Engineer Dimas S. Soguilon is considered one of the few men in the DPWH who practically rose from the ranks and ascended the ladder towards achieving the level of Undersecretary in a short span of time.
Prior to his appointment as Undersecretary, he was the Assistant Secretary for Regional Operations in Mindanao. He once led one of the most dynamic Regional Offices in the country – DPWH Region XI. Under his helm at Southern Mindanao Region, he was able to sustain excellent performance in project implementation in the region – earning him the respect and admiration of higher officials and colleagues in the Department.
Usec. Soguilon started his career in the Department as a daily wage-earning draftsman at Region IV-B, while continuing his civil engineering studies at the University of the East. Soon after he was appointed to a permanent position of Civil Engineer.
His exposure to various District Engineering Offices like South Manila, Sarangani and Laguna, all of which were cited as top-performing Districts during his time, has prepared him to the bigger role of becoming Regional Director and eventually leading the entire Mindanao Operations as Assistant Secretary.
From 1998 to year 2000, he received outstanding rating in the Career Executive Service Performance Evaluation System.
Usec. Soguilon has attended various technical training programs like Road Safety, Preparation of the Annual Maintenance Work Program, Mindanao Highways System Summit, and Earthquake Engineering and Disaster Management. He further polished his leadership skills by attending training courses for executives such as Professional Growth through Value Clarification, Total Quality Management, Management Development and Microsoft Office Application and Internet Proficiency.
He obtained his Master in Public Administration in 1998.
The Undersecretary for Regional Operations in Mindanao shall have overall supervision and control over the operations of all Regional Offices in Mindanao. He shall likewise have overall supervision and control over all infrastructure projects implemented by the Department, but funded under the budget of various line agencies, i.e. school buildings, health centers and farm-to-market roads in his areas of assignment.
