DPWH REGION 13 TOPS STATUS REVIEW OF DPWH PROJECT IMPLEMENTATION FOR 2006

  Despite of the heavy rains that had stricken the CARAGA Region last year, DPWH Region 13 Office has topped the recent DPWH Status Review of region implemented projects for CY 2006. In the recent coordination meeting, DPWH Secretary Hermogenes E. Ebdane Jr. has congratulated DPWH Region 13 Director Romeo Momo for effectively implementing the programmed DPWH locally funded projects. Based on the monitoring report from the DPWH Bureau of Construction, out of the programmed P 541. 1 M worth of projects or a total of 179 projects in the region, 69 are completed, 53 are on-going, while 57 were not yet started, garnering a total of 70.67% accomplishment rating. During the meeting, Ebdane also instructed all the DPWH regional directors to give emphasis on target setting to be able to implement projects effectively. “ Based on the directive of Secretary Ebdane, we have taken advantage of the dry season early last year to immediately accomplish most of the programmed works. We also make constant coordination with the contractors and local government to assure the immediate completion of projects” Momo said. Notwithstanding the numerous typhoons that hit Bicol Region last year, DPWH Region 5 was ranked no. 2 for accomplishing a total of 70.61% of the total programmed works, followed by Region 8 with a total accomplishment rating of 70.20%.

DPWH TO MONITOR BILLBOARD CONSTRUCTION ON PUBLIC PARKS

  “Like public streets, public parks are beyond the commerce of man” With the basis of the decision of the Supreme Court in the case of Amado Lansang, petitioner vs. Court of Appeals, General Assembly of the Blind Inc. and Jose Iglesias, respondents, DPWH Secretary Hermogenes E. Ebdane Jr. directed DPWH field officials to widen their scope in monitoring the construction of illegal and unsafe billboards not only along the national roads and bridges but also inside public parks. In the said decision, the Supreme Court ruled that Rizal Park is beyond the commerce of man and, thus, could not be the subject of a lease contract. “ Public parks is a place that people converge, we must always assure that the public are safe from structures within the vicinity,” Ebdane said. DPWH District Engineers, together with the local building officials and MMDA will now also inspect the structural integrity of billboards and signages inside public parks and check if they comply to the provisions of the National Building Code’s Implementing Rules and Regulations. “ We are appealing to all the billboard owners inside public parks to voluntarily dismantle their illegal structures to avoid inconvenience in their part” Ebdane added. Meanwhile, among the billboard owners that filed civil cases against the DPWH during the implementation of the Operation Baklas Billboards in compliance to President Arroyo’s AO Nos. 160 and 160-A are the Track Works Rail Transit Advertising, Vending and Promotions Inc with Civil Case No. 06-59337 filed in Quezon City, Jemah Ads Inc, with Civil Case No. 06-1000 in Makati City, City Advertising Ventures, with Civil Case No. 06-899, also in Makati City and the DDBS Advertising Unlimited with Case No. 06-58994 also in Quezon City.

DPWH CONTINUES ITS CAMPAIGN AGAINST ILLEGAL AND UNSAFE BILLBOARDS

  The Department of Public Works and Highways formally resumed its “Oplan Baklas Billboard” Program today by dismantling five illegal and unsafe structure in Metro Manila. In an interview, DPWH Secretary Hermogenes E. Ebdane said that they had already given an ample time to the billboard owners to secure the necessary permits and make structural adjustments on their structures in compliance to the National Building Code’s Implementing Rules and Regulations. “We must take advantage of the good weather condition and assure public safety by continuing the strict implementation of Administrative Order 160 and 160-A of President Gloria Macapagal Arroyo” Ebdane said. Among the illegal and unsafe billboards that were dismantled today are advertising billboard of Timex in Quezon Avenue, a billboard in Sta. Mesa, another in Guadalupe and a giant billboard at Manila Seedling compound in EDSA. During the dismantling operation, Mr. Bertram Lim, owner of Timex Billboard said that they are willing to rectify their mistakes and committed that they will voluntarily dismantle their billboard, nevertheless the DPWH has put down the tarpaulin sign. Of the total of 14,122 inspected billboards, 8,789 were already dismantled nationwide to date. In Metro Manila alone some 2,974 unsafe and illegal billboards were already demolished by DPWH.

DPWH BUILDS ADD’L 87 BRIDGES FROM SAVINGS OF PRESIDENT’S BRIDGE PROGRAM

  After efficiently implementing the “Tulay ng Pangulo sa Barangay” (TPB) and “Tulay ng Pangulo sa SZOPAD” (TPS) projects, the DPWH builds additional 87 bridges realized from the savings in the programmed works under the Presidents Bridge Program (PBP). DPWH Secretary Hermogenes E. Ebdane Jr. said that strict planning and close monitoring of the actual implementation of the project resulted in savings in the bridging materials which enables the department to build additional bridges in the remotest areas. “The President’s Bridge Program does not only aim to link far flung and agricultural areas to major thoroughfares but also supports President Gloria Macapagal Arroyo’s Poverty Alleviation Program the improved road networks increases the income of farmers and provide employment opportunities to residents in the affected areas,” Ebdane added. In his report to Secretary Ebdane, DPWH PBP Project Director Emil Sadain reported that under the entire Presidents Bridge Program, they had already completed a total of 1, 165 bridges nationwide. Divided into three programs, under TBP, his Office has already completed a total of 377 bridges and 38 bridges under construction, 588 bridges are completed with 7 under construction under the TPS Program in Mindanao, while 200 are already completed under the Countrywide Bridges Program. Among the completed high-impact Presidents Bridge Program projects are the San Fernando Flyover 1 and 2 in Pampanga, Bancod Bridge in Cavite, and Tuganay Bridge in Davao del Norte.

DPWH TO COMPLETE 2ND MAGSAYSAY BRIDGE THIS YEAR

  In four months time, residents in Butuan and Surigao City will soon be relived from traffic woes as the DPWH announced the near completion of the 2nd Magsaysay Bridge in Butuan City. DPWH Secretary Hermogenes E. Ebdane Jr. said that upon completion of the project, the 2nd Magsaysay Bridge will become the main crossing across Agusan River to connect the Philippine-Japan Friendship Highway or the Surigao-Agusan-Davao Road and the Butuan City-Cagayan- Iligan Road. “ Together with the bypass road, it will divert traffic passing through the core of Butuan City and ease the traffic congestion in the old Magsaysay Bridge” Ebdane added. In his report to Secretary Ebdane, DPWH Philippine Japan Highway Loan Project Director Vicente Perez said that they are now finishing the rectification works for the viaduct abutment no. 2 for embankment settlement and they are scheduled to complete the project on May 2007. “ The Japanese technology was used to construct this earthquake proof bridge, which consists of 300 meters steel cable stayed main bridge with concrete tower and steel deck plate girder on steel pipe pile foundation” Perez added. The project also includes the construction of Bypass Road that starts at Kilometer 1236 and ends at Kilometer 1247 and the 1.33 Kilometers of Maguinda-Nieves Road and 2.90 kilometres of Bon-bon-Libertad Road. This P2.2 Billion Bridge project is funded under the Japan Bank International Cooperation and under the contract with Nippon Steel/TOA Corporation.

DPWH FORMULATES CUSTOMIZED CODE OF CONDUCT

  In its effort to further curb graft and corruption practices, the Department of Public Works and Highways has formulated its customized “DPWH Code of Conduct for Officials and Employees.” In a Memorandum, DPWH Secretary Hermogenes E. Ebdane, Jr. has directed all DPWH officials and employees to strictly abide with the Code at all times. “Although there are existing laws and rules on ethical standards for government employees under RA 6713 and Civil Service Commission rules and regulations, there is still a need to adopt a customized code of conduct for DPWH personnel,” Ebdane said. “This is the first time that DPWH officials and employees themselves have formulated their own code of conduct, and I expect its full implementation in all 5 bureaus, 6 services, 16 regional offices, 180 district engineering offices, and project management offices nationwide,” added Ebdane. Ebdane also said that the DPWH code of conduct includes the core values on public service, integrity, professionalism, excellence and teamwork, which are now the guiding principles of every DPWH official and employee in the discharge of their duties as government workers. As part of Ebdane’s feedback monitoring on every official or employee’s “acts of omissions”, he established a Short Messaging System (SMS) for all wireless phone subscribers through DPWH TXT 2920. Through this system and after thorough investigations and due process, several officials and employees were already dismissed, suspended or reprimanded depending on the gravity of their offenses. All wireless phone subscribers can send their message to Secretary Ebdane by typing DPWH [space] message and send to 2920. In addition, the general public can send their queries, complaints and other concerns through the DPWH website www.dpwh.gov.ph.

ALL ROADS IN SOUTHERN LEYTE NOW OPEN TO TRAFFIC

  After conducting round the clock clearing and repair works, the Department of Public Works and Highways reported that all national roads affected by floods in Southern Leyte are passable to all types of vehicles. Based on the directive of DPWH Secretary Hermogenes E. Ebdane Jr. to immediately make all the typhoon affected roads and bridges passable, DPWH Region 8 Director Jaime Pacanan said that as of 4:00pm yesterday (January 16, 2007) they already completed the lanslide clearing operations and repair works along Agas-agas section of Mahaplag-Sogod-Libagon-Liloan Road, Kahupina Section along Labagon-Hiomay-Angan Road, Himay-Angan-Lipanto Section along Himay-Angan- St. Bernard Road, and Silago Boundary-Biltatan Road all in Southern Leyte. “ Immediately after the heavy downpour of rain our dispatched equipment and maintenance crew conducted repair on washed out surfacing materials and damaged drainage facilities,” Pacanan said. Due to deep flood water, Pacanan also reported that the Palapag-Mapana-Lapnig Road in Northern Samar is still not passable. Meanwhile, DPWH Bureu of Maintenace Director Luis Mamitag said that among the still unpassable roads and bridges due to typhoon “Reming” are the Tobgon Bridge in Ligao City Albay, Palapag-Mapanas-Lapinig Road in Northern Samar, Cabungaan-Tabunok-Consuegre Road in Leyte 3rd Engineering District and the Maliongan Section along Surigao Del Sur- Davao Oriental Coastal Road in Davao Oriental. “ To assure public safety, we already installed warning signs on both ends of the affected road section to inform incoming motorists,” Mamitag said.

DPWH TO COMPLETE RURAL ROAD PROJECTS TO SPUR ECONOMIC DEVELOPMENT

  In support with the Anti-Poverty Program of President Gloria Macpagal Arroyo, the Department of Public Works and Highways reported the completion of 14 road and bridge projects under the Phase II of the Rural Road Network Development Projects (RRNDP). As of December 2006, the DPWH RRNDP-Project Management Office has accomplished a total of 99.675 % of its scheduled works nationwide. DPWH Secretary Hermogenes E. Ebdane Jr. said that once completed, this infrastructure network would serve as vital access routes to rural areas, which increase the potential of economic development as it lessens the travel time of delivering primary commodities and services in the area. “ These road projects will provide employment opportunities among the residents in the area and will surely increase the profit of local farmers,” Ebdane added. The RRNDP-Phase II involves the construction and rehabilitation of 353.65 kilometers of secondary national roads and 1,018 lineal meters of bridges nationwide. This Y 12,895 Million worth project is funded under the Japan Bank for International Cooperation (JBIC) Loan Agreement No. PH-P162. In his report to Secretary Ebdane, RRNDP Project Director Gil Villanueva reported that among the completed projects are the Urdaneta-Manaoag Road in Pangasinan, Capissayan-San Carlos Road in Cagayan, Bulua Junction- PN Road in Misamis Oriental, and Liboton-Tupaz Road in Compostella Valley. Meanwhile in Visayas, the on-going construction of Dolores-Oras-San Policarpio Road in Eastern Samar is already 87.85% complete and expected to be completed on February 2007.

P 496 M JAPAN ASSISTED ROAD PROJECT IN ILOILO FAST TRACKED

  Aiming to boost the tourism industry in Western Visayas, the Department of Public Works and Highways is now accelerating the scheduled works of the Iloilo East Coast-Capiz Road or Contract Package 3 of the Arterial Road Links Development Project Phase 5. Based on the directive of DPWH Secretary Hermogenes E. Ebdane Jr. to fast track all vital infrastructure projects especially in rural areas, DPWH Philippine Japan Highway Loan Project Director Vicente Perez reported that the Iloilo East Coast – Capiz Road is already 67.23% complete, ahead of 13.15% compared to its scheduled accomplishment rating. “ This road project will cater to the transportation needs of 11 municipalities of Iloilo Province, upon its completion, it will pave way to socio-economic development as it provides reliable access roads going in and out of the beach resorts and other tourist destination in Panay Island” Perez said. The project involves the rehabilitation and improvement of 39 kilometers of Iloilo East Coast-Capiz Road Section, which starts at the road junction of Panian, municipality of Balasan and traverses southward towards the municipalities of Batad, San Dionision, Sara and ends up at the town proper of Ajuy. “To assure traffic safety, guardrails, road signs, pavement markers and other highway safety related features are also included in the improvement works” Perez added. This P496 M project is under the contract with E.C. de Luna Construction Corporation and expected to be completed by the end of January this year.

DPWH SPEEDS UP DAVAO ROAD PROJECT

  The Department of Public Works and Highways today announced that the 59.58 kilometer Manay-Mati section of the Surigao-Davao Coastal road in Davao Oriental is now 61.12 percent complete. In his report to Secretary Hermogenes E. Ebdane, Jr. and Assistant Secretary Rafael C. Yabut, in-charge of Mindanao operations, DPWH-International Bank for Reconstruction and Development-PMO Director Maximo L. Carvajal said that the road section costing P555.078 million involves roadway excavation, embankment construction, subgrade preparation, 200 millimeter subbase and construction of new 230 millimeter portland concrete cement pavement (PCCP) and improvement of drainage facilities. The contract also covers the improvement of various drainage structures, pipe/box culverts, ditches, slope protection works, masonry wall, top soil/tree planting, provision of guardrails and installation of road signs and pavement markings. Carvajal also reported that aside from the road construction, the Bitanagan Bridge along the said road section is 100 percent complete. Funded under a loan agreement between the Government of the Philippines and World Bank, the project contractors R-II Builders Inc, JM Luciano Const. and 310 Construction (JV), in compliance with Secretary Ebdane’s order, have already doubled their efforts to finish the project on or before September this year. The Surigao-Davao Coastal road project is a showcase of the Arroyo government’s effort to pump prime economic development in Mindanao.

DPWH COMPLETES 218 WATER SUPPLY PROJECTS NATIONWIDE

  Aiming to provide potable drinking water to all waterless barangays nationwide, the Department of Public Works and Highways reported that a total of 218 Water Supply Projects were completed under the President’s Priority Program on Water (P3 W)- Poverty Alleviation Program. In his report to DPWH Secretary Hermogenes E. Ebdane Jr., DPWH Rural Water-Project Director Nimfa Potante said that a total of 218 Level 1 and 2 Water Supply projects which benefit a total of 552 barangays are already completed as of December 2006. To assure the immediate completion of the project, Secretary Ebdane instructed Potante to assure proper coordination with the National Anti-Poverty Commission (NAPC), in the identification of project sites. Ebdane also directed Potante to strictly monitor the DPWH Regional and District Offices as well as the Local Government Units in the implementation of the water supply projects. Potante added that a total of P 1 Billion or P 500 million annually was released by the Department of Budget and Management under the CY 2005 and 2006 regular infrastructure program for construction/rehabilitation of 783 and 572 Levels 1 and 2 water supply facilities respectively. “ These water supply systems will serve approximately 107,246 households in 324 municipalities, 13 cities and 1,101 barangays nationwide particularly in poor provinces,” said Potante.

DPWH COMPLETES 3 VITAL INFRASTRUCTURE FACILITIES IN CAMARINES NORTE

  Before the year 2006 ended, Department of Public Works and Highways in Bicol Region reported the completion of three vital infrastructure projects in the municipalities of Jose Panganiban and Labo in Camarines Norte. Among the newly completed projects are the construction of Multi-Purpose Building at Poblacion and repair of Bulwagang Padilla Multi-purpose Building both located at the town of Jose Panganiban and the concreting of resettlement road in Brgy. Masalong in Labo Camarines Norte. During the recent visit of DPWH Secretary Hermogenes E. Ebdane Jr. in Bicol Region, he instructed all the district engineers to speed up the repair of damaged infrastructure facilities and on-going works that will improve the socio-economic condition of residents in the typhoon affected areas. “ These structures are vital especially in the event of disaster because they serve as evacuation centers that’s why we had instructed our district engineering offices to assure that the projects would be completed on schedule,” DPWH Region 5 Director Orlando Roces said. Meanwhile, DPWH Camarines Norte District Engineer Manuel Bayani Bukas said that the total amount of the construction of Multi Purpose Building in Poblacion is P 2 Million and the repair of Bulwagang Padilla with P 1 Million, while the concreting of resettlement road in Brgy. Masalong has a total appropriation of P 284,071. “ All these projects were already turned over to the local government and now serving as venue for various social activities of the community,” Bukas added.

DPWH COMPLETES REPAIR ON TYPHOON DAMAGED ROADS IN CEBU

  Public Works Secretary Hermogenes E. Ebdane Jr. announced that all national roads within Cebu damaged by typhoon “Seniang” are now all passable to all types of vehicles. “ Cebu is one of the busiest provinces and economically active regions in the country that’s why it is very important to make all roads passable at all times,” Ebdane said. In his report to Secretary Ebdane, DPWH Region 7 Director Robert Lala said that immediately after the typhoon, he had instructed all the district engineers in the region to conduct palliative repairs and clearing operations on all damaged roads and bridges. “ An estimated P 1.55 Million pesos worth is needed to permanently repair the damaged structures to prevent further damage. We have already coordinated with the DPWH Central Office for the release of the needed funds,” Lala said. Meanwhile, according to the DPWH Bureau of Maintenance, among the impassable road networks brought by typhoon “Seniang” and “Tomas” are the Lagao-Tabaco Road and Mayon Park Road in Region 5, Mahaplag-Sogod Road along Agas Agas Section in Southern Leyte, and the Dapitan-Dakak-Rizal Coastal Loop Road along Napo Section in Region 9.
