One
of the major achievements of the Human Resource Training
Program BIIP is the successful implementation of the Training
Oversight Committee (TOC), which was formed through the
issuance of Department Order, 145, series 2001, issued last
August 2001. TOC has been working hard to improve the quality
of the training programs and significantly increase the size
of the budget by identifying new course offerings and increase
the size of the training programs.
Training
Management System
To help realize these new
training programs, a Training Management System (TMS) was
implemented. TMS was operationally launched in February 2002.
This system contains an on-line catalogue of course names and
descriptions and facilitates the following major functions:
- Updating
Course Information
- Updating
Participant (Employee) Information
- Setting
a Class Date
- Registering
Participants
- Closing
a Class
- Yearly
Reporting
With
the full support of the Human Resource Training and Materials
Development Division (HRTMDD) headed by Ms. Matilde Angeles,
the Training Management System was successfully implemented.
USER SATISFACTION:
According to Ms. Myrna J. Arceo, one of the users of this
application, “It greatly helps us in tracking personnel
training history, manage resources such as trainors, training
venues, and generation of training documents such as
certificates, directories, attendance sheets, and terminal
reports. It is also a tool for us to respond to inquiries on
courses, available slots and statistics, among others.”
“This system also helps in budgeting, because it can also
keep track of the costs per training.” Added by Mr. Ricardo
P. Estrera, TMS User-Coordinator.
After
the successful implementation of TMS in Central Office, it was
piloted in NCR and formally put into operation in November
2002 and is being used by the Manpower Development Section in
that office.
“With the implementation of the TMS in NCR, it decentralizes
the scheduling of courses, enrolling of participants and
updating of their profiles and other data. This significantly
reduces our workload here in the Central Office but still we
are in control because the TMS data are centralized and being
maintained here,” according
to Mr. Estrera. “We are looking forward when all the MDS of
the Regional Offices will be in one with the Central Office in
using the TMS.”
For
2004, 162 classes were done for 3,928 personnel all through
out DPWH,
in 2003 155 classes have been conducted with more than 4,103
students in attendance and registered in the TMS database. In
2002 152 classes were conducted with more than 4,135 students
in attendance and registered in the TMS database.
