Engineer Angelito Twaño
is now the department’s frontliner in maintenance operation of
national roads and bridges since his designation as Director of the
Bureau of Maintenance in September 2010.
Director Twaño rose from
the ranks starting as a casual Civil Engineering Aide I at the then
Bureau of Public Works. He then served the Pampanga River Control
System Project since May 1977. In May 1979, he transferred to DPWH
Regional Office 3 in San Fernando, Pampanga where he occupied
various engineering positions until he became OIC-District Engineer
of the Pampanga 2nd District Engineering Office in May
1991. He was later transferred at the Camarines Norte District
Engineering Office in 1994. In 1995, he was again reassigned at the
DPWH Region 3 to head its Maintenance Division.
He was the OIC-District
Engineer in 1997 of the Tarlac District Engineering Office until he
became full- pledged District Engineer in September 1999 of the
Second Metro Manila Engineering District. He was also the District
Engineer of the Cavite Engineering District Office from December
2003 to August 2005. With his field engineering expertise, he was
named OIC-Assistant Regional Director for Region 7.
He was reassigned to the
National Capital Region as OIC-Assistant Regional Director in August
2005 and after only two months, became regular Assistant Regional
Director. He was in-charge of the overall supervision of the
construction operation of NCR. He was responsible for the prompt
completion of vital infrastructure projects in Metro Manila such as
Tumana Bridge in Marikina City and reconstruction of Tullahan Bridge
in Valenzuela City, to name a few.
A man who rises up to
the challenge, he was appointed as the Regional Director of the
Eastern Visayas Region from July 2008 to September 2010 wherein he
administered the region’s thirteen district engineering offices in
the implementation of infrastructure projects.
A graduate of Mapua
Institute of Technology in 1976, he passed the Civil Engineering
Board Examination in 1979. He got 81.45% and Very Satisfactory
ratings for the examination given by the Career Executive Board and
CES Performance Evaluation System, respectively. He is an active
member of the American Society of Civil Engineers, Philippine
Institute of Civil Engineer (PICE) and Road Engineering Association
of the Philippines (REAP). He is also one of the Board of Directors
of the Career Executive Service Board.
Director Twaño harnessed
his management skills through participation in PICE and District
Engineers’ League of the Philippines (DELP) yearly conventions. He
also attended numerous trainings and seminars that include the
American Society of Civil Engineer’s 139 Annual Conference in Kansas
City, Missori, USA; 13th General Meeting of the Road
Association of Asia and Australasia in Songdo, Convesia, Incheon,
Korea; 2009 Japan Society of Civil Engineers Annual Meeting and
International Program in Fokuoda, Japan.
He also attended the
CESB & CESO Annual Conference, and Quality Control in Concrete
Construction Workshop, Project Monitoring System Refresher Course,
Seminar on Research and Management Control, Workshop on Enhancing
Management Leadership in Support of DPWH Strategies and Operations,
Working Sessions for DPWH Performance Governance System Project,
Climate Change Summit; among others.
He was born on November
24, 1954 in Guagua, Pampanga. He is married to Alma Sarmento, a
businesswoman and has a son named Anthony.
