Gilberto S. Reyes

Assistant Secretary for Technical Services

After twenty-nine illustrious years at the Bureau of Design (BOD), rising from the ranks until his last position as Director IV (Bureau Director), Engineer Gilberto Senson Reyes was appointed in December 2014 as Assistant Secretary of the DPWH.

Assistant Secretary Gilberto Senson Reyes worked his way through college and obtained his Bachelor of Science in Civil Engineering degree from the Mapua Institute of Technology in 1977. He passed the Board Examination for Civil Engineers in 1978. In 1984, as a recipient of World Bank and International Road Federation scholarship grant, he graduated with a degree of Master of Engineering, Major in Geotechnical Engineering at the Virginia Polytechnic Institute and State University, Virginia, USA.

He started his stint at the Department in December 1977 as daily waged Civil Engineering Aide II at the then Ministry of Public Highways, Region IV-A. He was promoted to Civil Engineer in 1980 and Senior Civil Engineer in 1982. He transferred to the Bureau of Design in 1985 where he held various rank and file positions like Supervising Civil Engineer I, Head Civil Engineer, Engineer IV and Project Evaluation Officer V until his appointment as Director III in July 1988.

Assistant Secretary Reyes has attended numerous technical, management and leadership trainings as well as information technology trainings both local and overseas. He is always at the forefront in the design of various infrastructure projects such as roads, bridges, flood control and drainage, buildings, coastal protection and other related engineering works. He is also a lecturer in various fields of Civil Engineering design.

He was a recipient of various awards and Plaques of Appreciation given by local and foreign institutions and organizations in recognition of his contributions to both civic and engineering endeavors. Noteworthy to mention are the citation award given by his peers in BOD in 1989 for his outstanding performance and dedication to his job and the award given by the MIT CE-EnSE Alumni Association as 2011 Outstanding Alumnus in Structural Engineering.

He possesses a Career Service Executive Eligibility and is a Career Executive Service Officer (CESO). He was also one of the topnotchers in the DPWH Promotional Examination administered by the Civil Service Commission in 1997. He is also an active member of various professional organizations such as the Philippine Institute of Civil Engineers, Road Engineering Association of the Philippines and Association of Government Civil Engineers of the Philippines and is a fellow of the International Road Federation.

Assistant Secretary Gilberto Senson Reyes is a devout Catholic and belongs to the Opus Dei Community. He was born to Rizalino and Victorina Reyes and is married to Eileen Palacio, blessed with three sons namely Gian Carlo, Miguel Paolo and Josef Emmanuel.


The Assistant Secretary for Technical Services shall assist the Undersecretary for Technical Services in the overall supervision and control over all the Bureaus
