About the
Director

Engineer Edilberto
Tayao’s
has dedicated more than half of his life in the DPWH. He is one of
the few engineers of the department who is a consistent outstanding
field executive.
Starting as a casual
Civil Engineering Aide II at the Public Works District Engineering
in Pampanga in March 1973, he rose from the ranks serving the Bureau
of Public Works, Region III as General Construction Foreman, Civil
Engineer and Senior Civil Engineer; Ministry of Public
Works-National Capital Region as Supervising Civil Engineer II,
Staff Civil Engineer, and Chief Civil Engineer; DPWH-National
Capital Region as Engineer V for 8 years; until his appointment as
District Engineer of the Third Metro Manila Engineering District for
5 years.
He was designated
OIC-Assistant Regional Director of NCR in 2002 and concurrent
District Engineer of First Metro Manila Engineering District. He
transferred to Bataan 2nd DEO in 2006 and again returned
to NCR after a year. He was promoted to the position of Director III
in May 2009 and barely two months after he gained the Regional
Director position. In November 2010, he was designated as
Officer-In-Charge of the Bureau of Equipment.
Engr. Tayao participated
in the Observe & Study Civil Engineering Projects Course in
Tokyo, Japan in 1981 and Practical Studies on Engineering Highway
Maintenance, Supervision & Management in Roy Jorgensen,
Washington DC Maryland & Tennessee in USA, Mexico City, Kenya &
Ethopia in Africa from September 1982 to December 1982.
Engr. Tayao has also attended numerous trainings and seminars
sponsored by various agencies and institutions like Assessment of
Sign and Signboard Structures in 2007, Responsive Public
Service Thru Effective Project Management in 2006,
Introduction to IT & MS Windows & Basic Networking for Executives
in 2006, Seminar on EHEM! AHA! in 2005, Urban Development:
Disaster Preparedness/Prevention in Metro Manila and its Environs
conducted by the MMDA and Japan International Cooperation Agency in
2005, MS Office Applications for Executives Part II, Reorientation
Course for Assistant Regional Directors, Traffic Seminar In Metro
Manila by the MMDA in 2003, Seminar on RA 9184 and its IRR,
Seminar on Professional Growth through Value Clarification for
Executives, Workshop on Total Quality Management for
Executives, among others.
He did not fail to attend the conventions/workshops conducted by
different organizations like the International Civil Engineering
Conference in the Asia Region, and Seminar Workshop on the Design of
Skyway conducted by the Philippine Institute of Civil Engineers;
National Annual Convention conducted by the District
Engineers League of the Philippines; National Road and Safety
Convention, Convention conducted by the Safety Organization of
the Philippines; Annual National Convention of the Road
Engineering Association of the Philippines; National Convention,
and Conference conducted by Association of Government Civil
Engineers of the Philippines; and Annual Convention of the
Government Employees Organizations.
He was also a resource speaker on Seminar Workshop on Management of
Educational Facilities, National Educators Academy of the
Philippines sponsored by the Department of Education & Sports,
Baguio City in 1997.
He was awarded in 2003 with a Certificate of Appreciation for his
invaluable service as resource speaker on the series of
Reorientation Courses for DPWH Officials.
He is an active member of the Philippine Institute of Civil
Engineers (PICE), Road Engineering Association of the Philippines
(REAP), Association of Government Civil Engineers of the
Philippines, and District & City Engineers League of the
Philippines.
He earned 27 units in
Master of Arts in Education in 1997 from the Harvardian Colleges. He
graduated with the degree of Bachelor of Science in Civil
Engineering from the National University in 1971. He passed the
Licensure Examination for Civil Engineers in August 1972.
He was born on February
24, 1950 in Bacolor, Pampanga. He is married to Victoria De Dios, a
District Supervisor of Dep-ED. He is a doting father to Anthony,
Blessie, Joseph and Marivic.
