Equipped
with 32 years of serving the department in the field of
equipment engineering, Engr. Virgilio A. Arpafo has been the
Director of the Bureau of Equipment since 2004.
He
started as an Automotive Mechanic in 1975 and worked hard for 22
years to become Area Equipment Engineer (Engineer IV) at the
DPWH 11th Regional Equipment Service in Davao City.
With his vast experience as Equipment Engineer especially in
Mindanao Area, Engr. Arpafo was then transferred as the Regional
Equipment Engineer of 10 Regional Equipment Services at Cagayan
De Oro City, which he has served for four years prior to his
appointment as Bureau Director.
Engr.
Arpafo has attended various trainings both on technical,
administrative and management not only in the country but also
abroad, including the Construction Management Course conducted
by Japan International Cooperation Agency in November 1989 and
Condition Based Maintenance Course Held in India on January to
March 1995.
He
also attended the Supervisory Development Course Tract I and II
conducted by the Civil Service Commission in 2001.
Engr.
Arpafo’s integrity as equipment engineer was recognized not
only in the department but also in the private sector being an
active member of the Philippine Society of Mechanical Engineers
and Integrated Institute of Electrical Engineers.
Engr.
Arpafo earned his Mechanical Engineer Degree at the Cebu
Institute of Technology in 1975, Civil Engineer Degree in Rizal
Memorial College in Davao City in 1991 and Masters Degree in
Public Administration at the University of the South Eastern
Philippines in Davao City in 1997.
He
passed the Civil Service Career Executive Board Service Board
Examination (MAT-B) on December 2000 and the Career Service
Executive Exam (CSEE) on November 1999.
He
was born on April 27, 1953 in Cebu City and married with then
Conchita L. Yap, they are blessed with four children Joseph,
Ervin, Joan Marie and Joan Marth.
