funded by the Department of Agriculture for CY 2006, as of March 15, 2007 the DPWH has already completed 138 FMR projects, 14 of which were on-going while 10 are on pre-construction phase.

DPWH SPEEDS UP SUPER REGION PROJECT IN CAR

  The Department of Public Works and Highways reported the fast-track implementation of the Mt. Data to Bontoc Section, of the Halsema Highway Phase II Project, part of the Improvement/rehabilitation of Baguio-Bontoc-Banaue Road. DPWH OIC-Secretary Manuel Bonoan said that the DPWH is now prioritizing all the major infrastructure projects included in President Gloria Macapagal Arroyo’s North Luzon Agri-Business Quadrangle Super Regions Program to sustain economic development. To fast track its implementation, reports from the DPWH Cordillera Administrative Region Office, indicated that the project was divided into 10 sections, the first three section, Gonogon section is now 30.15% complete, Alab-Dantay Section is 49.89% complete, Pakya-Panorama Section is already 45.20% complete while the remaining seven sections were just started and expected to be completed by August 2007. “ If the good weather will continue, we will complete this first three sections by July this year” Bonoan said. Originally, the Halsema Highway Phase II was included in the foreign-assisted projects to be implemented by the DPWH, but former DPWH Secretary Hermogenes E. Ebdane Jr. requested to the Office of the President to implement it through local funds to enable because the government save millions if undertaken by local contractors, rather than foreign-assisted projects which requires foreign consultants which entails millions of funds for their services. With the orders from the Office of the President, a total of P 205.35 Million were already release for the initial implementation of Phase II. Last December 2006, the Halsema Highway Phase I or the La Trinidad- Mt. Data Section under the implementation supervision of DPWH International Bank for Reconstruction and Development- Project Management Office (IBRD-PMO) was completed. Meanwhile, in preparation for the Holy Week, DPWH CAR Director Mariano Alquiza also reported that they are also speeding up the implementation of the Sinisip Section, one of the critical sections of the Halsema Highway Phase 1 and now conducting road maintenance works such as pothole asphalt patching operation, roadside vegetation control, and drainage clearing operations. Alquiza also reported the continuous clearing from obstruction along Kennon Road, Naguillan Road and Marcos Highway, which are major access road to Baguio City.

DPWH USES I.T. TO FAST TRACK COMPLETION OF PROJECTS

  To assure fast completion of projects and promoting transparency in all DPWH offices involved in procurement and implementation of local and foreign assisted projects, Department of Public Works and Highways OIC-Secretary Manuel Bonoan ordered the strict implementation of the DPWH Document Tracking System ( DoTS). DoTS is an electronic and dynamic routine slip, developed by the DPWH Monitoring and Information Service to monitor status of procurement documents in the department and to track down slow moving documents and to determine those that are responsible for the delay of processing. “ We must strictly follow the required time table stated in the Procurement Act, by using the DoTS System we can assure that there would be no delays in processing documents for the department’s clients and other stake holders and sanction those who are responsible in delaying the procurement process” Bonoan said. In a staff meeting, Bonoan instructed all the DPWH regional and project directors to register all procurement documents to the DoTS System because the DPWH Central Office will not process any documents if it is not registered in the system. Among the features of the DoTS system is that it logs the document in a computerized system, stores date received and date sent into the database including returned documents, it allows viewing of all incoming and out-going documents, assigns document routes and assigns target dates of completion of the document processing. Meanwhile, DPWH MIS Director Elizabeth Yap said that starting this April they will conduct a regional DPWH DoTS Officer refresher course to assure the proper implementation of the system.

DPWH READIES FOR LENTEN SEASON

  Motorists and commuters going to their respective provinces this Lenten season will be relieved from traffic woes as Department of Public Works and Highways OIC-Secretary Manuel Bonoan ordered all regional directors and district engineers to activate its “Lakbay Alalay” Program. DPWH Lakbay Alalay Program is an annual road side motorists assistance and road maintenance program of the DPWH that aims to assure continuous flow of traffic and immediate response to road emergency situations during the expected influx of motorists during Holy Week. During the staff meeting, Bonoan instructed all the regional directors to conduct pothole asphalt patching operations, roadside vegetation control, and assure that all national and secondary roads free from any obstruction. “ As early as today, we must make the necessary maintenance works to assure the continuous flow of traffic especially in Northern Luzon, Central Luzon, Calabarzon Region, Bicol Region and the Cordillera Administrative Region,” Bonoan said. Bonoan also instructed the DPWH District Engineers to coordinate with their respective local government units for the establishment of composite teams, composed of DPWH maintenance crew that will be deployed on strategic locations along national roads to respond on emergency road situations. The composite teams will also conduct 24 hours monitoring report and will directly report to the DPWH Bureau of Maintenance to inform the public on the latest traffic condition.

DPWH TO FAST TRACK 2007 INFRASTRUCTURE PROGRAM

  “ We must take advantage of the summer months and speed up the programmed works for 2007” With the enactment of the 2007 Budget, Department of Public Works and Highways OIC-Secretary Manuel Bonoan ordered all DPWH regional and project directors to immediately start and fast track all programmed projects for 2007. “ President Gloria Macapagal Arroyo has specific orders to accelerate the implementation of all DPWH projects to catch up with the delay on the approval of the budget. All projects that were already bidded out should be on the ground by the first week of April this year” Bonoan said. During the staff meeting, Bonoan said that he will personally monitor the implementation of the projects and instructed the project and regional directors to submit a list of started 2007 projects on April 15, 2007. Bonoan also reminded the DPWH directors to strictly comply with the public works ban during the election and reminded them to submit a list of on-going and bid out projects done before the election ban period in compliance with the implementing rules and regulations of the COMELEC public works ban. Meanwhile, Bonoan also reiterated to implement the DPWH La Niña Preparedness Plan by conducting waterways declogging operation, roadside vegetation control, flood control structure inspection and repair and deployment of road maintenance equipment. “ It is better to put an effort of prevention than rehabilitation, as early as today you must inspect all existing flood control structures, bridges and waterways and make necessary repairs and strengthening works to assure the safety of the public,” said Bonoan. Bonoan added that to prevent damage to property and loss of lives brought by toppling of billboards, they will continue to implement the departments “Operation Baklas Billboard” and dismantle all unsafe and illegal billboards along national roads especially in North and South Luzon Expressways. Meanwhile, DPWH Assistant Secretary Rafael Yabut instructed the DPWH regional directors to submit a hazard map to the DPWH Bureau of Maintenance to assure the proper monitoring of disaster prone areas during the rainy season.

DPWH TO DISMANTLE ILLEGAL AND UNSAFE BILLBOARDS ALONG NLEX AND SLEX

  Assuring public safety by strictly implementing Administrative Orders 160 and 160-A of President Gloria Macapagal Arroyo, DPWH will conduct its “Operation Baklas Billboard” along North Luzon and South Luzon Expressways. During an ocular inspection, DPWH Assistant Secretary Rafael Yabut said “that in compliance with the Memorandum Circular No. 3 Series of 2007 of DPWH OIC-Secretary and National Building Officer Manuel Bonoan, we are going to dismantle illegal and unsafe billboards along NLEX and SLEX to assure public safety especially that the La Niña season is fast approaching.” “ All billboards that are structurally unsafe, violated the Implementing Rules and Regulations of the National Building Code, and lacks necessary permits will be immediately dismantled. Our top priority is the safety of the general public” Yabut said. Yabut added that it was observed that most of the billboards along the NLEx and SLEx were oversize and were constructed near the power lines which posing danger to the commuters and motorists. In coordination with the DPWH National Buidling Code Development Office, Yabut also instructed the DPWH regional directors and district engineers to coordinate with the local building officials within the area and the billboard owners to secure the necessary permit and make voluntary corrections or voluntarily dismantle their illegal and unsafe billboards. DPWH NBCDO Director Emmanuel Cuntapay said that the billboard owners should secure DPWH clearance if the billboard is located along national and secondary road while building permit, and installation of sign and signboard permit from the local government units. “ We are not against billboard advertising, we are just assuring that this billboard structures comply with the existing rules and regulations under the National Building Code” Cuntapay said. Mr. Alan Jeffrey Ang of the Manila North Tollways Corporation reported that there are still 112 billboards erected along NLEX. DPWH-Region IV-A Director Bonifacio Seguit has reported that those abandoned illegal billboard structures within his jurisdiction along SLEX shall be the first to be dismantled. To date of the total of 17,845 inspected billboards nationwide, 11,162 unsafe and illegal billboards were already dismantled, 6,683 of which were located in Metro Manila.

DPWH READIES FOR LA NIÑA

  Assuring public safety for the coming La Niña phenomenon, Department of Public Works and Highways OIC-Secretary Manuel Bonoan orders all project directors and regional directors to speed up the completion of DPWH major flood control projects nationwide. “ The PAGASA has already warned that the La Niña phenomenon will start early this year, we must learn from our past experience. Lets do our best to minimize the damaged brought by typhoons that’s why we must take advantage of the good weather condition and accomplish much of the programmed flood control works especially in typhoon critical regions” Bonoan said. In his report to Secretary Bonoan, DPWH Major Flood Control Project Director Philip Meñez said that considering that Leyte is a typhoon prone area, they are currently fast tracking the rehabilitation/ enhancement of Ormoc Flood Mitigation Structures Project . Meñez added that this P 121. 5 Million project is already 60.675% complete, ahead of 3.44% compared to its scheduled accomplishment rating. The project involves the construction of drainage ditch, slit dams, reinforce concrete pipe culverts, embankment protection works and revetment works along Biliboy, Alegria and Malbasag in Ormoc City. The project is expected to be completed by July 2007. Meanwhile, in Bicol Region, DPWH Region 5 Director Orlando Roces said that with the release of P 100 Million rehabilitation fund from President Gloria Macapagal Arroyo, they would also speed up the completion of repair and improvement of Tuburan-Bonga River Control Project, Nasisi-Pinit River Control Dike and Cabilogan River Control located in Ligao City, Cabilogan River Control Project in Oas, Carisac-San Agustin-Libon Flood Control Dike in Libon, San Rafael-Guinobatan River Control Dike in Guinobatan and dredging and rechanneling of Salugan-Gapo along Tinago River and Ilawod and Ligban River in Camalig Albay. Among the other DPWH major flood control projects are the CAMANAVA Flood Control Project, Agno River Flood Control Project, Laoag River Basin Flood Control Project, and Cotabato River Basin Development Project

ALBAY PROVINCE GETS 77% OF P 1 BILLION BICOL REHABILITATION FUND-DPWH

  Department of Public Works and Highways will allocate more or less 77% of the P 1 Billion fund included in President Gloria Macapagal Arroyo’s Bicol Rehabilitation Program. DPWH OIC-Secretary Manuel Bonoan said that much of the funds are allocated to Albay province, for the rehabilitation, repair and reconstruction of infrastructure facilities seriously damaged by typhoons Milenyo, Reming and Seniang last year. “ The remaining 33% will be prioritized in the rehabilitation and improvement of flood control structures and roads in the other provinces in Bicol Region which were also damaged by the typhoons” Bonoan said. In his report to Secretary Bonoan, DPWH Region 5 Director Orlando Roces said that prior to the Rehabilitation Program their office has already started its re-channeling and earth-diking activities of heavily silted and covered gullies to restrain and divert the flow of water towards Albay Gulf. “ These preparatory works were made possible from the savings of the CY 2006 budget through the initiative of the legislators and local government officials” Roces added. Last year, a total of 13 barangays, located within the 10-kilometers radius from the summit of Mayon Volcano were severely damaged by typhoon Reming which carried a record breaking 466 mm rainfall that lasted for almost 8 hours this resulted in the erosion of tons of volcanic deposits which cannot be contained by the existing flood control structures. “ Much of the allocation to the Albay province will go to the rehabilitation of the flood control structures along critical sections of 7,000 lineal meter stretch of Yawa River which is the main drainage component at the southern slopes of Mt. Mayon,” Roces also said.

DPWH STRICTLY ENFORCE BIDDING PROCESS

  To assure immediate implementation of pump-priming projects and boosting its efforts in curbing graft and corruption in bidding out projects, the Department of Public Works and Highways Region 6 Office reported the strict enforcement of Republic Act 9184 or the Implementing Rules and Regulations of Government Procurement Act in bidding out five major pump priming projects in Negros Occidental earlier reported as rigged during the bid process. Contrary to reports, DPWH Region 6 Director Rolando Asis clarified that in coordination with the Commission on Audit, and representatives from the local government and non-government organizations, they had strictly followed the procedures in bidding out all infrastructure projects in the region. Among the projects that were allegedly rigged are the construction of Multi Purpose Pavement and repair of Ayungon Elementary School in Valladolid, construction of Multi Purpose Building at La Carlota City, construction of water supply system at Pulupandan and repair of San Enrique Public Market at San Enrique, all in the province of Negros Occidental. “ As certified by the DPWH Supply and Property Management Division at the DPWH Central Office, the invitation to apply and to bid of the said projects were all advertised in compliance with RA 9184” Asis said. Asis also added that, Engr. Vicente Vargas, Bids and Awards Committee Chairman, and also the Assistant District Engineer of DPWH 4th Negros Occidental Engineering District assured that the BAC publicly opened all the bids at the time, date and place specified in the bid documents and the minutes of the bid process were made available to the public. Further, the DPWH is now using information technology, such as Document Tracking System, Website Feedback mechanism and DPWH Text 2920 to be transparent and combat graft and corruption.

DPWH TO CONDUCT ANOTHER DRY RUN ON TULLAHAN BRIDGE CLOSURE

  After coordinating with the local government, the Department of Public Works and Metro Manila Development Authority, another dry run on the revised traffic re-routing scheme shall be conducted instead of the scheduled full closure of the Tullahan Bridge on Friday (March 16, 2007). After the first dry run which was conducted last March 6, DPWH OIC-Secretary Manuel Bonoan instructed the DPWH National Capital Region Office to coordinate with the local government of Valenzuela and MMDA to develop an alternative traffic scheme that would assure the smooth and continuous flow of traffic. “ This bridge is not only vital to motorists and residents going in and out of Metro Manila to the Central Luzon passing through Manila North Road (Mc Arthur Highway), but it also serves as alternate route for the motorists wanted to save money instead of taking the North Luzon Expressway,” Bonoan said. DPWH Tullahan Bridge Project Engineer Eduardo Santos said that, in coordination with the Valenzuela City government and MMDA, they had developed a more comprehensive re-routing scheme that would be implemented on Friday. “ With the request of Mayor Sherwin Gatchalian, we are also redesigning the pedestrian footbridge by increasing its width from 2 meters to three meters” Santos said. We shall be installing the footbridge on the Tullhan Bridge itself for the convenience of pedestrians. This P 60.5 Million bridge reconstruction project involves the construction of a 40.8 lineal meter long and 2 lineal meter width bridge located along Mc Arthur Highway which is one of the major road network comprising the Metro Manila Road System. To date, the DPWH NCR Office is now coordinating with the various utility companies for the relocation of aerial obstruction. The project is expected to be constructed for a period of five months.

DPWH SPEEDS UP REHABILITATION OF FLOOD CONTROL FACILITIES IN BICOL REGION

  To prevent another disaster caused by mudflow of volcanic debris in Albay and other provinces in Bicol Region, the Department of Public Works and Highways reported the immediate implementation of rehabilitation and improvement of flood control structures, river dredging and re-channeling works around Mayon Volcano. Included in the priority projects of President Gloria Macapagal Arroyo, DPWH OIC-Secretary Manuel Bonoan said that he had already instructed the DPWH Region 5 Office to take advantage of the dry season and fast track the implementation of all rehabilitation works in Bicol Region. Recently, President Arroyo released a total of P 100 Million fund to cover the implementation of priority infrastructure projects in Bicol Region. DPWH Region 5 Director Orlando Roces said that the projects include the repair and improvement of Tuburan-Bonga River Control Project, Nasisi-Pinit River Control Dike and Cabilogan River Control located in Ligao City, Cabilogan River Control Project in Oas, Carisac-San Agustin-Libon Flood Control Dike in Libon, San Rafael-Guinobatan River Control Dike in Guinobatan and dredging and rechanneling of Salugan-Gapo along Tinago River and Ilawod and Ligban River in Camalig Albay. To assure quality of work, Roces said that aside from the DPWH Central Office Quality Assurance Team and Commission on Audit Monitoring Team, representatives from the Regional Development Council, National Economic Development Authority, various non-government organization and local government units are monitoring the project implementation. Roces added that their office is constantly coordinating with the office of Albay Governor Fernando Gonzales and the Sangguniang Panlalawigan for the effective and strict implementation of flood control rehabilitation and river dredging works. “ Last year, we have already started some of the river dredging and desilting works included in the Sabo Dam project which based on reports of barangay officials had helped to prevent a much worse scenario because of the heavy downpour of rain brought by typhoon Reming,” Roces also said. Originally, these projects are tasked to be implemented by the Provincial government, but to assure that it will complement on the other completed flood control system, the provincial government turned it over to the DPWH.

DPWH TO LAUNCH NATIONAL ROAD WATCH PROGRAM

  The Department of Public Works and Highways has taken step in its transparency of operation effort with the launching of “Bantay Lansangan” (National Road Watch) Program to provide dynamic participation of all road stakeholders – government, private and NGOs in the understanding, review, analysis, monitoring, and advocacy of reforms in the road sector. DPWH OIC-Secretary Manuel Bonoan will sign a Memorandum of Understanding (MOU) tomorrow (March 7,2007) with the national stakeholders, represented by the lead coordinating entity, the Transparency and Accountability Network (TAN). “Bantay Lansangan” is one of the DPWH reform efforts to enjoin the participation of the stakeholders in closely monitoring the situation of national roads,” Bonoan said. The “Bantay Lansangan” Program is a partnership that aims to mobilize non-government and private stakeholders to work with the DPWH and other government agency in enhancing the delivery of quality national road services responsive to users needs through efficient and transparent use of public resources. Among the national stakeholder categories that will represented in the MOU are National Road Asset Managers, Road Service Providers, Road Users, Governance Advocates, Regulators and Enforcers, Government Anti-Graft Agencies, Citizen and Elective Representatives, Centers of Expertise, Media and Government Development Partners. Included in the program are monitoring and assessment of implementation and maintenance of DPWH projects, provision of vital information on national road services through media and international networking, advocacy on greater public awareness and transparency, education of stakeholders on the basic DPWH operation and training of stakeholders on effective monitoring. “ This program will not only increase the publics access to information on DPWH projects, but it will also lessen if not totally eradicate graft and corruption in our road building and maintenance efforts,” Bonoan said. Among the organizations which signified their interest or willingness to become Partners are the Road Board, Philippine Constructors Association, National Contractors Association of the Philippines, Confederation of Filipino Consultants, Provincial and Inter-City Bus Operators Associations, Transparency and Accountability Network, Government Watch, LTFRB, LTO, Office of the Ombudsman, PAGC, League of Provinces, Cities, and Municipalities, UP National Center for Transportation, Ateneo School of Government, Phil.   Department of Public Works and Highways OIC-Secretary Manuel Bonoan reported the fast track implementation of two high impact project in Central Luzon in support with Subic-Clark Development Program of President Gloria Macapagal Arroyo. In an interview, Bonoan said that he had already instructed the regional and project director of the Manila North Road (Mc Arthur Highway) Widening Project and Rehabilitation of Gapan- San Fernando- Olongapo Road to fast track the implementationof this two vital infrastructure undertaking in Central Luzon. “ These projects will not only decongest traffic in Central Luzon but also in Metro Manila as it speeds up travel from the metropolis towards the Clark and Subic Economic Zone” Bonoan said. Once completed, Bonoan added that it will accelerate and improve socio-economic activities in the provinces of Bulacan, Pampanga, Bataan, Olongapo, Zambales and Tarlac by increasing investment and employment opportunities in the area. “ To further improve the country’s road network especially in northern luzon, we are currently conducting detailed engineering evaluation on the possible extension of the North Luzon Expressway from Tarlac to La Union which is now included in National Economic Development Authorities’ (NEDA) list of priority projects for funding” Bonoan also added.

DPWH TO LAUNCH “BANTAY LANSANGAN”

  In partnership with its stakeholders, the Department of Public Works and Highways is launching the “Bantay Lansangan” (National Road Watch) Program to provide dynamic participation of all road stakeholders – government, private and NGOs in the understanding, review, analysis, monitoring, and advocacy of reforms in the road sector. DPWH OIC-Secretary Manuel Bonoan is set to sign a Memorandum of Understanding (MOU) with the national stakeholders, represented by the lead coordinating entity, the Transparency and Accountability Network (TAN). “Bantay Lansangan” is one of the DPWH reform efforts to enjoin the participation of the stakeholders in closely monitoring the situation of national roads,” Bonoan said. Among the national stakeholder categories that will represented in the MOU are National Road Asset Managers, Road Service Providers, Road Users, Governance Advocates, Regulators, Government Anti-Graft Agencies, Citizen and Elective Representatives, Knowledge Managers, Media and Government Development Partners. The “Bantay Lansangan” Program is a partnership that aims to mobilize non-government and private stakeholders to work with the DPWH and other government agency in enhancing the delivery of quality national road services responsive to users needs through efficient and transparent use of public resources. Included in the program are monitoring and assessment of implementation and maintenance of DPWH projects, provision of vital information on national road services through media and international networking, advocacy on greater public awareness and transparency, education of stakeholders on the basic DPWH operation and training of stakeholders on effective monitoring. “ This program will not only increase the publics access to information on DPWH projects, but it will also lessen if not totally eradicate graft and corruption in our road building and maintenance efforts,” Bonoan said. Among the organizations which signified their interest or willingness to become Partners are the Road Board, Philippine Constructors Association, National Contractors Association of the Philippines, Confederation of Filipino Consultants, Provincial and Inter-City Bus Operators Associations, Transparency and Accountability Network, Government Watch, LTFRB, LTO, Office of the Ombudsman, PAGC, League of Provinces, Cities, and Municipalities, UP National Center for Transportation, Ateneo School of Government, Phil. Center for Investigative Journalism, Kapisanan ng mga Broadkasters ng Pilipinas, Catholic Media Network, ABS-CBN 2, GMA-7, World Bank, Australian Aid, Japan Bank for International Cooperation, and Asian Development Bank.

DPWH RECEIVES NEWLY REHABILITATED ROAD FROM MNTC

  The Manila North Tollways Corporation (MNTC) formally turned over to the Department of Public Works and Highways the newly rehabilitated 1.4 kilometer access road linking Manila North Road to the North Luzon Expressway. DPWH OIC-Secretary Manuel Bonoan and MNTC President Jose de Jesus and other DPWH Officials will led the turn over ceremony which was highlighted by a drive thru in the access road. Thru a Memorandum of Agreement, the MNTC rehabilitated this P 20 Million access road, after which the DPWH assumes responsibility of maintaining and monitoring the newly repaired road and to be included in the inventory of national roads. At the expiry of one-year warranty period and after the MNTC Contractor repaired the defects and failures of the project, the DPWH will issue a Certificate of Acceptance. “ This will assure the proper maintenance of this access road because it is very important as links the North Luzon Expressway directly to the Clark Free Port and Economic Zone” Bonoan said. Among the invited government Officials in the ceremony are Presidential Assistant for Central Luzon Renato Diaz, DPWH Assistant Secretary Ramon Aquino, Pampanga Governor Mark Lapid and DPWH Region 3 Director Alfredo Tolentino.
