About the
Director

As the present Director
of the Bureau of Design (BOD), Engineer Gilberto Senson Reyes
truly long deserves that position having served the bureau for long
fruitful years. In fact, his name is always associated with BOD and
vice versa.
Director Reyes’s started
his thirty-two years stint at the Department in December 1977 as a
temporary Civil Engineering Aide II at the then Ministry of Public
Highways-Region IV-A. He was promoted to Senior Civil Engineer in
January 1979. In 1985, he transferred to the Bureau of Design
where he held various positions like Supervising Civil Engineer,
Head Civil Engineer, Engineer IV, and Project Evaluation Officer V
until his appointment as Director III in July 1997.
From then on, he has
been doing a magnificent job. He is always at the forefront in the
review and preparation of schemes, designs, specifications,
estimates, tender contract documents covering architectural,
structural and electrical and other technical design aspects of
highways, flood control and other projects of the department.
Director Reyes has
attended numerous trainings and seminars to boost his credentials.
These include the trainings sponsored by foreign grants like 2006
AASTHO/FHWA Transportation Estimate’s Association and 2006 AASHTO /
Trns*Port User Group, both conducted by the AASHTO, Maine, USA
in October 2006; 21st World Road Congres, Kuala
Lumpur, Malaysia conducted by the World Road Congress in October
1999; Urban Expressway System in Bangkok, Thailand conducted
by Japan International Cooperation Agency (JICA) September 1999;
Urban Drainange Modelling and Management conducted by Hydraulic
Research Ltd/British Council; Highway and Bridge Design conducted
by Louis Berger Int’l., New Jersey, USA in October-December
1983; World Bank and International Road Federation Overseas
Scholarship Grant – Master’s Degree Program major in Geotechnical
Engineering in Virginia Poluytechnic Institute and State
University, Virginia, USA from September 1982 – October 1983 and
Observation Tour (USA) Government, Private and World Bank Offices
by International Road Federation, USA in 1982.
He also participated in local trainings/seminars/workshops on
Anti-Corruption Laws, Rules and Regulations; Integrity Development
and Corruption Prevention; Professional Growth thru Value
Clarification for Executive; Reorientation Course for Assistant
Directors; Management Development for Executives; Executive
Leadership Program, Salamin ng Paglilingkod4 and Soil/Ground
Improvement Techniques for Soft and Subsiding Ground, to name a
few.
He was a
recipient of various awards and citations such Plaque of
Appreciation given by the District Engineers League of the
Philippines in 2006, Plaque of Appreciation from the University of
the Philippines in 1999, Citation Award given by his peers at the
BOD in 1989, Certificate of Appreciation given by the Road
Engineering Association of the Philippines in 1987 and Certificate
of Appreciation from the DPWH-Region VII in 1985.
He is an
active member of the Philippine Institute of Civil Engineers, Road
Engineering Association of the Philippines, Association of
Government Civil Engineers, International Road Federation, Opus Dei
and Couples for Christ.
Director Reyes passed
both his Career Service Executive Eligibility and Career Executive
Service Eligibility in 1997. He completed his Master of Engineering
degree at the Virginia Polytechnic Institute and State University in
1983. He passed the Board Examination for Civil Engineers in May
1978. He obtained his Bachelor of Science in Civil Engineering (BSCE)
degree from the Mapua Institute of Technology in 1977.
Engr. Reyes was born in
Pasig City on January 29, 1954 to Rizalino and Victorina Reyes. He
is married to Eileen Palacio, also an employee of the department and
they are blessed with three sons namely Gian Carlo, Miguel Paolo and
Josef Emmanuel.
