About the
Director

Director Burt Barba Favorito
has more than thirty years work experience in the DPWH since
1978. His current position as Director III of the
Administrative and Manpower Management Service is not an
easy task since he oversees the over-all supervision of
eight Divisions managing human resources and general services of
the DPWH Central Office.
He is
at present the Head of the Secretariat of the DPWH Management
Committee (or ManCom), the Chairman of the Scholarship Committee,
Head of the Central Placement Committee, Vice-Chairman of the
Central Selection Board and member of other various Committees.
To
further develop his expertise in human resource management and
development, he has attended various local and overseas trainings
and seminars sponsored by various agencies and institutions –
including a two-month course on Manpower Planning and Administration
sponsored by the World Bank-IBRD conducted in the United States of
America (USA) in 1982, a Procurement Course sponsored by the World
Bank in Washington, DC, USA in 2002 and a Study Tour on Human
Resources Management Best Practices sponsored by the Australian
Government conducted in Brisbane and Sydney, Australia in 2008. As
one of DPWH’s experts in administrative operations, he is a regular
lecturer in the Department’s trainings/seminars in Supply and
Property Management, Supervisory Development, MORE-based Performance
Appraisal System, Strategic Planning, Performance Governance System
and on various administrative issuances.
Director Favorito was the youngest Division Chief then in the DPWH
when he was appointed as Chief of the Human Resource Planning
Division at the age of 25 in 1982. He was elected then as President
of the DPWH Association of Middle Management Executives, or AMMEX,
for 2 consecutive terms.
Director Favorito was a consistent honor student in his elementary
and high school education and he graduated Cum Laude with the degree
of Licentiate in Philosophy from the University of Sto. Tomas
Central Seminary in 1977. He also received a Bene Probatus Award
with his Bachelor of Arts Classical degree from the same school in
the same year. He obtained his Bachelor of Philosophy degree from
the University of Santo Tomas in 1975. He passed the Career
Executive Service Eligibility in 1999.
He was born on February 3, 1957 in Bangued, Abra. He
is married to Cheryl Tagle, a pharmacist/nurse and they are blessed
with 6 children.
