With the directive of Secretary Soriquez,
the Road and Bridge Information Application (RBIA) is the
official source of Road and Bridge Information in the
Department. RBIA, a fully populated database
containing the entire inventory of DPWH road assets,
is being used by all personnel involved with planning and
other activities requiring data on inventory
and condition. As a readily accessible
common source of inventory data, users are
presently enjoying its benefits in the performance of day to
day duties.
Department Order (DO) No. 54, series of
2004 entitled “Full Institutionalization
of the Road and Bridge Information
Application (RBIA) and Related Road and Bridge Data
Collection Procedures” details the responsibilities of the
Central, Regional and District Offices in maintaining the
RBIA. Designated RBIA Coordinators in the
Regional Office are assigned on a full-time basis for
maintaining this system. The said DO also states that
the Road Information System (RIS)
and the Road and Bridge Condition Rating
Surveys, formerly conducted by the
Bureau of Maintenance (BOM), be discontinued.
Likewise, the production of Road
Diagram and Bridge Lists (RDBLs)
is no longer required.
