Implementing Arrangement:
In response to the official request of the Republic
of the Philippines, the Government of Japan has decided to conduct the
Feasibility Study of the Flood Control Project for the Lower Cagayan River
in the Republic of the Philippines. The Implementing Arrangement of the
technical cooperation for the Study was agreed upon between the Department
of Public works and Highways and the Japan International Cooperation Agency
on December 17, 1999.
In accordance with the Implementing Arrangement,
JICA dispatched the Study Team to undertake the Study in the Philippines.
Background:
The flood inundation problem has been
a main constraint in the promotion of socio-economic development and improvement
of the living condition of the people in the Cagayan River basin. The
Government of the Philippines (GOP) has requested the Japanese Government
(GOJ) for the technical assistance to conduct the feasibility study of
the flood control project for the Lower Cagayan River. In response to
the request, the GOJ decided to conduct the feasibility study (the Study)
and the Study commenced in March 2000.
Objectives:
The objectives of the Study are:
1)
to carry out the feasibility study of the Lower Cagayan River Flood Control
to improve the socio-economic status of the area through mitigation of
flood and reduction of flood damages, and
2) to perform technology transfer
to the Philippine counterpart personnel in the course of the Study.
The
Study also covers a review of the Master Plan on the Cagayan River Basin
Water Resources Development executed in 1985 to 1987 (1987 MP). The main
components of the review of the 1987 MP are flood control, land use and
watershed management.
Study
Area:
The area for the feasibility
study is the Lower Cagayan River area. It covers the river course and
its riparian area where flow regime of the Cagayan River will be affected
by widening of the Magapit Narrows. The whole Cagayan River basin is,
however, to be investigated to formulate an appropriate flood control
plan in view of the watershed conservation and comprehensive river planning.
Study
Schedule:
The study covers
the Master Plan Study on the Cagayan River basin Water Resources Development
executed in 1985 to 1987 and formulation of a technically, economically
and environmentally viable flood control plan in conjunction with a land
use plan.
In order to achieve the objectives mentioned
above, the overall work schedule of the Study is divided into three phases:

Implementation planning
All the investigations and studies planned in the First Year and Second
Year mentioned above have been completed and all the findings and results
of the studies are presented in the Interim Report.
