Director Joel Jacob started his professional career in the government as a Legal Office II in the then Bureau of Public Highways (BPH) in July 1977. October of the same year, he transferred to the Bureau of Internal Revenue as Revenue Legal Offer I. He again transferred to BPH in June 1978. From then on, he held various positions like Legal Officer III, Trial Attorney, Legal Officer IV and Legal Officer V until his designation as Officer-in-Charge of the DPWH-Legal Service in August 2002.

Director Jacob has attended various seminars such as Managerial Effectiveness and Symposium on Construction Arbitration. As one of the experts in his chosen field of specialization, he has been tapped to be a resource speaker of various seminars conducted by the department such as Project Documentation, Contract Management, Contract Execution and Implementation. He was also a resource speaker on Contract Management, Infrastructure Contracts, Procurement Rules and Regulations and Public Bidding in various seminars for Civil Engineers conducted by the Philippine Institute of Civil Engineers (PICE).

He earned his Bachelor of Laws degree at the Aquinas University in 1976 and passed the Bar Examination on the same year with an 82.45% rating. He also earned his Bachelor of Arts degree at Bicol College in 1971.

He was born on June 12, 1949 in Bagamanoc, Catanduanes. He is married to Laarnie and they are blessed with two (2) daughters  Rizza and Vanessa.
