Director Navarro easily passed through a needle’s hole in
entering the government service so to speak since he easily
obtained a permanent Senior Civil Engineer position of the then
Bureau of Construction in 1982, became the Project Manager of the
Zambales District Engineering Office (DEO) in 1993, appointed as
OIC-Assistant District Engineer of the Olongapo City Sub-DEO in
1994 and as District Engineer of Bataan 2nd DEO in
1998.
He was designated in September 2007 as one of the two
Assistant Regional Directors of the Department of Public Works and
Highways-Regional Office I after his one-month stint as ARD of the
National Capital Region. He
served the Internal Audit Service as Director III from July 2004
to August 2007. He was also a College Instructor of the University
of Northern Philippines in 1980.
Director Navarro has numerous trainings and seminars in his
credential. These include Internal Audit Best Practices given by
the Department of National Defense; National Internal Security
Program by the National Police Commission, NISP Convergence
Workshop by the Office of the President; and Fighting Corruption
and Ensuring Transparency in the APEC Region by the Office of the
Ombudsman and the Department of Foreign Affairs. He has also
attended two international trainings – Environmental Impact on
Infra Development and Management Labor Intensive Projects
sponsored by the Japan International Cooperation Agency and
Technical Cooperation among Developing Countries, respectively.
Director Navarro’s commendable service was recognized by
various agencies and institutions like the 7th ID
Philippine Army’s Certificate of Appreciation in 2001, Rotary
Club of Balanga’s Community Service Award in 2002, Rotary Club
of Olongapo’s Meritorious Service Award in 1998, and as
Presidential Awardee, Youth in Infra Development awarded by
President Fidel Ramos in 1994.
Director Navarro passed his civil engineering licensure
examination in 1980 right after graduating from the National
University in the same year. He earned 33 units in Master in
Public Management from the Virgen delos Remegios College in 1998.
He obtained his degree in Master in National Security
Administration from the National Defense College of the
Philippines in 2003.
He was born on April 24, 1958 in San Juan, Ilocos
Sur. He is married to Dr. Mercy Jalipa, a physician and they are
blessed with three children.
