Procurement Procedures

 

1. DPWH Advertises Consultancy Project

The requirements of a project for consulting services shall be announced for at least two (2) times within a period of not more than two (2) weeks in at least two (2) newspapers of general circulation and a the same time posting copies thereof at any conspicuous place in the department/ office/ agency/ corporation/ local government unit concerned. The announcement of the project is for the purpose of drawing up a long list of consultants that claim expertise in the field concerned and which shall be the basis of determining the short list of Consultants who will be invited to submit proposals for the services required. Foreign funded projects are advertised in the various Lending Institution newsletters and advertisements are delivered to all embassies.

 

2. Consultant submits an expression of interest through submission of pre-qualification forms.

Consultants who express their desire to offer their services for the work contemplated shall be included in the long list of Consultants. The Consultant completes the Consultant's Confidential Application Statement for Pre-Qualification form and submits and Expression of Interest to the DPWH by the date specified in the advertisement.

 

3. DPWH evaluates pre-qualification statements/forms and determines short-list.

The pre-qualification statements shall be evaluated by the PEAC to determine the short list of Consultants who will be invited to submit proposals. The short list shall consist of three (3) to seven (7) firms, with five (5) as the preferable number.

 

In drawing up the short list of consultants, the following shall be considered:

  1. Applicable experience of the Consultant and Associates, in case of joint ventures, considering both the overall experiences of the firm and the individual experiences of the principal and key staff including the times when employed by other consultants;

  2. Qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking; and 

  3. Current workload related to capacity.

4. Short list is approved.

The PEAC shall recommend the short list of Consultants to the Secretary for consideration/approval. If required under the loan agreement on foreign-assisted projects, the short list shall be submitted to the foreign financial institution together with the draft Invitation to Submit Proposal for approval or concurrence.

 

5. DPWH invites short-listed firms to submit proposals

After approval of the short list of Consultants by the Secretary and by the foreign financial institution with respect to foreign-assisted projects, the PEAC shall issue invitations to the short listed Consultants to submit proposals.
Important Note: Short-listed firms who have questions, must submit these in writing and responses are sent to all short-listed firms.

 

6. DPWH evaluates proposals and selects consultant
 

The PEAC evaluates all submitted proposals received by the deadline based on the stated method of procurement, QCBS or QBS.
Quality Cost Based Selection
The financial and technical proposals shall be given corresponding weights with the financial proposal given a specific weight. This shall be given indicated in the invitation to submit proposals included in the terms of reference.
Quality Based Selection
The selection is based on the quality of the technical proposal.

 

7. Approval

The PEAC submits their recommendation for approval to the Secretary and the foreign lending institution with respect to foreign-assisted projects.
